The successful candidate will report to the Deputy Principal (Academic Affairs) and will provide administrative support to the University Academic Division.

Duties and Responsibilities

The Registrar shall be responsible for:
  • Coordination of all teaching activities which include preparation of curricula, regulations, University almanac, timetables, examinations, result slips, transcripts, certificates and graduation.
  • Formulation and provision of policy guidelines on planning, development and management of academic programmes.
  • Guiding Deans of Schools and Heads of Departments.
  • Overseeing the administration of the students’ affairs which include admission, registration, orientation, student welfare, counselling, career guidance and discipline.
  • Coordination of student and staff research activities.
  • Planning and organizing public lectures, student attachments in conjunction with the Deans and Heads of departments.
  • Provision of secretariat to Academic Board and its committees
Qualifications

The applicant:
  • must have a PhD degree in a relevant field
  • must have served as Deputy Registrar in an Academic Division in a university or an institution of higher learning for at least 5 years OR
  • should have at least 15 years relevant work experience in a senior position and exemplary work performance and be conversant with the running of Academic Affairs in a university
  • Should be conversant with strategic management techniques.
  • Should have capacity to motivate and influence staff, students and other university stakeholders.
  • Should demonstrate a good understanding of university functions and procedures coupled with a proven capacity to promote excellence in teaching, research, development and innovation with the highest ethical standards, integrity and professionalism.

Qualifications

Associate Professor
  • Applicants must have a PhD from a recognized university in the relevant discipline. 
  • They must have at least three (3) years teaching experience at University level plus at least three publications in refereed journals since appointment as Senior lecturer. 
  • In addition the applicant must show evidence of supervision of postgraduate students and dissemination of research findings in international conferences within the same period. She/he must demonstrate evidence of good leadership skills and proven ability to attract research funding.
Senior Lecturer
  • Applicants should have a PhD from a recognized university in the relevant discipline. 
  • They must have at least three (3) years teaching experience at University level since appointment as lecturer plus at least three (3) publications in refereed journals. 
  • He/She must show evidence of dissemination of research findings in international conferences within the same period. 
  • He/She must demonstrate good leadership skills. 
  • Proven ability to attract research funding will be an added advantage.
Lecturer
  • Applicants should have a PhD from a recognized university in the relevant discipline. 
  • Those with Master’s degree plus two years of University teaching/research as Assistant lecturer and at least two publications in refereed journals will also be considered.

Article 235 of the constitution provides for staffing of the County Governments and pursuantto that provision the County Government Act 2012 section 58 establishes a county Public Service Boards and section 59 articulates its functions as follows:.

Key Functions of the county public service board.
  • Establish and abolish offices of county public service including in the boards of urban areas within the county to confirm appointments.
  • Appoint persons to hold or act in offices of county public service including in the boards of urban areas within the county and to confirm appointments.
  • Exercise disciplinary control over and remove persons holding or acting in those offices.
  • Prepare regular reports for submission to the county assembly on the execution of the function of the execution of the function of the board.
  • promote in the county public service the values and principles referred to in the articles 10 and 232 of the constitution of Kenya 2010.
  • Evaluate and report to the county assembly on the extent to which the values and principles referred to in the articles I O and 232 of the constitution of Kenya 201 0 are compiled within the county public service.
  • Make a report to the county assembly on the execution of, mandate and decisions made by the board.
  • Facilitate the development of the coherent, integrated human resource planning and budgeting for personnel emoluments in the county.
  • Advice the county governments on human resource management and development;
  • Advice the county governments on the implementation and monitoring of the national performance management system in the county.
  • Make recommendation to the salaries and remuneration commission on behalf of the county government, on the remuneration, pensions and gratuities for county public service employees.
Secretary to the County Public Service Board (1 Post)

Duties and responsibilities

Secretary shall be the chief executive officer and head of secretariat and specific duties responsibilities include:-
  • Being the accounting officer of the county public service board to oversee management of finances, preparation and submission of the board’s annual plans, programmes and estimates.
  • Execution of the decisions of the County Public Service Board.
  • Ensure compliance of the policies established by the County Service Board by the users and all stakeholders.
  • Day to day administration and management ofthe affairs of the board including development and welfare of staff.
  • Ensuring staff compliance with public service values, principles and high levels of ethical standards.
  • Being a custodian of the board’s records.
  • Providing strategic leadership to facilitate effective delivery of board’s mandate as per its mission, vision and strategic plan.
  • Monitor, co-ordinate and ensure that the administrative and fiscal policies and activities of the board’s in conformity to laws currently in force.
  • Give effect to and notify other persons of the decisions of the board.
  • Ensure that all documents relating to any matter subject to consideration by a board and are submitted timely to the board.
  • Co-ordinate with Public Service Commission on matters to do with appeals and review on the decisions made by the board.
  • Determine procedure for facilitation of appeal and reviews of decisions of the county service board to the Public Service Commission.
  • Performing any other duties as assigned by the board or any other written law.
Requirements for the appointment.

For appointment to this position, the person should:
  • Be a Kenyan citizen.
  • Be in possession a first degree from a recognized university in Kenya
  • Have a working experience of not less than five (5) years.
  • Satisfy the requirements of chapter 6 ofthe constitution of Kenya 2010 on leadership and integrity.
  • Be a certified public secretary of good professional standing.
  • Possess excellent communication, negotiation and leadership skills.
  • Have strong analytical, report writing and work planning skills.
  • Have strong team building skills.
  • Have the capacity to work under pressure to meet strict deadlines.
  • Be committed to be part of a team that will enable the county government to achieve her vision.
NB: A master’s degree will be an added advantage

Duration

The Secretary will hold the office for non-renewable term of six years subject to satisfactory performance on full time basis.

Key Responsibilities:

The Alliance’s Linking Organisation model emphasises local leadership and governance of organisations. In light of this, the Alliance seeks to recruit an Executive Director (ED) to head its operations in South Sudan.
 
The Executive Director’s overall responsibilities will be strategic leadership, development and effective operation of Alliance South Sudan. 
The ED’s primary focus in the initial stages of this assignment will be to lead the transition of the South Sudan Country Office into an independent Linking Organisation which will be nationally led, with a locally recruited Board of Directors. 
S/he will report initially to the Regional Manager: East and Southern Africa at the Alliance Secretariat in Brighton, UK and after the transition will report directly to the Board of Directors.
 
The ED will manage senior staff, provide leadership on policy matters and strategy development, resource mobilisation, partnership development and will advocate on key HIV issues at national and international levels with stakeholders.
