Purpose of Post:
The overall assignment of the Health Systems Specialist is to manage the UNICEF support to the government and its partners to strengthen the Health System’s service provision capacity.
The key areas of responsibility for the post includes: strengthening emergency preparedness and response capacity; strengthen health information system to provide reliable information for planning and resource allocation purposes; support establishment of Community Health Strategy to address the inequity in access to basic health services; and building the capacity of the newly formed Counties Health Systems to effectively manage the delivery of health services within their respective geographic areas.

- Manages the health emergency preparedness and response activities including: 1) strengthening the health sector coordination mechanism to effectively predict emergencies and provide overall leadership to build Disaster Risk Reduction (DRR) mechanisms; 2) procurement and prepositioning emergency drugs and medical supplies; 3) strengthen disease surveillance capacity to enable early detection of diseases with outbreak potential; and 4) Provide routine reports to UNICEF and donors;
- Facilitates the development of well-functioning health information system including: generating key health program information from national level surveys, research document, service delivery reports, and other reliable sources; managing organizing, analyzing, and presentation of data for effective planning, resource allocation and fundraising purposes; promoting the culture of evidence based planning including the use of MBB tools to undertake bottleneck analysis; and providing leadership and routine technical support for the design, implementation, and use of operational research and program evaluation results.
- Oversees and support implementation of Community Health Strategy including: finalizing the policy, strategy, and guidelines documents at the national level; Modelling actual implementation of Community Health Strategy within diverse set-up; and facilitate coordination of partners for allocation of resources
- Supervises two professional positions (Community Health Strategy Specialist and Health Information Officer)
- Participate in inter-sectoral collaboration with other programme colleagues for the systematic delivery of an integrated package of MNCH services.
Required Qualifications: Master’s degree in Health Systems Development, Public Health, Monitoring and Evaluation, and Health Economics

Experience:
- At least Five (5) years progressive experience in public health or related field with focus on child survival and development programs.
- Knowledge of the current issues in Health Systems Development and Maternal Newborn and Child Health activities in Kenya and the region with experience in planning, implementing and monitoring and evaluation.
- Experience in developing policy and strategy documents and dissemination of the same to a wider government, donor and key NGOs and the community.
- Ability and experience in undertaking qualitative and quantitative data collection, review and analysis
Language(s): Fluency in English and another UN working language required. Knowledge of Kiswahili would be an asset.
