Declaration of Vacancies
 
Pursuant to the provisions of Sections 7 and 8 of the National Land Commission Act, (No. 5 of 2012) and the First Schedule thereto, the Selection Panel invites applications from suitably qualified persons for the positions of Chairperson and eight (8) Members of the National Land Commission. 
In the spirit of promoting the national values and principles of governance of inclusiveness, equality and protection of the marginalized, women and people with disability are encouraged to apply.
 
A. Vacancy for the Position of Chairperson of the National Land Commission 
Number of Vacancies: 1
For appointment as Chairperson of the National Land Commission, a person should:
 
(a) hold a degree from a university recognized in Kenya;
 
(b) have knowledge and experience of not less than fifteen (15) years in matters relating to any of the  following fields:-
 
(i) Public administration;
 
(ii) Land management and administration;
 
(iii) Management of natural resources;
 
(iv) Land adjudication and settlement;
 
(v) Land law, land survey, spatial planning OR land economics; OR
 
(vi) Social Sciences.
 
(c) meet the requirements of Chapter Six of the Constitution; and
 
(d) have had a distinguished career in his/her respective field.
 
B. Vacancy for the Position of Member of the National Land Commission 
Number of Vacancies: 8
For appointment as a Member of the National Land Commission, a person should:
 
(a) hold a degree from a university recognized in Kenya;
 
(b) have knowledge and experience of not less than ten (10) years in matters relating to any of the following fields:-
 
(i) Public administration;
 
(ii) Land management and administration;
 
(iii) Management of natural resources;
 
(iv) Land adjudication and settlement;
 
(v) Land law, land survey, spatial planning OR land economics OR
 
(vi) Social Sciences.
 
(c) meet the requirements of Chapter Six of the Constitution; and
 
(d) have had a distinguished career in his/her respective field.
 
C. Please Note:
 
In compliance with Section 8 (3) of the National Land Commission Act, 2012, a person shall not be qualified for nomination and appointment as Chairperson or Member of the Commission if the person:
 
(i) is a member of Parliament or County Assembly;
 
(ii) is an official of a governing body of a political party;
 
(iii) has at any time within the preceding five years, held or stood for election as a member of Parliament, a county assembly or as a governor;
(iv) is an undischarged bankrupt;
 
(v) has been convicted of a felony;
 
(vi) has benefited from or facilitated an unlawful or irregular allocation, acquisition or use of land or other public property; or
 
(vii) has been removed from office for contravening the provisions of the Constitution or any other written law.

Laboratory Technologist III

For appointment to this grade, a candidate must have:
  • a Kenya Certificate of Secondary Education (KCSE) mean grade of C plain or its equivalent with at least a C plain in Biology or Biological Sciences, Chemistry or Physical Sciences, English or Kiswahili, and Mathematics or Physics;

  • This is the entry grade into the medical laboratory technologist’s cadre.

Duties and Responsibilities
This is the entry grade into the Chemist’s cadre. An officer at this level will undergo on the job training under supervision of a more experienced officer. 
Specific duties include carrying out simple laboratory assignments and experiments.

Medical Laboratory Technologist III

For appointment to this grade, a candidate must have:
  • Kenya Certificate of Secondary Education (KCSE) mean grade of C plain or its equivalent qualification with at least a C plain in Biology or Biological Sciences, Chemistry or Physical Sciences, English or Kiswahili, and Mathematics or Physics;
  • successfully completed a three (3) year Pre-Service Training at the Kenya Medical Training College or any other institution recognized by the Kenya Medical Laboratory Technicians and Technologists Board and have been awarded a Diploma in Medical Laboratory Sciences;
  • been registered by the Kenya Medical Laboratory Technicians and Technologists Board as a Registered Medical Laboratory Technologist;

Radiation Protection Officer II

Duties and Responsibilities

An officer at this level will head the Public Communications Division at the Ministry Headquarters.

He/She will be responsible to the Permanent Secretary, Ministry of Foreign Affairs for professional, administrative and operational matters relating to public communications in the Ministry;

Specific duties and responsibilities at this level include:
  • initiating/reviewing Public Communications Policy and designing appropriate programmes and infrastructure to facilitate its implementation;
  • initiating research on various public communication issues and developing appropriate interventions;
  • developing standards and regulations in the management of public communication functions;
  • liaising with the Office of the Public Communications in identifying Government events that require packaging for dissemination to the media and the public;
  • preparing and organizing fora where Government policies, programmes and projects can be propagated and promoted;
  • carrying out research based on both local and international press on possible causes of negative
  • publicity on the Government and developing appropriate interventions;
  • preparing media supplements, documentaries, press release/media features; and
  • succession planning as well as ensuring training and development of public communications personnel.

Duties and Responsibilities

The Secretary, Ethics Commission for Co-operative Societies will be responsible to the Permanent Secretary, Ministry of Co operative Development and Marketing for implementing the Public
Officer Ethics Act, (2003) in the co-operative movement:

Specific duties and responsibilities include:
  • developing and enforcing codes of conduct to regulate the behaviour and conduct of staff and Management committees of co-operative societies;
  • development and administration of training programmes aimed at integrating good governance and Ethical principles in the management of co-operative societies;
  • creating awareness on various anti-graft laws and institution of corruption prevention measures in the co-operative movement;
  • investigating contraventions of codes of conduct and recommending/taking appropriate action;
  • coordinating, receipt and processing of wealth declarations by staff and Boards/Management Committees of co operative societies;
  • examining the practices and procedures of the work of co-operative societies in order to facilitate the revision of procedures of work that promote integrity; and
  • managing the Ethics Commission’s registries.
Deputy Commissioner for Co Operative Development

Duties and Responsibilities

The Deputy Commissioner for Co-operative Development will be responsible to the Commissioner for Co-operative Development for all aspects of Co-operative development policies;

Specific duties and responsibilities include:
  • administration and co-ordination of co-operative extension services;
  • preparing, implementing, monitoring and evaluating projects and programmes;
  • ensuring proper management of societies through advisory services;
  • control of funds allocated to the department;
  • training and optimal deployment of field technical personnel; and
  • handling Co-operative registration policies.
Assistant Commissioner for Co-Operative Development 
Two (2) Posts V/No.1 21/2012

(Job Group ‘P’)

For appointment to this grade, a candidate must have:
  • served at the grade of Principal Co-operative Officer, Job Group ‘N’ for a minimum period of three (3) years; a Bachelors degree in any of the following disciplines: Commerce, Business  administration/Management, Agriculture, Economics, Agricultural Economics, Co-operative, Marketing, Entrepreneurship, Finance, Agribusiness or comparable qualification from a recognized university;
  • a Masters degree in any of the following disciplines: Commerce, Business Administration/Management, Agriculture, Economics, Agricultural Economics, Co-operative Management, Marketing, Entrepreneurship, Finance, Agri-business or comparable qualification from a recognized university;

An officer at this level may be deployed to handle registration in a section at the Department Headquarters responsible for handling registration issues on a regional level.

Specific duties and responsibilities at this level include:
  • planning and coordination of co-operative activities including the interpretation of the co-operative societies Act and the rules therein.
  • giving technical advice to the District co-operative officers by issuing project guidelines;
  • supervising the efficient management of the administrative and operational activities falling in his schedule of work;
  • headship of a large functional section of Co-operative development programme, designing, planning, monitoring and evaluating co-operative development programmes;
  • ensuring implementation of planned co-operative activities;
Chief Assistant Co-Operative Officer

For appointment to this grade, a candidate must have:
  • served for a minimum period of three (3) years at the grade of Senior Assistant Co-operative Officer, Job Group
  • ‘L’ in the Public Service;
  • a Diploma in Co-operative Management or comparable qualification from a recognized institution;
  • attended a Supervisory Skills Course lasting not less than two (2) weeks in a recognized institution; and
  • shown merit and ability as reflected in work performance and results.
Duties and Responsibilities
  • A Chief Assistant Co-operative Officer will be deployed within a
  • Region as a subject matter specialist; or to perform specialized services relating to co-operative development projects and programmes.

Duties and Responsibilities

The Duties and responsibilities of Investigator in Chief include:

  • monitoring implementation of recommendations made following accident investigation by Kenya or any other State;
  • monitoring implementation of ICAO Standards and recommended practices by Kenya Accident Investigation Department and making recommendations on review of the procedures manual as a result;
  • administration and development of Aircraft Accident Investigation and prevention programmes;
  • developing and implementing training programmes for Accident Investigators; and
