Background information:
 
Malnutrition in Somalia is affected by a complex multitude of factors. A key underlying cause is sub-optimal nutrition, hygiene and health-seeking behaviour. Nutrition programming in Somalia for the past 15 years has focused on the management of acute malnutrition. 
It is only the past two years that significant strides have been made to focus on the underlying causes and most especially infant and young child feeding and care practices. 
Public Health Promotion in communities and at nutrition sites is a good avenue for tackling sub-optimal behaviours and needs to be expanded. An integrated curriculum for promotion paired with IEC materials was developed in 2011 and piloted at the beginning of 2012. 
What is needed now is to expand competencies in public health promotion among UNICEF partners.
 
An Essential Package of Health Services (EPHS) has been developed for Somalia and implementation is underway in various locations. 
While the EPHS does include description of a community system, it is relatively underdeveloped within the structure. 
Several UNICEF sections and some external partners have gone ahead with support to various community structures. 
However, this complicates the move towards a unified health system and leads to confusion among various partners and the community. Harmonization is needed between the various community systems. 
Discussions within UNICEF has started to take place however needs consistent follow-up and advocacy.
 
Purpose and objectives
 
Under the general supervision of the Nutrition Specialist (based in Nairobi), the consultant will:
  • Support establishment of one community approach or strategy within UNICEF technical departments (especially Health, WASH, and Nutrition)
  • Support the capacity building of partners and staff to ensure the development of a common Nutrition, Hygiene and Health Promotion (Public health) approach for the partners in the Somali Nutrition Cluster.
  • Support partners in integration of hygiene, health and nutrition promotion aspects within the facility based and the community based nutrition treatment programs.
  • Provide technical support in advocating for means to reduce malnutrition cases within the target communities in Somalia by addressing underlying causes to malnutrition.
Specific objectives include:
  • Coordinate with other UNICEF technical departments to establish one strategy on community systems and community workers
  • Support the delivery of necessary capacity building for Nutrition staff and partners to effectively integrate promotional activities in the areas of Nutrition, hygiene and health within the Nutrition treatment programs and communities in the 3 zones in Somalia.
  • Help facilitate Training of Trainers in Nutrition, Hygiene and Health Promotion and building a realistic cascade system with the objective to reach out to caretakers within the nutrition treatment programs.
  • Support partners and the cluster on strategic public health promotion issues and assist in development of strategies or policies as needed.
  • Support the Nutrition section on ensuring integration of nutrition and public health promotion issues across UNICEF departments
Methodology and Technical Approach
 
Establishment of one community system will require ongoing interaction with other UNICEF departments, while also understanding plans from other organizations engaging with the community (MoH, WHO, etc).
 
The training methodology that will be employed will be a cascade system based on participatory and adult learning techniques. 
It shall be influenced by the minimum package on Nutrition, Hygiene and Health Promotion that has been developed by a task force drawn from the partners within the nutrition cluster and pretested for use for partners in Somalia. 
Practical sessions shall be organised for ToTs within various Nutrition treatment centres, various hospitals or health facilities offering nutrition treatment services so as to offer hands-on experience in the promotional work.
Activities/Tasks
 
Main Tasks include:
  1. Participate in internal UNICEF discussions on community systems and ensure updating and harmonization of other members of Nutrition team.
  2. Advocate for a practical and adaptable community system internal and external to UNICEF
  3. Review and familiarise self with the Minimum package for Nutrition, Hygiene and Health promotion package developed by the Task Force drawn from the Nutritional cluster for use in Somalia.
  4. Lead ToTs in Puntland, Somaliland and South Central Zones of Somalia.
  5. Engage in strategy development for public health promotion as required
Outputs/Deliverables
 
1. Training reports for 3 TOT workshops for 45-60 Nutrition, Hygiene and Health Promoters in the 3 zones in Somalia, detailing strengths and weakness of the operationalized cascade trainings and suggestions to improve on these trainings.
 
2. List of 45-60 ToTs trained in the 3 zones with the action plans developed by each participant. Each participant represents a nutrition partner organisation.
 
3. Identify 12 organisations that can be mentored within the 3 zones to lead in the scaling up of Nutrition, Hygiene and Health Promotion activities within Somalia.
 
Management, Organization and time frame
 
The staff will report directly to UNICEF Nutrition Specialist (Nairobi). Duty station will be in Nairobi with some travel to the field. DSA at UN rates will be provided for travel to Somalia.
 
The overall time frame of the consultancy is 3 month.
 
Remuneration and Payment schedule
 
Remuneration will be made on a monthly basis based on agreed upon rate for level of TA. Targets and delivery will be reviewed by the UNICEF Somalia Nutrition teams in liaison with the staff supervisor.
 
Desired background and experience
  • Master’s degree in Nutrition, public health or other closely related field.
  • At least 6 years of hands-on relevant professional experience in public health, nutrition and hygiene promotion programs in developing countries.
  • Field experience and knowledge on working on Nutrition as well as Sanitation and Hygiene promotion issues in Africa and especially the Horn of Africa.
  • Experience in capacity development, especially Training of Trainers kind of cascade trainings, with a focus on utilising adult learning techniques and other participatory training methodologies.
  • Solid technical background, analytical, planning and facilitation skills
  • Strong writing and reporting skills
  • Good communication skills and ability to work in a team and with minimum supervision.
  • Fluency in English with excellent facilitation skills.
  • Knowledge of Somali operational context and readiness to travel to Somali land, Puntland and South Central zones.
  • Knowledge of Somali language is desirable
Conditions of work
  • The staff will be provided with office space at USSC (and any other zonal offices visited) as well as other administrative and logistical support, including a computer.
  • A working week is defined as 5 working days
  • Remuneration is on a monthly basis
Exit and Penalty provision
 
The organization and UNICEF may agree to reschedule deadlines if unforeseen circumstances arise. 
In the event that such rescheduling has not been agreed in advance by exchange of letters, and submission of scheduled drafts should not occur within the deadlines indicated within these ToR and the implementation framework, a fine of two percent of the total value of the contract may be deducted. 
In the event UNICEF is unhappy with the work produced by the organization, they may opt to terminate the contract or mutually agreeable terms. 
Likewise, if the organization is unhappy with new conditions given by its client it may opt to withdraw on mutually agreeable terms.

Accountabilities:  
Under the supervision of the HR Officer, the incumbent will carry out the following duties:-
  • Take an active role in supporting the recruitment process by designing VAs, reviewing candidates’ applications for advertised vacancies, assisting recruiting units to design suitable tests and interview questions/criteria, participating in interviews and providing guidance to recruiting managers on the recruitment practices.
  • Determine entitlements, issue contracts and process human resource transactions for all staff. Liaise with UNDP and provide all input data required for processing of FT positions.
  • Input or oversee data input, maintaining data integrity in WINGS, and initiate corrective actions when necessary.
  • Participate in delivery of training in HR related areas.
  • Participate in discussions on new or revised procedures & practices, interpret and assess the impact of changes and make recommendations and follow up actions.
  • Brief and debrief staff members in issues relating to HR matters. Provide critical resources in staff induction and explain HR policies to new and existing staff. Disseminate information on new policies to all staff in general staff meetings in field offices.
  • Ensure that salary, overtime, hours of work, leave policy, entitlement, health insurance and detailed Terms of Reference are comprehensively included within the body of all Letters of Employment offers.
  • Verify benefit and other human resources related claims for accuracy and conformance with personnel rules and regulations.
  • Assist supervisor in monitoring the contractual status of all staff on various appointments based in immediate location or within the office’s mandate; monitor within grade service increment schedules and ensure the timely preparation and issuance of contract renewals and personnel action forms.
  • Check and maintain attendance registers, leave reports and other forms and reports.
  • Check and maintain personnel files for all staff at location, ensuring all documentation is complete; maintain and update confidential personnel information and documents and ensure relevant documents are kept in their respective files.
  • Assist in preparation of administrative reports; draft routine correspondence; arrange for briefings/debriefings & take notes at meetings.
  • Ensure that UNDP and WFP issued Human Resource and personnel policy manuals, rules, regulations, guidelines and circulars, are updated and filed regularly.
  • Perform other related duties as required.
Qualifications and Experience:
  • Successful completion of secondary school education. Advanced training in Human Resources Management is desirable.
  • A minimum of five years’ progressively responsible clerical experience, including at least two years in the field of Human Resources.
  • Proven ability in producing well organised reports and records, independently or with general guidance.
  • Should be able to quickly and accurately handle large volumes of work under time constraints/pressure as well as during emergency.
  • Should have sound judgement, initiative, excellent coordination skills and be a quick thinker.
  • Ability to deal patiently and tactfully with staff members of all levels and of different national and cultural backgrounds.
  • Should have a high sense of confidentiality and a passion to work with staff in difficulty situations.
  • Ability to work in a team environment and achieve common goals.
  • Computer literate with good working knowledge of Microsoft software applications (MS Word, Excel, PowerPoint etc).

International Organization for Migration - Human Counter Trafficking Consultant

 IOM had engaged in support to capacity building of border and immigration management and counter-trafficking for the last few years. 
Building upon previous experiences and observations, IOM plans to provide continued support to border and immigration management of Somalia, including coast guards to ensure long-term impacts of capacity building of individual institutions to implement and support the identification and referral system for Victims of Trafficking (VOTs) in Somalia, and the expansion of direct assistance to VOTs.

The current Japanese Government project will be executed by IOM simultaneously in the three regions of Somalia. 
The project covers:
  • South Central of Somalia;
  • The Puntland; and
  • Somaliland.
It has a life cycle of one year beginning from March, 15th 2012. IOM is the main implementing agency in coordination with the respective government authorities and other involved entities.
 
The main objective of the project is contributing to enhance border and immigration management for safe and orderly travel within and through Somalia, including the sea territory, with increased response (prevention and protection) to human trafficking. The project has two major components: Capacity Building in Migration Management (CBMM) and Counter Trafficking.
 
However this assessment focuses only on Human Trafficking component of the project, with the aim to examine human trafficking within its local context. The assessment should also consider the measures already in place to combat trafficking with respect to the conviction of traffickers, identification, protection, and assistance of victims, prevention mechanism and the effectiveness of the actors involved.

IOM seeks to strengthen the capacity of the Somali authorities to safeguard national and regional security and to protect the rights of all persons involved in migration including victims of trafficking. 
This assessment will improve the knowledge on the current response system, referral mechanisms and analyze the human trafficking process, and recommend actions to enhance that system, including relevant training to different stakeholders.

III. Scope of work

The scope of the counter trafficking assessment is to describe and analyze the current status and recommend improvements with an implementation plan and strategy. In particular, the assessment will:
  • Determine the nature and extent of human trafficking in the three region of Somalia.
  • The knowledge on the current trafficking patterns, including the recruitment process, means of trafficking, routes, types of exploitation, profile of traffickers and victims 3. Examine the factors that contribute and maintain human trafficking in the three regions.
  • Map out the organizations and networks currently working in counter-trafficking in the three regions
  • Roles and responsibilities of the entities involved in human trafficking and various forms of trafficking manifesting themselves in the country.
  • Regulatory framework (legislation and procedures), outline the current policy to combat human trafficking.
  • Process related to identification and referral mechanism and direct assistance to VOTs. Comparing the current practices with international standards.
  • The services and capacity building needs for the entities involved in Human trafficking. Reflect best practices and current gaps in the practical capacity of the main actors in trafficking in Somalia.
  • Examine the current response system and good practices in Somalia (identification, protection, referral and assistance) and develop the recommendation for improvement.
  • Outline the Standard Operation Procedure for identification, registration and referral system and the direct assistance to VOTs.
  • Most effective information, education and communication desseminations systems appropriate in the region.
III. Objectives

The purpose of the assessment is to provide Somali authorities and other concerned stakeholders with a comprehensive review of the level and broader scope of human trafficking and the characteristics and profiles of potential victims and human traffickers.

The assessment aims to undertake:

1) A comprehensive review of identification and referral practices in place,

2) Recommendations for the improvement of the current legislative and policy guidelines on human trafficking in the regions 
3) An implementation strategy and plan for the recommendations.

IV. Assessment Methodology

Review of relevant document provided by involved partners.

The assessment will consist of physical verification, observation and interview with the key officials and other involved partners in the ground. Individual and group meeting/ consultations with key stakeholders.

The assessment will use a standard form. The information and data collected during the assessment will be compiled in a comprehensive report.

Use of snow-ball referrals to interview real victims and traffickers where possible

Briefing and debriefing meeting for the IOM

Collection and analysis of data needed to meet the above objectives

Preparation of a report describing the current internal and transnational trafficking pattern, recommending needed improvements

Completion of the deliverable outlined below

V. Final product/deliverable

An assessment report outlining the current trends, identification and referral practices in place, listing recommendations for improvement and alignment with international standards.

Development of a Mid-term strategy for Human trafficking that synergies with the strategy for Capacity Building in Migration Management - Outline the standard Operation Procedure for identification, registration, protection and referral mechanism

VI: Clear situation analysis, strategy, and time frame

The proposal needs to describe and identify current trafficking patterns and the problems affecting the stability of Somalia and the region.

The proposal demonstrates a clear strategy to address the problems identified in a manner that ensures the sustainability.

The proposal also needs to clearly identify what components of the assessment will determine the priorities for interventions. In addition a workplan showing a proposed timeframe

VII: Qualifications

The consultant must have a minimum of 10 years experience conducting similar assessment and capacity-building of government authorities in the promotion of policies related to governance, security, law-enforcement, and development strategies with particular experience in migration management.

The consultant should have a graduate degree in international affairs, international development, peace-building or conflict resolution, international development, international economics, or a related field such as law.

Familiarity with the current political developments in Somalia and experience in handling previous consultancy of similar nature in Somalia is highly recommended.

VIII: Other information

On the basis of the received proposal, contract agreement will be signed between IOM and the identified partner, defining the final budget and the modalities for implementation, reporting, monitoring and evaluation.
 
Contract agreements, relevant procedures and project activities will be administrated, implemented and managed according to the applicable rules and regulations for procurement of goods and services.

Description
 
This is a position based in Kakuma Refugee Camp. 
The holder will be the responsible person for the JRS protection centre (Safe Haven) in Kakuma, taking responsibility for the administration and management of the protection centre called Safe Haven for the Survivors of Gender Based Violence in Kakuma refugee camp.

Key Responsibilities
  • Guides the Supervisors and Matrons and encourage them to maintain the JRS vision and mission. 
  • Prepares and carries out counselling intervention for women and children in Safe Haven 
  • Oversees the provision of psychosocial follow up of Safe Haven beneficiaries 
  • Is a focal person on SGBV and PSEA and represent JRS on various forums. 
  • Develops curriculum on SGBV and PSEA and train all the JRS incentive staff in collaboration with other coordinators 
  • Ensures that the capacity building activities for the safe haven Clients. 
  • Guides the peace building and conflict resolutions with the safe Haven clients 
  • Ensures Safe Haven children access educational services. 
  • Prepares regular monthly meetings with partner agencies. 
  • Collaborates with community counselling, mental Health and Education departments on including SGBV intervention in activities adequately. 
  • Ensures that clients’ records confidentiality is maintained. 
  • Ensures that the Safe Have referral system and admission criterion is followed. 
  • Manages and monitors appropriate use of safe Haven Supplies and Assets. 
  • Maintain appropriate documentation and reporting tools and regularly monitor the relevancy of safe Haven tools.
  • Communicates and cooperates with the relevant internal and external actors. 
  • Meets regularly with the Project Director and report progress and challenges in Safe Haven programme. 
  • Works collaboratively with JRS team and with other stakeholders 
  • Participates in the recruitment and supervision of staff in the Safe Haven Programme. 
  • Ensures services are offered in a professional and ethical manner. 
  • Keeps abreast with all financial aspects in Safe Haven centre, ensuring accuracy, transparency and accountability.

Qualifications:

  • Experience in the field of working with survivors sexual and Gender based violence .
