We now need people with the talent to lead in bringing the M&E framework into life.
 
The job
 
As the Regional Monitoring and Evaluation Manager, you’ll be driving the development of our M&E framework and specific M&E initiatives across our country and regional programmes in the Horn and East Africa Region.
 
In addition to leading on specific M&E initiatives, you will also help to build the capacity of our country and regional offices by providing technical assistance, advice and training. 
While technical skills are important, such as managing large amounts of data and experience in leading and designing quantitative and qualitative evaluations, this role carries broader responsibilities as the focal point for M&E in the region and it will be crucial that you can prioritise and balance needs of a wide range of stakeholders as well as build effective relationships.
 
This role is part of a global M&E team that is spread across Africa, Asia and supported from the UK. 
While your focus will be on building evidence about our impact in the Horn and East Africa region, we also expect you to contribute at all levels, bringing your skills and expertise to work with colleagues in other regions and to shape VSO’s global M&E approach. This role will involve regional and international travel on occasions.
 
You
 
You will have a solid background in M&E and experience, ideally gained in working in a development context.
 
Accompanying your technical skills in qualitative and quantitative approaches to evaluation, you will be effective in managing complex data and data collation processes. 
What is more important however is your ability to communicate your analysis and M&E concepts clearly and simply. 
You will be an approachable expert who can quickly translate M&E jargon into ordinary English and deliver on projects with a pragmatic and practical approach.

About the position

ICRAF seeks to recruit a candidate for the position of Senior Scientist: Capacity Development to be based at its headquarters in Nairobi, Kenya. Reporting to the Deputy Director General responsible for Partnerships and Impact.
The incumbent will provide leadership in the following key areas which are illustrated in ICRAF’s capacity development strategy:
  • Assess partner needs and identify capacity constraints;
  • Develop and implement intervention programmes and projects for agroforestry capacity development (including methods and tools for assessing success/impact);
  • Capture the capacity development aspects from CGIAR Research Programmes (CRPs) and develop effective strategies for implementation and monitoring them in partnership with sister CGIAR centres and partners
  • Incorporate the partner capacity needs into resource mobilization proposals for donor support;
  • Enhance coordination and quality management of ICRAF’s capacity development work;
  • Support the development of learning resources and curricula;
  • Undertake research on capacity development in agroforestry and closely related areas and organizations; and
  • Work with ICRAF scientists to strengthen partner capacity.
Requirements
  • PhD in Agroforestry, Agriculture, Forestry, or other relevant discipline with specialization in environment or natural sciences
  • A minimum of ten years post-graduation experience in capacity development in a tropical developing country
  • Demonstrated track record of research, publishing and evaluation in the capacity development field at international level
  • Fluency in oral and written English is required; ability to communicate in Spanish and/or French would be an added advantage
  • Excellent interpersonal and communication skills, especially in a multicultural environment
  • Excellent facilitation skills
Of added advantage would be:
  • Qualifications and/or experience in education and educational technology
  • Familiarity with the CGIAR system
  • Familiarity with agriculture and forestry in Africa, Asia and Latin America.
