HIV Service Delivery Support Activity (HSDSA) Cluster 1 is a USAID funded project covering Homa Bay, Kisumu, Migori, Kisii and Nyamira counties. 
The purpose of this project is to provide key clinical support to the Government of Kenya national HIV response with the overall goal of increasing access and coverage for HIV prevention, care and treatment services towards achieving the “90-90-90” targets.

PATH is seeking to recruit a Monitoring and Evaluation Advisor to provide technical leadership to the M&E team of the HSDSA project. 
S/he will support development, management and application of an AMELP (Activity Monitoring, Evaluation and Learning plan) of the project, offer technical assistance and help build capacity of the project stakeholders on health management information systems.
In addition, s/he will participate in identification and measurement of appropriate project performance indicators. 
S/he will lead the M&E team and other project implementation teams to carry out routine project monitoring in a timely manner and ensure accurate data collection, analysis, reporting of project activities and outputs and use of data for decision-making. 
With input from the project team, s/he will identify and oversee design and implementation of special studies that inform project performance and management. 
S/he will ensure assessments carried out meet quality and technical standards and that findings are appropriately shared with respective stakeholders. 
The position is based in the Kisumu office and reports to the M&E Specialist.

Specific duties and responsibilities:
  • Mentorship and capacity building of the MOH staff and project M&E staff in to improve their skills in M&E and HMIS.
  • Coordinate the gap analysis, forecasting and distribution of CBHIS/HMIS reporting tools.
  • Coordinate the implementation of project Performance Management Plan (PMP) and ensure that all indicators are routinely updated.
  • Participate in the planning, development, maintenance and training of M&E team and sub grantees on the project databases (and Management Information Systems-CIMS, tableau etc).
  • Provide technical expertise in application of appropriate project evaluation methodology and design during implementation of studies and assessments, End-term review using cost-effective methods such as Lot Quality Assessment Sampling (LQAS).
  • Provide guidance and a mechanism to ensure quality assurance is maintained at all levels of programmatic work and particularly at results level by offering technical support during SIMS, DQA and Quality of Care Assessments.
  • Contribute to the development, review and tracking of the project’s performance indicators including training data.
  • Contribute to the development of protocols, instruments (e.g. questionnaires, checklists, discussion guides and interview forms) for data collection, storage and analysis as may be needed.
  • Ensure that project performance and accountability data is collected, analyzed and disseminated on a timely basis during quarterly, semi-annual and annual reporting of results.
  • Oversee special studies that inform project performance and management including documentation.
  • Participate in Project and County M&E Technical Working Group meetings.
  • Lead efforts aimed at improving data accuracy by revision of the HSDSA monthly data summary reporting formats i.e. IPT and all training datasets.
  • Coordinate continuous updating and review of the project M&E standard operating procedures.
  • Manage and coordinate quarterly, SAPR and APR reporting processes to USG through DATIM.
Required Experience
  • At least a Bachelor’s degree in Biostatistics, Information Systems Management, Monitoring and Evaluation, Social Sciences. Master's degree in any related field will be an added advantage.
  • At least eight years’ work experience in Health and Management Information Systems (HMIS), monitoring and evaluation of public health programs.
  • Experience in the design, management, analysis and dissemination of a wide range of quantitative and qualitative research projects.
  • Experience working with a variety of information systems and data files.
  • Knowledge of and experience working successfully with large, international, multi-donor health grantees.
  • Familiar with GIS as a user interface and reporting format with analytical software.
  • Knowledge of PEPFAR/USAID reporting requirements preferred.
  • Knowledge of Tableau software is mandatory.
  • Ability to initiate, establish and maintain liaison activities with key multilateral and bilateral stakeholders including other USG mechanisms such as HIGDA, Tupime Kaunti and CMLAP II.
  • Excellent negotiation and leadership skills.
  • Excellent interpersonal skills, capable of directing and managing change, inspiring teamwork, and motivating staff and partners to achieve results.
  • Critical analysis and strong report writing skills required.
  • Skills in finer analysis, interpretation and management of complex data.
  • A good understanding of the workings of the national HMIS and CBHIS systems including the data collection and reporting tools.
  • A good understanding of PEPFAR Monitoring, Evaluation and Reporting indicators and reporting system (DATIM).  
Must have legal authorization to work in Kenya.

Job Description

Function: EADD II is an ambitious five-year program designed to transform the lives of resource poor farming families through a competitive and inclusive dairy value chain in Kenya, Uganda and Tanzania.  
Under the EADD Regional Operations Director, the Manager for Monitoring, Learning and Evaluation (MLE) will provide the overall leadership of the MLE function across all the project’s sites and, as such, work in close collaboration with respective country MLE leads and East Africa Dairy Development (EADD) consortium partners to strengthen the capacity of country offices on MLE function. 
To this end, he/she will provide technical assistance, advice and training on key aspects of MLE to shape the overall EADD’s regional framework and ensure that key outcomes are achieved.

Responsibilities and Deliverables

Strategic MLE Implementation (50%)
 
Provide technical guidance and support in the implementation of the overall monitoring, learning, and evaluation framework in line with EADD’s regional framework and ensure that key outcomes are achieved.
  • Drive the monitoring and evaluation of the MLE framework and specific initiatives across the East Africa countries.
  • Provide overall leadership in documenting key outcomes, lessons learned and impact on key innovations embedded within the project on a continuous basis.
  • Provide technical leadership on strategies to improve efficiency and effectiveness of the project by identifying bottlenecks and develop action plans to minimize project holdups.
  • Develop knowledge management; identify lessons learned, successful innovations, and other information valuable to share with partners and key stakeholders.
  • Design and put into use MLE tools
  • Recommend steps for strategic adjustments and provide follow up on implementation.
  • Supervise and manage all evaluations and operational research for the project including baseline, midterm and end-line assessments.
  • Analyze and discuss emerging issues identified from progress and evaluation reports and coordinate the development and  monitoring of action plans recommended to the relevant program manager and partners for timely corrective measures.
Capacity Development (35%)
Lead and collaborate in the development of people and management strategies to strengthen MLE effectiveness across the EADD program to meet the requirements of an increasingly competitive environment.
  • Supervision of the Monitoring, Learning & Evaluation Officer, providing mentoring and coaching on approaches and technical methodologies
  • Promote a results-based approach to Monitoring, Learning and Evaluation emphasizing on data quality, results, and impacts.
  • Contribute in the recruitment, training and supervision of external parties that are contracted to implement special surveys and studies required for evaluating project effects and impacts.
  • Build staff and partners’ capacities on MLE through facilitation of trainings, collaboration, and development of MLE tools.
  • Foster quality participatory monitoring by training and involving primary stakeholder groups in the M&E of activities.
  • Continuously seek to  expand knowledge, skills and competencies.
Reports and Database management (15%)
  • Provide overall leadership in developing and maintaining a project management information system/platform that captures real-time data.
  • Preparation and consolidation of mid-term, annual and end-term reports.
  • Coordinate annual project reviews and planning workshops and assist the Regional Operations Director in preparing relevant reports.
  • Provide country based MLE personnel with key tools and support them in their use.

Required Skills

Most Critical Proficiencies:
  • Demonstrated experience in data analysis, ability to prepare and systemically disseminate high-level quality reports for a variety of audiences.

Preferred Requirements:
  • Demonstrated experience in coordinating and working with international donors and grantees on MLE systems.
  • Experience in supporting and monitoring field based programs in the region.
  • Experience in managing databases and coordinating evaluations, surveys and impact monitoring at a senior level.

Job Summary: INADES-Formation Kenya is implementing the Kenya Livestock Enhancement (KSALES) Project funded by USDA through Land O’ Lakes on Livestock Farmer Field schools and On Farm infrastructure. 

Inades-Formation Kenya thus seeks to recruit a suitable candidate to fill two positions of a Monitoring and Evaluation Officer for this project. 

 
The positions will only be filled on receipt of the anticipated funding. The Monitoring & Evaluation Officer will monitor day-to-day project activities to ensure that the project maintains adequate level and coverage of output and outcomes indicators. 

The M&E Officer will be the key focal person to ensure that M&E data are of the required quality and archived based on sound M&E practices. 

The M&E Officer will provide direct technical support to project officers.

Specific Roles and Responsibilities
  • Develop the overall framework of the monitoring and evaluation activities
  • Manage and maintain performance monitoring systems and processes in the organization
  • Responsible for the planning process and activity monitoring reporting
  • Guide and coordinate the review of programme log frames
  • Responsible for the collection and analysis of quality data of project activities, outcomes and impacts.
  • Design and carry out outcome and impact assessments to assess project interventions, outcomes and impact with project assisted beneficiaries
  • Participate in the development of M&E data collection tracking tools;
  • Regular progress and performance monitoring on the achievement of the KSALES project targets and results on all the projects’ performance indicators,
  • Coordinate with the programs manger to ensure data needs and reporting requirements are met
  • Conduct periodic data collection, verification, and analysis of the project to check any significant deviations from the agreed upon M&E data stipulated on the grants agreement.
  • Responsible for identifying 2-3 success stories per quarter demonstrating the success of beneficiaries or value chain drivers as a result of the Project intervention.
  • Support documentation of verification documents and evidence for the project implementation.
  • Oversee and execute the monitoring and evaluation activities included in the K-SALES Project, with particular focus on results and impacts as well as in lesson learning;
Qualifications
 
Interested candidates should have the following qualifications and competencies:
  • Be a degree, Diploma or professional certification holder in M&E or related
  • Degree in Livestock production, animal health or Agriculture
  • A minimum of 5 years of Leading Monitoring and Evaluation experience
  • At least five years working experience with exposure to livestock production and/or related initiatives.
  • Competence in data collection and analysis using SPSS and/or other statistical packages, use of spreadsheets and computer spreadsheet based monitoring and reporting tables and tools.
  • Knowledge on Livestock Farmer Field Schools will be an added advantage
  • Demonstrated experience in working with community groups
  • Excellent oral and written communication skills in English, knowledge of Kamba language will be an added advantage.
  • Knowledge and skills in the use of M&E tools, techniques, documentation
  • Proven capacity to work independently and to take initiatives
  • A valid driving and riding license with at least 5 years’ experience practical driving/riding

Job Overview / Summary: Focused on technical system support for country programs, the Data Platform Support Specialist is a member of the team responsible for IRC’s new global measurement data platform, which is centered on the DHIS2 platform. 

Working in partnership with field staff, IT, International Programs Department, and technical units, the Support Specialist performs a key role in ensuring the success of data platform system functionality for the IRC user community. 

Specific tasks include project data migration, project configuration, technical assistance and issues escalation, front line help desk application support, and participation in setting standards for processes, data quality, security, and systems configurations.

The position is based in IRC’s Program Quality Unit to ensure close contact with technical units and country programs and acts as a conduit to further IT and vendor systems support.

Major Responsibilities
  • Provide technical support and backstopping to field and HQ staff using the IRC data platform
  • Communicate with country focal points as to overall systems changes, needs, and questions, and advocate for systems improvements
  • Provide escalated support to country programs and HQ, and manage further escalation of support questions to the vendor, IT or programs staff
  • Ensure the data platform and systems adhere to IRC systems standards and processes
  • On a project-by-project basis, migrate data from existing sources (e.g., spreadsheets) into the data platform
  • Work with country teams to configure new projects in the data platform, including clarifying indicator definitions, then creating datasets, data elements, indicators, and other relevant DHIS2 objects
  • Participate in the design, implementation, and operation of data quality processes as they apply to the data platform
  • Analyze data platform issues and gaps and identify solutions
  • Participate in the maintenance of systems and user documentation
Required Skills
  • Bachelor’s degree or equivalent
  • At least two years of experience implementing and / or supporting DHIS2 including project  and core system configuration
  • Experience with M&E
  • Must be fluent in French
  • Ability to communicate effectively in both verbal (i.e. day-to-day discussions, team meetings) and written (requirements and design specifications) form, as well as an overall ability to be clear and concise in all communications

Overall Purpose: Reporting to the Regional Programme Coordinator, the Regional Monitoring and Evaluation Officer will be responsible for providing operational support for all M&E activities in the GF programme in the Region.

  • Monitor project implementation to ensure timely and quality implementation of projects vis-à-vis approved work plans, targets and contracts and organize periodic joint grant performance review meetings.
  • Ensure regular communication and timely feedback the Sub-Recipients on quarterly and semi-annual reporting issues including timeliness, correctness, and availability of all required supporting documents and the overall implementation of the agreed work plans.
  • Support the development of log frames, QPMM, M&E work plans, and targets during the drafting of SR contracts as well as throughout project implementation.
  • Conduct month review and verification of the Reports from the sub recipients, timely development of reports (quarterly, annual, ad-hoc, grant closure etc.) and analysis of results to incorporate lessons learnt into recommendations into the programme.
  • Provide technical support on program and M&E initiatives in the region including monitoring data quality, tracking the progress of activities, proper data collection, data verification and audits and storage; and ensure timely feedback to enhance data quality and reliability.
  • Support partners in setting up functional data management systems and processes, support the assessment processes of Sub recipients and implement actions emanating from such assessments.
  • Oversee data processing, including data transfer, entry, verification and cleaning ensuring forms are filed according to compliance protocols; and enhance data demand and use as well as data captured in the DHIS.
  • Develop and/or participate in development of guidance and frameworks for regional procedures, policies and processes that will institutionalize and support high quality Design, Monitoring, Evaluation and Reporting in programmes.
  • Supervise the Mobile Outreach staff to ensure quality and consistency of programme delivery.
  • Coordinate with SR program teams to ensure compliance with all program quality, reporting and contract requirements of the programme.
  • Support programmatic documentation of best practices, promising practices, case studies and lessons learnt for purposes of knowledge sharing and retention.
  • Ensure KRCS/GF Quality Standards and Core Humanitarian Standards are applied where appropriate in programme and projects within the region.
  • Provide M&E related support to the GF staff and other programmes in the Region.
Minimum Qualifications
  • Bachelor’s Degree in M&E, statistics, Public health or equivalent qualifications
  • Three years of work experience in leading monitoring and evaluation of Public Health projects and /or HMIS work in Kenya.
Key Competencies
  • Strong communication and presentation skills in both English and Kiswahili, including ability to develop reports and prepare relevant publications
  • Demonstrated proficiency in computer applications such as word processing, spreadsheets, data-base, email and utilization of the internet

1.0 Background
 
World Neighbors and Rural Development Initiative (RUDI) have partnered to implement the ‘Kisumo Community Development Program’ (KICODEP) in Osiri sub-Location, Kisumu West sub-County in western Kenya. 

The program’s main focus is empowering community members, especially the poor and vulnerable, with skills to enhance household food security and incomes through promoting good agronomic practices and entrepreneurship, improving agro-based income opportunities, and building leadership and advocacy capacity on pertinent local issues. 

 
The program also aims to improve community and reproductive health and to ensure sustainable utilization of the area’s natural resources.
 
1.1 Rural Development Initiative
 
Rural Development Initiative (RUDI) was founded in 2015 as a community based organization (CBO) registered with the Ministry of Labour, Social Security and Services in the Republic of Kenya.  

It currently operates in the nine villages of Konyango (2), Kamwanda (2), Kanyamony (1), Kanyauma (2), and Karabok (2) within Osiri sub-Location, with possible expansion at a later stage to the other five villages within the sub-Location (i.e. Kanyijowi A, B, & C, Katuk West and Katuk East) and to the larger Kisumu West sub-County. 

RUDI’s vision is the emergence of a healthy, wealthy, and well-informed community with quality and sufficient food, enhanced livelihoods and conserved environment. Its mission is to promote sustainable use of available resources for the benefit and development of the community. 

RUDI, being a group membership CBO, works with more than 50 registered groups to address development challenges in the community. 

RUDI’s focus is food security and nutrition, livelihood improvement, health, water and sanitation, environmental management and gender equity.  

1.2 World Neighbors

World Neighbors (WN) is an international non-governmental organization incorporated in 1952 in the US. WN works in Asia, Africa and Latin America & the Caribbean, and its mission is to inspire people and strengthen communities to find lasting solutions to hunger, poverty and disease and to promote a healthy environment. 

The essence of WN work is to foster the emergence and strengthen the capacity of local organizations to engage in wider collective action for sustainable positive social change. 

WN supports local partner organizations and communities to analyze their own situations, strengthen their capacities to undertake a range of complementary and overlapping activities, and effectively utilize their assets to drive their own development agenda.

World Neighbors employs a participatory, people-centered and holistic approach to development. Its programs are founded on the understanding that local people are principally responsible for their own development and that participatory approaches are the most effective tools in broad-based and lasting development practices. 

WN development approach is based on an appreciation of community assets, a commitment to local ownership and sustainability and promotion of action and inter-institutional learning for increased program impact. 
 
Based on its experience, WN employs a distinct five-stage development model aimed at enabling communities to fully assume responsibility for their own development. 

The aim is to support program communities to take ownership of initiated interventions and drive them further without continued financial support. 

This results in the emergence of strong, community-based structures to continue and expand development initiatives long after World Neighbors has transitioned out of an area.

2.0 Purpose and Scope
 
World Neighbors and RUDI are seeking to hire a consultant to carry out a baseline survey in the area where the KICODEP is to be implemented. 

The objective is to gather relevant baseline information for key program indicators based on WN’s five-stage development model (see attached outline). 

Data will need to be gathered on the program’s long-term goals based on WN thematic areas of Sustainable Agriculture and Rural Livelihoods (SARL); Community and Reproductive Health (CRH); Community-based Natural Resources Management (CBNRM); and incorporating the transversal themes of gender equity, HIV/AIDS and climate change adaptation and mitigation. 

This data will provide benchmarks for measuring the program’s progress over time and impact at the end. Hence, the baseline information collected at the outset will support monitoring and assessing the progress and impact of the program over its life-span. 

The components of the baseline study are outlined below.

The specific objectives of the baseline survey are to establish and assess the:
  1. Current capacity (organisational and technical) of RUDI, including that of its member groups
  2. Key socio-economic and demographic characteristics of the community
  3. Main aspects of community empowerment, especially of women, youth and vulnerable groups
  4. Natural resource base: its utilization and management
  5. Current agricultural practices and output (crops, livestock, and fisheries)
  6. Health status of the community, including the healthcare services and systems
  7. Gender issues and their implications for inclusive program implementation and success
  8. Livelihood options and sources of income
  9. Existing stakeholders in the program area in respect to the potential for partnerships and synergies with a view to avoiding duplication and conflicts in development interventions
3.0 Methodology
 
The consultant will be expected to clearly articulate the methodology to be used in conducting the baseline study. 

The study design and methodology will be discussed and agreed upon before the start of the consultancy.

4.0 Tasks and Outputs
 
4.1 Tasks
  1. Review program documents and understand WN development approach
  2. Develop the baseline survey framework (including tools for data collection, processing and analysis, the proposed budget, and the timeline for the activity)
  3. Field test the baseline survey tools
  4. Undertake field data collection
  5. Analyze the data
  6. Organize and facilitate a workshop to disseminate  the preliminary findings
  7. Produce the final baseline survey report

Preliminaries and Logistics
 
Duration: The survey should take a maximum of 30 working days from the date of signing the consultancy contract and end with the submission of an acceptable report.

Qualifications and skills of the consultant
  • Masters degree in Rural/Community Development, Agriculture, Public Health, Social Sciences, International Development or equivalents. Training in monitoring and evaluation (M&E) will be an added advantage.
  • Experience in community development and M&E
  • Proven experience in conducting baseline studies
  • Strong qualitative and quantitative analytical skills
  • Excellent report writing skills
  • Proficiency in English, Swahili and the local language (i.e. Dholuo)

1.0 Background

1.1 AAH Kenya Background: Action Africa Help Kenya (AAH Kenya) is a non-governmental organisation that addresses development challenges in partnership with marginalized Kenyan communities mainly living in low income urban and rural settings including arid and semi-arid areas (ASALs). 

AAH Kenya is an affiliate country programme of Action Africa Help International (AAH-I), which has been operating in the East and Southern Africa region for more than 20 years implementing programmes in South Sudan, Uganda, Zambia, Somalia and Kenya.
 
1.2 Mara Project Background: Mara Division is located in Narok West Sub-County, Narok County, which borders Tanzania in the South. Narok County is among the richest counties in Kenya. 

Large-scale wheat farming is practiced in the high-potential zone and the world famous Masaai Mara Game Reserve occupies much of the County. Mara and Loita are the poorest divisions in Narok primarily covering the rangelands with low agricultural potential. 

Mara Division covers 4,964 km and has a population density of approximately 9 people per km2 which is divided into four wards: Mara, Naikarra, Siana and Ilmotiook. 

AAH Kenya is implementing a two-year project known as the Mara Enterprise Development in Mara division. The project is funded by Bread for the World (BftW), Germany. 

The project’s goal is to support development of an ‘entrepreneurial mind-set’ in community members in the Mara area, in order to strengthen their resilience and capacity to lead their own development, with its main objective being to support development of an ‘entrepreneurial mind-set’ in community members.

The project is working in three intervention areas namely; support to women in trade by equipping them with business training. This is mainly through community radio listening sessions and training in bead work in line with market needs. 

Moreover, the training also aimed at product improvement so that they can fetch the better prices. A second intervention is by rendering support to Mara livestock producers through exposure visits, capacity building and market linkages. 

There has also been an effort to diversify the livestock production by introducing fish farming. To date, the project has supported the communities in setting up and stocking two fish ponds. 

All these interventions are geared towards improving household incomes for the communities in Mara division.

2.0 Consultancy
 
2.1 Terms of Reference
 
AAH Kenya is seeking for the services of a consultant with an extensive experience in donor supported projects to carry out a mid-term evaluation for the project in Mara division.

The evaluation should give the extent of the impact of the Mara Enterprise and Market Development Project in the last one year. 

The evaluation will target various project components. These include: Livestock value chain, bead work and other the women enterprises; and fish farming. This exercise will assist the organisational decision making on further interventions in project implementation.

2.2 Overall Objectives of the Mid-Term Evaluation
 
The overall objective of this evaluation is to provide the Mara project with an independent review of the status, relevance and performance of the project as compared to the project document. 

The mid-term evaluation results are envisaged to identify and describe the lessons learnt, summarize the experiences gained and recommend the approaches and methodologies for the remaining period of the project.

The evaluation should address the following:
  • Relevance:  Review the relevance of the project in terms of Knowledge, Practice Attitude (KAP) and behavior change.
  • Effectiveness: Review the effectiveness of the project, to see whether the target population was reached with the intended interventions.
  • Efficiency: Examine if the project has been cost effective.
  • Performance: Examine the extent to which the project has achieved its immediate objectives, produced outputs and impact on the target group.
  • Success: Identify and document emerging best practices and lessons learnt in terms of the product and processes, sustainability and contribution made by the project in the development of local capacities.
Specifically, the Evaluation will aim to:
 
a. Identify and describe the main lessons learnt from the project performance in terms of:
  • Capacity building of local beneficiaries,
  • Efforts to secure sustainability,
  • Approaches and methodologies used.
b. Review the appropriateness and clarity of the roles and responsibilities of partners and the level of coordination between them. 
 
c. Review the project concept and design with respect to:
  • The clarity of the addressed problems,
  • Soundness of the approaches adopted.
d. Evaluate the performance of the project in terms of timeliness, quality and quantity of the activities undertaken.
 
e. Assess sustainability of the project outcomes, benefits and recommend measures for its further improvement. 
 
f. Identify key information and implementation gaps.
 
g. Assess the efficiency and effectiveness of resource utilization.
 
3.0 Main Tasks
 
The consultant is expected to undertake the following tasks:
  • Develop the survey design, methodology, tools, work plan schedule and budget to carry out the assignment in the targeted areas. This will be developed and finalized in consultation with the Project team.
  • Co-ordinate collection of data, analysis and interpretation.
  • Present a comprehensive draft evaluation report for validation. The report should provide detailed findings within each result area; provide key recommendations for implementation and management of the project.
The final report should be submitted to AAH Kenya in both hard and soft copies.
 
4.0 Methodology
 
The consultant is expected to adopt a mixed design methodology which will involve both quantitative and qualitative methods (which should include participatory evaluation approach).
 
The consultant is also expected to carry out an extensive literature review.
 
The evaluation design will be discussed with the project team.

5.0 Key Deliverables
 
Based on this TOR the consultant shall deliver the following:-
  • At the signing of the contract, the consultant shall provide an inception report detailing an understanding of the TOR, methods, and means (work plan and budget) of achieving the results of the evaluation. This must be accompanied by tools for data collection.
  • A draft report presented to the project team outlining all the findings and recommendations.
  • Hard and soft copies of the final reports.
  • The report above should provide practical measurable recommendations and outline the lessons learnt at the course of the project implementation.
  • All data collection tools.
  • Submit to AAH Kenya the final report for the assessment (bound hard copy and soft copies). The report should not be more than 20 pages excluding annexes.
  • Data sets used.
The final report should include at a minimum the following elements:
  • Executive summary.
  • Acknowledgement.
  • List of acronyms and abbreviations.
  • Table of contents.
  • Background; brief project description and context.
  • Evaluation purpose.
  • Methodology including sampling procedure and size.
  • Main findings per project component.
  • Lessons learnt recommendations and conclusion.
Annexes
  • Terms of Reference.
  • Work plan.
  • Survey instruments.
  • Sampling plan.
6.0 Time Frame
 
The assignment is expected to take a maximum of 12 working days effective 15th February 2016, and final reports should be submitted to AAH Kenya not later than 29th February 2016.
 
7.0 Evaluator’s profile and requirements
  • Hold a Master Degree in Development Studies, Entrepreneurship or any other related field.
  • Experience in consulting/ implementing of livelihood related and behavior change evaluations.
  • The consultant must be able to demonstrate experience in the systematic verification and analysis of both quantitative and qualitative data, preferably in a capacity building support context.
  • Demonstrated experience in evaluating donor funded projects.
  • Experience in report writing.
