National Technical Manager (NTM)

Chemonics International Inc., a leading international consulting firm based in Washington, D.C., seeks experienced professionals for USAID’s Famine Early Warning Systems Network (FEWS NET III), the world’s premier provider of high quality food security analysis and early warning. 

Created in response to the 1984 famines in East and West Africa, this $200 million, five-year activity (2012-2016) aims to collaborate with international, regional, and national partners to provide timely and rigorous early warning and analysis of potential, emerging, and/or evolving food security issues in order to inform appropriate humanitarian response.

 The project currently covers 31 countries, with plans to expand over the coming five-year phase. 

This position is based in Nairobi, Kenya.

Position Description

The National Technical Manager (NTM) serves as the technical and administrative head of the Kenya office.

The NTM is responsible for activities in four areas:
  • Efficient, focused food security monitoring, early warning analysis, and response planning, including maintaining a knowledge base composed of, at a minimum, livelihood zone profiles, commodity trade flow maps, sub-national seasonal monitoring calendars, and technical databases covering commodity prices, rainfall, agricultural production, population, historical assistance flows, and nutrition/health; and developing and updating seasonal monitoring plans;
  • Effective communication of this analysis to partners and decision-makers through high quality reports and briefings;
  • Capacity strengthening and network management, including collaborating with national, regional and international partners;
  • Project administration and management, including regular reporting requirements;
  • S/He will collaborate with a team of regional technical experts and other technical managers of the area. The NTM will be required to conduct regular field assessments of food security conditions and travel intensely within his/her country of posting, and some international travel in sub-Saharan Africa, Europe, and the United States may be required.
Qualifications
  • At minimum, a Master’s degree in a discipline that is directly relevant to food security analysis
  • At least five years of relevant country or regional experience in early warning/food security informationsystems, food security analysis, as well as other related fields;
  • GIS applications and mapping skills;
  • Excellent computer skills;
  • Excellent communication and interpersonal skills, coordinating with partners and stakeholders;
  • Supervisory, management, and donor coordination experience; and
  • Excellent analytical and report-writing skills.
  • Excellent command of English;
  • Ability to speak local languages other than the national language will be an asset.

School Health and Nutrition Project Officer

Job Purpose:
  • Based in Nairobi, the Project Officer will provide oversight to local implementing partners to ensure quality programme delivery and support for the school health and nutrition project in 15 schools within informal settlements in Nairobi.
  •  Targeting underserved, primary school-aged children, we aim to positively contribute towards their educational performance, healthy growth and personal development.
  •  The Project Officer will link another 25 school communities to health education and information dissemination to reinforce healthy behaviors at school, home and the broader community.
Key Accountabilities
  • Using best practices and a child rights focus guide, support and supervise all aspects of the SHN project in 15 informal schools using sound project management practices to meet project objectives, in collaboration with local implementing partners, district level government entities, school management committees, school communities and children.
  • Facilitate training, equipping and mentoring teachers, school support staff and School Management Committees to recognize early signs and symptoms of common illnesses in children.
  • Apply community mobilization methods to facilitate training of School Management Committees, head teachers, teachers and school support staff on SHN concepts, cascade information to school communities, students and other stakeholders.
  • Assist in organization of external technical assistance, school community participation, application of child participation methods as well as gender focus.
  • Support local partners in preparation of beneficiary school selection, detailed implementation plans, project financial and narrative reports. Document case studies and success.
Person Specification
  • Bachelor of Science or Bachelor of Arts degree in relevant field with at least five years experience implementing community health projects, preferably school health in urban setting for a NGO. 
  • Collaborative team player experienced working with local partners, school communities, community health workers and government officials. 
  • Competency in report writing; organizational and interpersonal skills. 
  • Comprehension of child rights, child protection, sensitivity to issues affecting children.
