Programme Manager

Objective of the position

The aim of the position ‘Programme Manager’ is to ensure that Terre des Hommes programme staff through project partners and other stakeholders in the EastAfrica region deliver services to children in need, contributing to the mission and vision of Terre des Hommes regional and country specific strategy 2011—2015 and beyond.

Terre des Hommes Netherlands prevents child exploitation, removes children from exploitative situations and ensures these children can develop themselves in a safe environment.

Qualification, Knowledge and experience
  • At least a minimum of 5 years experience in development work as a senior staff member
  • Knowledge of development cooperation up to University level.
  • Knowledge and experience in programme cycle management in an international organisation.
  • Knowledge of project management within the East African context
  • Verbal and written skills in the relevant foreign languages.
  • Knowledge of the mission, objectives, structure, theme, sector and regional plans and requirements for Terre des Hommes programmes.
  • Clarity of expression for drafting regional! country plans.
  • Clarity of expression for representing Terre des Hommes’ interests in the countries concerned.
  • Social skills for managing relationships with project partners and other stakeholders Social skills for active participation in a team and for further improvement of team performance
This position requires 70% travelling within the East Africa region.

    Treasury Manager

    Reporting to the Chief Financial Officer, the Treasury Manager will be responsible for the day-to-day management of Umeme’s treasury operations and controls including cash and liquidity management, corporate financial management and nancial risk management, while maintaining an optimum taxation position. 

    The Treasury Manager will also have contact with senior managers and key external takeholders including financial institutions, key investors, Uganda Revenue Authority and the securities exchange, which requires strong interpersonal communication skills, both written and verbal.

    Key responsibilities:
    • Provide strategic and operational direction to the treasury function;
    • Ensure accurate and timely accounting of treasury transactions including review of reconciliations of cash and near cash items;
    • Forecast and manage the company’s cash flows and ensure adequate liquidity to meet obligations as they fall due;
    • Coordinate funding plans of both short-term and long investment initiatives;
    • Source and manage new funds, including but not exclusively, concessionary funding and represent Umeme in discussions and up to final agreements;
    • Ensure that Umeme complies with nancing contractual terms and covenants;
    • Manage tax planning and compliance review exercises;
    • Coordinate and implement financial risk management strategies covering interest rate, foreign exchange and liquidity risks;
    • Support the annual and long-term planning processes through input and advice to management on cash flow forecasts and macro-economic variables.
    • Enforce policies and procedures related to corporate treasury processes;
    • Manage relationships with financial institutions;
    • Supervise staff in the treasury section.
    The successful candidate will have:
    • Demonstrable track record of performance for more than two years at supervisory level in the treasury area;
    • Excellent technical financial and accounting knowledge;
    • Experience in setting up, implementing and monitoring strong financial control systems;
    • Familiarity with bank interface systems and Treasury Management Systems;
    • Good understanding of Ugandan tax legislation is added advantage;
    • Must be procient in MS Office;
    • Able to thrive in a fast-pace setting environment;
    • Strong verbal and written communication skills;
    • Strong interpersonal, supervisory and customer service skills required;
    • Ability to multi-task, work under pressure and meet deadlines required.
    We are looking for a candidate who holds a good first degree in Accounting, Business Administration (Finance), Commerce, Statistics or any other associated discipline from a recognized university. 

    A Post graduate qualification in ACCA, CIMA, CPA) will be desirable.
