Overall purpose of the Job:

To ensure coordination of effective stakeholder engagement at all levels of the organization, to support a well-coordinated and strategic resource acquisition effort that focuses on HelpAge International’s thematic areas and core competencies.

Job content and Key Tasks
  1. Profile HelpAge International through appropriate representation with Donors , Government , Peer Organizations and other key stakeholders
  2. Actively seek and identify funding opportunities and develop proposals with compliance to donor requirements and technical support from different departments and program managers
  3. Preparation and compilation of various documents and reports
  4. Liaise with the M&E Coordinator to ensure accurate data for learning, advocacy work and preparation of reports
  5. Assist the Emergency Program Manager in tracking the status of project implementation in regard to donor compliance, documentation, learning and sharing;
  6. Participate in key humanitarian coordination forums and cluster meetings in order to highlight issues of older people in emergencies.
  7. Actively identify and seize opportunities for influencing policies and strategies.
  8. Keep abreast of best practise developments in the humanitarian and DRR sectors and ensure they are applied in HelpAge emergency response and DRR programmes
  9. Support affiliates and partners in Kenya in relation to emergency response and DRR programmes, establishing systems and procedures and ensuring regular monitoring of programmes, including evaluation and audit missions.
  10. Document experience gained in HelpAge’s emergency and DRR programmes as well as other sources in order to share evidence and learning and disseminate good practise.
  11. Develop collaborative and partnership operations with other operational agencies in order to mainstream response to the needs of older people.
  12. Be involved in the organization of training and other events organized at the EWCARDC;
  13. Participate in the activities of the East, West and Central Africa Regional Development Centre;
  14. To undertake any other duties as assigned by the management.
The post holder is expected to operate within all HelpAge’s policies and procedures.

Person Specification
  • Essential Bachelor’s Degree in development studies or social sciences. 
  • 5 years’ work experience with preferable with an INGO in a similar role 
  • Demonstrated experience in leadership, strategic management, results based management, staff capacity building, networking, fundraising, design, monitoring and evaluation. 
  • Ability to maintain donor relations through timely and adequate communications. 
  • Cross cultural experience, understanding and sensitivity. 
  • Excellent verbal and written communication skills 
  • Fluent spoken and written English 
  • Ability and willingness to be administratively self supporting 
  • Ability and willingness to travel nationally as required
Desirable 
  • Knowledge and interest of ageing preferred 
  • Familiarity with Social Protection, international development.

Establishment
Lake Victoria North Water Services Board (LVNWSB) is one of the eight Water Services Boards established under the Water Sector Reforms Programme through the Water Act 2002 for the purpose of bringing about efficiency and sustainability in the provision of water supply and sanitation services in the country. 
The Board was established through Kenya Gazette Notice No. 1717 of 12th March, 2004 and licensed by the Water Services Regulatory Board (WASREB) on 11th May, 2007.
Lake Victoria North Water Services Board covers seven counties including the entire Western Province and parts of the Rift Valley Province. Geographically, this translates to about 14,000 square kilometers, with an estimated population of about 7,000,000 people.

Lake Victoria North Water Services Board is seeking to recruit a suitable self driven, result oriented and highly qualified individual to fill the position of the Chief Executive Officer.
Key Responsibilities
The Chief Executive Officer will be responsible to the Board of Directors, and shall be the Principal Officer of the Board responsible for the overall leadership and implementation of the Board mandate and aspirations as may be outlined in the performance targets and strategic plan.
Job Profile
  • Carrying out day-to-day business of the Board to ensure that departments, sections and units conform to the overall operations plans and performance targets.
  • Providing overall leadership and overall administration of the operations of the Lake Victoria North Water Services Board under the guidance of the Board.
  • Developing short term corporate strategies, for Board of Directors approval, for effective implementation of the strategies stipulated in the Board’s Strategic Plan;
  • Managing internal multidisciplinary teams and external parties to ensure set objectives are achieved.

  • Advising the Board of Directors concerning future activities of the Board and also on the objectives and policies while eliminating any form of risks which would affect the smooth management of the organization.
  • Ensuring compliance with Government’s policy and regulatory guidelines and directives.
Requirements / Qualifications
  • Must have a Bachelor’s degree in Civil Engineering, or related discipline from a recognized university and be a registered member of ERB or relevant professional body where applicable;
  • A Masters degree in Engineering or Water Sciences, or Business Management/ Administration will be an added advantage;
  • Should have at least ten (10) years of experience in a Water and Sanitation Sector, and at least 5 years in Senior Management position;
  • Should have undergone a Corporate Governance/Leadership Course in a recognized institution;
  • Should have experience of implementing donor funded projects;
  • Should have track history of integrity, creativity, innovation, self drive and result orientation.
  • Should have exceptional visionary leadership and negotiation skills with capacity to engage with local, regional and international organizations:
