II. Organizational Context and Scope
 
International Organization for Migration (IOM) has been implementing reintegration programs with the objective of achieving durable solutions and deliverance of basic services.

The program has contributed significantly in increasing household food security level through short-term income generating activities such as cash for work and vocational skill training projects

With improvement of general security situation in Somalia and food security level, The Programme is shifting its focus toward durable solutions from life-saving and humanitarian assistance and also covers return & reintegration of IDPs, returnees and refugees. 

The Programme will be assisting in returns, reintegration and resilience including the following;

Emergency operations dealing with influx of migrants as a result of disasters or forced returns

1) Returning refugees from neighboring countries and transit area communities, 

2) IDPs who are returning to villages of origin and reintegrating into host communities, 

3) Drought affected pastoral and agro-pastoral communities, 

4) Migrants returning from abroad and 

5) capacity building of the government on service delivery and DRR. 
 
III. Responsibilities and Accountabilities

Under the direct supervision of Project Manager for MCROPS, the incumbent is responsible for performing administration and programme support duties including project tracking, document management, procurement and logistic support for Nairobi and field based offices. 

All these activities will serve to support the effective field implementation of the Project.

In particular, he/she will perform the following duties.
  • Assists in maintaining project administration systems as established by the Project Manager, including document filing, photo management, and financial tracking.
  • Assist in managing partners’ grants in coordination with field staff and follow-up on instalments, reports, and project progress as necessary.
  • In coordination with field staff as well as Programme Manager, draft press briefing notes, call for proposals, and partner agreement, donor reports, and other information materials.
  • Support field-based staff with admin/finance/logistical follow-up as necessary.
  • Arrange departmental meetings and take minutes in meetings and provide relevant documentation for the meetings.
  • Prepare Travel Authorizations (TA) and follow up requests for security clearance for the Staff and external consultants as required.
  • Follow up and/or prepares Payment Requests and Purchase requisition forms (PRFs) for authorization and coordinate/follow up with COS and finance.
  • Assists and supports on logistics and administrative planning of meetings, field trips and trainings in Nairobi and field level as necessary where applicable.
  • Attend cluster meetings, workshops that relevant to the Unit and provide feedback to the Programme Manager
  • Perform any other related task as may be assigned.

V. Education and Experience
  • Degree in Business Administration, social sciences or related fields ;
  • A minimum of 2 years of experience in the field of humanitarian work;
  • Experience working in project; working through local NGO or International Organization.
  • Solid computer skills, including proficiency in MS Office package (Word, Excel, Power Point), internet and Email;
  • Fluency (written and spoken) in English is required;
  • Knowledge of Somalia and prior work in the Horn of Africa region will be considered as an advantage.

Job Summary: The Program Manager will provide overall management and technical oversight for implementation of an anticipated program in Kenya and Zambia for adolescent intensified HIV case-finding in urban settings. 

The Program Manager will be responsible for implementation of project goals and objectives, and will provide the overall strategic and programmatic direction to the project, in close collaboration with EGPAF technical staff.

S/he must have a demonstrated understanding of and experience working with global public health issues related to youth and adolescents, especially HIV/AIDS, sexual and reproductive health, and behavior change interventions.

Summary
ACF Kenya is looking for an ambitious, innovative and passionate visionary leader with strategic thinking and strong organizational skills to lead the senior program team in Nairobi.

The DCD has the overall responsibility for the direction and coordination of the country office programme.

S/he will line manage the Heads of  the three technical departments within ACF Kenya as well as oversee parallel functions such as monitoring, evaluation, accountability and learning (MEAL) and country wide advocacy. 
The ideal candidate should have proven ability to coordinate, manage and develop multimillion dollar programs, should be conversant with the changing operational context in Kenya (devolution), have excellent knowledge of the livelihoods transformation in the Arid and Semi-Arid lands and be able to adapt ACF’s programming under the humanitarian and development resilience agenda. 
The position is based in Nairobi but requires frequent visits to the field locations.

Objectives and Activities:

Objective 1: Program Development and Coordination

Activities
  • Take a lead role in developing and /or reviewing of the country program strategy (bi- annual).
  • Ensure programs are coherent with the operational country strategy and with ACF’s mandate.
  • Lead technical departments in drafting new concept notes and proposals.
  • Promote, assist, and oversee the programmatic integration of the three technical departments.
  • Identify new opportunities for project development in line with the overall mission country strategy
  • Infuse innovation and streamline new technologies in ACF’s programming.
  • Ensuring that technical coordination meetings take place at the capital level to share information and promote innovative solutions to programming challenges.
  • Visit ACF field activities regularly and report on problems, challenges and obstacles while building an intimate knowledge of fieldwork realities.
  • Ensure the coordination of planning and follow up of donor field visits.
  • Ensure that the mission has up-to-date knowledge of donor strategies and frameworks, funding mechanisms and that these are fed into the coordination and country strategy planning process.
Objective 2: Monitoring, Evaluation, Accountability and Learning (Quality Assurance)

Activities
  • In coordination with the technical and support departments ensure the overall planning, follow-up and writing up of donor reports.
  • Ensure project objectives are met and that timelines, budgets, donor guidelines are respected by the senior program team.
  • Ensure project development is line with ACF’s technical guidelines, SPHERE, HAP, CaLP and other technical protocols.
  • Ensure that Technical Coordinators submit on time ACF’s Activity Project Reports (APRs) and Technical Monthly Reports (TMR).
  • Participate in the drafting of TORs for all technical evaluations and oversee the work of external consultants.
  • Support the Technical Coordinators in developing M&E plans for all new projects.
  • Organize Monthly APR review meetings
  • Support the Technical Coordinator in developing and maintaining a strong community based accountability system.
  • Ensure that knowledge is captured through lessons learnt and best practices and facilitate dissemination across the missions.
  • Facilitate a ‘trickle-down’ of information towards the field stemming from cluster/sectoral information in the capital.
  • Liaise with HQ for all research related and quality assurance matters
Objective 3: Representation and liaison for program related issues with donors, authorities, UN, NGOs and other stakeholders

Activities
  • Liaise with stakeholders for program related issues whether senior level involvement is required
  • Liaise with donors and partners for all program related issues.
  • Focal point for academic and research partnerships
  • Advance and disseminate ACF’s strategic positioning to donors and other stakeholders as this relates to humanitarian analysis and future financial planning.
  • Attend technical and/or humanitarian coordination fora such as KFSWG, NTF, WESCOORD when /if Technical Coordinators are not available.
  • Represent ACF in consortia, alliances and partnerships as appropriate
  • Strengthen field and capital level information-sharing with IOs, INGOs and government.
Objective 4: Advocacy

Activities
  • Takes lead in identifying advocacy issues and develops organizational positions in each relevant thematic
  • Oversee advocacy initiatives across the three technical departments
  • Attend policy and advocacy fora and promote ACF’s country strategy on advocacy
  • Line manage the Advocacy Manager
Objective 5: Humanitarian Context Analysis

Activities
  • Provide the coordination team with information relating to humanitarian and developmental events in the country
  • Ensure information is analyzed and provide relevant future propositions for geographic and sectoral interventions throughout the country to CD in a timely fashion.
  • Information collection and analysis from external sources and from technical coordinators
  • Identify humanitarian needs, briefing the country management team and designing potential responses within the operational country strategy
  • Production of the program related part of the mission sitrep
Objective 6: Human Resources Management - Programming

Activities
  • Conducts staff reviews of Technical Coordinators and the Advocacy Manager.
  • Undertake timely appraisals for the Technical Coordinators and the Advocacy Manager.
  • General leadership of program staff and technical departments acting as a liaison between CD and Technical Coordinators.
  • Revision of all job descriptions for technical positions in collaboration with Coordinators as needed.
  • Induction of new Technical Coordinators and briefing of country program strategy.
  • Provide input to coordination team on program issues relating to human resources and budgeting.
  • Ensure program staff is motivated and committed to ACF charter and programs
  • Provide training and guidance to all new Technical Coordinators on operational management of programs
  • Contribute to the career development for program staff in collaboration with the HR department in order to identify needs of training
Objective 7: Oversight and guidance on program budgets
   
Activities :
  • In collaboration with Finance Coordinator and Technical Coordinators, ensure that program budgets are respected
  • Ensure that coordinators alert on over- or under spending of budgets and ensure programs are adjusted
Objective 8: Act as Country Director in his absence

Activities :
  • Represent the CD in all meeting when he is out of the country and on request
  • Manage the mission with the Desk Officer when the CD is absent (except for security)
Qualifications
           
Education
  • Bachelor’s degree in social sciences, nutrition, agro-economy, rural development, environmental engineering
  • Master’s degree in relevant field is desirable
Required Experience
  • Minimum 7 years humanitarian work in emergency and/or development context.
  • Significant experience in emergency, recovery and long term resilience building programs.
  • Minimum 3 years humanitarian experience in a senior management / coordination role.
  • Proven experience in coordinating and managing programs in the ASAL areas.
  • Experience with ACF is desirable
Knowledge                     
  • Good understanding of all three ACF’s technical sectors
  • Up to date knowledge of the humanitarian discourse around key concepts such as devolution, resilience, LRRD

The Eastern Africa Grain Institute (EAGI) is a division of Eastern Africa Grain Council (EAGC), which aims at providing agribusiness training, capacity building and consultancy services to key stakeholders in the grain value chain on a sustainable basis.

ILRI CCAFS East Africa Programme Assistant Job in Kenya

The International Livestock Research Institute (ILRI) works to enhance the roles livestock play in pathways out of poverty in developing countries. 
ILRI has two main campuses in East Africa and other hubs in East, West and southern Africa and South, Southeast and East Asia.

CGIAR is a global agricultural research partnership for a food-secure future. Its science is carried out by 15 research centres that are members of the CGIAR Consortium in collaboration with hundreds of partner organizations.

Overall purpose of the job

The CGIAR Research Program on Climate Change, Agriculture and Food Security (CCAFS) is a 10-year research initiative of the CGIAR and Future Earth. 
CCAFS seeks to overcome the threats to agriculture and food security in a changing climate, exploring new ways of helping vulnerable rural communities adjust to global changes in climate.

Under the supervision of the Program Management Officer (PMO), this position exists to provide administrative, program management and logistical support to CCAFS East Africa programme, hosted at ILRI.

Key responsibilities
  • Support program documentation – maintain a filing system and data bases for project concept notes and proposals, consultancy and institutional contracts, invoices and payment requests among others.
  • Assist the PMO in reviewing CCAFS East Africa expenditure listings and following up with finance on disbursement of funds to partners.
  • Organize conferences, workshops, science write shops, internal and external meetings, program annual retreat and quarterly meetings, and other events as required.
  • Assist in preparing and managing consultancy contracts.
  • Support the Communications Officer in maintaining program calendar on CCAFS Intranet and compiling input for CCAFS monthly internal knowledge sharing.
  • Provide administrative support to the program team – preparing of TAs and TERs, visa appointments, flight bookings, and maintaining the calendar and travel schedule of the Regional Program Leader.
  • Update and maintain a database of key CCAFS East Africa partners, including their mailing, telephone and email addresses.
  • Assist in managing procurement, vehicle bookings with transport department, and liaise with other ILRI service units.
  • Respond to routine correspondence, handling e-mail and telephone communication, requests and enquiries.
  • Supervise office assistant and other temporary administrative staff.
Requirements
  • First Degree in a relevant field. Possession of basic accounting skills is an added advantage.
  • 3 years’ experience working in an administrative support role with progressive responsibility. Experience working in a research institution an added advantage.

Terms of appointment

Role Purpose:

The Programme Operations Manager ensures the effective management of grants and awards, operational reporting, Nairobi area partnerships and partnership development at the national level for the Kenya Country Programme.

Scope of Role:
Reports to: Director Programme Operations

Dimensions:

Save the Children has been operational in Kenya since 1984, providing support to children through developmental and humanitarian relief programmes delivered both directly and through local partners.

Current programming focuses on child protection, child rights governance, education, health, HIV/AIDS, livelihoods, nutrition and WASH.

Save the Children has an operational presence in Dadaab Refugee Camp, Eldoret, Habaswein, Mandera, Meru and Wajir. 
Currently, we have a staff complement of approximately 370 staff and expenditure of approximately US$30 million this year.

Key Areas Of Accountability:

Nairobi Area Partnerships and YouthSave Programme
  • Lead on strategic programme management for these partner implemented programmes in sectors of Child Protection, Youth Savings, School Health and Nutrition, Child Rights Governance and Inclusive Quality Basic Education
  • Liaise with Director of Programme Development and Quality for support in proposal development, technical advice and effective M&E functions including documentation
  • Ensure effective programme implementation according to SC policies and its Mission, Vision and Values for both SC and partners
  • Ensure that SC and partners have efficient and compliant budget management systems and procedures
  • Ensure that SC and partners produce timely and quality reports to donors and members as required
  • Represent SC to government authorities, all partners (including INGOs, NNGOs, media, private sector) and visitors in relation to these programmes
Awards Management
  • Ensure that the management of grants and awards for programme operations is in accordance with SC policies and guidelines
  • Develop analysis of budget vs actual expenditures on a monthly basis for monthly remote and actual review meetings with the budget holders/Area Programme Managers so that remedial actions are developed and implemented as required
  • Ensure that budget holders understand and implement compliance requirements from the donor, Save the Children and/or the Government of Kenya
National Partnerships and Children’s Sector
  • In collaboration with other staff, develop standardised approaches and best practices in selecting and assessing the capacity of local partners
  • Develop and lead the implementation of a partnership strategy in accordance with Save the Children’s guidance and Minimum Operating Standards
  • Lead agency-wide capacity strengthening strategies including the assessment and improvement of SC and partners and through linkages with the relevant technical advisors
  • In collaboration with the Civil Society/Partnership and Child Rights Governance Advisor, coordinate agency-wide learning processes in partnership and capacity building
  • Through the coordinator, establish relationships with all partners involved in the children’s sector
  • Establish database of organisations in the children’s sector
  • Advise on advocacy issues and opportunities for SC to lead in the children’s sector 
Reporting:
  • Ensure the timely provision of quality narrative reports and appropriately linked financial reports to donors after final review by the Director of Programme Operations
  • Support the development of a reporting timeline tracker that has reminders incorporated to programme and technical staff and with clear guidelines on roles and responsibilities in preparation of reports
  • Maintain details of reporting formats and other requirements for all donors and SC members
  • Develop internal reporting formats for monthly/quarterly SC reports by Area Programme Managers 
Staff Safety and Security
  • Work with the Safety and Security Manager to ensure that the staff and assets of Save the Children Kenya are safe and secure
  • Ensure that all safety and security minimum operating standards are being met at sub-office level
  • Coordinate preparation and implementation of staff security guidelines and support sub-offices in carrying out periodic security assessment and reports

Manage performance of direct reports in the Programme Operations work area through:
  • Effective use of the Performance Management System including the establishment of clear, measurable objectives, ongoing feedback, periodic reviews and fair and unbiased evaluations;
  • Coaching, mentoring and other developmental opportunities;
  • Recognition and rewards for outstanding performance;
  • Documentation of performance that is less than satisfactory, with appropriate performance improvements/workplans

Qualifications and Experience
  • Recommended a minimum of 7 years of management experience in an NGO or similar environment, including significant field operations experience running both emergency and development programs
  • Masters  degree  in  development  or  other  social  sciences (desired) 
  • Substantial experience of managing high quality programme implementation and operations
  • Substantial experience and knowledge of managing effective financial and budgetary controls – with internal audit experience preferred
  • Demonstrable previous success in securing and managing grants from major institutional donors
  • Experience of working with local, international and government partners
  • Fluency in written and spoken English. Similar skills in Kiswahili and other local languages an advantage
  • Willingness to travel to Save the Children’s field offices and operational areas on a regular basis
  • Ability and willingness to change work practices and hours, and work with incoming teams in the event of major emergencies
  • Commitment  to  and  understanding  of  Save  the  Children’s  aims,  values  and principles  including rights-based approaches

GOAL is seeking ambitious and dynamic candidates to join its Kenya programme (GK) team based in Nairobi, with frequent travel to GOAL’s operational areas.

The role of the Assistant Country Director – Programmes (ACD-P) is to ensure the effective implementation of the GK program and develop the program in line with GK country strategic plan. Direct reports to this position include Grants & Communication, Health, WASH, CEP, LLH and
M&E Co-ordinator.

The Voucher officer (VO) will be responsible for establishing and managing GOAL’s WASH voucher scheme within targeted informal settlement areas in Nairobi. 
The holder of this position will be responsible for establishing an appropriate e-voucher system and associated tracking and monitoring tools to support qualifying resident’s to access hygienic sanitation facilities through a full or partial subsidy
