Consultancy Service Invitation: Technical Assistance to the integration of Climate Change Adaptation and Natural Resource Management for Karamoja Cluster PEACE III Program
 
Mercy Corps works almost exclusively in conflict and post-conflict environments. 

We currently have programs in 42 countries; the vast majority of these are considered at high or moderately high risk for instability. 

While we recognize the difficulties operating in these environments, we believe that transitional environments offer tremendous opportunities for positive change. 

Since the late 1990s, Mercy Corps has implemented more than 100 peacebuilding programs in over 30 countries with specific emphasis on people-to-people approaches.

Together with its partner PACT, Mercy Corps is currently leading the implementation of a five year USAID funded PEACE III program in the Karamoja cluster. 

PEACE III is a cross border program being implemented in the Karamoja and Somaila cluster with the goal of strengthening cross-border conflict management in the Horn of Africa.

It is strengthening the horizontal and vertical linkages within and between local, national, and regional conflict management actors in Kenya, Uganda, Ethiopia, Somalia and South Sudan.
 
Scope of Work
 
In consultation with Mercy Corps, the consultant shall:
  • Conduct contextual analysis of climate change, natural resource management and their contribution to the conflicts, including social/cultural attributes and key political economy in the selected corridor(s) – acknowledging regional trends/ dynamics.
  • The analysis will be based on secondary sources, MC’s project experience and expertise and additional field research as required. 
  • This contextual analysis will identify segmented profiles of the target group (s), in terms of potential outreach, existing networks and key demographics on vulnerability and coping strategies.
  • Familiarization with, and literature review of PEACE III program and its approach to integration of climate and cross border natural resource management;
  • Field visits to at least three sites in the cluster to gain a deeper understanding of climate change challenges and issues surrounding natural resource management and how they contribute to cross border conflicts;
  • Visiting local government entities and learning their approaches to climate change and natural resource management issues
  • Designing a user friendly guide detailing approaches and strategies to integrating climate change and resource management into PEACE III program. 
  • Should detail what climate change is, its contribution to conflicts, strategies for adapting to stress and shocks;
  • Facilitating a workshop for PEACE III staff and stakeholders on climate change issues and natural resource management.
Skills Required
 
The consult shall have the following skills and experiences:
  • Extensive experience of working on extensive pastoralism and marginalized environments in North Western Kenya and North Eastern Uganda
  • 5 years experience in applying natural resource management and climate change lenses to conflict management, systems thinking and working in partnership with others;
  • Strong communication skills and a willingness to work in a participatory and inclusive manner
  • Proven excellent facilitation skills
  • Advance degree in social sciences and foundational knowledge in subjects including, natural resource management, climate change and pastoralist systems, vulnerability and resilience, and conflict mitigation.
  • This consultancy is open to Ugandan Nationals or those from Karamoja Cluster Countries.
Timeline: The consultancy is expected to take 30 working days from the date of signing contract.

Eligible candidates should meet the following basic requirements:

(i) Be Kenya citizens.

(ii) Must be 45 years of age and below.

(iii) Must have original Professional and Academic Certificates.

(iv) Must be registered as a teacher as per Section 23 of the Teachers Service Commission Act.

Applicants for vacancies in Primary schools must be holders of P1 certificate and will be selected from the county merit lists compiled during the August, 2014 recruitment exercise.


 

However, Lamu, Garissa, Mandera and Wajir Counties, which have exhausted their merit lists, applicants should apply to the TSC County Directors afresh to generate a merit list.


Applicants for vacancies in Post Primary institutions must be holders of a minimum of Diploma in Education Certificate and should apply to the Secretary, Board of Management of the School / Institution where the vacancy has been advertised and submit a copy to the TSC County Director not later than 15th June, 2015.
