Education Technical Advisor

Organisation Caritas Switzerland and Caritas Luxembourg are non-governmental aid agencies and members of Caritas Internationalis. Caritas works worldwide and adheres to international humanitarian
principles (NGO code of conduct). 
Caritas encourages people to take charge of their own fate and does this by promoting local initiatives that sustainably improve the living conditions of the socially disadvantaged, advocating the conservation of natural resources, supporting civil conflict resolution and peace building, cooperating with local partners and strengthening their own commitments.

Caritas Switzerland and Caritas Luxembourg act in the frame of a MoU as a consortium in the Eastern Africa and the Horn of Africa with a focus on education, strengthening of civil society, food security and water hygiene and sanitation. 
We operate a joint Liaison Office in Nairobi, have Country Offices in Somaliland (Hargeisa) and South Sudan (Torit) and a Representative in Ethiopia (Addis Ababa).

We are now seeking for a dynamic person to fill the position of Education Technical Advisor.

The Education Technical Advisor is responsible for enhancing Caritas Switzerland/Luxembourg’s capacity to deliver quality education services and strengthening linkages with Education Networks and platforms for coordination, networking and fundraising.

Position Education Technical Advisor (80% Somaliland, 20% Regional)

Reporting to Head of Kenya Office (and Somaliland Head of Education & Capacity Building Department)
Duration One year (with possibility of extending)

Location Based 50% in Nairobi, Kenya and 50% in Hargeisa, Somaliland with occasional travel to South
Sudan and Ethiopia

Key tasks & responsibilities

General Regional Support
  • Develop and periodically review an education strategy for the region;
  • Lead in project design, proposal writing and fundraising for education projects;
  • Integrate, adapt and introduce the Education & Capacity Building Departments of the Country Offices to new methodologies, innovations and best practices that will lead to improved programming and implementation of Education strategies;
  • Develop indicators and checklists for monitoring and evaluating the implementation of Education  Programmes;
  • Compile information periodically about progress of education activities, trends and developments in the region and disseminate to Caritas Country Offices to share experiences and lessons learnt; and
  • Contribute to a smooth coordination within Caritas at all levels, by sharing relevant education information and decisions in good time with Caritas at Country, Regional and Head Office levels Specific Support to Caritas Switzerland/Luxembourg’s Somaliland Education Programme
  • Assess and advise on progress being made by the Education & Capacity Building Department to gauge compliance with proposed timelines and the programme impact;
  • Provide technical support to capacity building of organisations working in partnership with the Education Programmes and according to their needs;
  • Represent Somaliland programme and maintain a high level networking and exchange with other INGOs and NGOs working in Nairobi and Hargeisa and actively participate in or lead working groups (e.g. NFE); and
  • Take up a liaison function with the EC and other donors based in Nairobi and Somaliland as required 
Qualifications
  • Advanced degree in a relevant discipline;
  • At least five years’ experience gained in a management position in the field of Education (basic and non-formal education), including extensive field work experience;
  • An in-depth knowledge of the key issues and trends in development, education and capacity-building, with specific knowledge and understanding of key approaches and cross cutting issues such as gender, do-no-harm, etc.;
  • Outstanding proposal and report writing skills;
  • Experience with international donors and grant requirement especially with EC;
  • Good understanding of resource and project cycle management and participatory appraisal techniques;
  • Excellent networking, communication and inter-personal skills,
  • Flexible, innovative and sensitive to cultural values; and
  • Knowledge of the (North-Western) Somali context and preferably also the South Sudan and Ethiopian contexts Contract start August 1st, 2012

  • Capture actual equipment downtime taken to diagnose and resolve breakdowns.

3. Civil Supervisor

Reporting to Assistant Civil Engineer

Key Result Areas:

  • Assist the Civil Engineer in project formulation and implementation.
  • Plan and supervise maintenance of existing Company buildings and infrastructure.

Job specification

  • Must be between 28 and 35 years of age.
  • Holders of Diploma in Building and Civil Engineering.
  • Minimum 3 years of relevant experience in a busy manufacturing firm.
  • Computer skills in Auto and Arch cad will have an added advantage.

4. Electrical Technicians

Reporting to Electrical Foreman

Key Result Area:

  • Maintenance and servicing of electrical machines/equipment.
  • Maintenance and servicing of motors, UPS,VCDs etc
  • Trouble shooting of electrical circuits and carrying out repairs.
  • Responsible for electrical plant operations during shifts.

Job specification

  • Must be between 25 to 30 years of age.
  • Holders of Diploma in Electrical Engineering.
  • Minimum 3 years of relevant experience in a busy manufacturing firm.

5. Assistant Security Officer (Re-advertisement)

Reporting to: Security Officer

Key Result Areas:

  • Supervision of in-house and contracted security services.
  • Liaison with external security agencies for preventive action.
  • Assists in investigations and prosecutions.
  • Reporting to Security Officer

Job specification

  • Must be between 28 to 35 years of age.
  • Minimum KCSE C plain.
  • Minimum Diploma in Security Management.
  • Must served for at least 5 years in the rank of corporal and above in uniformed service. Those below this rank will not be considered.
  • Clean certificate of discharge.
  • Valid certificate of good conduct.
  • Working knowledge of MS Office.

6. Weighbridge Operator

Reporting to: Warehouse Supervisor

Key Result Areas:

  • Taking weights of incoming and outgoing products.
  • Assists in the transfer of finished products from production to warehouse.
  • Inventory control of raw materials and finished products.

Job specification:

  • Between 25-30 years of age.
  • KCSE mean grade C plain.
  • Minimum Certificate in Purchasing & Supply or Business Management.
  • Minimum one year’s relevant experience in purchasing and logistics in a busy organization.
  • Working knowledge of MS Office.

Main Responsibilities;

  • Spearhead the development of the Entrepreneurship Training Manual / Module.
  • Develop, conduct and manage the delivery of Entrepreneurship Training

  • Facilitation of market linkages and business networks for the micro and small enterprises.

Person specifications - Academic Qualifications, Experience and Personality desired:-

  • A Minimum of a Bachelor’s degree in Social Sciences.
  • A minimum of two years Entrepreneurship training experience. 
  • Experience in working with a financial institution will be an added advantage.
  • Excellent written and verbal communication skills in English, a keen eye for detail, good presentation and interpersonal skills and excellent report   writing skills.
  • Ability to work with a team, foster a team approach and incorporate capacity building activities into the programme.
  • Ability to forge partnership and negotiations between NGO, corporate and institutions 
  • Innovativeness throughout the program and organization
  • A sensitive and patient approach to advising and mentoring of the target population.
  • Ability to analyze and utilize programme development gaps for designing Programmes.

Grants Officer

We are seeking to recruite a Grants Officer who will be reporting to the Finance manager based in Nairobi. 


The incumbent will be  responsible for ensuring seamless operations in support of ICL and its partner CSOs in achieving rigorous financial and grants reporting and management systems. 


The Grants Officer will report to the finance manager and will also work with project Managers on budgetary and donor compliance requirements with regards to financial and grants related activities.

Key Responsibilities shall include;

  • Oversight and coordination of the ICL’s grant portfolio;
  • Manage, provide support to and build capacity of the grants unit staff and/or programme Team;
  • Organize and facilitate grants review meetings and budget versus actual review meetings i.e. Monthly, Quarterly, Semi-Annual, Annually etc;
  • Facilitate development and review of Grant Strategies-in line with ICL’s Strategic plan
  • Monitor and facilitate compliance of programs with donor and ICL’s commitments and requirements and raise issues affecting external/internal compliance;
  • Lead on Quality Grants proposal development coordination;
  • Donor representation in coordination with the Management
  • Support to management in strategic analysis for funding opportunities;
  • Build grant management capacity of field staff with training in compliance, report writing, proposal development and other topics relevant to donor   compliance;
  • Review agreements and provide recommendations and concerns to the Management Team;
  • Maintains Master files on Grant and Monitors paperwork connected with grant-funded programs/projects
  • Be involved in budget forecasting, preparation, and tracking to ensure that the budgets are adhered to

Academic Qualifications:-

  • Bachelors degree in Finance/Accounting or other business related degree with over 5 years experience
  • Be a qualified Accountant with CPA (K) or Finalist or ACCA graduate is mandatory.
  • Training in project management is an added advantage

Knowledge, Skills & Personal Attributes

  • Knowledge of major donor regulations, procedures and requirements with demonstrated ability to exercise basic financial oversight of grant.
  • Previous experience in project management is an added advantage
  • Proven ability to facilitate the development of winning proposals to public and private sector donors;
  • Excellent written English skills and familiarity with budgeting using MS Excel;
  • Excellent computer skills and competency in Word, Excel and PowerPoint;
  • Excellent organizational skills and ability to determine priorities and meet multiple deadlines;
  • Detail-oriented with good multi-tasking abilities and communication skills, both oral and written;
  • Able to work well both within a team and independently, in a challenging and fast-moving multicultural environment
