Background: Terre des hommes (Tdh) programme in Garissa County operates in three main target areas: rural areas in Lagdera District (with an integrated health and nutrition/child protection/WASH intervention), Dadaab complex and Garissa town (with a range of child protection services).
 
General Responsibilities
 
Operational responsibility for Tdh child protection intervention in Garissa County, including the oversight of administration and logistics aspects related to the project with the support of the Admin/Finance Manager and the Logistics Manager, under the direction of the Field Coordinator and with the support of the senior management. 
Tdh HQ Humanitarian Unit Protection Specialist fulfils punctual support as agreed between the Humanitarian Desk and the Country Representative.
 
S/He works closely with and progressively delegates responsibilities to the Child Protection Project Managers, applying an active capacity building approach.
 
S/He advises the Field Coordinator and Country Representative on cases of breaches of the Tdh CPP.

The incumbent will conduct his or her duties in respect of the Charter of Terre des hommes and the Tdh Child Protection Policy.

Tdh expects that its contractors’ professional conduct reflect proper behaviour in accordance with local culture and traditions. 
The incumbent assures the moral protection of the name of Tdh and defends in all circumstances the interests of the movement.

Tdh intervenes without any affiliation for politics, religion or financial profit.

Specific Responsibilities

Line Management   
 
  • Supervises Tdh Child Protection Project Managers in Dadaab, Modogashe, and Garissa town.
Project Management     
  • Develop, implement and monitor the Child Protection projects, in accordance with multiple objectives, activities and targets outlined within current donor proposals and in line with projects’ budgets.
  • Ensure that activities are appropriately monitored and evaluated and propose, when deemed necessary, amendments to the child protection strategy, in consultation with the Field Coordinator and the Country Representative.
  • Conduct regular assessment of the Child Protection projects and activities’ impact, in close collaboration with the WASH and Health and Nutrition programme teams, focusing on the integrated approach.
  • Identify, with the Child Protection authorities, potential additional needs to be covered.
  • In collaboration with the project staff and with the Admin/Finance Manager, forecast expenditures, track activities expenses, make recommendations, and ensure that appropriate action is taken in a timely fashion.
  • Coordinate with the Field Coordinator, the Admin/Finance Manager and the Logistics Manager through operational, purchase and budget follow up to ensure that the Child Protection project receives adequate support and operate in line with Tdh’s and donors’ policies, procedures, and standards.
Project Strategy and planning  
  • In collaboration with the Field Coordinator and Country Representative, participate in designing strategies and objectives for improved support to beneficiaries and contribute actively in its monitoring, evaluation and revision.
  • Participates in assessments, brainstorming, and proposal writing exercises.
  • Participate in the review of Tdh strategy in Kenya when applicable.
  • Participate in the development of new proposals for funding and advise on their technical soundness and financial feasibility.
  • Ensure that Tdh financial and material support to the activities of the Department for Children’s Services does not compromise their future sustainability.
Project Implementation
  • Review the case management system for vulnerable children in the target areas, ensure the proper training of the Child Protection teams, and monitor the implementation of the system.
  • In a participatory manner identify, mobilise and train community members and other actors to encourage their participation in different aspects of the project implementation and development.
  • Reinforce the referral system and maintain regular liaison with resource agencies (Police, medical staff, UN, local and international NGOs, District Children Officer, education partners, etc.) to promote and maintain a healthy and productive relationship with Tdh.
  • Actively sustain and broaden networks in the refugee camps with any existing services, stakeholders and authorities (including UNHCR) necessary to handle Child Protection cases in an effective manner.
  • Develop appropriate project tools and train health and protection teams accordingly.
  • Involve the community, where appropriate, in the protection processes of children in particular need of help.
  • Develop and supervise awareness activities in close consultation with local authorities, communities and other stakeholders on Child Rights topics.
  • Provide strategic guidance to the Child Protection team in terms of selection of topics, planning, and delivery of the awareness sessions in a participatory manner.
Database    
  • Supervise the development and management of a Child Protection database management system.
  • Supervise data protection procedures and filing.
Monitoring and evaluation    
  • Supervise, maintain and strengthen the Child Protection reporting and intervention system.
  • Supervise the Child Protection team to conduct regular impact evaluations and yearly Child Protection assessments in the communities covered.
  • Monitor and supervise the Child Protection project on a regular basis in order to identify gaps and challenges as well as to ensure quality impact of the Child Protection approach in Kenya. 
Human Resources Management    
  • Support the Project Managers in the development of accurate job descriptions as necessary for the Child Protection project team, in coordination with the Admin Department.
  • Assist recruitment efforts through planning and interviewing of candidates, in respect to the local regulations, in collaboration with the CP Project Managers and in coordination with the Administration Officer.
  • Lead and manage staff, encouraging effective team work and providing supervision and guidance, including regular and constructive feedback.
  • Ensure regular performance appraisals of directly supervised staff, encourage personal development plans, and assist in the identification of training needs.
  • Responsible for follow up of disciplinary measures, in collaboration with the Admin/Finance Manager.
  • In collaboration with the Admin Department, assure the planning of annual leave and R&R for directly supervised staff.
Capacity building   
  • Identify training needs and develop a capacity building strategy that aims to build progressively autonomy of the Tdh team, in collaboration with the Child Protection project managers.
  • Support the Child Protection project managers in providing on-the-job training and mentoring and provide guidance in order to delegate progressively project and team management. 
  • Select, develop relations with, and train national partners in view to prepare and hand over progressively activities and project management, in collaboration with the Child Protection project managers, the Admin/Finance Manager and the Field Coordinator and in close consultation with donors and partners.
  • Participate in the capacity building support to the Children District Officers, Police, and other relevant local authorities, as required by the project.
  • Participate in the capacity building of the health and nutrition workers on Child Rights and Child Protection.
Coordination    
  • Coordinate with the Field Coordinator and the senior management team for the development and supervision of the integrated approach.
  • Coordinate with other sectors to develop potential cross-sectoral activities.
  • Provide technical support to the other senior managers as needed.
  • Coordinate as required with UNHCR and LWF protection and camp management officers.
  • In collaboration with the Field Coordinator, communicate with other humanitarian partners and local authorities in the target areas, as relevant for the effective and efficient implementation of the Child Protection project.
  • Regularly attend Child Protection Working Group meetings and other relevant fora at local level, and national level when relevant.
  • Coordinate with other departments (programme and support) as necessary.
  • Contributes to the development and implementation of Tdh accountability framework in Kenya.
Representation   
  • Contribute to coordination mechanisms, including the sharing of information and reporting. 
  • Attend or delegate attendance to appropriate external meetings at sector level, in order to ensure Tdh’s aims and activities are shared with partners.
  • Network with other NGOs and entities in the interest of information sharing and best practices.
Reporting    
  • Produce and submit to the Field Coordinator a monthly situation report and programme pack.
  • Participate in the completion of donor reports.
  • Maintain and ensure a culture of strict confidentiality - inter Tdh staff and between Tdh staff and non Tdh employees.
  • Upon completion of the assignment, submits detailed handover notes.
Security    
  • Comply with Tdh Security Regulations.
  • Ensure all Child Protection staff comply with Tdh Security Regulations and with the indications regularly provided by the Field Coordinator and the Logistics Manager on security.
Child Protection Policy    
  • Commit to respect the Child Protection Policy.
  • Be proactive with respect to Tdh Child Protection Policy (CPP) and show leadership to all Tdh staff on child protection.
  • Ensure that all new Tdh staff members are trained on CPP and aware of the engagement that it requires.
  • Report serious cases of abuse on children identified by the Child Protection team to the Field Coordinator and collaborate on the cases. Strict confidentiality must be respected.  
  • Support technically the Country Representative and the Field Coordinator if any cases are reported. 
Others    
  • Ensure all Tdh staff (including other departments) are aware of the principles of the United Nations Convention on the Rights of the Child at all times.
  • In conjunction with other expatriates and local managers, supervise the adherence to the principles of the United Nations Convention on the Rights of the Child, particularly respecting confidentiality and using a child centred approach with the ‘best interests of the child’ as the leading philosophy.
  • Undertake all other duties that may be determined by the Field Coordinator and/or Country Representative and that are compatible with the job.
Any change to the proposed tasks and activities will be discussed with the Country Representative and the Field Coordinator. 
A high degree of flexibility on the part of all staff is expected.

Program summary
 
The objective of this project is to strengthen the capacity of an existing country wide network of four of the most important service deliverers, in order to reduce the barriers experienced by people with visual impairment to access appropriate medical/rehabilitation services, education and equal opportunities in the labour market.
 
The program aims to screen over 40,000 children and provide quality low vision services to some 14,000 people, mainly children with visual impairment in Kenya over three years. 
These comprehensive low vision services coupled with advocacy initiatives addressing the rights of people with visual impairment on national and policy level are expected to improve access to education, health/rehabilitation, labour and social life, and maximize the potential of people with visual impairment as individuals.
 
Program Geographical Areas of Coverage
 
The program is located in four service deliverers who include Friends Church Sabatia Eye Hospital, PCEA Kikuyu Eye Unit, Kwale District Eye Centre and Diocese of Meru SPARK and their environs. The partner organization responsible for the program is Friends Church Sabatia Eye Hospital

Purpose and Scope of Work for the Mid Term Program Evaluation
 
CBM East Africa and implementing partners committed themselves in the original grant application to conduct a joint mid-term evaluation. 
The purpose of evaluation is to measure outputs, outcomes and observable trends both positive and negative.
 
Evaluation Objectives
 
The specific objectives of this evaluation will be to assess the following:
  1. To assess if activities are carried out as per agreement, outputs are clear and documented; and results are achieved.
  2. To assess the effectiveness and outcomes achieved of the action in accordance with the log frame indicators
  3. Assess quality of trainings: Is the knowledge acquired being applied?
  4. Assess parents of children with disabilities offered services (social, age, sex, etc)
  5. To provide recommendations on the strategy adjustments and the future direction of the action in order to achieve maximum and longterm impact in a cost-effective manner
Consultant’s Profile: Experience and Qualifications
  • Proven experience in research, monitoring and evaluation of nongovernmental community development structures, process and integrated programs.
  • Sound knowledge and understanding of eye care service provision national standards, health sector policies and systems in Kenya.
  • The Consultant must possess a Masters degree from an internationally recognized university and at least 5 years experience in programming at a senior level, as well as experience in evaluating complex programs related persons with disability.
Other skills necessary include:
  • Quantitative and qualitative research methods
  • Program analysis, evaluation and multi-districts/community study design
  • Organizational development and systems strengthening
  • Data analysis and report writing
  • Strong communications skills -oral, written and presentation skills

Project Description:
 
Johanniter international Assistance returned to South Sudan in October 2011 to resume provision of Primary Health Care services to underserved communities where access to basic health services is scarce. 
The organization has been registered as International NGO with the “Ministry Of Justice” and “South Sudan Relief and Rehabilitation Commission (SRRC)”, “Ministry of Labour and Public Services”. 
It has also been recognized and registered with the South Sudan NGO Forum, UNOCHA and the Health Forum.
 
The overall objective of Johanniter International Assistance’s Program in South Sudan is to reduce mortality and morbidity by improving the health conditions and reducing vulnerability of people. 
Johanniter’s interventions aim to improve the provision of and access to quality primary health care and to support the improved nutrition status of children under five, pregnant and lactating women and other vulnerable people.
Furthermore the improved access to water, sanitation and hygiene is an essential part of Johanniter’s South Sudan program.
 
Johanniter is currently running a project on Integrated Service Delivery Program (ISDP) funded by USAID in Nagero County of Western Equatoria State. 
The overall objective of this program is to increase access to the minimum package of quality Primary Health Care services in Nagero County, Western Equatoria State.
 
Job Description:
 
The Nutrition Program Officer will be
  • reporting to: Country Director South Sudan and Head of Africa Desk (Berlin)
  • working with: Nutrition Program Assistant, other team members South Sudan, Desk Officers and Technical Advisors in Berlin.
Job Responsibilities:
 
On demand by the South Sudan Country Office:
  • To provide overall leadership and management for all aspects of Johanniter International Assistance nutrition program in South Sudan, in particular Western Bahr el Ghazal. 
  • To directly support the State and the County MOH in coordination, planning, monitoring, data collection/management and reporting of nutrition activities in Wau/ Jur River counties (Western Bahr el Ghazal). 
  • To liaise with other partners at national, state and county level.
Nutrition project preparation and management:
  • Coordinate the implementation of a first rapid assessment in Jur River county
  • Write the survey report, design the operational strategy regarding Community Based Management of Acute Malnutrition (CMAM) in the county according to the results of the survey
  • Develop a detailed implementation work plan and keep it up-to-date throughout the duration of the project.
  • Support the County Health Department of MOH in monitoring of nutrition programs as per Integrated Management Severe Acute Malnutrition (IMSAM) protocols through supportive supervision field visits to Out-patient Therapeutic Care (OTP), Stabilization Centre (SC), Target Supplementary Feeding Programs (TSFP), Basic Supplementary Feeding Programs (BSFP) and Community mobilizations.
  • Support the CHD at Jur River County in establishing county nutrition data and training of the County Nutrition Officer in all aspects of Nutrition programming.
  • Ensure the monthly data bases for Nutrition are maintained and updated monthly reports are sent to the stakeholders (Unicef/ MOH).
  • Support the establishment of Mother to Mother groups through Infant and Young Child Feeding (IYCF) strategy
  • Assist in ensuring administration of medical and nutritional treatment: proper dosages and administration, hygiene, storage and shelf-life.
  • Coordinate and develop a procurement plan and keep it up-to-date throughout the duration of the project
  • Assist in ensuring timely, proper and quality nutrition supplies, drugs and equipment in nutrition programs.
  • Monitor spending and ensure that measures are in place to mitigate against risk of over- or under spending.
To support capacity building:
  • Advise the CHD-MOH in identifying key areas of training in nutrition
  • In consultation with partners and MOH at Country level support the development of training modules and presentations for different components of the CMAM (SAM, ICYF, MAM) guideline as well as different levels of trainees.
  • Support nutrition trainings in the County and ensure that data base for staff trained are kept in the SMOH and shared with stakeholders.
  • Provide coaching/mentoring /on the job training & regular supervision until skills are improved in management of malnutrition
To support nutrition information management
  • To support timely report collection and compilation of the project data and share with partners and the necessary follow-ups
  • To prepare monthly, quarterly and annual nutrition reports for the County including recommendations and share reports with the relevant stakeholders.
  • Ensure through working with the partners that planning and coordination of County level SMART nutrition surveys are done timely. Areas with gaps are identified early and communicated to SMOH & the nutrition cluster.
To support nutrition coordination
  • Support State and County based coordination meetings.
  • Work closely with the State nutrition cluster to ensure nutrition contingency plans are developed.
  • Coordinate together with the State cluster focal points timely nutrition response in any emergency within the state.
  • Actively participate in cluster meetings
Profession/Qualification:
  • Minimum of 3 years’ experience in community-based nutrition programming and 2 years in Community- based Management of Acute Malnutrition (CMAM).
  • BSc degree in nutritional health or related field.
Experience:
  • Work experience in rural based communities in South Sudan or the region
  • Strong experience in supportive supervision
Skills:
  • Good sensitivity to cultural aspects of rural communities.
  • Good trainer, facilitator and supervisor
  • Working knowledge in spoken and written English. Knowledge of Arabic an added asset
  • Willingness to work in harsh conditions with minimal basic social services.
