Background: The University of California San Francisco (UCSF) is engaged in a five-year Cooperative Agreement with the U.S. Centers for Disease Control and Prevention - Kenya (CDC - Kenya) to provide technical assistance to the Ministry of Health and its partners for conducting HIV and STI surveillance and survey activities as well as Monitoring and Evaluation of programs. 


We are recruiting an individual through our affiliated international NGO Global Programs for Research & Training to serve as the SI Lead for HIV surveillance and Monitoring and Evaluation activities. 

This position is based in Kisumu, and the incumbent would likely begin working on March 1st 2016. 

The position requires a one-year commitment, with the potential for extension at the end of the period, subject to funding availability.
 
Main Duties and Responsibilities:
 
Under the supervision of the Director of Strategic Information, the SI lead will work with the UCSF Surveillance and Monitoring and Evaluation (M&E) teams, the Global Programs in-country Surveillance and M&E teams and the National AIDS and STI Control Programme (NASCOP) SI team to oversee and coordinate teams in planning, designing and implementation of surveillance and M&E activities in collaboration with the MOH at national and county levels and their partners. 

This position will require the coordination of the following activities for Kisumu based staff:
  • Development of protocols, data collection tools, and development of data analysis plans for population based surveys, bio-behavioural surveys among key populations and program monitoring activities.
  • Data analysis, interpretation, summarization and dissemination of data from surveys and surveillance activities.
  • Creation and implementation of data dissemination tools for routinely collected data including the dashboards for county and national level data.
  • Development, revision, evaluation and updating of surveillance systems as well as standardizing reporting procedures.
  • Conducting of M&E capacity assessments.
  • Support the roll out of new national level M&E tools. Tasks will include providing input on the design of a TOT training, support the development of an analysis plan for DHIS platform using revised aggregate tool, and if needed, participate in the M&E technical working group.
  • Support the development of a standardized cohort analysis curriculum and training.
  • Development of DQA material and the scaling up of routine DQAs at both paper and electronic sites, and workshop facilitation.
  • Provide support in the development of e-learning materials, job aides, tool kits and standard operating procedures for revised M&E tools, DQAs and cohort analysis.
  • Support the MOH in data utilization and dissemination for program improvement and planning.
  • Coordinate the implementation of other SI-related projects
Minimum Requirements:
  • A master’s degree in public health or relevant field is required.
  • Minimum of five years of progressive professional experience in disease surveillance and monitoring and evaluation of public health programs. Experience with HIV/STI programs preferred.
  • 5 years of progressive experience in surveillance and a bachelor’s degree in public health or related field may be substituted for a master’s degree.
  • Demonstrated leadership or supervisory experience.
  • Demonstrated ability in survey design, data analysis, and interpretation of survey data.
  • Demonstrated ability in monitoring, and evaluation of health programs.
  • Experience in writing and updating protocols and procedures relating to public health projects.
  • Knowledge of concepts of public health, epidemiology, surveillance and program monitoring.
  • Demonstrated oral and written communication skills.
  • Availability to travel in-country to provide technical guidance to internal staff, MOH and its partners.
  • Fluency in English and Kiswahili is required.
Other desired skills/qualities:
  • Ability to prioritize, work under deadlines, work with minimal supervision and multitask.
  • Strong interpersonal skills.
  • Ability to coordinate and mentor a team with varied skills and competencies.
  • Ability to summarize disparate information in a clear and concise manner.
  • Working knowledge of statistical software (STATA or SAS) preferred.
  • Excellent computer skills, including word processing and excel
