The Revolutionary Government of Zanzibar has received fund from PEPFAR and Global Funds RIO towards the cost of the HIV/TB Program.
The Ministry of Health Zanzibar,which is one of the implementing agencies of the program intends to use part of the proceeds of this Fund to eligible payments to employ one Consultant to conduct an assessment on quality of HIV/STI data at health facility, district and national levels as well as design a quality assurance system, one monitoring and evaluation expert for TB and Leprosy Program, one Medical Officer and two Clinical Officers, to work at Mnazi Mmoja HIV Care and Treatment Clinic.

Health Consultant  
To conduct an assessment on quality of HIV/STI data health Facility district and National levels as well as design a quality assurance System

Objective

To conduct an assessment on quality of HIV/STI data at health facility, district and national levels as well as design a quality assurance system

Specific objectives
  • To identify gaps that affect quality of HIV/STI data at all levels
  • To identify and suggest measures to improve HIV/STI data
  • To develop an action plan to implement corrective measures for improving HIV/STI data quality
  • To design HIV/STI data quality assurance system and guideline
Scope of work

The scope of this consultancy includes:
  • Review of all relevant documents including HIV and Health Sector strategic plan, guidelines, policy, programme reports, M&E framework and plan, development partners reporting templates
  • Review existing HIV/STI data management system ( infrastructure, human resource, equipment, technical needs, data flow and use) at all levels
  • Analyze data quality gaps from all data sources
  • Develop an action plan to implement corrective measures for improving data quality

Monitoring and Evaluation Expert for TB and leprosy Program

Qualification and Experiences 
The candidate must have the following qualification
  • The applicant must have at least Master’s degree in one of the following: monitoring and evaluation, public health, social science or statistic
  • Experience of not less than three years ¡n the field of M&E
  • Proficiency in common computer packages (e.g.Word, PowerPoint, Excel) relevant to the work.
  • Ability to work independently
  • Excellent written and verbal English
  • Experience in working with donor funded projects is an added advantage
  • Experience in statistical computer package (STATA, SPSs, SAS) is an added advantage
Key duties and responsibilities:
  • Plan and conduct within the first three months of assignment, a thorough M&E system assessment to diagnose the strengths and weaknesses of the entire system;
  • Develop within six months of assignment, in collaboration with partners and stakeholders, an updated National TB and Leprosy M&E plan including a multiyear fully cost M&E action plan.This should incorporate the findings of the M&E system assessment;
  • Develop and oversee the implementation of a comprehensive M&E capacity-building plan for the entire program covering national and sub-national level personnel;
  • Develop and oversee the implementation of a routine and periodic data quality assurance protocol and procedures;
  • Oversee the preparation of program progress reports by relevant staff and implementing partners;
  • Lead the data analysis of reported data taking necessary measures to ensure data quality;
  • Prepare consolidated progress reports for project management to submit to the relevant bodies, in accordance with approved reporting formats and timing.
  • Guide the process for identifying the key performance questions and parameters for monitoring project performance and comparing it to targets. Design the format for such performance reports.
  • Clarify the core information needs of central project management, the steering committee (or similar body), funding agencies and the cooperating institution.
  • With stakeholders, to set out and implement the frame work and procedures for the evaluation of project activities.
  • Review monitoring reports, analyse them for impact evaluation and to identify the causes of potential bottle necks in project implementation.
  • Collaborate with staff and implementing partners on qualitative monitoring to provide relevant information for ongoing evaluation of project activities, effects and impacts.
  • Any other duties as assigned by the supervising manager

  • Provide technical assistance on the strategies for improving retention of patients at clinic (pre and ART patients)

  • Identify patients with signs of treatment failure and discuss the best management with the clinic in charge

About the position

ICRAF seeks to recruit a candidate for the position of Internal Auditor to be based at its headquarters in Nairobi, Kenya. 
Reporting to the Director General, the Internal Auditor will provide leadership in directing a broad and comprehensive program of internal auditing with an aim of bringing a systematic, disciplined approach to evaluating and improving the effectiveness of risk management, control and governance processes. 
The job specifically includes the following duties and responsibilities:

Internal Audit Policy Guidance and Implementation
  • Establish policies for the auditing activity and manage its technical and administrative functions
  • Develop and execute comprehensive audit programs for evaluation of management controls for Centre activities.

Managing Audits

Requirements
  • University level academic qualification in accounting, finance or related field
  • Professional qualification such as in internal auditing (CIA), accounting and financial management (CPA or CA or equivalent), information technology (CISA, CISM), fraud examination (CFE) administration and corporate governance
  • Experience in internal auditing is a prerequisite with at least 10 years total experience in planning, conducting and managing internal or external audits; investigations; and consultancies related to corporate governance, risk management, organizational development, internal controls and compliance systems
  • A very good knowledge of internal control and risk management frameworks and concepts
  • Mature understanding of the ethical framework for internal auditors and ability to appreciate ethical issues applicable generally in the work place
  • Highly developed analytical skills
  • High-level skills in written and verbal communication in English, together with proven ability to prepare and present clear, logical and succinct written reports and correspondence

By carrying out emergency programs, SI has acquired experience and expertise in the fields of WASH, food security, livelihoods and agriculture.
In the Horn of Africa, SI is currently implementing WASH and Food Security/Livelihoods programs in Kenya and Somalia.
Position Objective
The WASH Program Manager is a key senior staff member responsible for managing the WASH program in the field. 
He/she will take the lead in WASH needs assessment; ensuring achievement of WASH objectives; and will manage the WASH team in the field.
Hierarchy
Reports to: Field Coordinator - Adaado
Technical links with: WASH Coordinator Kenya/Somalia
Supervisor to: Construction supervisors, Hygiene promotion supervisors and hygiene promoters.
List of main tasks include, but are not limited to the following:
Team Management
  • Recruit, train, mentor and manage the staff under his /her direct responsibility
  • Prepare and update job descriptions for staff under his/her responsibility
  • Evaluate the skills and performances of the staff under his/her responsibility
  • Complete detailed activities plan of the sector in collaboration with the sector team
Project development
  • Work closely with the Field Coordinator under the advice of the WASH Coordinator to complete detailed activity plans and other sector reports for the project
  • Take lead role in carrying out sector needs assessment and propose best strategies of interventions and implementations
  • Contribute to the development of the Program strategy in accordance with the SI Somalia country strategy plan
Project Management
  • To ensure correct implementation of WASH activities specific to borehole rehabilitation
  • To be responsible for the construction/rehabilitation of rainwater catchments and ensure efficient and effective quality of the work
  • To control the development and progress of SI’s WASH program in Adaado (progress indicators, relevance and efficiency) and to adjust activities and processes in relevance to the field situation and budget availability through undertaking regular reviews
  • To plan and supervise the implementation of relevant and effective hygiene promotion activities
  • To ensure adherence to the budgets with objectives and activities agreed jointly with the financial staff in the field and in Nairobi office
  • To be responsible for program reporting to the Field Coordinator according to SI and donor reporting regulations
  • To facilitate the collection of baseline, project monitoring and context monitoring data by WASH field staff
  • To contribute to the documentation of field experience through the development of Institutional Knowledge Building (IKB) files

Logistics / Administration
  • To prepare purchase requests for materials in liaison with logistics and administration personnel, including the provision of detailed specifications for all requests

  • To validate movements of WASH materials in and out of stock and to ensure timely deliveries of materials to worksites

Reporting, Monitoring and Evaluation

  • Monitor regularly the progress and the timely implementation of WASH activities as outlined in the project documents. 
  • Develop the necessary monitoring and evaluation tool kits to check the success of the project 
  • Participate in writing new propositions of humanitarian actions including proposals and concept notes according to the needs of target population
