Technical Manager
 
The Government of Kenya has received financing from the International Development Association (World Bank) towards a Project Preparation Advance (PPA) for preparation of the Water Security and Climate Resilience Project, and it intends to apply part of the proceeds to payments for consulting services to be procured under this Advance.
 
The PPA will include the following activities: 
1) Preparation of core technical documents including;
 
i) a project implementation manual and; 
ii) an environmental, social and resettlement framework,
 
2) Provision of technical assistance for: 
i) analyzing the water sector’s legal, institutional and operational framework; 
ii) reviewing the water sector knowledge base and analytical tools; 
iii) preparation of economic and financial framework; 
iv) reviewing and enhancing the technical and environmental and social safeguard related documents and; 
v) supporting the management and implementation of the project including procurement and financial management functions, 
3) Carrying out preparatory studies for potential sub-projects, 
4) Strengthening the capacity of the project coordination office through provision of goods required for that purpose including office equipment, supplies and vehicles, 
5) Carrying out training and workshops.

To coordinate and support the implementation of the PPA, the Government of Kenya wishes to hire a Technical Manager for a period of one (1) year.
 
A. Objectives and Scope of Work of the Consultancy
 
The Technical Manager will report to the Permanent Secretary, Ministry of Water and Irrigation, through the Project Manager.
 
The Technical Manager will support the Ministry of Water and Irrigation (MWI) in supervising, coordinating and managing technical activities under the PPA, in particular, by leading a team of water resources/irrigation, environmental, social, economic/financial, and institutional specialists to 
i) develop the Investment Framework (eligibility criteria and preparation guidelines), and 
ii) conduct investment screening, assess investment readiness, and undertake other associated activities. The Technical Manager will be responsible for producing the final deliverables in each of these areas, synthesizing inputs from the team of specialists, and for supporting MWI in the preparation of the Project Implementation Manual (PIM), incorporating among others Manuals on Social and Environmental Safeguards Procedures, and Procurement and Financial Procedures, etc.

Office space will be provided by the project.
 
C. Qualifications and Experience
  • Advanced degree in Engineering/Water Resources, Economics or related field, specializing in development or water-related sub-fields with at least 20 years of directly relevant work experience in the planning, preparation, and supervision of water resources investment projects and programs (including irrigation); 
  • direct experience working in Africa, generally, and Kenya, specifically, would be a distinct advantage while direct experience working on World Bank/IDA financed development projects is strongly desired; and
  • working knowledge of Microsoft Office and other essential software.
D. Remuneration
 
Remuneration will be based on international competitive rates and will reflect the selected candidate’s area of expertise and relevant work experience. 
Consultants not currently based in Kenya are also encouraged to apply; arrangements may be made for remote work with regular travel to Kenya.
 
E. Selection Method
 
Selection of an Individual Consultant will be in accordance with World Bank’s Guidelines for Selection and Employment of Consultants by World Bank Borrowers dated January 2011. 
The selection criteria will be solely based on individual experience and qualifications.
 
The Ministry of Water and Irrigation (the client) now invites eligible consultants to forward their Expressions of Interest (EOI) in providing these services.

The Water Resources and Irrigation Specialist will support the Ministry of Water and Irrigation (MWI) in water infrastructure related aspects of PPA activities (including but not limited to water resources management and irrigation); and will in particular:

i) be responsible for technical aspects of the Investment Framework, investment screening, investment readiness, and other associated activities;
ii) work alongside a team of environmental, social, economic and financial, and institutional specialists to: 

(a) evaluate the physical/technical contribution of infrastructure to improving water security and climate resilience, 

(b) screen potential projects according to the above, 

(c) prepare TORs and/or provide input on enhancing technical readiness of investments, 

(d) examine possible investments for funding under the project in the context of the larger catchment/river basin, including the potential impacts of upstream activities/infrastructure on investments and potential downstream impacts of investments, 

(e) contribute to the design of a broader water investment pipeline planning and readiness tool, and 

(f) provide capacity/building training to MWI and relevant stakeholders.

C. Qualifications and Experience
  • Advanced degree in Civil or Irrigation Engineering or a comparable field; 
  • at least 15 years of relevant work experience in the planning, preparation, implementation of a variety of water resources investment projects; 
  • extensive experience in the design of complex or large irrigation projects wouldbe distinct advantage;
  • while direct experience working in Africa, generally, and Kenya, specifically, would be an advantage; 
  • direct experience in working on World Bank/IDA financed development projects is strongly desired; and 
  • working knowledge of Microsoft Office and other essential software.

Expression of Interest for the End Term Evaluation of AMREF Maanisha Programme

1. Background of the Project
 
Maanisha is a community focused initiative to control HIV and AIDS in Kenya. 
The project is implemented by the African Medical and Research Foundation (AMREF) in collaboration with Government of Kenya (GoK) structures and over 700 Civil Society Organisations (CSOs) and Private Sector Organisations (PSOs).
Government partners include the National AIDS Control Council (NACC), National AIDS and STI control programme (NASCOP) and Ministries of: Medical Services (MoMS); Public Health and Sanitation (MoPHS); Agriculture; Youth and Sports; Gender and Children’s Affairs; and Education. 
It is co-funded by the Swedish International Development Cooperation Agency and United Kingdom’s Department for International Development to the tune of US$ 30 million over a period of 5 years 2007 to 2012.
 
2. Objectives of the Consultancy
 
The main objective of the ETE is to assess achievement of the programme purpose.
 
The specific objectives of the end term evaluation are to:
  • To assess relevance of the interventions to national and AMREF goals.
  • To assess the extent to which the objectives of the project have been achieved and the outcomes/impact realized.
  • To assess activities employed by the project and how efficiently the project resources were utilized – Value for Money (VFM). This shall include a VFM comparative analysis on what other interventions/approaches Maanisha could have used, with reference to VFM assessments internationally.
  • To determine equity in regard to project interventions.
  • To assess the sustainability mechanisms put in place.
  • To document lessons learnt and best practices/ approaches of improving capacities of CSOs to deliver.
  • To assess the gender outcomes and impact of programme interventions.
  • To provide information for partner specific documentation.
3. Expected profiles of the consultant(s)
 
The consultant should have at minimum a Masters Degree in Public health or social sciences. 
In addition, the consultant should have expertise and hands on experience in public health evaluation and extensive experience in the following areas:
  • M&E and operations research/ implementation science.
  • Primary health care especially in the field of HIV/AIDS and TB.
  • Institutional/organizational capacity assessments and development
  • Quantitative and qualitative research methodologies including sampling and sample size selection and data analysis using computer based programmes.
  • Good understanding of the health policies, including health economics and financing and overall Kenyan health system.
  • Evidence of relevant hands on experience in the recent past in similar assignments will be required.
  • Excellent organizational, verbal and written communication skills.
