The offices of MSF-Holland in Lokichoggio would like to invite applications from individuals wishing to work in the following position:

Position: Supply Logistician / Order Expeditor
 
Job location: Lokichoggio, Kenya
 
Minimum commitment: 12 months ( With 3 Months Probationary Period)

The post-holder will be involved in the delivery of the following responsibilities and logistical tasks

Tracking down Ruptures, excess and expiries
  • Create, update and analyze project total stock report (TSR)  at monthly basis.
  • Contribute with a monthly report on all his/her conclusions after TSR reading.
  • Track down  all ruptures , excess and expiries , and work with all other stake holders to find solutions
  • Make sure that the project data bases are harmonized with the mission one to harmonize expectations.
Preparation of medical cargo for South Soudan
  • Liaise with all concerned parties to prepare medical cargo for South Sudan customs
  • Main Focal point for Juba office during the preclearance of medical cargo
Tracking down deliveries:
  • Make sure that the project data base are harmonized with the mission one, that expectation from both side are same
  • Makes sure that all purchase orders have been confirmed by suppliers and reflected accordingly in the order overview
  • Checks order confirmations from suppliers including NSC and APU:;
  • Request order  order lines to be re-routed to other suppliers if they cannot deliver a specific item on time (if necessary in consultation with the mission supply officer );
  • Keeps track of the expected delivery dates of purchase order lines through own outstanding order overviews and those that are provided by suppliers;
  • Informs the mission supply logistician about significant delays of specific order lines;
  • Actively informs the mission supply logistician about (recurring) delivery problems or long delays of specific products and/or price deviations;
  • Is the main contact person for suppliers regarding order follow-up;
  • Contacts suppliers to monitor agreed delivery dates;
  • Supports the mission supply logistician on ad-hoc issues.
Reporting:
  • Reports directly to the Capital Logistician – suggests plan for improvements of his/her activities
  • Shall provide monthly written report and LSR upon logistics reporting formats. 
Communication
  • With the mission supply logistician on workload and –division, structural problems, SOPs etc.;
  • With mission supply coordinator , the supply officers on pending orders to promote an efficient procurement process;
Requirements:
 
Essential
  • Very good English reporting and correspondence commands
  • Advanced computer user, with very good command of excel
  • Experience in supply chain of more than 2 years
  • Commitment to the aims and values of MSF
  • Ability to organise and prioritise workload, using initiative when appropriate
  • Willingness to be present in unstable environments
  • Valid passport to cover field trips

I. County Public Service Board

Pursuant to the County Government Act 2012, Section 57 the Governor’s office, Laikipia County wishes to announce the following positions of the County Public Service Board:
  • Chairperson
  • Secretary
  • Five (5) board members
Overall Duties and Responsibilities
  • Establish and abolish offices in the County Public Service.
  • Appoint persons to hold or act in office of Public County Offices including in the Boards of Urban areas within the County and to confirm appointments.
  • Exercise disciplinary control over and remove persons holding or acting in those offices as provided for under this part.
  • Prepare regular reports for admissions to the County Assembly on the execution of the functions of the Board.
  • Promote in the County Public Service the values and principles referred to in articles 10 and 232 of the Constitution of Kenya 2010.
  • Evaluate and report to the County Assembly on the extent to which the values and principles referred to in articles 10 and 232 of the Constitution of Kenya 2010 are complied with in the County Public Service.
  • Facilitate the development of coherent, integrated Human Resource Planning and Budgeting for personnel emolument in the County.
  • Advice the County Government on Human Resource Management and development.
  • Advice the County Government on implementation and monitoring of the National Performance Management System in the County.
  • Make recommendations to the salaries and remunerations Commission on behalf of the County Government, on the remuneration, pensions and gratuities for County Public Service employees.
1. Chairperson of the County Public Service Board

Additional Duties and Responsibilities

The chairperson will be in-charge of Laikipia County Public Service Board.

Other specific duties and responsibilities will be to:
  • Provide strategic leadership and policy direction for the Board;
  • Maintain effective collaboration and partnership with other organs of National and County Government amongst other duties.
Qualification and Requirements

For appointment to this position the candidate must:
  • Be a Kenyan Citizen.
  • Be a holder of a first degree from a University recognized in Kenya. (A Master’s degree will be added advantage)
  • Satisfy the requirements of Chapter 6 of the constitution of Kenya 2010 on leadership and Integrity.
  • Have knowledge and a working experience of not less than ten (10) years in Administration and Management.
  • Be a professional who demonstrates absence of breach of the relevant professional code of conduct.

2. Secretary of the County Public Service Board

Specific duties and responsibilities
  • Provide strategic leadership for effective delivery of Board mandate as per the County’s Mission, Vision and Strategic plan;
  • Oversee management of the finances, preparation and submission of the Board annual Plans, Programmes and estimates;
  • Make regular reports for submission to the County Assembly on the execution of the functions of the Board; execute the decisions of the board;
  • Day to day administration of the secretariat and welfare of staff;
  • Perform any other duty as may be assigned by the board from time to time.

For appointment to this position the candidate must:
  • Be a Kenyan Citizen.
  • Be a holder of a first degree from a University recognized in Kenya. (A Master’s degree will be added advantage)

Duties and responsibilities

In addition to the functions provided under article 183 of the constitution of Kenya 2010, the county executive committee, shall,
  • supervise the administration and delivery of services in respective departments and of the county government and all decentralized units and agencies in the county
  • Implement, within the county, national legislation to the extent that the legislation so requires.
  • manage and coordinate the functions of the county administration and its departments
  • Provide the county assembly with full and regular reports on matters relating to the county
  • Facilitate the coordination and the alignment of integrated plans of their respective departments
  • Advise the governor on matters within his /her area of jurisdiction
Requirements and Competencies:

Any successful candidate to the above positions should fulfill the following:

Purpose of the Position
 
To provide delivery and merchandising service to a prescribed plan, developing and maintaining an excellent customer service record at all times. 
This role should take pride in the delivery of goods to the customer whilst making the process as simple and flexible as possible.

Main Responsibilities
  • Deliver product on a regular basis determined by a delivery plan and set route to a specific set of customers within the agreed window of time.
  • Establish and maintain excellent customer relationships by providing an efficient, reliable, friendly and courteous service to all customers
  • Maintain the highest standard of service by maintaining the required supply of stock to ensure a 100% service level through full fixtures with no ‘stock outs’ as per the agreed customer service level package (Including Merchandising Plano-gram / counting stock / replenish / collect Sale or Return products) to the highest standard.
  • Complete all required paperwork for the Business and for the Customer accurately and in full in line with the agreed company standard.
  • Communicate effectively with customers and maintain up to date information regarding new initiatives, prices, promotions, new product listings and product de-lists.
  • Pick orders accurately from the van against the picking list and ensure they are checked and signed for by each customer
  • Provide information and feedback to the Area sales Manager, on Customer requirements and competitor activity on your route
You will responsible/accountable for:-
  • The goods loaded into the back of your van, both in terms of the condition of these goods which must be in pristine condition and ready for sale and for accountability for stock take purposes.
  • Targets of the month (volume, distribution)
  • Cash collection on a daily basis
  • Bad debts
  • The correct use of and maintenance of all equipment supplied by the company.
  • The safe handling and maintenance of the company vehicle to include all daily checks for oil, water, tyre pressures etc., as well as the cleanliness of the exterior and cab.
  • Completing all of the “end day” tasks as required and any other duties as may be required by the company from time to time.
Required Qualifications
  • Must have completed Secondary education - KCSE- C plain
  • Diploma in relevant field is an added advantage
  • Minimum of 3years in sales
  • Clean Driving License – Class BCE
  • Good understanding of basic computer skills
  • Demonstrable customer service skills/relationship building
