ICAP Health Program Chief of Party Job in Mombasa, Kenya

ICAP at Columbia University (CU) seeks a Chief of Party (COP) to lead an upcoming health program in Kenya.

Overall Purpose
 
To provide leadership and direction to ensure the strategic, programmatic, technical, and financial integrity of the program. 
The COP is responsible for achieving the planned results set out for the program. 
The COP will be the primary point of contact with the funder, local government counterparts, and partner institutions. 
The COP is responsible for overall program management and guidance to team members

Key Responsibilities
  • Work with technical and programmatic leads to ensure effective implementation and coordination of program activities and monitor progress toward the achievement of the program goals and objectives
  • Harness human, material, and financial resources appropriate for the program
  • Work with finance and program staff to develop and track program budgets
  • Ensure timely and accurate reporting of program activities and results to USAID
  • Present progress, achievements, and lessons learned to key stakeholders, including funder, government, and other implementing partners
  • Supervise and manage a team of highly qualified staff and align their efforts with program goals
  • Lead the annual work planning process
  • Provide technical leadership in the design, analysis, and synthesis of interventions
  • Assure the quality of technical interventions at national and provincial level
  • Assure the sustainability of interventions, particularly in the area of capacity building
  • Advise regional/provincial counterparts on technical issues and participate in relevant technical advisory groups with counterparts and partner institutions
  • Troubleshoot to prevent and resolve potential problems and review outputs for quality control
  • Represent the program in all matters pertaining to the execution of program-related activities before the Kenyan Government, USAID, and other partners, including interactions with the most senior levels representatives of these institutions
  • Cultivate relationships with the Ministry of Public Health and Medical Services at all levels and across various departments
  • Cultivate strategic relationships and alliances with the other USG partners and funders, including private sector partnerships
  • Serve as the primary advocate for the program with the Kenyan Government and other national/international partners
  • Increase the visibility of the program through representation at high-level visits with USAID, PEPFAR, and the Ministry of Health
  • Prepare briefing documents on the program at the request of USAID and/or the Ministry of Health
Education:
  • Advanced degree in public health or relevant field
Experience, Skills & Minimum Required Qualifications:
  • 10+ years of senior level experience in program development, implementation, and management of health programs
  • 10 + years of senior level experience working with the Kenya Ministry of Health, preferably at the National and Provincial level
  • Demonstrated experience managing USAID or other donor-financed projects
  • Strong familiarity and command of USAID regulations and compliance
  • Proven track record of directing, motivating, and managing project teams composed of technical experts, program managers, and administrative staff
  • Strong communication and advocacy skills
  • Previous experience of successfully managing relationships with governments, donors, and other partners in a complex political environment
  • Background and expertise in HIV, malaria, TB, and maternal and newborn health
  • Extensive field experience in Kenya
  • Fluency in written and spoken English; fluency in Kiswahili
  • Ability to travel throughout Kenya and internationally

Overall Purpose
 
Under the supervision of the Chief of Party, the Finance Manager will be responsible for ensuring the smooth operation of technical efforts and field activities by providing accounting, administrative, management, and logistical support to facilitate the implementation of program activities. 
The Finance Manager ensures that financial management, personnel, administrative, and contractual operations systems are conducted according to ICAP regulations, standard operating procedures, and good business practices.
 
The Finance Manager safeguards ICAP’s assets (financial and physical) against fraud, loss, or misuse. 
He or she ensures that any money expended in the field is done in accordance with Generally Accepted Accounting Principles, ICAP Policy, and any cost principles imposed by ICAP or the funder. 
He or she must demonstrate the ability to use sound business judgment in assuring that all costs are reasonable and necessary for the completion of the office projects and ICAP’s mission.
 
Key Responsibilities
  • Oversee all project-specific financial planning, budgeting, and reporting
  • Prepare accurate project budgets, track expenses, ensure that required project financial controls and cost performance monitoring mechanisms are in place and adhered to, prevent over expenditure of budgets, ensure proper safeguards of funds, and ensure compliance with established USG and headquarters’ financial and accounting procedures
  • Apply detailed financial reporting and project costs reimbursement process in accordance with established financial system
  • In collaboration with COP, manage all sub-grants to local grantees ensuring sub-awardees’ compliance and reporting
  • Provide guidance and support for contracts development and management
  • Ensure that funder resources are appropriately directed to project priorities and are in line with project work plans
  • Manage cash flow, including funds transfers and petty cash.
  • Estimate upcoming cash needs and accrue expenditures as appropriate
  • Issue and collect project advances
  • Obtain authorization for and pay local costs
  • Reconcile bank accounts and field advance accounts each month
  • Record all financial transactions into an approved ICAP Field Expense Accounting System, and submit timely reports each month
  • Maintain thorough documentation of all field financial transactions
  • Apply internal systems for obtaining purchase approvals and use of assets ensuring the adequate application of internal controls
  • Maintain current standing with all mandated tax and registrations, including submission of payments and required reports
  • Oversee local procurement and execute all approved payments for local vendors, contractors, and consultants for goods and services received, in accordance with the laws and regulations of Kenya, as well as with ICAP and funder regulations
  • Assist in the preparation and management of project budgets and pipeline expenditures
  • Maintain inventories and controls over project office fixed assets, such as furnishings and computer equipment
  • Process local payroll and benefits and administer benefits plan
Education:
  • Master’s Degree in finance and accounting and certified public accountant or equivalent
Experience, Skills & Minimum Required Qualifications:
  • Demonstrated experience managing USAID or other donor-financed projects
  • Strong familiarity and command of USAID regulations and compliance
  • At least three years of experience in an independent administrative position with advanced bookkeeping responsibilities
  • Work experience with projects supported by international organizations
  • Computer skills, including proficiency in Microsoft Office Suite applications (Excel spreadsheets, word processing, and electronic mail along with data entry experience) and Quickbooks
  • Demonstrated translation/interpretation skills and relevant experience
  • Ability to work independently, prioritize tasks, and meet deadlines
  • Experience with organizing workshops and training courses and with preparing and monitoring budgets
  • Excellent communication skills
  • English and Kiswahili fluency required, including speaking, writing, understanding, and reading, and the ability to conduct business in both languages
  • Ability to work in a team
  • Experience developing and interpreting standard financial reports (Balance Sheet, Income Statement, Cash Flow) and creation of Journal entries preferred

Junior Post-Doctoral Fellowships


Applications are invited for junior postdoctoral fellowships within the MUll fellowship programme, to start in September 2013. 
The programme is a collaboration between Makerere University and the Uganda Virus Research Institute, together with the London School of Hygiene & Tropical Medicine and the University of Cambridge, and is funded by the Wellcome Trust.

This scheme is aimed at supporting the most promising young Ugandan and East African scientists who wish to undertake rigorous research training.
 
Successful applicants will develop their potential to become research scientists within a structured and mentored training environment. 
The focus of the programme is on research training relevant to East Africa, and research projects will be carried out in Uganda. 
Research areas within the broad field of Infection and Immunity will be considered (including basic or clinical science, or epidemiology). Fellowships allow for sandwich attachments in overseas institutions, including (but not restricted to) the London School of Hygiene & Tropical Medicine and University of Cambridge, UK.

Post-doctoral fellowships will be for up to two years, with up to eight months to be spent overseas.
 
Applicants will be expected to have completed their PhD within the last three years. For those just completing, the thesis must have been submitted by the time of the interviews in August 2013. 
Projects should be designed to position the applicant’s potential to compete for further international research funding. For example, the fellowship may enable them to complete additional studies based on their PhD, to conduct initial experiments or studies to prime further funding applications, and, or, to establish collaborations relevant to their longer-term plans.
 
Applicants must be East Africans (from Uganda, Kenya, Tanzania, Rwanda or Burundi) and the project work must be undertaken based at Makerere University or UVRI. 
Candidates should demonstrate how their research projects foster collaboration between Makerere University and UVRI; and they must show a commitment to pursuing an academic, research career in East Africa.

Support includes a salary for up to two years, research expenses, and travel costs. 
We hope to award two fellowships.

Title: Recruitment of Individual Consultant for the Development of the Standardization Policy for Rwanda Bureau of Standards


1. Background Information
 
Rwanda Bureau of Standards (RBS) was established in 2002 to undertake all activities pertaining to the development of standards, quality assurance and metrology in the country and overseeing implementation of the above across the entire country. 
Since its creation, RBS has aimed to provide top-quality services regarding standards development, quality assurance through industry inspection, market surveillance, import inspection and certification, testing, metrology services and awareness raising.
 
RBS has registered good progress in promoting trade and public safety through quality standards development and offering conformity assessment services (inspection, testing, certification and calibration), which led to improved Health and safety of Rwandan People and competitiveness of Rwanda products, regionally and internationally.
 
However, still there are challenges to overcome in terms of institutional framework and awareness, skilled personnel, standards as well as regulation to support the national programs on food security and food safety.
 
In the spirit of ensuring continued economic growth and making a step further in strengthening the capacity of RBS to deliver on the standardization and conformity assessment, RBS would like to recruit an individual consultant to develop one national standardization policy and related Food Security and Food Safety laws/ regulations

2. Objective of the Assignment
  • Develop in close collaboration with NSB Management the Standardization policy
  • Develop in close collaboration with NSB Management, comprehensive Laws/regulations to implement the above policy.
  • Develop a roadmap for the adoption & implementation of the above mentioned policy.
3. Scope of assignment
 
In order to achieve the objectives set out above, the consultant will undertake the following tasks:
  • Review existing policies, laws and regulations governing standardization with particular emphasis on food security and food safety in Rwanda, and the regulatory framework;
  • Review documentation on the work practices of RBS for standards development, harmonisation, review quality management certification, environmental management certification and food safety management certification;
  • In close consultation with RBS, conduct a stakeholder analysis to determine different actors and target group and degree of engagement in the policy development process.
  • Conduct Consultative meetings with key stakeholders i.e. MINICOM, MINAGRI, RCA, RAB, RHA, RTDA, RURA, RDB etc...to acquire information and recommendations to shape the policy
  • Conduct research to identify similar policies and best practices regionally or internationally.
  • Assessment of the applicability of the above policies, laws and regulations in Rwanda
  • Undertake a study of the status of regional as well as national standardization strategies and propose a standardization policy along with laws/regulations required for its implementation
  • Identify and assess options suitable for the stakeholders with regard to compliance with the policy and related regulation. Describe in detail the required steps to implement recommended measures including details of awareness workshops to be offered as well as whom to be involved.
  • Draft standardization policy document
  • Draft proposed laws/regulation
  • Facilitate a validation workshop with the above mentioned stakeholders to review the draft policy
  • Present Draft Policy and related Food safety and Food security laws/Regulations to the RBS management and stakeholders for discussion and approval
4. Expected outputs
 
The consultant is expected to produce the following outputs;
  • One ( 1 ) Consultative workshop with RBS staff and Key Stakeholders to acquire their inputs on RBS’ strengths, priorities, key responsibilities and roles to make information and recommendations to shape the policy and regulations.
  • One ( 1 ) validation workshop to review draft policy and proposed enforcement laws / regulations with Key Stakeholders and collects their inputs.
  • Standardisation policy that covers all aspects of Standardization
  • Draft laws/regulations that cover only Food Safety and Food Security
  • Roadmap detailing schedule for the adoption & implementation of the policy including challenges and proposed solutions, awareness and capacity building needed
5. Deliverables
  • Inception report after 20 days from commencement of the assignment that includes understanding of the assignment by the consultant, proposed approach and methodology to be used during the  assignment and roadmap of assignment, key institutions and their role in the process.
  • Draft report after 70 days from commencement of the assignment that includes synthesis of consultations with stakeholders, recommendations and resulting draft policy and Laws/Regulations
  • Final report 10 days after review of the draft report with stakeholders and should includes developed standardization policy taking into account inputs from the validation workshop, roadmap on adoption & implementation of the policy and laws/regulations.
  • Two (2) DVDs/CDs containing soft copies in Word Processing and Adobe Reader of the final report, inception report, Stakeholders recommendations, developed Standardization policy, draft laws/regulations and a proposed roadmap to guide implementation of the policy.
6. Time schedule
 
The consultancy is expected to be implemented within a total of 80 working days. 
The consultant will report to the RBS Project Coordinator on all contractual matters. 
The validation workshop and key consultations will be carried out in Kigali City where the Head quarters of RBS are located.

7. Expert profile:
  • The consultant will preferably have at least a Masters Degree in Agricultural Engineering / Food Science/Food Engineering/Food Technology or subject related to Food Security and proven experience of at least 7 years in standardization related activities
  • The consultant will have good knowledge of national Quality Infrastructure (NQI), rules of formulating standards and regulations. Having performed similar activities and Knowledge of other countries similar policies especially countries in the EAC region is an advantage
  • Having prepared scientific policies in the field of standards and conformity assessment or related scientific field in the past.
  • Ability to align the Standardization policy to RBS Functions and Mandate and be able to fit it into Vision 2020, National Quality Policy, EDPRS, National Export policy, and other relevant national policies and strategies
  • She/he should have research skills, excellent writing skills, be able to prepare a lot of material in a precise manner tailored for different audiences and familiar with the local Rwandan context
  • Knowledge of the operation of bodies that carry out standardization, conformity assessments and meteorology services as well as experience in developing policies, ability to engage diverse stakeholders in an effective manner so as to acquire critical information
  • Have proven experience in formulating of rules and regulations. Knowledge of the standards applied by other countries in the EAC region is a distinct advantage.
