IEBC :: Constituency Elections Coordinator

The Independent Electoral and Boundaries Commission (IEBC) seeks to recruit dynamic, competent and result-oriented individuals to fill the following positions:-
 
Position: Constituency Elections Coordinator

Duties and Responsibilities
  • Provide management support, develop and oversee the implementation of strategies, policies, plans and budgets at the constituency level while ensuring their alignment to the regional and overall Commission strategies.
  • Ensure that election operation activities at the constituency level comply with laid down internal controls and budgetary provisions.
  • Ensure adequate provision of administrative support services at the constituency level including distribution of election materials, transport management, implementation of security policies and protocols and ensuring the safe custody of the Commission’s assets.
  • Be responsible for sound financial management and prudent use of all Commission funds at constituency level in line with commission’s financial policies.
  • Liaise with the Regional Election Coordinator to implement training programmes for registration and election officials at the constituency level.
  • Identify, inspect suitable polling, nominations and tallying centers.
  • Liaise with regional administrative and security officials at the constituency level to ensure safety of Commission Assets including warehouses.
  • Undertake the verification, compilation and revision of Constituency voter’s register as required by law from time to time.
  • Liaise with political parties with respect to elections and related activities.
  • Develop accountability measures, monitor the performance indicators at the constituency levels and ensure the timely preparation of periodic reports.
  • Be the Returning Officer during elections and during voter registration the Voter Registration Officer.
  • Undertake any other relevant duties assigned by the Commission.
Qualifications and Experience
  • Minimum undergraduate degree from a recognized university.
  • A minimum of Six (6) years post graduate working experience in management in a large organization.
  • Proven experience in results-based management, monitoring and evaluation or managing election process is an added advantage.
  • Must be computer literate and should possess good negotiation, planning and coordination skills.
  • Additional training, professional qualifications and experience of fieldwork will be an advantage.
  • Must be a resident of the Constituency applied for and must attach ID card indicating that they hail from that constituency.
  • Must be computer literate.
Integrity Clearance
 
In addition to the qualifications set above, the applicants must further meet and submit the following clearances:
  1. Ethics and Anti-Corruption Commission (EACC)
  2. Criminal Investigation Department (CID)
  3. Kenya Revenue Authority (KRA)
  4. Director of Public Prosecutions (DPP)
  5. Chief Executive Officer, Higher Education Loans Board
  6. Professional bodies (where applicable) to which the applicant belongs eg LSK, ICPAK, AAK, IEK etc
  7. Credit Reference Bureau Africa Ltd or Metropol Credit Reference Bureau
Security Clearance: All shortlisted applicants may be subjected by the Commission to a security clearance by National Intelligence Service (NIS)

1.0 Background to the Project
 
The Federal Republic of Somalia has received financing from the World Bank toward the cost of the “Second Public Financial Management Capacity-Strengthening Project” (SPFMCSP) and intends to apply part of the proceeds of this grant for consulting services. 

The Ministry of Finance (MOF) of the Federal Republic of Somalia (FRS) has undertaken the SPFMCSP with the objective to achieve overall fiscal discipline that ensures effective use of public funds and avoids fiscal waste. 

The project refers to the legal and institutional framework for supervising all phases of the budget cycle, including formulation and preparation of the budget, budget execution and expenditure management, internal controls and audit, procurement, monitoring and reporting arrangements, and external audit.

In this context, the Federal Government of Somalia has passed the Public Procurement Concessions and Disposal Act (PPCDA). 

The PPCDA will cover all public entities, including central government agencies, local governments, state-owned enterprises, independent organisations and other public institutions. 

In this regard, the project aims to provide the best international technical expertise in this field to ensure that the designs of secondary legislation, institutional setup, and capacity development strategy will lead to effective implementation of PPCDA and successful public procurement reforms. 

The project will take a systematic approach to support the reform efforts at the legislative, policy, and operational levels to fulfil the goals of “value for money” in public procurement with integrity.
 
3. Scope of Work
 
The international consultant is to support the Procurement Directorate of the Ministry of Finance to conduct a comprehensive review of legal infrastructure and development of additional guidance to support effective implementation of the new PPDCA.

She/he will work closely with the relevant Ministry of Finance officials as well as national and international consultants to provide technical inputs and assist in reviewing the current and proposed legal infrastructure as well as in designing/drafting/reviewing secondary legislations and regulatory frameworks in line with relevant best practices. 

The expected outputs will include a review of general provisions, existing/related laws and policies as well as drafting/reviewing legal implementing guidelines, operational guidance documents, model documentation, and recommendations to support effective implementation of the new PPDCA.
 
4. Duration of the Assignment
 
The International Consultant on Procurement Reform will be hired for a period of twelve 12 months on time-based contract with possibility of extension upon satisfactory performance.

The assignment is based in Mogadishu, Somalia.
 
5. Competences
 
The Consultant must possess at least 10 years’ experience in procurement, supply chain management with a degree in supply chain, procurement, law, management, finance, economics or commerce; 

The incumbent will have experience in supporting public procurement sector reforms and expertise in formulating policy and strategic planning at the national level. 

Knowledge and experience working in fragile countries is an added advantage; 

The successful candidate will be motivated and able to work in a results-driven environment and responsibly without direct supervision on occasion. 

He/She will exhibit organizational skills, attention to detail, personal commitment, efficiency, flexibility, and problem-solving skills. 

Further desired experiences are as follows: Experience of working in Fragile Countries and knowledge of the Public Financial Management Reforms.

Duties of the County Land Management Board Member(s)
 
In the performance of their functions the county Land Management Board shall be subject to the Physical Planning and Survey acts and any other relevant statutes.

The duties of the board shall include:
  • Processing of the transactions to be approved by the Commission, allocation of public land, change of user, extension of user, subdivision of public land, renewal of leases,
  • Inspecting all the public land allotment in order to ensure that they adherence to Physical Planning requirements.
  • Encouraging use of Alternative and Traditional Dispute Resolution (ADR & TDR) mechanisms in land dispute.
  • Perform any other functions assigned by the commission or by any written law.

  • Custodian of all legal instruments;

Key Tasks of EAC Competition Authority
 
The Commissioners shall be responsible for:
  • Holding hearings; 
  • Issuing legally binding decisions; 
  • Imposing sanctions and remedies;

  • Recommending to the Council to make regulations; 
  • Developing appropriate procedures for public sensitization, consultations and participation;

  • Formulating by-laws for the operation of the Authority;

The Kenya National Bureau of Statistics (KNBS) is a corporate body established under the Statistics Act (2006). It is the principal Government agency responsible for the collection, compilation, analysis, publication and dissemination of official statistical information and its custody. 

It also oversees the coordination, supervision and development of programmes within the National Statistical System.

KNBS intends to conduct the Kenya Integrated Household Budget Survey (KIHBS) which will be a source of data to update the country’s poverty profile, consumer price index weights, National Accounts data and other socioeconomic indicators.

Reporting to the Field Supervisor, the Field Interviewers are the key personnel in the data collection exercise.
 
Roles and Responsibilities
  • Locating sampled households with the assistance of the supervisor
  • Conducting the interviews to the targeted respondents and completing the questionnaire(s)
  • Checking the completed questionnaires to ensure that all questions were asked and responses neatly and legibly recorded
  • Arranging for interviews and callbacks
  • Maintaining confidentiality of the interviews and the data collected
  • Locating survey materials and equipment
  • Preparing debriefing notes for the supervisor
Requirements for Appointment
  • Must be a Kenyan citizen
  • Should have completed at least secondary level of education, with a minimum of C+ (Plus) or its equivalent.
