The Kenya National Bureau of Statistics (KNBS) is a corporate body established under the Statistics Act (2006). 

It is the principal Government agency responsible for the collection, compilation, analysis, publication and dissemination of official statistical information and its custody.

Job Title: Field Supervisor

Reporting to the Field Coordinator, the Field Supervisor is expected to supervise Field Interviewers and ensure the following:
  • That data collected is of high quality;
  • Field data collection activities are conducted efficiently, within established cost and time frame parameters;
  • All fieldwork is performed in a professional manner.
Roles and Responsibilities 

i. Fieldwork preparation activities
  • Preparing Field Interviewer assignments so that work can be completed in the most efficient manner.
  • Contacting local authorities through the County Statistical Officer to inform them about the survey and gain their support and cooperation 
  • Obtaining all necessary supplies to support fieldwork for your assigned team
  • Mastering the contents of the questionnaires/forms, the training manuals, control forms and any other relevant materials.
ii. Fieldwork activities
  • Providing supervision and support for the team
  • Ensuring that sampled households are identified and enumerated
  • Monitoring the quality of the data collected
  • Providing assistance to interviews when challenges are encountered, including converting refusals, whenever they occur.
  • Providing constructive feedback on errors to improve performance.
  • Assisting in the editing of completed questionnaires
  • Ensuring data entry is captured accurately in the field
  • Administering the community and market questionnaire in each cluster
  • Ensuring that control records of the work are properly filled
  • Preparing weekly briefs and monthly reports to the coordinator
  • Transferring captured data to the headquarters
iii. Administrative activities
  • Reviewing Field Interviewer reports to ensure they are timely, accurate, and contain reasonable information.
  • Controlling the use of the vehicle(s) assigned to the team
  • Responsible for all accessories and other office equipment for the survey;
  • Ensuring the packaging and delivery of completed questionnaires to the headquarter is as per set guidelines
  • Ensuring that all completed work is transmitted to the Central Office on schedule and in the manner specified.
  • Maintaining regular communication with the Central Office on field progress and problems.
  • Following all field administrative procedures.
  • Addressing current and potential problems proactively.
  • Providing leadership and inculcating team spirit
Requirements for Appointment
  • Must be a Kenyan citizen
  • Should have completed at least secondary level of education, with a minimum of C+ (plus) or its equivalent.
  • Must have scored a minimum of C+ (plus) in Mathematics and English in KCSE
  • Supervision experience in data collection in national level Surveys is an added advantage
  • Should possess good communication skills
  • Must be computer literate
  • Have good interpersonal skills and strong capacity for teamwork
  • Ready to work for long hours including weekends
  • Must be available for a period of an uninterrupted 8 months

Roles and Responsibilities
  • Locating sampled households with the assistance of the supervisor
  • Conducting the interviews to the targeted respondents and completing the questionnaire(s)
  • Checking the completed questionnaires to ensure that all questions were asked and responses neatly and legibly recorded
  • Arranging for interviews and callbacks
  • Maintaining confidentiality of the interviews and the data collected
  • Locating survey materials and equipment
  • Preparing debriefing notes for the supervisor
Requirements for Appointment
  • Must be a Kenyan citizen
  • Should have completed at least secondary level of education, with a minimum of C+ (Plus) or its equivalent.
  • Must have scored a minimum of C+ (plus) in Mathematics and English in KCSE
  • Must be residents of the county they will be assigned to work
  • Must be conversant with the main local language/dialect of the area of work
  • Should possess good communication skills

Roles and Responsibilities
  • Accompanying each Field Interviewer on a specified number of interviewing visits to observe and review interviews.
  • Meeting regularly with Field Interviewers to discuss progress and common mistakes noted or encountered.
  • Providing assistance to interviews when challenges are encountered, in the absence of the Supervisor
  • Ensuring that all assigned households are covered including all the call backs.
  • Providing constructive feedback on errors to improve Field Interviewer performance.
  • Verifying and validating each Field Interviewer's work according to edit specifications and completing appropriate follow-up actions.
  • Tracking overall Field Interviewer data quality.
  • Interviewing and capturing household information using computer aided personal interview (CAPI) approach.
  • Compiling prompt and accurate field status reports.
  • Assisting the supervisor in conducting the community and market questionnaire
  • Preparing debriefing notes for the supervisor
  • Forwarding to the supervisor all completed questionnaires and relevant notes.
Requirements for Appointment
  • Must be a Kenyan citizen
  • Should have completed at least secondary level of education, with a minimum of C+ (plus) or its equivalent.
  • Must have scored a minimum of C+ (plus) in Mathematics and English in KCSE
  • Must be proficient in laptop use

About Innovations for Poverty Action: 
Innovations for Poverty Action (IPA) is a non-profit research organization that creates and evaluates approaches to solving development problems.
IPA disseminates the results of its evaluations to policymakers, practitioners, investors and donors around the world. 
About the project:
The current project is an innovative approach to evaluating healthcare in Kenya and will examine the ability of individuals to improve outcomes in this sector. 
Using exit interviews at healthcare facilities and behavioral games (i.e. Community Workshops) in the field, the study will collect data related to patient satisfaction and the interactions of patients with healthcare providers.
As a result of these data, the study will be able to understand patients’ willingness to report on providers’ behaviors and how these decisions to report relate to patient satisfaction. 
The study will also evaluate the willingness of providers to adjust their behavior based on these reports. 
These relationships and the effectiveness of these reports will be examined in Nairobi and Nakuru Counties and will include public, private and NGO-operated facilities. Field Officers are an essential part of our team and will work together with the rest of our staff to make the study a success. 
Through their work as Field Officers, individuals will gain experience in data collection related to healthcare; will learn new and innovative techniques related to behavioral economics; will represent the project in interactions with healthcare providers, patients and local officials; will work together with the study’s staff to improve their skills and the skills of their teammates; and will contribute to a deeper understanding of healthcare in Kenya and the effects of citizen monitoring on the quality of services individuals receive. 
For this work, Field Officers will work together in teams of four, with three Field Officers and one Team Leader. Roughly half of the study will be spent in Nairobi and half in Nakuru County. 
Travel within and between these regions is required. 
Overnight stays in Nakuru lasting several weeks of the study will also be required. 
Field Officers will be expected to work Monday through Saturday.
 
Tasks, Duties, and Responsibilities:
General

Community Workshops
  • Represent study in interactions with healthcare providers and patients at Community Workshops
  • Confirm by phone the availability of individuals to attend Community Workshops
  • Prepare Community Workshop sites for activities
  • Lead and assist Community Workshop activities, following instructions perfectly
  • Clearly answer participants’ questions related to activities when necessary
  • Ensure that participants follow Workshop rules and correct them when rules are ignored or participants speak out of turn

Under the overall supervision of the Emergency and Programming Coordinator, and in liaison with the relevant technical and Monitoring and Evaluation units of FAO Somalia, the Field Monitor will monitor implementation at field level.  
The Field Monitor will not be involved in any way in the selection of beneficiaries, intervention sites or resource mobilization.  
The Field Monitor’s activities will be limited to recording progress and constraints.

Specifically, the Field Monitor will:
  • monitor project implementation at the field level;
  • participate in continuous dialog with local communities, implementing partners as well as relevant local stakeholders on the nature of the programme and their specific role;
  • represent FAO when liaising with partners and local communities on FAO field implementation issues;
  • Provide general and relevant information on security issues of the area of assignment to FAO field security officer; report on incidents that might affect FAO field implementation in the area;
  • liaise with and provide feedback to FAO technical units to ensure all necessary information is available for FAO to report field implementation and delivery;
  • make first-hand visits to project sites and record field implementation progress and constraints;
  • collect local market information on a regular basis;
  • collect stories on beneficiaries of FAO interventions;
  • draft and distribute regular reports on the activities of the Emergency Crisis Response Programme in the area of assignment, as well as of any other FAO projects active in the area, and their impacts on the humanitarian situation;
  • ensure flow of information and provide analysis of situation and developments in the area of assignment, including tracking trends and sharing reports;
  • perform other related duties as required.
Minimum Requirements
  • Diploma in a related field or compensated by additional years of experience/ specialized training.
  • At least three years of experience in field monitoring
  • Ability to effectively use standard MS Office software, especially experience with database and content management systems.
  • Ability to work under minimum supervision.
  • Ability to work in a multicultural environment.  
Education: Diploma in a related field or compensated by additional years of experience/ specialized training.

Knowledge and skills:    
  • At least three years of experience in field monitoring.

Field Associates

Dispenser for Safe Water Programme

The Dispenser for Safe Water (DSW) at Innovations for Poverty Action (IPA) seeks to fill vacant positions for Field Associates to support our expansion program at SIAYA county in an effort to achieve our program’s medium-term goal - providing 5 million people with sustained access to safe water, which will prevent 2.3 million cases of child diarrhoea and avert over 2,200 child deaths each year.
 
DSW is a growing entrepreneurial program within IPA working to reduce the 1.6 million childhood deaths each year from diarrhoea, a leading cause of child mortality in Kenya and globally. The programme is doing this by deploying Chlorine Dispensers—a simple, low-cost innovation proven to dramatically increase rates of household water treatment, which significantly reduces diarrhoea and other waterborne disease. 
Chlorine Dispensers have been recognised by a wide network of supporters, including the Ministry of Public Health and Sanitation, Ministry of Education, Ministry of Local Government, Lake Victoria North Water Services Board and major international foundations and implementers.
 
Kenya is DSW’s flagship programme, currently transitioning from the proof-of-concept stage to large-scale implementation with a team of about 30 field staff in Kenya, serving around 400,000 people with access to safe water.

Job Purpose
 
FA position is primarily a field based position which plays an important role as an interface between DSW and communities in delivering the chlorine dispenser safe water intervention to the target communities. 
The FA position reports to the Area Coordinator.
 
Key Responsibilities
  • Lead community sensitization and education meetings
  • Lead community leaders meetings and local Govt sensitization meetings
  • Field execution of dispenser related activities eg Water Point Nominations, water point verification Water point dispenser installations, Chlorine service/ dispenser maintenance and field surveys administration
  • Supervise, mentor, and coach community field/service assistants in the execution of their duties
  • Developing weekly work plans and reports for field activities
  • Field data administration for various activities through smart phone technology
  • Other duties and responsibilities as delegated by the Area Coordinator.

IRC - Field Coordinator Job in Galkacyo, Somalia

Position line manages: Appx 5 staff (Program Manager/ Coordinator, Finance, Logistics, HR & Admin roles)

Position works with: Operations Coordinator, Deputy Director‐ Programs, Finance Controller, Security Manager, Grants Manager and Sector Managers/ Coordinators

Background: The International Rescue Committee has been working in Somalia since 2006, providing essential services to conflict and disaster affected communities. The IRC has been operational in Central Somalia (Mudug and Galgadud regions) and Mogadishu implementing interventions in the areas of livelihood, WASH and health reaching out to more than 200,000 conflict and drought affected people.

Summary of Responsibilities: Working with the supervision of the Country Director, the Field Coordinator will play a pivotal role in managing the IRC Galkacyo program office. 
The person will provide leadership to the office in ensuring quality implementation of all program activities, efficient supply chain and office management, security management, representing the organization, HR management and maintaining close working relationship with relevant line ministries of the Galmudug authority and other actors such as INGOs. 
The position represents the IRC in relevant coordination forums.

Key parameters for success include‐ quality program implementation, flexibility, pro‐activeness and problem solving, facilitating team work, cost effectiveness and seeking and providing clarity to the team, and working together with IRC teams based at Garrowe and Nairobi.

Person competencies includes someone who‐ understands and internalizes the operational context of Somalia and motivation to work there, champions change, excels in self management, results driven, has problem solving and positive approach to work, employs sensitivity and diplomacy in daily work, strong interpersonal skills and hardworking.

Specific responsibilities

A. Operations
  • Work with the field team and the senior management team for IRC in Somalia in achievement of the country program strategic plan and priorities identified therein.
  • Ensure compliance of all IRC policies. Orient and train the supply chain staff at the Galkacyo office site and ensure that all activities are implemented in line with the IRC supply chain guidelines and policies.
  • Line manage about 5 staff and provide quality overview HR management support to all staff in the office ensuring that recruitment, orientation, staff management issues are dealt with in line with the IRC organisational policies and guidelines. Make sure that documentation for all HR management issues are in place. Work closely with the HR team at the Nairobi office in performance of various HR functions
  • Encourage and participate in staff development initiatives for the office
  • Provide close oversight to the operations component of the program including management of the vehicles, logistics and procurement of materials, store management and IT functions
  • Work with the Galkacyo team to prepare monthly and weekly travel plans and coordinate efficient movement ensuring adequate security
  • Ensure efficient visitor management to the Galkacyo office including booking of hotels, airstrip pick up, security and organizing external meetings
  • Follow up timely procurement of office supplies and monitor reconciliation of office supplies with the warehouse report from logistics
  • Liaise with finance staff to ensure support to both programs and operations
  • Ensure program staff receive adequate and timely operational and financial support
  • Ensure adequate support and communication to operational staff in the office and community stakeholders to prevent any form of misunderstanding that could negatively impact the planned operations of the IRC in the supported communities
  • Work closely with the Operations Coordinator to review and analyse systems and procedures to ensure effective and efficient delivery of support functions.
  • Provide a key in‐field oversight role ensuring that mandatory checks are carried out, and analyse, and detect any potential sources of financial/material risk in IRCs operations. Take mitigative action against the identified risks.
  • Build a strong team at Galkacyo by working with the staff at Galkacyo office as well as take advantage of any team building efforts underway at the country level.
  • Prepare monthly reports on activities of the office highlighting achievements, areas of support needed and next month priorities
B. Programs
  • Facilitate a good working relationship between the program coordinators/ managers for different sectors and respective program teams at the field office.
  • Line manage the Program Coordinator/ Manager for the Galkacyo office (to whom the field program team leads report) and ensure that strong and facilitative linkages are built between the PC/ PM and the sector coordinators.
  • Work closely with the Deputy Director for Programs for Somalia, Finance and Grants team members in ensuring that all planned activities are implemented at the field site and any concerns/ risks are addressed
  • Ensure that the budget spending rates are in line with project work plans and the program and supply chain staff plan and submit PRs, work‐plans and other necessary documentation in good time.
  • Actively seek input from program personnel on how systems and support functions can be improved with program results in mind.
  • Ensure adequate support and communication to program staff in the field locations for them to be updated on all relevant changes to policies
  • Monitor the work‐plans of each program and raise over‐laps or operational constraints
  • Help with and encourage program planning. Participate in Grant opening and closing meetings as well as grant mid‐point review meetings
C. Staff Safety and Security Management
  • Act as the security focal point for the Galkacyo office and communicate issues promptly as they are observed for necessary guidance and support from the operations Coordinator and Country Director
  • Ensure development and implementation of the standard operations procedures for the office and train staff on the same
  • Complete incident report forms as necessary and encourage all staff to be filling the form should there be any security incident that he/she is aware of
  • Review safety and security issues at field sites, compiling recommendations for Operations Coordinator.
  • Communicate changes in the security situation to the Operations Coordinator and CD in a timely manner
  • Provide weekly security updates to the CD and Operations Coordinator highlighting impact on IRC’s work and remedial actions
  • Work with the CD to ensure that staff members (individually and collectively) take advantage of the psychosocial counselling support services available within the office and from external consultant.
D. External representation and networking
  • Represent the IRC to local government authorities and line ministries, donors, visitors, and partners
  • Act as the focal point for the IRC in the Galkacyo office
  • Coordinate closely with the community leaders at various locations in Central Somalia and make sure to establish good working relationship with them
  • Work with the program team to identify potential partners‐ local NGOs, INGOs, private partners and local authorities
Qualifications
  • At least 7‐10 years of relevant experience working with a I/NGO in Somalia in a field office leadership role
  • Exposure and experience in various operations, finance, security and HR/ Admin systems and processes of international organizations
  • Strong skill set around organizing, operational management, representation and supervising staff
  • Ability to manage demanding workload and creative approach to problem solving
  • Excellent computer skills, especially word, internet, excel and power point
  • Skills in English and Somali‐ both speaking & writing
  • Ability and willingness to work and travel in Galkacyo (south and north) and Puntland
  • University Degree/College diploma in the areas of social studies/ sciences.
  • Availability to join by July 2012

PAFID is currently implementing Conservation Agriculture Regional program (CARP) whose goal is to support enhancement of climate resilient conservation agriculture and other sustainable natural resource management systems in Kenya.

PAFID is seeking to recruit Field Officers for its CARP project in Kenya.

The field officer is responsible for implementing the objectives of PAFID CARP project at the community level utilizing participatory approaches. 
S/He will be based at the division level at the project site.

Specific responsibilities
include:-

About Innovations for Poverty Action: Innovations for Poverty Action (IPA) is a non-profit research organization that creates and evaluates approaches to solving development problems. 

IPA disseminates the results of its evaluations to policymakers, practitioners, investors and donors around the world.

About the Huduma project: IPA’s Huduma project is a pilot evaluation of the Huduma platform - a new mobile and web-based system for soliciting and aggregating citizens’ reports on public service delivery.

IPA’s evaluation of this platform will focus on its application among the education and healthcare service sectors.

We are currently seeking Field Officers (FO) to work on the pilot stage of this evaluation.

FO activities during this stage will include but are not limited to: distributing flyers, posters and invitations to community meetings; leading community meetings; conducting focus groups; collecting and organizing data; and working with the Project Associate to improve and refine data collection tools.

Field Officers will be based in Nairobi or Central Province and will be required to travel within and between these regions.

Overnight trips are possible.

Field Officers will work closely with one another and will be accompanied by  the Project Associate for the purpose of data collection and focus groups.

FOs will spend approximately 90% of their time in the field and 10% of their time in the Nairobi office.
 

Tasks, Duties, and Responsibilities:


General
  • Arrive to work promptly and reliably
  • Interact with community members with the highest level of integrity and understanding
  • Distribute flyers and posters with information on the Huduma platform in study areas
  • Invite local residents to community meetings about the Huduma platform
  • Lead community meetings about the Huduma platform and its use
  • Collect data through household surveys, academic tests, exit interviews, focus groups and observations
  • Collaborate with colleagues to improve one another’s data collection skills and the project’s data collection tools
  • Take careful notes in order to improve data collection tools and methods
  • Work with the Project Associate to implement improvements to data collection tools and methods
Data Collection
  • Acquire lists of staff members from head teachers and hospital administrators
  • Compare staff who are present at the local facilities with those who are expected to be present
  • Visit households and conduct academic tests on English, Kiswahili and math with primary students
  • Collect economic data through questionnaires and observations
  • Conduct questionnaires outside healthcare facilities
  • Acquire administrative records from healthcare facilities regarding drug and immunization availability
Qualifications:

Required
  • Excellent oral and written communication skills in both English and Kiswahili
  • Experience with data collection through household surveys, academic tests, exit interviews, focus groups or observations
  • Ability to recognize when questions are difficult or unclear to subjects
  • Excellent note taking ability during interviews and focus groups
  • Willingness to travel within Nairobi and Central Provence
  • Comfortable with interviewing individuals within their homes and outside healthcare facilities
Desired
  • Bachelors’ degree or college diploma/certificate
  • Experience analyzing hospital records on drug and immunization availability
