Position: Monitoring and Evaluation (M&E) Advisor

Description:

The Monitoring and Evaluation Advisor based in Nairobi, Kenya will serve as a team member responsible for strengthening the performance monitoring system and capabilities within a medical supply agency.

The Officer will support the project team to successfully execute all activities related to M&E and performance monitoring across project work streams and within the medical supply agency.

In addition, this position will support the effective implementation of capacity building activities as they relate to M&E. This project is fast-paced, dynamic and demanding. Candidates should be able to perform under pressure and be proactive.

Key duties include:
  • Identify a core set of indicators across the medical supply chain agency and a strategy and mechanism for routine data collection, data use and dissemination of data both internally and externally.
  • Harmonize multiple reporting requirements both internally and externally.
  • Identify and assess baselines for the medical supply agency and project capacity indicators and ensure data collection of these indicators on a regular basis.
  • Perform complex data analysis to optimize performance monitoring and measure increased capacity.
  • As directed, track and report to stakeholders on programmatic progress against benchmarks and objectives, and recommend revisions to development plans as needed.
  • Support team advisors during engagement with medical supply agency counterparts and stakeholders to effectively measure, monitor, evaluate and improve existing performance management measures.
  • Develop training materials and capacity building events for medical supply agency counterparts and stakeholders on effective performance monitoring, management, and evaluation.
Required qualifications include:
  • Minimum 10 years’ experience and proven track record in monitoring and evaluation of activities and performance monitoring plans for donor-funded projects in Kenya, preferably projects focused on health and/or supply chain.
  • Knowledge and experience in indicator selection, M&E design and implementation, data collection, data analysis, training, and capacity building.
  • Knowledge and understanding of qualitative and quantitative research/evaluation methodologies and strong analytical skills.
  • Experience working with and reporting results to USAID and familiarity with USAID reporting requirements is strongly preferred.
  • Experience working with senior levels of government, policy makers, private executives and senior managers to achieve established goals and lasting results.
  • Computer skills including but not limited to Microsoft Office, SPSS, and Access.
  • Proven ability to mentor, motivate and work as part of a team.
  • B.S. or B.A. in related field, Master’s degree is a plus.
