UNICEF has a scale up emergency nutrition plan in place. In January 2015, a cholera outbreak was declared in western Kenya and Nairobi. 
Cholera has now spread to 11 counties with over 3200 cases. MoH is calling for a national emergency and ask the stakeholders to step up emergency preparedness and response in affected and high risk area. The current raining season is increasing the risk of further spread of cholera. 
UNICEF will scale up its response and review the HAC accordingly. UNICEF need to increase multi-sector information management to support the GoK and sectors in the response.

While the humanitarian situation is deteriorating, UNICEF KCO has embarked in the reinforcement of the skills and competencies of its three zonal office in planning, managing and monitoring flagship priorities to reach results for children in their geographical area. 
By mid-2015, two out of the three zonal office will have clear defined flagship programs with activities drawn from the CPD and zonal office management plan to deliver them. 
The Field Operation and Emergency section is responsible to support the zonal offices capacity development plan and to develop the tool to monitor the performance of the zonal offices against their flagship priorities.

How can you make a difference?

As an Emergency and Programme Support Specialist you will:

Support the Country Office in developing and maintaining performance monitoring mechanism for the zonal office, and follow up on programme management issues between field and Nairobi. He/She will also support capacity building of the zone office in the use of the system.

Additionally, the deteriorating humanitarian environment compels KCO office to produce high quality humanitarian information and analysis for donors, Government and the general population, to support multi sectoral assessments. 

Under the overall guidance of the Chief of Field Operations and Emergency the key responsibilities of the post will be as follows:

Humanitarian assessment, reporting, documentation/communication

Information for programme planning and monitoring in humanitarian response and recovery settings, in close association with UNICEF monitoring, evaluation and reporting staff and linking with established Government and sector/cluster systems.
  1. Provide support for information collection and data analysis as necessary to  emergency sector working groups/clusters that UNICEF supports including WASH, Nutrition, Education and Child Protection
  2. Supervise and support compilation of regular situation updates on humanitarian, recovery and Disaster Risk Reduction Programmes as well as specific analytical reports on programmes as requested. Produce target-group tailored information and visual products to complement analysis and reporting.
  3. Support the implementation of the phase 4 of KIRA, improving the transfer of skills and leadership to the Government of Kenya and the Kenya Red Cross.
  4. If required , support/lead Kira field assessment of humanitarian crisis
  5. Produce high quality donor reports for UNICEF’s humanitarian donors, including quality review of quarterly UNICEF’s Humanitarian Performance Monitoring report and HAC end of year report. Including support in development of info graphic and maps on request.
  6. Support HAC mid-year review and 2016 HAC development.
  7. Establishment/strengthening performance monitoring tool for zone office and provide maintenance and follow up of reporting mechanism from the Zone office.
  8. Develop systems for effectively monitoring management performance of zone office
  9. Work with Zone office during the development of the system and its implementation.
  10. Analyze Zone office monthly reporting and extract trends on major issues and bottlenecks that impact on the performance of the Zone office.
  11. Work with operations and program team to facilitate effective resolution of issues raised by zone office.
  12. Evaluate the functioning of the system and provide recommendation for its improvement
  13. Support Zone office in review of their flagship priorities and review capacity development requirement for delivering them.
To qualify as an advocate for every child you will have…
  • An advanced university degree (Master’s or higher) in relevant fields Social Sciences, Public Admin, International Law, Public Health, Nutrition, International Relations, Business Admin, or other related disciplines.
  • A minimum of 5 years of relevant professional experience.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

HIV Service Delivery Support Activity (HSDSA) Cluster 1 is a USAID funded project covering Homa Bay, Kisumu, Migori, Kisii and Nyamira counties. 
The purpose of this project is to provide key clinical support to the Government of Kenya national HIV response with the overall goal of increasing access and coverage for HIV prevention, care and treatment services towards achieving the “90-90-90” targets.

We seek to recruit a Technical Advisor, Voluntary Male Medical Circumcision (VMMC) Services who will provide technical expertise, coordination and supervision of all Voluntary Male Medical Circumcision (VMMC) activities within the HSDSA Cluster 1 project area in compliance with national and donor guidelines and policies.  
S/he will provide oversight and leadership to ensure that the VMMC Scope of Work for the HSDSA Cluster 1 project is carried out to the fullest extent possible and to the highest possible degree of quality. 
The incumbent will provide oversight and leadership in collaboration with PATH and HSDSA Cluster 1 project management teams to ensure the successful planning and implementation of VMMC activities, including work planning, budgeting, support supervision, technical support and reporting, provide representation for the HSDSA Cluster 1 project and PATH at county and national VMMC forums, meetings and conferences as may be called upon. 
This position is based in Kisumu.

Key Responsibilities:
  • Take the lead in planning, implementation and supervision of all planned VMMC activities within the project area, and ensure these activities are implemented to the highest degree of quality possible.
  • Ensure key VMMC strategies implementation through supportive supervision and capacity building modalities, dissemination of guidelines and standards and implementing quality improvement and quality assurance initiatives.
  • Provide overall technical leadership in the implementation of the VMMC service delivery component of the project.
  • Coordinate the development, implementation and monitoring of costed project work-plans
  • Oversee the integration of the project’s VMMC technical approaches for the achievement of successful project implementation using evidence informed, innovative and best practices
  • Provide leadership in creating and strengthening community demand creation and referral networks between facility and community ensuring there is seamless implementation of VMMC activities.
  • Take lead in the preparation of monthly, quarterly and other reports as may be required and submit these to the Senior Technical Advisor HIV Prevention in a timely manner
  • Provide leadership in weekly, monthly, quarterly, semi-annual and annual project performance reviews, assessing progress in an objective manner in collaboration with C (SC) HMT
  • Provide leadership for the VMMC component on Quality Improvement/Quality Assurance interventions at facility level in collaboration with C (SC) HMT.
  • Participate in the donor progress report writing, continuation application and quarterly review report writing and presentation.
  • Take lead in site preparation for supportive supervision and SIMS assessments and ensure recommendations are implemented at facility level by project team in collaboration with C (SC) HMT.
  • Support coordination with C (SC) HMT on implementation of HTS service delivery work plans.
  • Represent the project in technical forums and male circumcision taskforce meetings at sub-county, county and national level.
  • Participate in any other duties as assigned.
Required Experience
  • Clinical qualification (Registered Nurse, Registered Clinical Officer, Medical Doctor or equivalent qualification) with a minimum of 5 years’ experience providing leadership in implementation of VMMC services.
  • MPH or other master’s degree in a relevant field will be an added advantage.
  • Advanced trainings in VMMC service provision will be a distinct advantage.
  • Hands on clinical experience in VMMC service delivery and technical coordination of VMMC activities.
  • Proven experience and familiarity with MOH/GOK health systems.
  • Excellent interpersonal and supervisory skills, capable of directing and managing change, effective delegation, inspiring teamwork and motivating staff and partners to achieve results.
  • Computer literacy.
  • Research experience, proposal and abstract writing will be a distinctive advantage.
  • Ability to work in a complex project implementation environment with multiple tasks, short deadlines and intense pressure to perform.
  • Ability to lead a multi-sectoral team and support collaboration with multiple stakeholders
  • Ability and willingness to learn.
  • Excellent facilitation, mentorship, team building and coordination skills.
  • Experience in public speaking and professional presentations.

PATH is seeking to recruit a Monitoring and Evaluation Advisor to provide technical leadership to the M&E team of the HSDSA project. 
S/he will support development, management and application of an AMELP (Activity Monitoring, Evaluation and Learning plan) of the project, offer technical assistance and help build capacity of the project stakeholders on health management information systems.
In addition, s/he will participate in identification and measurement of appropriate project performance indicators. 
S/he will lead the M&E team and other project implementation teams to carry out routine project monitoring in a timely manner and ensure accurate data collection, analysis, reporting of project activities and outputs and use of data for decision-making. 
With input from the project team, s/he will identify and oversee design and implementation of special studies that inform project performance and management. 
S/he will ensure assessments carried out meet quality and technical standards and that findings are appropriately shared with respective stakeholders. 
The position is based in the Kisumu office and reports to the M&E Specialist.

Specific duties and responsibilities:
  • Mentorship and capacity building of the MOH staff and project M&E staff in to improve their skills in M&E and HMIS.
  • Coordinate the gap analysis, forecasting and distribution of CBHIS/HMIS reporting tools.
  • Coordinate the implementation of project Performance Management Plan (PMP) and ensure that all indicators are routinely updated.
  • Participate in the planning, development, maintenance and training of M&E team and sub grantees on the project databases (and Management Information Systems-CIMS, tableau etc).
  • Provide technical expertise in application of appropriate project evaluation methodology and design during implementation of studies and assessments, End-term review using cost-effective methods such as Lot Quality Assessment Sampling (LQAS).
  • Provide guidance and a mechanism to ensure quality assurance is maintained at all levels of programmatic work and particularly at results level by offering technical support during SIMS, DQA and Quality of Care Assessments.
  • Contribute to the development, review and tracking of the project’s performance indicators including training data.
  • Contribute to the development of protocols, instruments (e.g. questionnaires, checklists, discussion guides and interview forms) for data collection, storage and analysis as may be needed.
  • Ensure that project performance and accountability data is collected, analyzed and disseminated on a timely basis during quarterly, semi-annual and annual reporting of results.
  • Oversee special studies that inform project performance and management including documentation.
  • Participate in Project and County M&E Technical Working Group meetings.
  • Lead efforts aimed at improving data accuracy by revision of the HSDSA monthly data summary reporting formats i.e. IPT and all training datasets.
  • Coordinate continuous updating and review of the project M&E standard operating procedures.
  • Manage and coordinate quarterly, SAPR and APR reporting processes to USG through DATIM.
Required Experience
  • At least a Bachelor’s degree in Biostatistics, Information Systems Management, Monitoring and Evaluation, Social Sciences. Master's degree in any related field will be an added advantage.
  • At least eight years’ work experience in Health and Management Information Systems (HMIS), monitoring and evaluation of public health programs.
  • Experience in the design, management, analysis and dissemination of a wide range of quantitative and qualitative research projects.
  • Experience working with a variety of information systems and data files.
  • Knowledge of and experience working successfully with large, international, multi-donor health grantees.
  • Familiar with GIS as a user interface and reporting format with analytical software.
  • Knowledge of PEPFAR/USAID reporting requirements preferred.
  • Knowledge of Tableau software is mandatory.
  • Ability to initiate, establish and maintain liaison activities with key multilateral and bilateral stakeholders including other USG mechanisms such as HIGDA, Tupime Kaunti and CMLAP II.
  • Excellent negotiation and leadership skills.
  • Excellent interpersonal skills, capable of directing and managing change, inspiring teamwork, and motivating staff and partners to achieve results.
  • Critical analysis and strong report writing skills required.
  • Skills in finer analysis, interpretation and management of complex data.
  • A good understanding of the workings of the national HMIS and CBHIS systems including the data collection and reporting tools.
  • A good understanding of PEPFAR Monitoring, Evaluation and Reporting indicators and reporting system (DATIM).
