Senior Cost Engineer and HR Advisor - Nairobi, Kenya

Our client, a large independent oil and gas exploration company with interests across many continents, is looking to recruit a HR Advisor and a Senior Cost Engineer for their Nairobi Office.

Senior Cost Engineer

The incumbent will report functionally to the Cost and Planning Manager – Cape Town and Project Controls Manager (Group) – London.

The Senior Cost Engineer will be expected to:
  • Provide responsive and reliable monthly Project Control Reports to meet target Cost Performance Indicators.
  • Assist the Cost and Planning Manager in preparation of the annual business plans and budgets pertaining major onshore oil/gas separation plants, pipelines and multi-well exploration.
  • Conduct reliable performance analysis and prepare status reports.
  • Maintain historical records and data against the trends and estimates.
  • Initiate the development and use of improved tools and methods for project cost administration and control.
  • Coordinate the operation of the company’s integrated project control systems and all other applications relevant to the Cost function.
  • Prepare and make presentations on current project control methods.
  • Operate and maintain detailed systems and written procedures that will satisfy the requirements of quality accreditation and periodic audits.
Qualifications: A degree in a relevant discipline with 10 years experience in cost engineering methodologies, cost control or cost estimating within upstream oil & gas with at least 2 years in a leadership role; project management; excellent verbal and written communication skills.

HR Advisor

The incumbent will report functionally to the HR Business Partner -Cape Town with operational interaction with Senior HR Advisor, Cape Town

The HR Advisor will be expected to:
  • Co-ordinate recruitment and selection processes.
  • Co-ordinate and plan training and development.
  • Ensure compliance with legislation and company policy and procedures.
  • Administer, monitor and evaluate the provision of service benefits.
  • Manage staff mobility process for internal, external and staff transfers.
  • Provide guidance and coaching to Kenya staff in employee relations, reward, recruitment and training.
  • Co-ordinate key HR activities such as salary surveys, performance bonuses, share options.
  • Provide guidance to line managers on employee relations issues and assist in reviewing and drafting employee documentation e.g. handbook and policies.
  • Contribute to the development of the intranet as an HR tool.
  • Produce MIS data and liaise with external HR services suppliers
Qualifications: HR-related degree/diploma with at least 5 years’ experience; strong customer service orientation in a customer-focused HR function; understands Kenyan employment law; good numerical and analytical skills; HRMIS knowledge; good oral and written communication skills.

“Project Audit”

Improved Community Response to Drought (ICRD) – Phase III

Background

Vétérinaires Sans Frontières (VSF) Belgium is an international non governmental organization whose mission is to improve the welfare of vulnerable populations in developing countries, through improving animal health and production.

ICRD III is a project funded under ECHO’s Regional Drought Decision that commenced on 1st July 2010 and concluded on 31st December 2011. The contract value was €471,963.

The period under review will be 1st July 2010 to 31st December 2011. ICRD III’s overall objective is to “Contribute to further improvement of the coping strategies of communities vulnerable to recurrent drought hazards”.

This project is a follow up project built on the achievements of the 2 previous phases implemented 2.5 years earlier. It seeks to replicate outcomes of the results. These can be then used to influence the development of future drought preparedness.

Objective of the consultancy

The work to be done is:
  • Review of supporting documents for the grant expenditure i.e. invoice, bank statement, proof of tendering, personnel contracts, inventory lists, contracts with suppliers and sub contactors etc, to establish eligibility of expenditure
  • Establish if reporting guidelines and management of grant was as per donor regulations;
  • Report on exceptions observed
Location: The consultancy work will be conducted in the Regional Office located in Nairobi.

Timeframe: The whole consultancy is expected to be completed by February 29th 2012.

Expected Outputs
  • Audit review will be undertaken in line with relevant donor regulations and International Standards of Auditing
  • Final audit report to be presented by 29th February 2012 to VSF Belgium after adequate resolution of matters arising from the audit (this is a tentative date since VSF Belgium is cognizant that the audit cycle may take time. It can be negotiated)
Responsibilities

The VSF B Country Program Manager for Uganda, based in Nairobi, will ensure the overall coordination of the mission in conjunction with any needed regional office staff.

Qualifications

The consultant is expected to have the following minimum attributes:
  • Be a registered a member of a recognized professional accounting body.
  • Have minimum 5 years experience in donor audits particularly ECHO funded projects.

GOAL Kenya - Health Coordinator

Background:

GOAL has been implementing health and HIV activities in Nairobi for over 10 years however in recent years the programme approach has changed from direct service delivery to working through local partners. GOAL works in a variety of informal settlements in Nairobi and targets its health activities toward those living with HIV and vulnerable youth.

GOAL’s current strategic plan is coming to an end at the end of this year and GOAL needs to develop its health strategic plan for the next 5 years (2012-2015) which is based on lessons learnt over the past few years and clearly identified current priority health needs in these communities.

To date much of the focus has been on support to those affected by HIV and working with vulnerable youth. GOAL implements its work via local partners and with the MoH in selected health facilities in informal settlements across the city.

The population of Nairobi is increasing dramatically primarily in the informal settlements as people leave the rural areas in increasing numbers due to the increasing drought of recent years and rising food prices.

In the informal settlements, urban food insecurity, high levels of child mortality (particularly in children < 2 years), chronic child under nutrition, early onset of first pregnancy in young women/girls as well as the risk of STIs and HIV are just some of the complex challenges

General Description of the role:

The Health Coordinator will provide technical leadership and line management for GOAL Kenya’s (GK) current health programme (HIV and youth friendly services) and support the growth of the health programme in new issue areas (e.g. adolescent health, nutrition and others).

S/he will also support the programme team to develop the health strategic plan for the next 5 years which is due to begin in January 2012.

The Health Coordinator will report directly to the Assistant Country Director – Programmes (ACD-P) and will also liaise with GOAL Dublin’s Global Health Advisor to support the development of the health programme in Kenya.  

Key Responsibilities:
  • Building on the health baseline research report; the selected candidate will lead the development of core programme outcomes, outputs and indicators for the 2012-2016 GOAL Kenya Country Strategic Plan
  • Supervise and support the GK health team and support the integration of health programming across GK’s programme sectors (Livelihoods, Child Empowerment and Protection and Emergency Programming)
  • Identify funding opportunities with institutional donors (DFID, USAID, Irish Aid and others) for new programmes and help secure funds to support new initiatives.
  • Maintain knowledge of current research, trends and good practices in health programming, including donor trends and key actors in Kenya’s health sector; and disseminate relevant information to the GK programme team
  • Participate in key coordination meetings at the national and international levels, including but not limited to the UN Health Cluster, Nutrition Cluster, Sector Working Groups and others as necessary
  • Oversee the monitoring, evaluation and reporting on all GK health activities
  • Compile weekly, monthly and quarterly reports for submission to the ACD-P and the Country Director
  • Support training and performance assessment of all GK health staff
  • Assist with collection and analysis of data for KAPB, MICS, internal evaluations and other surveys
Qualifications, knowledge, skills and experience:
  • A Master’s degree in Public Health or related discipline.
  • 3-5 years’ experience managing health programmes (preferably in Kenya)
  • Excellent knowledge of principles in project planning and management
  • Self-motivated team player team player with a proven ability to think creatively, work independently and support the growth and development of a strong team
  • Outstanding communication skills (oral and written) in English and Swahili
  • Strong organizational skills and ability to work under pressure and meet deadlines
  • Strong knowledge of and familiarity with subjects related to reproductive health, family planning, HIV/AIDS and other and other areas related to health
  • Knowledge of good practices in monitoring and evaluation, research and learning
