USAID Transition Initiatives for Stabilization (TIS) program
The Transition
Initiatives for Stabilization (TIS) program is funded by USAID and
implemented by Development Alternative Inc (DAI), an international
development organization.
It responds to the
complex crisis that has evolved in Somalia by mitigating conflict,
promoting stability and community cohesion, and increasing public
confidence in governance.
TIS implements quick impact activities linked to longer-term stabilization goals.
The TIS program is currently seeking a skilled, diplomatic, effective, and highly motivated Consultant Engineer to join the team (Nairobi support Office & Field Offices).
Objectives
The DAI/TIS program
requires an Engineer Consultant to provide assistance on infrastructure
activities at the planning and design, implementation and close-out
phases.
Scope of Work
The consultant will be contacted on an as-needed basis to provide assistance on TIS infrastructure activities as needs arise.
A scope of work will be
drafted for the specific activities which the consultant will be asked
to undertake and shared with the consultant prior to the assignment.
The Scope of Work may include, but is not limited to, the following:
- Design and review of planned TIS activities
- Site supervision visits to activities in Somaliland, Puntland and South Central Somalia
Period of Performance
The effective Period of Performance for this contract will be from the date of signature of the contract until 31 March 2014.
The total Level Of Effort (LOE) will be for a maximum of 150 days to be spread over the duration of the contract.
Specific LOE and period of performance will be indicated in each individual scope of work for each specific assignment.
Deliverables
Deliverables will be
included in the individual assignment scopes of work that will be shared
with the consultant prior to conducting the assignment.
Supervisor
The consultant will report directly to the Operations Manager or his/her designee.
The supervisor will be specified in the individual scopes of work.
Required Experience
- Flexibility in working hours and ability to work under pressure.
- Experience in municipalities and underserved areas.
- Minimum 3 years’ experience in designing and overseeing the construction of infrastructure projects;
- A diplomatic communicator who can converse with a wide range of stakeholders, including private sector and civil society representatives and government officials;
- Experience in facilitating meetings and providing information and training;
- Knowledge and experience with USAID Environmental compliance rules highly desired.
- Experience in managing construction, contracts and conducting inspections for infrastructure projects;
