Senior Accountant – East African School of Aviation

Reports To: Registrar Finance and Administration


Job Purpose: To handle all accounting activities and to be responsible for the entire Finance functions at the East African School of Aviation

Scope of work / duties / responsibilities

  • § Supervise the expenditure process at EASA to ensure that payment is done against goods and/ or services rendered;
  • § Maintain security procedures for cash and accountable documents including safe custody of the following records among others;
  • 1. Payment vouchers for each Financial Year.
  • 2. Receipt analysis for each Financial Year
  • 3. Students & Cashier banking slips
  • 4. All tax monthly & yearly returns documents
  • 5. All receipt books
  • § Coordinate all tax requirements at the School including weekly filling of withholding VAT returns;
  • § Reconcile monthly records for EASA Bank Accounts;
  • § Undertake Cost-Benefit analysis of all courses including those of collaborating institutions offered at EASA
  • § Prepare fee balance statements per student per course for management action;
  • § Prepare monthly management reports for EASA;
  • § Send students fees reminders periodically;
  • § Maintain control accounts and reconcile them to relevant ledger records. Investigate any variances arising out of these reconciliations;
  • § Respond to audit, supplier and management queries on matters relating to expenditure and revenue activities at EASA;
  • § Coordinate the preparation and revision of annual budget for EASA for incorporation into the Authority Annual Budgets;
  • § Ensure that expenditure does not exceed approved budgets-enforce strict budgetary control guided by quarterly budget allocations;
  • § Ensure safe custody of cash collected and adequate cash security procedures are in place and that all money collected is banked intact;
  • § Supervise the activities of subordinates, plan and implement staff training plans and address skills development and motivation issues relating to subordinates;
  • § Authorize all EASA payments;
  • § Carry out any other functional duties within your competence assigned by the office of Manager Finance
Qualifications
  • § A Bachelors Degree in Commerce (Accounting) or in relevant areas like Economics, or Business Administration from a recognized University.
  • § Professional Qualifications: Minimum of CPA (K) or equivalent
  • Experience
  • § At least three years in a busy accounting environment including supervisory functions.
Knowledge and skills
  • § Computer literate and practical knowledge of accounting information systems
  • § Broad-based accounting and financial knowledge as is required for a generalist accountant (ledger, revenue collection, accounts payables and budget planning)
  • § Detail oriented and accurate
  • § Communication skills to deal with auditors, suppliers, customers etc

Job Purpose: To plan and organise the teaching activities within the department in line with the academic calendar; to perform teaching activities

  • § Prepare course plans for the section
  • § Evaluate the section’s training programmes in terms of quality, student feedback, attendance rates, training man-hours etc
  • § Coordinate with other sections / faculties on teaching facilities and equipment for the proper planning of course delivery
  • § Research on relevant field of study for upgrading / improving current courses and propose new ones and teaching methods
  • § Keep track of, and report on, students’ performance
  • § Provide subject-matter expertise, advice and guidance as required by teaching staff, internal and external stakeholders, including the Authority.
  • § Ensure compliance to quality standards in the department
  • § Perform teaching activities
  • § Perform any other duties as may be assigned by the Head of Department-Communications, Navigation and Surveillance
Qualifications
  • § A Bachelors degree in Electrical/Electronics or Telecommunications Engineering
  • § A certificate in at least 3 Communication, Navigation, and Surveillance(CNS) equipment courses
  • § Instructor’s Training
  • § Training in middle-level management
  • § Certificate in “train the trainer” course.
  • § Training in Curriculum Development.
  • § A masters degree will be an added advantage
  • Experience
  • § At least 3 years experience in a senior CNS operational position,
  • § 2 years’ teaching experience in CNS subjects
  • § Proven experience in supervision and people skills
Knowledge and skills
  • § Knowledge of quality systems in higher learning institutions and applicable ICAO requirements
  • § Knowledge and application of course design, training methodology design.
  • § Supervisory/coaching skills
  • § Knowledge of relevant ICAO standards and national requirement
  • § Knowledge in industry trends
  • § Strong verbal and communication skills
  • § Understanding of examination administration and management
  • § Proficiency in office suite and desktop publishing tools

  • § Evaluate the ICT requirements of operational areas within KCAA and determine the most cost effective approach to acquire and deploy ICT systems in line with departmental budgets and plans.
  • § Liaise with HR in the recruitment of ICT personnel and training of staff.
  • § Implement policies and procedures to secure and protect the network and data.
  • § Liaise with human resources to recommend ICT relate training for users
  • § Control the ICT departmental budget
  • § Devise contingency plans to safeguard against operational failures and risks.

Qualifications

Purpose of the Post:

Under the supervision of the Monitoring and Evaluation Specialist (Data and Research), the Data Management Officer is responsible for the day-to-day management of SomInfo and support with data processing and analysis of surveys, studies and evaluations in the country office including the Multiple Indicator Clusters Survey (MICS) in support of the country programme, covering all zones.

Major duties and responsibilities:
  • Implementation of SomInfo activities in the country office including ensuring that the SomInfo data base is functional and updated with recent data. Frequently following up with government counterparts and supporting them to ensure the roll out of planned SomInfo activities.
  • Assist with capacity building by supporting and conducting periodic SomInfo trainings for UNICEF staff, UN agency staff and national counterparts. Provides technical assistance in SomInfo database set up and development
  • Contribute to the advocacy for the use of SomInfo as a tool for monitoring the Millennium Development Goals alongside national priorities among partners and government counterparts.
  • Contribute to data processing of surveys, studies and evaluations in the country office programme as detailed in the IMEP, including the Multiple Indicator Cluster Survey (MICS).
  • Designs data entry and analysis templates and supports the implementation of the same.
  • Contributes to capacity building by training data entry teams and also contributing to detailed data analysis and making recommendations for programming in line with the data.
  • Assist in programme data archiving for surveys, studies and evaluations including the Multiple Indicator Cluster Survey (MICS).
Qualifications, experience & Skills
  • University degree in Social Sciences, Demography, Development Planning, Statistics or a related technical field.
  • Possession of an Advanced degree will be an added advantage.
  • Two years of relevant professional work experience in programme development and implementation including monitoring and evaluation activities.
  • Good understanding of DevInfo technology is required
  • Good understanding of GIS/Spatial statistics
  • Practical experience in data analysis programmes including SPSS and CSPRO.
  • Fluency in English and another UN language is required. Knowledge of the local working language of the duty station is desirable
  • Strong data management skills.
  • Knowledge of computer management skills, including internet navigation and various office applications.
  • Specialized training in statistics.
  • Ability to organize and implement training.
  • Good analytical, negotiating and communication skills.
