Background: With girls accounting for over 80% of new HIV infections among adolescents in the hardest hit countries, the U.S. Government (USG) through the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR), is partnering on a multi-country initiative called DREAMS. 


The goal of Kenya DREAMS is to reduce new HIV infections among adolescent girls and young women (AGYW) ages 15-24 in four DREAMS focus counties by 40% in two years through the provision of a tailored, comprehensive and evidence-informed service package targeting AGYW who are at the highest risk of HIV infection, their male sexual partners, families and communities. 

The DREAMS core package brings together evidence-based approaches that go beyond the health sector, addressing the structural drivers that directly and indirectly increase girls’ HIV risk, including poverty, gender inequality, sexual violence, and lack of education.
 
The University of California San Francisco was selected as the lead Monitoring & Evaluation (M&E) technical assistance partner for Kenya DREAMS, and will develop a robust monitoring and evaluation framework to track progress towards attainment of DREAMS initiative goal and objectives. 

We are recruiting individuals through our affiliated international NGO Global Programs for Research & Training to serve as M&E Officers for DREAMS monitoring and evaluation activities. 

Available positions are based in Nairobi or Kisumu, and incumbents would likely begin working March 1st, 2016. 

This position requires a one-year commitment, with the potential for extension at the end of the period, subject to funding availability.
 
Main Duties and Responsibilities:
 
Under the supervision of the Lead DREAMS M&E Officer, the DREAMS M&E Officer will work with the UCSF M&E team, the Global Programs in-country M&E team and the USG DREAMS team to:
  • Refine the current draft of DREAMS M&E framework
  • Create M&E tools that can be used to capture the DREAMS package of services
  • Develop and implement M&E trainings for both USG and implementing partner (IP) staff
  • Coordinate data collection, cleaning and analysis of DREAMS data for routine program monitoring
  • Support development of a protocol for DREAMS outcome evaluation, develop SOPs, tools, and training materials for conducting the evaluation, and support implementation of the evaluation
  • Create an SOP for characterization of male sexual partners, aggregate and analyze male sexual partners data, and support IPs in data analysis and use of their DREAMS data to inform linkages of male sexual partners to HTC, condoms, VMMC and ART services
  • Collect retrospective ANC data for measures of HIV seroprevalence in 15-19 and 20-24 year olds at baseline and on a quarterly basis, and do trend analysis
  • Develop SOPs, training materials and tools for DREAMS Data Quality Assessments (DQAs) and conduct periodic DQAs and field monitoring activities
Minimum Requirements:
  • A Masters degree in public health, social science or relevant field is required.
  • Minimum of three years of progressive professional experience in Monitoring and Evaluation of public health programs. Experience with HIV/STI programs preferred.
  • 5 years of progressive experience in monitoring and evaluation and a Bachelor’s degree in public health or related field may be substituted for a Master’s degree.
  • Demonstrated ability in project design, data analysis, monitoring, and evaluation of health programs.
  • Demonstrated oral and written communication skills.

Background: The University of California San Francisco (UCSF) is engaged in a five-year Cooperative Agreement with the U.S. Centers for Disease Control and Prevention - Kenya (CDC - Kenya) to provide technical assistance to the Ministry of Health and its partners for conducting HIV and STI surveillance and survey activities as well as Monitoring and Evaluation of programs. 

We are recruiting individuals through our affiliated international NGO Global Programs for Research & Training to serve as Surveillance Officers for HIV surveillance and survey activities. 

These positions are based in Kisumu, and incumbents would likely begin working on March 1st, 2016. The positions require a one-year commitment, with the potential for extension at the end of the period, subject to funding availability.
 
Main Duties and Responsibilities:
 
Under the supervision of the Senior Epidemiology and Statistics Officer, the Surveillance officer will work with the UCSF Surveillance team, the Global Programs in-country Surveillance team and the National AIDS and STI Control Programme (NASCOP) Strategic Information (SI) team to:
  • Participate in planning, designing and implementation of surveillance activities in collaboration with the MOH at national and county levels and their partners.
  • Participate in the development of protocols, data collection tools, and development of data analysis plans for population based surveys, bio-behavioural surveys among key populations and program monitoring activities.
  • Support data analysis, interpretation, summarization and dissemination of data from surveys and surveillance activities.
  • Participate in the creation and implementation of data dissemination tools for routinely collected data including the dashboards for county and national level data.
  • Assist in the development, revision, evaluation and updating of surveillance systems as well as standardizing reporting procedures.
  • Supports the MOH in data utilization for program improvement and planning.
Minimum Requirements:
  • A Master’s degree in public health or relevant field is required.
  • Minimum of three years of progressive professional experience in public health surveillance. 
  • Experience with HIV/STI programs preferred.
  • 5 years of progressive experience in surveillance and a Bachelor’s degree in public health or related field may be substituted for a Master’s degree.
  • Demonstrated ability in survey design, data analysis, and interpretation of survey data.
  • Experience in writing and updating protocols and procedures relating to surveillance data collection, storage, reporting, sharing, and dissemination.
  • Knowledge of concepts of public health, epidemiology and surveillance.
  • Demonstrated oral and written communication skills.
  • Availability to travel in-country to support MOH and its partners in the planning, implementation and monitoring of surveillance activities.
  • Fluency in English and Kiswahili is required.
Other desired skills/qualities:
  • Ability to prioritize, work under deadlines, work with minimal supervision and multitask.
  • Strong interpersonal skills
  • Ability to summarize disparate information in a clear and concise manner
  • Working knowledge of statistical software (STATA or SAS) preferred.
  • Excellent computer skills, including word processing and excel

Group Internal Auditor

Our Client is a Group of Hotels Currently recruiting a Group Internal Auditor

The Group Internal Auditor is responsible for the development and execution of the company’s Corporate Internal Audit Plan. 

He/She will work with the Audit Committee and management to ensure a system is in place to review and enhance the financial and operational controls environment.  

He/She will coordinate the audits / reviews of critical business processes; evaluate the internal controls, interact with business unit controllers, managers and company executives; and identify potential process improvement opportunities and minimize major business risks.
 
Key Responsibilities
  • To plan, organize and carry out the internal audit function including the preparation of an Audit Plan with requisite resource estimates, scheduling and assigning work.
  • To Review Internal Audit Reports comparing with best practice, providing the Audit committee with an opinion on present business practices and identifying where systems in place are inadequate or non-existent.
  • Review Internal Controls by reference to External Audit Reports and report back to the Audit Committee in terms of the requirements of the Audit quality benchmarks.
  • To coordinate coverage with the External Auditors and ensure that each party is not only aware of the other's work but also well briefed on areas of concern
  • To make recommendations on the systems and procedures being reviewed, report on the findings and recommendations and monitor management's response and implementation
  • Annually perform a Risk Management assessment and prepare an audit plan which will address the risk assessment.
  • To review and report on the accuracy, timeliness and relevance of the financial and other information that is provided for the Board.
  • Auditing the Sales revenue procedures to ensure compliance with systems in all revenue centres.
  • Auditing procurement procedures and payments to ensure that all goods and services are properly ordered, delivered and examined in accordance with existing best practice.
  • To work with management to ensure a system is in place which ensure that all major risks of the business are identified and analyzed, on an annual basis.
  • To conduct any reviews or tasks requested by Audit Committee or provide such reviews and ensure tasks do not compromise the independence or objectivity of the internal audit function.
  • Together with the appropriate Management, document the required control procedures and oversee their introduction, to ensure that systems are improved.
  • Verifying the existence and effectiveness of Internal Controls in all departments and be involved in initiating or updating of key financial and operational manuals that comply with generally accepted principles of internal control.
  • Assisting in preparing periodic reports to the Board and or its relevant committees.
Job Requirements
 
Education Qualifications & Experience
  • Bachelor’s degree in Accounting, Audit, Finance, or related discipline with Certified Public Accountant (CPA-K) or equivalent credentials with extensive knowledge of Generally Accepted Accounting Principles ("GAAP");
  • Minimum of seven (7) years’ experience, with a mix of experience from accounting and external/internal audit roles, business risk consulting preferably in the hospitality environment.
  • Conversant with Hospitality IT Systems including Opera and Micros.
  • Extensive experience in the design, evaluation and benchmarking of Financial and Operational processes and controls.
  • Demonstrated competence in operational fraud risk management and anti-fraud internal controls; IT and other general processes compliance controls.
  • Extensive knowledge of current hot topics for Audit Quality Assurance standards in Contracting, Revenue Management, Risk Management, Business Ethics & Governance
