Save the Children (SC) is an international organisation that has 27 member organisations across the globe. It is united by a common mission and brand but, to some extent, has until now been working independently from country to country. 
Through Unified Presence, Save the Children aims to create a stronger voice for children by unifying the operations in all countries where more than one Save the Children Member have programmes. This will result in one organisation at the national level in each country and a unified programme delivery structure for all Save the Children International Members.
 
The programmes of Save the Children UK, Denmark and Finland unified in Somalia in January 2010 and as a result of this and of an active fundraising strategy at the beginning of 2011 the programme budget was over GBP 10m covering the thematic areas of protection, child survival (which includes health, nutrition and livelihoods), education and Child Rights and Governance.

Save the Children works in all three “zones” of Somalia: Somaliland, Puntland and Central South Somalia (CSS). 
Due to constraints on security, and the need to liaise with UN agencies, other NGOs and donors the country office is based in Nairobi and senior managers and directors are expected to travel extensively to monitor and support programme work in all parts of Somalia that are accessible and where security threats are being effectively mitigated.
 
The position of HR Assistant is responsible for providing quality and efficient HR support to the Somalia/Somaliland Programme team based in Nairobi:
 
Key Responsibilities
  • Be involved in the recruitment and selection process including processing and placement of advertisements, short listing, selection processes including conducting screening test and interviews. In post offering process - Reference checks, offer/appointment letters, and sending out regret letters.
  • Conducting the induction process including the preparation of the induction plan.
  • In liaison with the Line Manager, manage the medical/group life insurance enrolment and exit process of staff.
  • In liaison with the line manager, keep track of all medical bills for both national and international staff and liaise with the administrator in follow up of their payment.
  • Coordinate the provision of new employee information and documentation to Finance department and the Administrator.
  • Manage leave data for international staff
  • Sending out information to staff on HR matters to do with trainings, meetings etc
  • In liaison with the Line Manager, prepare staff turnover /Attrition reports, recruitment trackers, resourcing plans, training reports and leave liability reports.
  • Ensure that all staff files and records are up to-date. Filing employees’ life cycle documentation right from recruitment including CVs, employee certificates, employees’ bio-data, performance management forms, exit interview, leaver forms etc.
  • Collaborate with the Line Manager in developing, managing and updating the HRMIS.
  • Perform any other official duties as requested by line manager

Person Specification
  • Higher Diploma in Human Resources
  • At least two (2) year’s HR experience in a similar role within a busy context

Coordinate with: The post holder coordinates with all the Humanitarian Response Section as well as with Area Representatives and Technical Manager/Coordinator
 
Budget Responsibility: No direct budget holding responsibilities but may be deputized to do so on occasion
 
Child Protection Level: 3. The responsibilities of this post may require the post-holder to have one to one contact with children or young people
 
Background
 
The combined effect of ongoing conflict and drought crisis in Somalia continues to devastate the lives of affected communities more so displaced women and children. According to FSNAU (23rd April 2012), the nutrition situation in south and central Somalia remains “Likely Very Critical”, with malnutrition rates being slightly elevated compared to seasonal trends. Nutrition data from health facilities in southern regions for the period January-March 2012, indicates a high proportion (>15%) of children visiting the clinics as acutely malnourished. 
This trend has also been characterized by increased morbidity and disease outbreaks going by surveillance data from World Health Organization (WHO). The health services provided by a host of humanitarian actors are limited in scope and reach due to access and security constraints. Limited access to safe water and sanitation, overcrowding and high malnutrition rates continue to expose the population to diseases and death. 
Although latest figures do not suggest a major epidemic, there are serious concerns of an increased risk of cholera outbreaks in IDP concentrations particularly in urban centres. Sub-optimal infant, young child and maternal feeding and care practices, low dietary diversity, poor hygiene, lack of water and sanitation, high morbidity coupled with inadequate access to health care are key determinant of the prevailing humanitarian crisis in Somalia.

SC is currently running programmes which encompass emergency response, education, health, and water and sanitation in south and central Somalia, Puntland and Somaliland. In response to the current humanitarian crisis in Somalia, SC is scaling up its emergency health intervention within its operation areas and beyond.
 
Job Purpose
 
In order to better coordinate and provide an advisory role to the emergency health support programme to Somalia/Somaliland, Save the Children requires a high level technical support, coordination and guidance through provision of guidance to managers and staff involved in managing and/or implementing emergency health project. This support includes, among others, identifying opportunities for funding and learning through networking with donors and other agencies.

This is an international post based in Nairobi. While working from Nairobi, the post-holder will be required to provide support to the emergency health team remotely and may travel to Somalia (Puntland, Somaliland and Mogadishu for the south), for short monitoring and support visits.

Barring security clearance to travel to central Somalia, the health technical adviser will be requested to travel to Somaliland on a regular basis for support, monitoring and management meetings with the CSS health team.
 
Key Accountabilities
  • Produce programme plans and master budget in accordance with the emergency strategy plan
  • Assist in the dissemination of the findings and results of surveys and ongoing analysis both within Save the Children and the wider community.
  • Co-ordinate emergency health surveys, including training, planning, data analysis and report writing. Guide Save the Children emergency health response as indicated by the results of surveys/situation analysis and related data.
  • Lead on or provide high level technical support in writing integrated emergency health project proposals/concept notes that will assist Save the Children respond to emerging crisis in Somalia
  • Contribute to the development of a further high quality programme proposals for Save the Children’s health response in Somalia to more appropriately address the health impact of drought and conflict in Somalia
  • Identify opportunities for funding and learning through networking with donors and other agencies with focus on organizational capacity to respond to emergency health in crisis and also feed into a longer term strategic heath program development
  • In collaboration with the technical health manager, and technical health coordinator(s), participate in emergency health coordination meetings and ensure co-ordination with other emergency health providers in the country, avoiding duplication and sharing learning. Coordination to be undertaken through relevant fora in Nairobi and locally, when security allows
  • Maintain inter sectoral linkages and actively coordinate synergy and integration between health programmes and other emergency sectors (e.g. WASH, nutrition and Shelter) 
  • Plan and organize joint field visits with other sectors.
  • Provide leadership and co-ordination of emergency health activities and their scale up in the program sites, ensuring that emergency health response activities are in line with SC policies and plans
  • Guide managers and staff involved in managing and/or implementing emergency health projects through provision of technical support on specific emergency health issues 
  • Sharing relevant guides and tools needed for implementation and monitoring of emergency health response plans
  • Play technical advisory and support role, working closely with the other thematic managers/advisers.
  • Ensure that appropriate and consistent health and nutrition education messaging to mothers and other care takers at facility and in the community are developed in line with Save the Children values and principles
  • Feed-in to monthly internal and donor reports, ensuring that the emergency health component of reports is high quality, accurate, reliable and available in a timely fashion as per plan
  • Together with M&E Manager, establish and support the development of standard indicators to help monitor work progress, measure quality and impacts on the target population

Person specification
 
Essential
  • Masters in Health / Public Health or equivalent
  • Substantial emergency health experience of ( at least 5 years) including emergency health programme design and implementation at international level and under complex emergency context
  • Substantial and proven experience in providing high level technical advisory role in emergency health
  • Proven capacity to supervise, train and coach national staff.
  • Experience and ability to represent Save the Children's emergency health work in external meetings.
  • Willingness and capacity to be flexible and accommodating when faced with difficult and frustrating working conditions.
  • Demonstrable ability at report writing and excellent communication skills
  • Experience of working safely in hostile and insecure environments
  • Self-motivated and enthusiastic personality, commitment to understanding and improving the lives of children in an emergency context

Save the Children Somalia - TOR for Contribution of cash programming to resiliency in Hiran, Somalia

Terms of Reference

1. Introduction
 
Save the Children Somalia is a non-governmental organization (NGO) whose mission is to fight for children’s rights and deliver immediate and lasting improvement to children’s lives worldwide. Save the Children Somalia has been operational in the Greater Somalia for over 40 years. 
Currently Save the Children Somalia operates programmes that span relief to development with a wide range of programming in Health, Nutrition, Child Protection, Child Rights Governance, Vocational and Skills Training, Education and Food Security & Livelihoods working in Somaliland, Puntland and Central and South Somalia. 
Save the Children Somalia works to ensure quality programming on the ground which forms the basis to advocate for greater changes in policy and practice at regional, national and global levels.

2. Background of the Project
 
Save the Children Somalia has been working to help communities in the Hiran Region of Somalia for over 40 years including reducing their vulnerability to a number of hazards (e.g. drought, conflict, displacement and flooding).
Since mid 2011 with multi-donor funding, including ECHO, Save the Children Somalia began cash based programming to drought and conflict affected communities in the Hiran Region of Somalia. The programme was aimed at increasing the communities’ access to food and non-food items and implemented through most of 2012. 
The rate of cash transfer given to the households was pegged to the FSNAU defined Minimum Expenditure Basket (MEB) the guarantee money intended for food needs was not diverted to other households needs. 
The contribution to resilience was implied, but has not been formally explored as of yet. Additionally, Save the Children Somalia is providing support to asset recovery through seeds and tools distributions, livestock re-distribution and treatment.

3. Purpose and Objectives of the consultancy
 
The purpose of the consultancy is to analyze the previous and current Save the Children Somalia cash based programming in Hiran to establish its contribution to household and community resiliency. 
The objectives of the study are:
  • To conduct a risk assessment across the different livelihood zones in Hiran
  • To analyze the impact of cash based programming in improving the resilience of poor communities in relation to food security and livelihoods
  • To analyze how cash interventions have complemented Save the Children Somalia’s FSL programming in Hiran
  • To provide recommendations for policy advocacy and practice for humanitarian actors
The resilience building impact of cash should be analysed in the context of other complimentary food security and livelihood projects and not in isolation. It should also consider the affects of seasonality and be disaggregated by the different livelihood zones in Hiran.
 
4. Methodology
 
The consultants will identify and develop detailed methodologies that are universally accepted and suitable to such studies. These will have both qualitative and quantitative components. 
The methodologies should include, but not limited to, the following:
  • Review of literature
  • Review of SC data
  • Secondary data sources
  • Primary data

5. Mandatory steps for outputs:
  • Inception note and initial briefing at the commencement of work
  • Debriefing at the end of field work is mandatory with relevant SC staff
  • Final report should be provided in electronic form as in hard copy with any databases from field work
6. Report Structure
 
Report will have the following structure:
  • Executive Summary
  • Project Background
  • Study Methodology
  • Findings per study area
  • Discussion
  • Recommendations
  • Annexes including tools used, people contacted, etc
  • Total report should not exceed 25 pages without annexes
7. Roles & responsibilities
 
7.1. Consultant
  • Provide synopsis of the proposed methodologies (inception note)
  • Establish contacts with pre-identified organizations and explaining the objective of the work
  • Administer data collection, data entry and analysis of questionnaires and key informant interviews
  • Review of relevant documents and literature
  • Provide reports as per the pre-agreed timeframe of the study
7.2 Save the Children Somalia
  • Save the Children Somalia Facilitate consultations with the relevant informants
  • Ensure contacts in areas of study
  • Arrange translators, if necessary
  • Provide necessary information,
  • Review the draft report and provide feedback to the consultant
  • Disburse payment of the service as per the contract agreement
8. Timeframe & Budget
  • The task requires a total of 45 days allocated for preparation, field work, report writing and debriefing.
  • All costs related to the consultancy will be charged to the ECHO HIP budget
9. Deliverables
  • An inception note
  • A preliminary draft report within 40 days of start of consultancy
  • A final report before within 45 days of start of consultancy
  • A PowerPoint presentation explaining the final report and recommendations
  • A policy brief
10. Management structure
  • The consultancy is managed by the Food Security and Livelihoods Technical Manager
11. Level of access to children
 
The responsibilities of the consultancy may require the consultant to have regular contact with children or young people. In the overseas context all posts are considered to be level 3 posts in view of potential situations that may allow staff unsupervised access to vulnerable children and young people.
 
12. Required qualification and experience
 
The criteria for selecting a consultant will include:
  • Post graduate qualification related with developments studies or other relevant feilds;
  • At least 5 years of experience in humanitarian work and or development experience;
  • Proven experience in adaptation and adaptive capacity
  • Experience with cash programming highly valued
  • Strong understanding of current situation in Southern Somalia
  • Previous experience working in Somalia or for Somalia country programs
  • Proven experience of excellent writing skills
  • Teams with at least one Somali speaker will be highly valued
