Consultancy for Baseline Survey, Feasibility and Detailed Study for Kangalita Irrigation Project Planning

Invitation for Bids (IFB)


Kangalita Irrigation Scheme has received a planning grant from the United States African Development Foundation (USADF) towards it’s Irrigation planning; the group now seeks Invitation for Bids from reputable consultancy firms  to:-
 
a. Provide the technical assistance in baselines survey, feasibility and detailed irrigation design. 
The baseline survey will entail collection and analysis of the relevant raw data including the agronomic, pedology, hydrology and the general social economic
aspects while the feasibility study will provide various options for irrigating the proposed scheme and the final detailed design will deal only with the recommended option(s) to be used for construction the project while at the same time clearly indicating its advantages over the others.

b. Construction of riverbank gabions protection 10m upstream and 10m downstream of the main intake. The gabion will be composed of gabion mattress made of chain link as illustrated in the bill of quantities and the attached drawings. Further, there will be lining of the first 10m of the conveyance canal from the intake.

Kangalita is located in Turkana County which is mainly a semi arid zone of Kenya. 

The purpose of this study is to formulate the various irrigation methods which may be used to irrigate Kangalita while clearly indicating the advantage and disadvantages of each irrigation method. 

Further, the Consultant will then identify the most appropriate option(s) to be recommended for construction. 

The bidding documents including design reports and drawing will then be prepared culminating into tendering for the construction and ultimately the project implementation.

It’s envisaged that once the implementation of this project is complete, it will lead to the development of an Irrigation enterprise for this vulnerable group as income generation project and ultimately result into the improvement of their Socio-economic status.

Scope of Consultancy.
  1. Carrying out hydro-geological surveys to assess the water resource in terms of availability and reliability and preparation of hydro-geological report admissible by WARMA.
  2. Undertake topographic survey and mapping of 70 acres of farming (put beacons) and produce maps;
  3. Conduct soil survey in both the current and proposed sites to determine the type of soils available in the area and establish suitable crops and nutrients requirements in such soils;
  4. Conduct agronomic survey to establish ideal crops and also the high value crops that can do well on the land;
  5. Conduct market survey to determine the met and unmet market demand for a variety of  crops and market prices;
  6. Identify and recommend the best irrigation technology and irrigation practices.
  7. Prepare Bill of Quantities (BoQ) and cost proposals for the various irrigation technologies applicable;
  8. Carrying out proposed site’s Environmental Impact Assessment (EIA) and preparation of Environmental Impact Assessment report.
  9. Prepare a budget and budget narrative, market analysis, irrigation technology analysis, financial analysis and work plan detailing all activities to be implemented to set-up the irrigation project.
Scope of Civil works.

Deliverables:
 
The consultant will deliver to Kangalita the following products:
  • The baseline and feasibility study reports for the rehabilitation and expansion area. The various irrigation development options will be well elaborated;
  • Hydrological study report admissible by WARMA detailing water resource availability and reliability;
  • Design report on the different possible irrigation technologies that the scheme can use for improved productivity with recommendation of the most appropriate option;
  • Detailed topographical survey maps including profiles and layouts maps;
  • Detailed social/economic status of the farming communities and for the project;
  • Detailed engineering design and drawings for the recommended irrigation technology for the  sites;
  • Environmental impact assessment report (EIA) for the site admissible by NEMA.
  • Detailed Bills of Quantities and Cost estimates for the site;.
  • Tender Documents; and
  • Prepare a budget and budget narrative, market analysis, irrigation technology analysis, financial analysis and work plan detailing all activities to be implemented to set-up the irrigation project.
Technical and Financial Proposals:
 
Consultancy firms are advised to send separate technical and financial proposals (currency; Kenya shillings) for this assignment. Consultancy firms may associate to enhance their qualifications where possible.

Consultants not disclosing full information in the proposals will be considered non-responsive and their proposals rejected. 

Consultancy firms must provide detailed CVs of all technical team members to undertake specific elements of the assignment.

Requirement
 
Consultancy firms should submit copies of the following mandatory VALID documents which shall be used as criteria for evaluation:
  • Certificate of Incorporation;
  • Business Permit;
  • Copy of Valid Tax Compliance certificate;
  • Registration/ Accreditation certificates by the line professional bodies for the key staffs where applicable e.g. EIA expert – NEMA, Irrigation Engineer-Engineering Board of Kenya etc.
  • Evidence of previous consultancy work of similar nature, full address and contact of persons of major clients served with similar works,
  • Evidence of capability to undertake the assignment.
  • Qualification and experience of key staffs (attach curriculum vitae). The key staff are;
  1. Irrigation and Drainage Engineer
  2. Soil Scientist
  3. Hydrologist
  4. EIA Expert
  5. Agro-economist.

Junior Geologist - Mineral Exploration, Nyanza Province

The employer is a junior exploration company belonging to an international mining group focused on Africa.

The job is a field based position reporting to the Consultant / Technical Manager or his delegate and backed by the Administrative Manager.

Salary will be dependent on qualifications and experience.

Work beginning planned for early 2012.

Duties may include any of the following:
  • Geological mapping, geochemical surveys, ground geophysics
  • Drilling programs supervision (auger, RAB, RC and DD)
  • Data collection, interpretation, presentation and reporting
  • Management of field crews and labourers
Requirements
  • Bachelor of Science degree, majoring in geology
  • Computer literate (Microsoft Office, GIS software an advantage)
