World Agroforestry Centre Scientist / Ethiopia Country Liaison Officer

 The World Agroforestry Centre (also known as the International Centre for Research in Agroforestry or ICRAF) is an independent research institution which generates science-based knowledge about the complex role trees play in agricultural landscapes and rural livelihoods. 
As part of the Centre’s work to bring tree-based solutions to bear on poverty and environmental problems, researchers – working in close collaboration with partners – are developing new technologies, tools and policy recommendations for increased food security and ecosystem health.

The Centre’s headquarters are located in Nairobi, Kenya, and research is conducted in 23 countries in Africa, Asia and Latin America.

About the position

ICRAF seeks to recruit a candidate for the position of Scientist/Country Liaison Officer to establish strong partnerships with various institutions and development organizations in the Federal Republic of Ethiopia. 
The Officer will work with them to generate tree-based solutions to the problems of rural poverty, hunger and environmental degradation. 
The principal role of the incumbent would be to coordinate the development of a comprehensive agroforestry research for development programme for ICRAF in Ethiopia including; capacity strengthening, mobilizing resources for collaborative research with Ethiopian institutions and with other national agroforestry and land management programmes in the Eastern Africa Region. 
The Officer will be expected to promote collaborative research for development activities with NARS and other relevant institutions such as educational institutions, extension providers, NGOs, CBOs and the private sector in the country. 
Under the overall guidance of the Regional Coordinator for Eastern Africa and GRP leaders with projects and project proposals in Ethiopia, and in effective partnership with appropriate institutions in the country, the incumbent will be expected to perform the following tasks:

Requirements:
  • Plan and execute a collaborative agroforestry research-for-development agenda in Ethiopia;
  • Plan and implement an effective resource mobilization strategy aimed at supporting a significant expansion of the ICRAF-Ethiopia project portfolio;
  • Build and maintain strategic partnerships with government, donors, farmer organizations, NGOs, the private sector, education and research institutions (including other CGIAR centres) and international agencies with a view to institutionalizing land management and agroforestry research and development in the country;
  • Liaise with other East & Central Africa regional and national programme scientists and Ethiopian institutions for technical exchange and collaboration;
  • Analyze, interpret, and report research and development results to ICRAF, donors and other development partners. As a research for development institution, ICRAF places a lot of emphasis on generating international public goods. Thus it attaches great importance to reporting of findings and experiences through peer reviewed articles and similar media;
  • Prepare technical and policy reviews on specific subject areas with emphasis on future land management and agroforestry research and development needs in Ethiopia;
  • Supervise and participate in the preparation of training materials and participate in training courses as a resource person;
  • Assist in the preparation, implementation and management of the regional plan of work and budget;
  • Supervise, provide logistical support and report on all ICRAF activities in Ethiopia, including financial and administrative oversight.

Legal and Contracts Execution Officer Job in Nairobi Kenya - African Union Interafrican Bureau for Animal Resources (AU-IBAR)

 The African Union Interafrican Bureau for Animal Resources (AU-IBAR) aims to provide leadership in the development of animal resources for Africa. 

By supporting and empowering the African Union member states and the Regional Economic Communities (RECs). AU-IBAR's vision is of an Africa free from hunger and poverty in which animal resources make a significant contribution within the global arena. 

Founded in 1951 to study the epidemiological situation and fight rinderpest in Africa, AU-IBAR's mandate covers all aspects of animal resources, including livestock, fisheries and wildlife, across the entire African continent, but fills a unique and strategic niche by working at continental and regional levels, with the RECs being key partners.

AU/IBAR seeks the services of a Legal and Contracts Execution Officer to assist in the implementation of the programmes and projects.

2. Major duties and responsibilities

The position will be based within the headquarters of AU-IBAR with possible travel to headquarters of RECs and member states. 

Under the overall supervision of the Director of AU-IBAR and direct supervision of the Head of the Programmes and Projects Unit:
  • To provide preliminary assistance and advice to AU-IBAR management and staff on all legal matters;
  • To provide legal opinions relating to the interpretation of all Partnership and donor Agreements, Procurement Procedures and Rules, as well as, other legal instruments in consultation with the Legal Counsel;
  • To assess the legal implications of the activities and decisions of all issues relating to or arising Agreements entered into by the AU-IBAR and to advise on these issues in consultation with the Legal Counsel;
  • To assist AU-IBAR management and staff in drafting contracts, agreements, cooperation agreements related to institutional and staff matters and monitor their execution, particularly by RECs and Member States;
  • Resolve and follow-up on financial, legal, and other issues concerning the implementation of Donor and Implementing Partners Agreements;
  • To ensure that the legal interaction between the AU-IBAR, Member States, RECs, other Organisations, including individuals and other legal entities, are regulated in such a manner that the interests of the AU are safeguarded;
  • To undertake investigations and prepare reports on special legal problems in consultation with the Legal Counsel;
  • Assist in improvement of systems to increase efficiency, effectiveness and control to achieve the organization's objectives both in project management and contract/administrative management
  • Participate in identification, preparation, appraisal and/or M&E missions with project teams
  • To ensure overall management of the Legal and Contracts Office including the preparation of programmes, budgets and reports;
  • Liaise and negotiate with implementing and other partners on contractual and financial matters.
  • To perform any other duties as may be assigned by the Director or the Head of the Programmes and Projects Unit.
3. Educational qualifications
  • A Master's degree in law. 
  • A post graduate management studies and international law are an important added advantage. 
  • Specific and relevant training in the fields of contract-, financial- or project management will be an added advantage.
4. Work experience
  • Candidates must have at least seven years experience in preparing contract and or providing legal advice to development organizations with 3 years at international level;
  • Proven experience in donor funded projects environment with specific knowledge of financial and administrative regulations and project management approaches is an advantage;
  • Experience in contract preparation and management.
5. Other relevant skills

a) Advanced knowledge of contractual rules and regulations according to international standards;

b) Excellent communication skills; High level of integrity and reliability;

Strong analytical skills;

c) Good negotiation skills and ability to communicate effectively both written and oral;

d) Ability to work independently with a high level of performance under pressure and execute multiple tasks within tight deadlines.

6. Language requirement

Proficiency in one of the African Union working languages is a requirement. Knowledge of one or more of the other AU working languages would be an added advantage.

7. Age requirement

Must be preferably between the age of 30 and 45 years.

8. Tenure of Appointment

The initial appointment will be for 11 months including a 3 months probation period. Contract extension will be subject to satisfactory performance and availability of funds.

Nutrition Program Manager

(Dollo Addo)

Fixed Term – Full time contract (6 months)
  • We are looking for highly motivated and qualified Nurse/Nutritionist with at least 3 years
  • relevant experience in managing Nutrition & Health Programs in a Humanitarian setting. 
  • The Nutrition Programme Manager is in charge of the Nutrition & Health Program in Dollo Addo. S/he oversees the implementation, organisation, follow-up and reporting of the programme. 
  • S/he is responsible for the planning, implementation, and quality of the treatment provided. 
  • S/he represents ACF and also works with the Local partners in implementation of the programme.
  • S/He is also expected to motivate and build the capacity of the nutrition staff.
Program Manager

Partnership in Nutrition & Health (1 position- Awassa, 1 position- Kebri
Dehar)

Fixed Term – Full time contract (6 months)
  • We are looking for highly motivated and qualified Nurse/Nutritionist with at least 3 years experience in implementation of Nutrition & Health Programs through local partners.
  • S/he facilitates the development of work by the partner agencies to address malnutrition. 
  • S/he identifies the support needs of the partner, develops and implements support measures offered to the partner, deploys all resources to ensure that the partner achieves high quality outcomes in its malnutrition treatment.
  • S/he is also responsible for establishing training and skills development for the teams in partner organisations. 
  • S/he is also responsible for representing ACF and in developing new partnerships.
Status:

Volunteer status for applicants with less than 24 months of humanitarian experience
  • All expenses paid on the field: travel out/return, collective accommodation, meals and hygiene expenses
  • €838 of indemnities per month on your bank account + Allowance of €200 per month paid on the mission

  • Acquisition of 2.5 days of paid leaves per entirely worked month
  • Recovery time breaks of one week every 2 or 4 months depending on the mission + break allowances

  • Total average yearly gross income: from 39360 € to 43860 €

  3. Support to the R & R costs : 110 € / month average
  4. Transportation costs to and from the mission : 460 € / month average
  5. Monthly gross salary ranging from 1500 € to 1875 € (Net: from 1380 € to 1725 €) depending on relevant experience (possibility to increase up to 2137 € gross (1966 € net) according to seniority and performances)
  • 25 days of annual paid leaves
  • 20 days of R & R per year (taken as recovery time breaks of one week every 2 or 4 months depending on the mission)
