USAID East and Southern Africa Region Trade and Energy Technical Services Roster
 
A. Background
 
USAID East Africa’s (USAID/EA) experience indicates that many local and regional partners and potential partners are often technically sound in their areas of expertise. 
In addition, USAID missions and offices in East and Southern Africa often require trade and energy technical services and consulting to fulfill our development mandate in the region. 
USAID’s missions and offices in East and Southern Africa would like to utilize qualified local and regional consultants, firms and organizations where feasible.
 
B. Purpose
 
The purpose of this Expression of Interest (EOI) is to solicit information and qualifications from local and regional consultants, firms and organizations. 
Qualified respondents will then be placed on the East and Southern Africa Trade and Energy Technical Services Roster. 
The Roster will be utilized by USAID/East and Southern Africa and other USAID missions and offices in the region for short and longer-term technical services and capacity building assistance on an as-needed basis.
 
Below are the identified priority areas:
 
1) Technical Consulting Services will include, but not limited to, technical and sector assessments, project monitoring, project design, project performance and outcome evaluations, organizational capacity assessments, pre-award surveys, training and workshop coordination, and other services.
 
2) Capacity Building Assistance will include, but not limited to, training and mentoring of local and regional USAID partners in the areas of governance, financial management and accounting, internal controls, procurement systems, human resources management, information technology systems, project management, project monitoring and evaluation, sustainable funding and other capacity building assistance.

USAID East Africa will screen respondents to this EOI to ensure they have the qualifications and experience to successfully provide the proposed services and assistance. 
Only those consultants, firms and organizations that successfully pass this qualification screening will be placed on the EA Roster.
 
USAID technical teams and missions will tap into the Trade and Energy Technical Services Roster providers on an as-needed basis for both internal USAID technical services as well as the capacity building needs of local and regional partners funded by USAID. 
In addition, it is envisioned that local and regional partners may solicit and directly contract with technical service and capacity building providers on the EA Roster. 
The Trade and Energy Technical Services Roster providers will be called to submit bids or applications for specific tasks or scopes of work on an as-needed basis. 
Please note that being placed on the Trade and Energy Technical Services Roster does not imply a guarantee of contracts or a minimum. 
The Trade and Energy Technical Services Roster would be utilized to alert potential local partners of any request for proposal or application for technical services in the trade and energy sectors.
 
Respondents are encouraged to apply for only those services and assistance for which they have the required experienced.
In addition, respondents will be required to show proof of eligibility as a local and regional consultant, organization or firm as defined below in this EOI. 
Those who are unable to show adequate proof of local or regional status or lack the minimum experience will not be added to the resulting Roster.

Respondents to this EOI must submit their information and required attachments on-line by July 9, 2013 at 4:00 pm (local Nairobi time).

USAID/East Africa reserves the right to reissue this EOI at any time at its own discretion to recruit additional consultants, firms or organizations or to change or expand the technical consulting services and capacity building areas.

Responses to this EOI will not be made public rather the submitted information including attachments will be reviewed by a limited number of USAID staff. 
Once the Trade and Energy Technical Services Roster is finalized, USAID East Africa will share contact information and areas of expertise with USAID missions in the region. 
In addition, USAID may share the Trade and Energy Technical Services Roster contact information with our local and regional partners to facilitate direct contracting between our partners and Trade and Energy Technical Services Roster firms and organizations.

Job Description: Systems Developer / Administrator

This position will be responsible for maintaining, updating and configuring the different servers and applications available at the organization. 
Further the position will be responsible for analyzing and developing new applications. 
The applicant needs to have adequate experience in Open Source working environment.

Duties and Responsibilities
  • Installation and configuration of software in different platforms including open-source environments.
  • Conduct routine maintenance and upgrades of systems and services.
  • Automate and perform system backups of all systems and services
  • Perform daily network and system monitoring
  • Offering troubleshooting and system support to our clients and staff.
  • Research and recommend innovative, and where possible automated approaches for system administration tasks.
  • Develop and maintain new and existing system applications and services in an open source environment
  • Database development, administration and support using open source tools and applications
Qualifications and Experience
  • A Bachelor’s degree in Computer Science, Information Technology or similar related course.
  • At least 2 years working experience dealing in installation and maintenance of systems in a busy environment.
  • Knowledge of Systems: Windows, OS X, UNIX/Linux is a must.
  • Possession of a Systems Administration/System Engineer certification in UNIX and/or Microsoft will be an added advantage.
  • At least 2 years of experience web developing in a production web environment.
  • Expert knowledge of LAMP environment as well as web technologies including Joomla/Drupal, CSS, XML, RSS, AJAX, amongst others.
  • At least 2 years experience in object oriented programing including perl and C/C++
  • Self-motivated with interest in learning new applications and systems
  • Ability to handle multiple issues of varying priority effectively
  • Ability to work unsupervised and capable of meeting tight deadlines
  • Experience building applications from scratch as well as troubleshooting existing code developed by others
  • Excellent organizational skills and strong attention to detail
  • A passion for the user experience and user interface
  • Above average writing, communication and documentation skills
  • Perform project leadership tasks on assigned tasks
  • An interest in Systems and Network Security

Endev Results-Based Financing Project Consultancy Opportunity in Rwanda

Consultancy, Results-Based Financing Project

The Energising Development Partnership is a joint impact-oriented global sector programme of various donor countries implemented by GIZ (www.endev.info) to promote sustainable access to modern energy services in developing countries.
 
The Results Based Financing (RBF) project is part of a global DFID pilot programme to apply an innovative approach to renewable energy financing. 
Results-based financing provides incentives to the private sector to overcome market barriers and accelerate market development. 
Two pilot projects for solar lighting and renewable energy village grids will be implemented in Rwanda by GIZ in partnership with EWSA. 
Monitoring and disbursement of the subsidy will be done by a Rwandan bank, which will be selected through a competitive Call for Proposals.
 
To kick-start implementation of the Results-Based Financing programme, Energising Development is seeking to recruit a Consultant / Consultancy Firm to act as project manager.

Duties and Responsibilities
  • The overall objective of the project manager is to set-up the RBF structure and prepare for project implementation
  • Finalise the RBF subsidy structure and develop guidance material on procedures to be applied, tools, and roles and responsibilities of all stakeholders
  • Develop a monitoring and verification framework for RBF disbursements
  • Negotiate with and support the contracting of the Financial Institution
  • Involve and communicate with stakeholders
  • The consultant is expected to work part-time from September 2013 to January 2014.
Qualification and Experience
  • Experience with the banking sector
  • Experience in devising monitoring frameworks
  • Graduate degree in economics, management or finance and 5-15 years’ experience in business development and/or finance
  • Excellent analytical and drafting skills
  • Excellent interpersonal and organizational skills; strong communicator;
  • Excellent command of English required, French and Kinyarwanda an asset.
