NDMA - County Data Analyst, Drought Response Officer, and Resilience Officer Jobs in Kenya

The National Drought Management Authority (NDMA) is a State Corporation, created by Legal Notice No. 171 of 24th November 2011, under the Ministry of State for Development of Northern Kenya and other Arid Lands, with the mandate of providing leadership and coordination on all matters relating to drought management. 
The Authority’s Board of Directors intends to fill the following positions.

County Drought Response Officer 
(REF: NDMA 26) (23 Positions)

Reporting to the Drought Management Coordinator, the County Drought Response Officer is responsible for coordination of the preparation and implementation of the County drought contingency plans

Core duties and responsibilities:
  •  Coordinate Rapid Food Security Assessment to determine the drought situation and assess the level of response required
  • Consolidate all information required to trigger requests for disbursement of Drought Contingency Funds and coordinate with County and community stakeholders involved in drought response through the activation of contingency plans
  • Monitor implementation of County drought response interventions
Applicants must meet the following minimum requirements:
  • Degree in Range Science, Agriculture, Livestock, Economics, Sociology.
  • Preference will be given to individuals with additional academic qualifications related to Disaster Risk Management. Applicants with a Master’s degree these specified areas will have an added advantage
  • Strong ICT skills
  • Relevant working experience of at least 3 years
County Resilience Officer 
(REF: NDMA 27) (23 Positions)

Reporting to the County Drought Management Coordinator, the County Resilience Officer will be responsible for coordination of development initiatives aimed at enhancing communities’ resilience to drought in the County

Core duties and responsibilities:
  • Provide advice to County institutions on all technical issues related to drought risk reduction strategies and promote capacity building of community level planning structures
  • Facilitate mainstreaming of Community Managed Disaster Risk Reduction and climate change adaptation into community and County level development plans Coordinate the implementation, monitoring and evaluation of drought risk reduction initiatives undertaken by various actors in the County

  • Degree in Range Science, Agriculture, Livestock, Economics, Sociology.
  • Preference will be given to individuals with additional academic qualifications related to Disaster Risk Management, Community Development, Livelihoods Studies, and Food Security. Applicants with a Master’s degree these specified areas will have an added advantage
  • Experience in Community Driven Development
  • Relevant working experience of at least 3 years

NDMA Senior Accountant, and Drought Information Officer Job in Kenya

The National Drought Management Authority (NDMA) is a State Corporation, created by Legal Notice No. 171 of 24th November 2011, under the Ministry of State for Development of Northern Kenya and other Arid Lands, with the mandate of providing leadership and coordination on all matters relating to drought management. 
The Authority’s Board of Directors intends to fill the following positions.
 
Senior Accountant 
(REF: NDMA 23) ( 1 Position)

Reporting to the Finance and Accounts Manager, the Senior Accountant will contribute to the realisation of the Authority’s goals and objectives by assisting the Finance and Accounts Manager to ensure sound financial management and to undertake field monitoring and evaluation missions to project sites to verify financial accounts at field level.

Core duties and responsibilities:
  • Maintain and control bank accounts including checking of bank statements and Bank Reconciliation Statements
  • Preparation of payment documents and ensuring they are processed in a timely manner taking them for authority to pay and issuing out cheques
  • Handling all programme daily cash transactions and keeping petty cash imprest
  • Processing of computerized payroll for the programme
  • Handling the payments of statutory and other payroll deductions and filing annual returns to the relevant government bodies
  • Accounting for all Receipts including interest earned/accrued on all bank accounts and Appropriation In Aid (AIA) received by the Authority
Applicants must meet the following minimum requirements:
  • A Bachelor’s degree in Commerce (Accounting or Finance option), Business Administration (Accounting option) from a recognized institution.
  • CPA Part II or the equivalent level in ACCA
  • 5 years of relevant experience in fully computerized government or commercial environment
  • Knowledge of Kenyan government financial, and accounting procedures
  • ICT skills – Microsoft based software
County Drought Information Officer 
(REF: NDMA 24) ( 26 Positions)

Reporting to the Drought Management Coordinator, the County Drought Information Officer is responsible for operation of the county drought information system

Core duties and responsibilities:
  • Ensure punctual quality control of data collection and analysis
  • Coordinate food security and drought management data collection and analysis
  • Responsible for timely compilation and distribution of County Drought Early Warning bulletins including the feedback of County Drought Early Warning messages to recipient communities
Applicants must meet the following minimum requirements:
  • Bachelor’s degree from a recognized university in Range Management/Science, Rural Development Studies, Economics, Mathematics, Statistics, Sociology.
  • Applicants with a Master’s degree these specified areas will have an added advantage
  • Proven experience in conducting household surveys and managing survey data
  • Practical knowledge in use of GIS and Remote Sensing applications
  • Relevant working experience of at least 3 years

NDMA M&E Officer, and Supply Chain Officer

The National Drought Management Authority (NDMA) is a State Corporation, created by Legal Notice No. 171 of 24th November 2011, under the Ministry of State for Development of Northern Kenya and other Arid Lands, with the mandate of providing leadership and coordination on all matters relating to drought management. 
The Authority’s Board of Directors intends to fill the following positions.

Monitoring & Evaluation (M&E) Officer 
(REF: NDMA 21) (1 Position)

Reporting to the Planning & Policy Manager, the M&E Officer is responsible for effective monitoring, evaluation and reporting of activities implemented under the Authority.

Core duties and responsibilities
  • Monitor the implementation of Authority’s plans and carry out impact assessments of all drought management interventions spearheaded under the Authority
  • Provide technical assistance to the Authority’s County Offices to develop comprehensive monitoring end evaluation guidelines and systems
  • Carry out training at national and county level to assist with the implementation of the Authority’s M&E system
Applicants must meet the following minimum requirements:
  • Bachelor’s degree in Economics, Statistics, Mathematics, Policy and Analysis, Research Methodology. Preference will be given to individuals with additional academic qualifications related to M&E. Applicants with a Master’s degree in these specified areas will have an added advantage
  • A minimum of three years field experience in M&E
  • Proven abilities in the areas of research, impact assessments, project/program monitoring and evaluation, documentation and advocacy;
  • Sound ICT Knowledge: word processing, spreadsheets, databases, presentations and statistical applications (SPSS and EPI info, etc).
Supply Chain Management Officer
(REF: NDMA 22) (1 Position)

Reporting to the Supply Chain Manager, the Supply Chain Management Officer will assist the Supply Chain Manager to deliver on the objectives of the function Core duties and responsibilities:
  • Assist in the preparation of tender documents and for the whole Procurement process
  • Receive and record all invoices in the register and then forward to the Finance Officer for processing of the payment
  • Maintain the quotation (shopping) register, duplicates of Local Purchase Orders (LPO) and Local Service Orders (LSO) files; requisition and issue voucher file, counter receipt voucher file and Delivery Note file
  • Maintain the Asset and disposal registers
Applicants must meet the following minimum requirements:
  • A Bachelor’s Degree in any of the following:- Commerce, Business Administration, Economics, Procurement and Supplies Management, Marketing from a recognized institution.
  • Minimum 5 years of relevant experience
  • Knowledge and understanding of Government procurement guidelines

NDMA Early Warning Database Officer and Database Administrator

The National Drought Management Authority (NDMA) is a State Corporation, created by Legal Notice No. 171 of 24th November 2011, under the Ministry of State for Development of Northern Kenya and other Arid Lands, with the mandate of providing leadership and coordination on all matters relating to drought management. 
The Authority’s Board of Directors intends to fill the following positions.

Early Warning Database Officer 
(REF: NDMA 19) (1position)

Reporting to the Drought Information Manager, the Early Warning Database Officer is in charge of the coordination and supervision of data collection and analysis

Core duties and responsibilities:
  • Coordinate and supervise collection and analysis of data related to county early warning systems and ensure quality control of drought information
  • Support organization of food security assessments and baseline surveys
  • Assist in the development and documentation of Drought Early Warning manuals and organize periodic training for county-based staff
  • Ensure the dissemination of appropriate, relevant and timely drought risk management and early warning information at community level and advocate translation of the information into action.
Applicants must meet the following minimum requirements:
  • Bachelor’s degree from a recognized University in Computer Science, Statistics, Mathematics, Economics, Range Management/Science. Applicants with a Master’s degree in these specified areas will have an added advantage
  • Relevant working experience of at least 3 years
  • Proven expertise and experience in survey methods, statistical analysis and quality control of data gathering and processing
  • Experience in the application of GIS and remote sensing technology
Database Administrator 
(REF: NDMA 20) (1 Position)

Reporting to the ICT Manager, the Database Administrator will be responsible for the day to day running of the Authority’s databases

Core duties and responsibilities:
  • Develop and maintain the Authority’ databases and ensure that applications are developed using both national and international software development standards and best practices
  • Support integration of GIS and Remote Sensing /Earth observation products into the database development process
  • Undertake capacity building of the Authority’s staff both at national and county levels and support county offices in the administration of drought management databases
Applicants must meet the following minimum requirements:
  • Bachelor’s degree from a recognized university in computer science. Applicants with a Master’s degree in Computer Science will have an added advantage
  • Certification from relevant recognized professional body in database development, particularly in SQL Server, and a FOSS database management system such as MySQL and PostgreSQL
  • Practical knowledge in use of GIS and Remote Sensing applications
  • Relevant working experience of at least 3 years
County Data Analyst 
(REF: NDMA 25) ( 26 Positions)

Reporting to the County Drought Information Officer, the County Data Analyst will be
responsible for data analysis and management of databases

Core duties and responsibilities:
  • Undertake analysis of data related to the County Drought Early warning systems
  • Administer the Authority’s databases at County level for the management of information systems (Drought Early Warning system & contingency planning database, and Management Information System - MIS for Drought Contingency Funds)
  • Ensure the incorporation of GIS and Remote Sensing/Earth Observation datasets that can be used to complement the Drought Early Warning System indicators and integrate them into the appropriate database and reports
  • Provide ICT services to the County Authority’s Office
Applicants must meet the following minimum requirements:
  • Degree in Mathematics, Statistics, Economics, Range Science. Applicants with a Master’s degree these specified areas will have an added advantage
  • Strong ICT skills and proficient in use of a GIS Software
  • Extensive expertise in survey methods and statistical analysis
  • Relevant working experience of at least 3 years
