Background

One of the five priority areas of focus under the GoK/UNDP Country Programme 2009-2013 is Fostering Democratic Governance. 
Under this programme area, UNDP seeks to strengthen the national capacity towards progressive and accelerated realization of human rights and deepened democratic governance. 
UNDP works closely with both governmental and non-state actors in this regard. 
Particular emphasis is placed on gender equality and women’s empowerment. 
The programme also contributes to a process which builds a culture of respect and promotes progressive realization of citizen-centred reforms in the public sector and decentralised public service delivery.

Furthermore, this component will also promote accountable and participatory development programming, policy formulation and implementation at the national and local levels. 
The values that underpin this work include respect for the rule of law, citizens’ rights and responsibilities, gender equality, access to justice and respect for human rights.

On safeguarding human rights, UNDP assistance aims to deliver essential outputs, including capacity building and institutional strengthening of State and non-State institutions, including civil society organisations to effectively implement and monitor the implementation of international and regional human rights instruments and support the push for the ratification of key human rights instruments. 
Underpinning this work are the principles of inclusivity and effective participation of marginalised groups, including women, youth and persons with disabilities.

Supply Chain Manager
The Supply Chain Manager will be responsible for developing and coordinating the preparation of strategic procurement plans and tender specifications for purchasing capital equipment, goods and services as provided in the annual budget.
Applicants must have a Bachelor’s degree in business, commerce, economics or equivalent with additional professional qualifications in Purchasing and Supplies Management.
Internal Auditor
The Internal Auditor will be responsible for applying accounting principles and procedures to analyze financial information, prepare accurate and timely financial reports and statements and ensure appropriate accounting control procedure.
Applicants must have a Bachelor’s degree in business, commerce, economics or equivalent with additional Professional qualifications in CPA (K), or equivalent.

Pediatric Ward Manager
The Manager will lead the Nursing Staff to achieve excellence in the four goals of Kijabe Hospital, Quality Patient care, Discipleship, Evangelism and Training to the Hospitals Vision and Mission.
Applicants must have a BScN with registration in good standing. 
Those with Pediatric experience will have an added advantage.
Estate Manager
The incumbent will be responsible for the hospital housing function encompassing monitoring income and expenditure, maintenance, allocation and constructions.
Applicants must have a Degree in Facility Management or Land Economics or related degree. Applicants must have business acumen and financial literacy.
Medical Officer
Applicants must have a Medical Degree of M.B.Ch.B. in good standing with the Kenya Medical Practitioners and Dentists Board (MPDB).
Laboratory Positions  
Laboratory Technologists
Applicants must have the a Diploma in medical laboratory sciences from an accredited institution
Cytopathologist / Pathologist Assistant

Applicants must have an advanced training and certification in Histo-technology and/or a degree in medical laboratory sciences.
Radiographer Positions
Applicants must have a Diploma in Medical Imaging Sciences from Kenya Medical Training College.

The Higher Education Loans Board (HELB) is a state corporation whose mandate is to source funds and provide loans, scholarships and bursaries to Kenyans studying in recognized institutions of higher learning in the East African region.

The Board has a loan portfolio of more than KSh. 30 billion and this is expected to increase significantly in the next five years in line with the planned expansion of higher education in the country.

As part of its growth and transformation strategy, the Board seeks to recruit a visionary and energetic professional for the position of Chief Executive Officer/ Board Secretary and is, accordingly, inviting applications from qualified Kenyan citizens for this position.

Job Profile

Reporting to the Board, the CEO is expected to lead a team of professionals by:-
  • Providing an innovative and pragmatic leadership in the financing of a dynamic and fast growing higher education sector;
  • Developing strategies and partnerships that will promote and enhance the role of HELB in effective delivery of its statutory mandate;
  • Ensuring compliance with the constitutional and public financial management requirements through prudent management of all the resources of the Board;
  • Leading and motivating a talented team of a human capital operating under a performance-oriented culture.
Person Profile

The ideal candidate will possess the following qualifications:-
  • A minimum of 10 years’ experience in senior positions with a bias towards financial management; candidates with experience in financing of education have a distinct advantage;
  • A solid educational attainment from a recognized university; candidates with a Master’s degree in Finance, Economics, Business studies or Education have an added advantage;
  • A deep understanding of how to mobilize funds and sustain a revolving fund scheme;
  • A proven track record in change management and institutional transformation;
  • An excellent understanding of the dynamics of the higher education subsector in Kenya and in the region;
  • An appropriate appreciation of Kenya’s public sector performance contracting processes;
  • Ability to interact effectively with senior government officers, heads of higher education institutions and the financial community.
It is expected that the applicant will have complied with Chapter 6 provisions of the Constitution.

The successful applicant will be appointed on a five (5) year contract and will be eligible for renewal once upon satisfactory performance. A competitive remuneration package will be offered.
