Head of Center of Excellence (COE)
Reporting to the Chief Commercial Officer , the successful candidate will be responsible for the following:

Job Description
  • Will be responsible for  business growth through business development planning, customer and competitor analysis, financial modeling, proposal design and tender bids
  • Provide market feedback about business development opportunities that could be exploited through development of niche content or data sets .
  • Develop and Manage strategic relationships with clients (both current and potential )
  • Work closely with the sales and marketing teams to identify and pursue new business opportunities for Link soft Group products and services.
  • Leading role in contract negotiations
  • Develop and Implement Policies and Procedure for the Center of Excellence focusing on the workflow practices, compliance levels,  awareness, support  and measurement across the program.
  • Developing and enabling well defined Roles and Responsibilities for the team
  • Represent the COE both internally and externally.
Eligibility
  • A bachelor’s degree in Electrical and Electronic Engineering ( Diploma holders from recognized Technical institutions may also be considered.)
  • MBA would be an added advantage.
  • Should have an overall 6-10 years of relevant experience within the Telecoms or IT. ( Teaching experience in addition to handling the specialized function is highly desirable)
  • Should have a basic understanding of Telecom Power and Renewable Hybrid Power systems including Batteries, Rectifiers and Inverters.
  • Should have experience in Business Development with proficiency in handling corporate clients,  individuals and Govt. officers
  • Should demonstrate ability to run the operations of a learning institution.
  • Should be proficient in  MS Office
  • Excellent communication & presentation skills

Terms of Reference (TORs) Legal Officer

The Intergovernmental Authority on Development (IGAD) has received funds from the European Union (10th EDF) through the Regional Integration Support Programme (RISP II). 
The funding is to support IGADs integration agenda to be coherent and in line with other regional integration activities in the ESA-IO region.

The Secretariat intends to use part of the funds to recruit a Legal Officer for purpose of building capacity and re-enforcing management of the IGAD Secretariat.

Applications are invited from suitably qualified individuals from the IGAD region for the following position tenable at the IGAD Secretariat in Djibouti.

Legal Officer

: P3
Accountable to : The Legal Counsel
Duration : One year renewable subject to performance appraisal and availability of funds
Duty station : Djibouti

Job Summary

Under the general guidance of the Legal Counsel the legal officer will assist to provide legal advisory and interpretation service to the management of IGAD to ensure statutory compliance with existing law and regulatory requirements. The incumbent shall be responsible to:

Core Duties & Responsibilities
  1. Provide legal advisory service to divisions and sections as and when requested;
  2. Provide legal interpretation service on various aspects on the existing law and regulatory requirements;
  3. Assist in the preparation of policy papers and instruments that have legal implications for consideration by management;
  4. Participate in the review and advice on MOUs between IGAD and other organizations, including partners;
  5. Follow up and update management on court matters as and when required and also attend court hearings for and on behalf of the Secretariat
  6. Conduct legal compliance checks prior to disbursement of approved credit facilities to ensure legal documentations are in compliance with statutory requirements;
  7. Assist on the review and vet loan offer letters, employment contract agreements, security and other legal documents;
  8. Assist in the review of the Financing agreements between the Secretariat and a third party;
  9. Serve as secretary for all management meetings;
  10. Attend all policy organ meetings and keep records of all proceedings;
Minimum Qualifications & Experience:
  • A degree in Law from a recognized university
  • A minimum of 5 years experience in the relevant field
  • Broad exposure and relevant experience in legal practice in contract/agreement drafting
  • Experience in working with donors will be an added advantage;
  • Must be computer literate

Duty Station

Terms and conditions of Service

This position is EU funded and is a non established position whose contract terms are limited to the period of support; it may be renewed subject to performance and extension of the funding. The post offers attractive consolidated remuneration package.
