Transport Officer

The incumbent will be charged with coordinating the use of Company vehicles to ensure an efficient transport system and delivery of newspaper and other publications to the appointed distributors.

Role of the Position
  • Schedule and coordinate all company vehicle operations, deployment and requests from the various departments
  • Keep track of vehicle movements ensuring time management and delivery of the Groups products
  • Monitor and control of fuel consumption and other costs related to fleet management
  • Ensure high levels of road safety are adhered to and any breakdowns or accidents are dealt with as per the company policy
  • To organize for maintenance and repair of company vehicles ensuring optimum serviceability at all times
Qualification and Skills
  • University degree
  • Diploma in automotive, Mechanical engineering or Fleet management
  • Minimum of 3 years’ experience in a similar position
  • Must be computer literate
  • Posses a clean driving license
  • Between 30 - 40 years old

Finance Manager

 We are a fast growing player in the Construction and Engineering sector and we are seeking to fill the position of Finance Manager. 
Reporting to the Chief Executive Officer, the job holder will be responsible for all financial and fiscal management aspects of the company operations including overseeing the procurement and logistics unit. 
 
Key Responsibilities 
  • Control the overall company’s operating expenses and the capital expenditure programme to ensure adherence to budget limits and relevant authorizations.
  • Preparing long term operational plans and contributing to strategic plans including CAPEX plans
  • Analyze and forecast critical financial performance indicators such as cash flow, cost controls and actual figures against budgets / targets and recommend on corrective actions where needed
  • Oversee statutory and operational compliance and ensure compliance with budgetary reporting requirements.
  • Continuously, implement control systems to monitor the performance of the group, its flow of funds, adherence to budgets, expenditure, income, costs and other budgetary items and to ensure effective financial risk management.
  • Oversee the management and coordination of all fiscal reporting activities for the group.
  • Ensuring that the organization maintains an appropriate capital structure to support its annual operating and long-range plans.
  • Responsible for cash and treasury management including analysis of accounts, cash flow, cost controls, and expenses. 
  • Analyze financial statements to pinpoint potential weak areas.
  • Develop and implement asset and liability management policies and guidelines for the group’s capital mobilization, borrowing and investment activities.
  • Ensure that annual statutory accounts are prepared in accordance with relevant regulations and international standards and are completed within set timelines; interact with external auditors, and third parties, including statutory organizations to ensure that the company meets its statutory obligations;
  • Ensuring that procurement policies and procedures are complied with, negotiating and managing supplier contracts and end-to-end tendering process as well as ensuring that in all circumstances the company secures the best service/product for the best economical price
  • Oversee Supply Chain function
Qualifications, Competencies and Experience
  • A Bachelors degree in Finance or Commerce with an Accounting Option
  • Masters degree in Finance, Commerce or Business Administration will be an added advantage
  • Must be a Certified Public Accountant (CPA), Chartered Accountant or a Certified Financial Analyst (CFA) 
  • Not less than 33 years of age.
  • A minimum of 10 years postgraduate relevant experience with  senior financial management experience with treasury, financial reporting and control, capital-raising, and financial planning
  • A professional qualification in Purchasing and Supplies Management will be an added advantage. 
  • Must show strong financial acumen, drive, strategic vision and proven capacity to manage teams
  • Excellent communication and interpersonal skills
  • Good leadership skills and a team player with proven track record of integrity
  • Ability to grow and motivate teams
  • Knowledge/understanding of computer packages and computerized accounting systems especially Sage Pastel
  • Proven ability to raise capital to support firm’s operations and expansion.
  • Ability to analyze financial data and prepare financial reports, statements, and projections.
  • Ability to monitor cash flows and trends.
  • Expert negotiation skills, persuasiveness and the ability to influence people positively
  • Ability to identify areas of development to recommend and implement systems, policies & procedures to ensure optimization of the finance function.
  • Ability to work under pressure within tight deadlines.

Under the overall supervision of the Officer in Charge (O.I.C.) FAO Somalia and the direct supervision of the Head - Emergency Coordination and Monitoring Unit, the Coordination Officer will Support the coordination activities of the emergency response implemented by FAO thematic sectors in Somalia; 
In particular he/she will:
  • Facilitates the organization of bi-weekly meetings for sector heads on implementation and related issues; organizes follow-up work, including internal meetings to support resolution to issues that need addressing, advocacy and decision-making on important issues.
  • Compile bi-weekly updates for senior management.
  • Liaise with relevant staff/units/sectors to facilitate linkages and coordination between units.
  • Through the monitoring unit liaise with the field monitors on issues relevant for the sectors and provide feedback to sector heads.
  • Keep up to date on humanitarian developments, disaster relief management or emergency situations relevant to FAO activities.
  • Reviews and provides advice on policy issues related to FAO implementation activities and ensuring the effective delivery of assistance.
  • Liaise closely with the sectors to assist in the planning activities and help ensure that latest findings, lessons learned, policy guidelines, etc. are incorporated into these activities, including gender-related considerations. and report on current situation.
  • Participates in various coordination structures and assist in the coordination of FAO sectors/units and in ensuring the necessary support; assist in the drafting of country specific situation reports relevant to FAO activities, apprising of situation to date and specifying unmet requirements when necessary.
  • Maintains an overview of country/area coordination structures and advises appropriate FAO sectors/units on maintaining effective coordination. 
  • Undertakes and provides support to technical assistance and other field missions, e.g. participates in field trips to undertake in-depth reviews of specific country coordination mechanisms.
  • Contributes to the preparation of various written reports, documents and communications, e.g. drafts sections of studies, background papers, policy guidelines, parliamentary documents, briefings, case studies, presentations, correspondence, etc.
  • Assists in the production of appeals for international assistance; advises on and monitors the proper use and spending of donor contributions channelled through FAO.
  • Provide guidance to new/junior staff.
  • Perform any other duties that may be assigned by the OIC or the immediate supervisor.
Minimum Requirements

Education:
  • Advanced University degree in International Relations, Business Management or Arts.
Work Experience:
  • At least seven years of professional experience in the planning and coordination of agricultural development / emergency programmes, including monitoring of projects.
Languages:
  • Working knowledge (level C) of English and fluency in Somali language is a requirement.
Selection Criteria
  • Relevance and level of academic qualifications;.
  • Extent of experience in coordination of emergency activities.
  • Ability to communicate clearly and concisely both orally and in writing;
  • Ability to identify and resolve problems expeditiously and pragmatically;
  • Knowledge of and/or experience with the UN system;
