HIV Service Delivery Support Activity (HSDSA) Cluster 1 is a USAID funded project covering Homa Bay, Kisumu, Migori, Kisii and Nyamira counties. 
The purpose of this project is to provide key clinical support to the Government of Kenya national HIV response with the overall goal of increasing access and coverage for HIV prevention, care and treatment services towards achieving the “90-90-90” targets.

PATH is seeking to recruit a Monitoring and Evaluation Advisor to provide technical leadership to the M&E team of the HSDSA project. 
S/he will support development, management and application of an AMELP (Activity Monitoring, Evaluation and Learning plan) of the project, offer technical assistance and help build capacity of the project stakeholders on health management information systems.
In addition, s/he will participate in identification and measurement of appropriate project performance indicators. 
S/he will lead the M&E team and other project implementation teams to carry out routine project monitoring in a timely manner and ensure accurate data collection, analysis, reporting of project activities and outputs and use of data for decision-making. 
With input from the project team, s/he will identify and oversee design and implementation of special studies that inform project performance and management. 
S/he will ensure assessments carried out meet quality and technical standards and that findings are appropriately shared with respective stakeholders. 
The position is based in the Kisumu office and reports to the M&E Specialist.

Specific duties and responsibilities:
  • Mentorship and capacity building of the MOH staff and project M&E staff in to improve their skills in M&E and HMIS.
  • Coordinate the gap analysis, forecasting and distribution of CBHIS/HMIS reporting tools.
  • Coordinate the implementation of project Performance Management Plan (PMP) and ensure that all indicators are routinely updated.
  • Participate in the planning, development, maintenance and training of M&E team and sub grantees on the project databases (and Management Information Systems-CIMS, tableau etc).
  • Provide technical expertise in application of appropriate project evaluation methodology and design during implementation of studies and assessments, End-term review using cost-effective methods such as Lot Quality Assessment Sampling (LQAS).
  • Provide guidance and a mechanism to ensure quality assurance is maintained at all levels of programmatic work and particularly at results level by offering technical support during SIMS, DQA and Quality of Care Assessments.
  • Contribute to the development, review and tracking of the project’s performance indicators including training data.
  • Contribute to the development of protocols, instruments (e.g. questionnaires, checklists, discussion guides and interview forms) for data collection, storage and analysis as may be needed.
  • Ensure that project performance and accountability data is collected, analyzed and disseminated on a timely basis during quarterly, semi-annual and annual reporting of results.
  • Oversee special studies that inform project performance and management including documentation.
  • Participate in Project and County M&E Technical Working Group meetings.
  • Lead efforts aimed at improving data accuracy by revision of the HSDSA monthly data summary reporting formats i.e. IPT and all training datasets.
  • Coordinate continuous updating and review of the project M&E standard operating procedures.
  • Manage and coordinate quarterly, SAPR and APR reporting processes to USG through DATIM.
Required Experience
  • At least a Bachelor’s degree in Biostatistics, Information Systems Management, Monitoring and Evaluation, Social Sciences. Master's degree in any related field will be an added advantage.
  • At least eight years’ work experience in Health and Management Information Systems (HMIS), monitoring and evaluation of public health programs.
  • Experience in the design, management, analysis and dissemination of a wide range of quantitative and qualitative research projects.
  • Experience working with a variety of information systems and data files.
  • Knowledge of and experience working successfully with large, international, multi-donor health grantees.
  • Familiar with GIS as a user interface and reporting format with analytical software.
  • Knowledge of PEPFAR/USAID reporting requirements preferred.
  • Knowledge of Tableau software is mandatory.
  • Ability to initiate, establish and maintain liaison activities with key multilateral and bilateral stakeholders including other USG mechanisms such as HIGDA, Tupime Kaunti and CMLAP II.
  • Excellent negotiation and leadership skills.
  • Excellent interpersonal skills, capable of directing and managing change, inspiring teamwork, and motivating staff and partners to achieve results.
  • Critical analysis and strong report writing skills required.
  • Skills in finer analysis, interpretation and management of complex data.
  • A good understanding of the workings of the national HMIS and CBHIS systems including the data collection and reporting tools.
  • A good understanding of PEPFAR Monitoring, Evaluation and Reporting indicators and reporting system (DATIM).  
Must have legal authorization to work in Kenya.

Organization Overview: Economic and Social Rights Centre (Hakijamii) is a national human rights organization that works with marginalized groups to claim their economic, social and cultural rights and improve their likelihoods. It is registered as NGO under the NGO Coordination Act. 

It is headed by an Executive Director who reports to a Board of Directors. 

With a secretariat in Nairobi, the organization has strategic community partners in Nairobi, Kisumu, Kitale, Eldoret, Garissa, Kakamega, Kisii, Migori, HomaBay, Turkana, Lamu and Mombasa.
 
Hakijamii envisions a society that is free of discrimination, exploitation and injustice and its mission is to strengthen the capacity of people’s organizations to effective and directly participate in advocating and realizing their economic, social and cultural rights in Kenya. 

Throughout its existence the organization has been guided by the goal of promoting social movements to engage in realising and promoting human rights-centred practices and policies. 

Its strategic objectives are:

Since inception Hakijamii has been expanding its work to address the new opportunities and challenges presented by Constitution and faced by marginalized community groups. 

To this end the organization has initiated an online advocacy campaigns on economic and social rights through its social platforms (Facebook, website, twitter and sms platform) an intervention is aimed at reaching out to a larger audience and providing an interactive platform to share best practices and share views.

Hakijamii now seeks to recruit a Website & Social Platform officer for one year.

Purpose: The purpose of this position is to support delivery of overall work of the organization on policy implementation, advocacy, information sharing and advising community members on matters ESC rights. 

This aims to assist the organization reach a greater audience and help community groups take initiative to address their own problems.

The role will involve social platform awareness creation, information sharing, holding regular discussion on thematic areas of our work and emerging community issues within our jurisdiction.

Nature & Scope: The Organization’s social platform is intended to reach all walks of life including the marginalized, youth women, the middle class and the public at large.

Core Responsibilities
  • In collaboration with the Programme Officers, the Website and Social Platform Intern will review and produce a short, concise but clearly focused advocacy strategy that defines the key advocacy messages, desired policy outcomes and proposed tactics for realization of ESC rights.
  • Develop and implement an online advocacy strategy
  • Play a key role in information dissemination through our website and social platforms
  • Update Hakijamii social platform.
  • Ensure effective and successful planning, monitoring and management of advocacy, communications and dissemination work
  • Coordinate the collection, analysis, and dissemination of pertinent information regarding policy issues and practices on ESC Rights.
  • To work with lead program officer to identify opportunities to help raise the profile of Hakijamii
  • Ensure best practice case studies are produced in a timely manner and communicated internally and externally.
  • Prepare and update all communications and advocacy materials, including content for web pages, media articles and information material for workshops, conferences and other communication events
  • Discussing and sourcing data and information that is to be included in newsletters, Research and verify information that is to be included in reports, brochures, newsletters or other written material or film, to write a broad range of communications for both print and electronic channels, film or radio, taking deadlines and changing priorities into consideration,
  • To review design and proof check publication to be uploaded on the website and online under tight deadlines.
  • Reviewing newspapers and media industries topical issues related to Economic and socio-cultural rights.
Qualifications and Attributes

Website and Social Platform Intern will have the following broad skill-set and attributes:
  • A first University degree in Journalism, Communications/ Mass Media, Law or Sociology.
  • 1 year related work experience.
  • Practical experience in web design and social platform management
  • Experience using and/or organizing media relations, web/mobile/social media, print and public events
  • Keen interest and commitment to advancing the rights of marginalized particularly in relation to their economic and social rights.
  • Experience in conducting training on effective online communications and advocacy
  • Knowledge on community development and human rights
  • Experience in using web-based tools to enhance communication capacity and advocacy
  • Ability to work ,communicate and advocate with a broad range of stakeholders including policymakers, government officials, NGOs, the media and community representatives
  • Strong ability to engage with communities and capability in being proactive to organize community outreach activities
  • Excellent written and oral communication skills with excellent writing style and good knowledge and practical use of both English and Kiswahili.
  • Proficient in Word, Excel and PowerPoint
  • Ability to support the advancement of the Hakijamii Networks as a broad civil-society community in the pursuit of increase assess to economic and social rights..
  • Adaptable, flexible, able to take advocacy initiative and prioritize amongst competing demands

Applications are invited from suitably qualified persons to fill two (2) vacancies of Member, National Gender and Equality Commission.

Requirements

1. The applicants must:-
  • Hold a degree from a university recognized in Kenya;
  • Have knowledge and at least ten (10) years’ experience in matters relating to any of the following fields -
  1. Law;
  2. Public Administration;
  3. Economics;
  4. Gender and Social Development;
  5. Human Rights;
  6. Management; or
  7. Social Sciences;
  • Have had a distinguished career in their respective fields; and
  • Meet the requirements of Chapter Six of the Constitution.
2. A person shall not be qualified for appointment as Member if such person:-
  • is a member of Parliament or County Assembly;
  • is a member of the governing body of a political party;
  • is an undischarged bankrupt; or
  • has been removed from office for contravening the provisions of the Constitution or any other law.
3. Duration of Appointment

One six (6) year non-renewable term.

4. Terms of Service:-
  • Full-time;
  • Shall not hold any other office or employment for profit whether public or private; and
  • Remuneration and benefits will be as set by the Salaries and Remuneration Commission.

ACCOUNTANT – Based in Bondo Program Unit The successful candidate will be required to implement the corporate financial systems and capacity development of CBO/partners in financial accounting. He/She will liaise with the relevant Country Office staff and the community to facilitate required processes. The incumbent will report to the Senior Accountant.

The incumbent will report to the Monitoring and Evaluation Manager. The job holder will be responsible for supporting the Program Unit (PU) in program/project planning, information gathering and synthesis, reflection and reporting processes.
KEY RESPONSIBILITIES •Facilitate development of PU’s participatory monitoring and evaluation systems. •Support operationalization of programs / projects at PU level. •Train staff and communities in basic M&E processes (gathering data analyse and decision making). •Institutionalisation of corporate monitoring and evaluation tools at PU level. Provide measurement and assessment of performance in order to effectively manage outcomes and outputs of results. Enhance organizational and development learning through participatory processes. Documentation/sharing of successes (best practices) and failures on a regular basis. Participate in development of yearly program budgets and project operational plans. Facilitate the establishment, maintenance and usage of resource databank at Community Based Organization level. Facilitate community based information sharing and dissemination systems for evaluation and other special studies. Facilitate CBO capacity enhancement. Enhance children participation in planning, program design, monitoring and evaluation. Participate in program development
