The Partnership for Economic Policy (PEP), hosted by the International Centre of Insect Physiology and Ecology (icipe), is seeking an Executive Assistant/Programme Administrator. 

The position will be based at PEP Global Office on icipe’s Main Campus located at Duduville, in Nairobi but will interact with other regional offices of PEP globally. 

The position is for an initial fixed-term of 2 years, renewable, based on performance and availability of funds.

Overall purpose of the job: The overall purpose of the job is to provide overall administrative support and coordination for the PEP Global Secretariat.
 
Responsibilities:

The successful candidate will be responsible for the following key activities among others:
  • Provide administrative support to the Nairobi office and manage the schedule and agenda of the Director;
  • Summarise discussions and take minutes of important internal meetings;
  • Monitor milestones and status of deliverables in work plans;
  • Prepare and manage contracts and facilitate the flow of funds and reporting from partner institutions and consultants;
  • Maintain and update programmatic databases and contact lists;
  • Maintain electronic and hard-copy filing and archiving systems for PEP projects;
  • Support the preparation of annual budgets and work plans;
  • Monitor appropriate and timely use (and reporting) of budgets by staff and consultants;
  • Enhance working procedures and administrative policies, and information to increase efficiency and effectiveness;
  • Participate in collecting data and preparation of annual reports and briefs;
  • Coordinate the annual staff performance evaluations;
  • Coordinate recruitment of new staff in liaison with other relevant Units;
  • Coordinate the Director’s travel itineraries, tickets, visas and accommodation;
  • Provide administrative support to important meetings, conferences and other events;
  • Coordinate procurement of goods and services;
  • Any other duties as assigned by the Director.
Knowledge and skills required for performing the job

The suitable candidate must possess the following:
  • Relevant experience in providing high level executive support preferably in an international setting;
  • Excellent computing skills in Excel, MS Word, PowerPoint, Web Management;
  • Excellent numeracy skills, including ability to prepare budgets and reports in tables and charts;
  • Excellent written and oral communication skills in English. Knowledge of other languages (e.g. French and Spanish) will be an advantage;
  • Work experience with a project and workflow management system, and monitoring and reporting on grant funded projects.
  • Ability to organise meetings and workshops, and produce concise and accurate minutes and reports.
Requirements / Qualifications
  • At least a first degree from a recognised institution in business administration, economics, management or finance (or related field).
  • Postgraduate qualification at the masters level in business administration, strategic management or related field will be an added advantage;
  • At least 5 years practical hands-on work experience in programme/project administration and budgeting, preferably in an international organisation.

Reporting: This position reports to the Executive Director of PEP.

The State Department of East African Affairs (SDEAA) mandate is:
  1. Co-ordination and implementation of Regional Integration initiatives (COMESA, EAC and COMESA-EAC-SADC Tripartite Free Trade Area).
  2. Co-ordination of implementation of the EAC regional programmes and projects.
  3. Implementation of the Treaty for the establishment of the EAC.
  4. Kenya South Sudan Support Programme.
In pursuant to its mandate, this State Department is in the process of identifying a suitable Kenyan to sit in the EAC Competition Authority as a Commissioner. 

This vacancy is open to all Kenyans who are highly motivated and result-driven professionals to be nominated competitively.
 
 
The successful nominee’s name will be forwarded by this State Department to East African Community Secretariat Arusha for appointment to the post of Commissioner at EAC Competition Authority.
 
Qualifications
 
The candidate should be a holder of an advanced degree in a field pertinent to Trade and Competition and has at least ten (10) years’ experience in the relevant area. 

The person to be nominated must have the ability and experience in Competition Law and Policy, Industry, Commerce Public Administration, Labour, Economics, Law, Consumer Protection and small scale business matters.

Key Tasks of EAC Competition Authority
 
The Commissioners shall be responsible for:
  • Holding hearings; 
  • Issuing legally binding decisions; 
  • Imposing sanctions and remedies; 
  • Referring matters to the Court for adjudication; 
  • Recommending to the Council to make regulations; 
  • Developing appropriate procedures for public sensitization, consultations and participation; 
  • developing appropriate procedures for consultation and involvement of the East African Community’s Sectoral Regulatory Regimes for purposes of enhancing compatibility with the East African Community Competition Law;
  • Formulating by-laws for the operation of the Authority; 
  • collecting data, undertaking studies and publishing reports and cooperating with regional and International Organizations and with Foreign Competition Authorities.
Tenure: The Commissioner shall be a Board Member of the EAC Competition Authority and will hold office for an initial term of four (4) years and shall be eligible for appointment for a further term of four (4) years.

Consultancy on Assessment of the Status of the Party Law Regime in Kenya 

The Centre for Governance and Development (CGD) is seeking bids from qualified firms and individuals to undertake an assessment that will highlight the strengths and weaknesses of the country's party law regime on the basis of democratic theory and international best practice, to identify and document best practices from other jurisdiction and, consequently, recommend the requisite reforms. 

It will also include an analysis of the power structures to help identify the key decision makers to target for lobbying and a special focus on the party nomination infrastructure to identify critical interventions points.

Qualification
  • Post-Graduate Degree in law or Political Science;
  • Demonstrated in-depth knowledge and interpretation of Kenya’s Political Parties particularly the identified laws;
  • Experience in Civic education engagement processes especially on Political Parties structures, internal democracy and tiers on actors;
  • In-depth knowledge of the context of Political Party laws in Kenya; the transition from single party to multi-party era and the associated party laws;
  • Involvement in the advocacy and development processes of the laws will be an added advantage; Language proficiency: fluency in English and Kiswahili is mandatory.
