GIS Assistant (Shelter) Job in Dadaab Kenya

Position Title: GIS Assistant - Shelter

General Functions
 
Under the overall supervision of the Chief of Kenya Mission with coordinating function for the Horn of Africa and under the direct supervision of the Head of Sub-office (HSO) Dadaab, the successful candidate will assist in the implementation, monitoring and reporting of IOM activities aimed at supporting integrated response to refugee influx and improving facilities for the host community through the establishment of a GIS database.
 
He/She will produce and disseminate various information classified from a database and be responsible for analyzing baseline and monitoring data and creating new measurements into IOM work-plans and systems.
 
Essential Functions
  • In collaboration with project staff, ensure monitoring information is included in the database.
  • Analyze baseline and monitoring data to determine which further assessments may be needed.
  • Prepare periodical reports based on the analysis of information collected from meetings, reports and other sources.
  • Assist in the review of the movement and shelter program’s implementation and contribute to prepare and formulate reports.
  • Design and coordinate data collection, analyze the results, and present clear findings to the IOM authorities.
  • Oversee data collection and manage systems to store and analyze data.
  • Assist in developing program strategies and direction by providing relevant information status.
  • Perform other duties as may be required from time to time. 
Desirable Qualifications
 
1. Completed Bachelor’s Degree preferably in Information Technology, Mathematics or related field from an accredited academic institution.
 
2. At least five years professional work experience in database development and administration.
 
3. Proven experience with Geo-database ArchSDE & RDBMS, GIS mapping analysis and reporting and GPS.
 
4. Desirable IOM Competencies:-

General Functions:
 
Under the overall supervision of the Head of Sub-Office Dadaab and under the technical supervision of the Procurement and Logistics Officer in Nairobi, the incumbent will perform routine administrative functions in the area of procurement, logistics and common services for IOM Dadaab.
 
Essential Functions
  • Receive all procurement and supply requisitions in relation to the shelter project and make sure all are endorsed prior to procuring.
  • Solicit for offers and quotations, and prepare Bids analysis accordingly.
  • Share and advice the project manager and supervisors on offers collected and best goods/services to be procured.
  • Ensure all purchases are performed according to IOM procurement rules.
  • Prepare Purchase orders/ contracts and ensure all approvals are obtained, deliver the Purchase orders to the suppliers and obtain their signatures on the same.
  • Follow up with suppliers and ensure timely and proper delivery of the Goods/ Services.
  • Coordinate with the receiving unit on Goods/Services to be received and obtain the satisfactory delivery notes and invoices from the receiving unit. Follow- up and ensure timely delivery of requested supplies and materials and keep the concerned project staff informed on the status of the delivery.
  • Conduct first review of vendor invoices to ensure compliance with order and goods received.
  • Prepare Payment requests and ensure timely payment to suppliers/ service providers.
  • Prepare contracts for Purchase of goods/ services including rent of property, and make sure timely payment is processed.
  • Maintain proper and updated data base of contracts.
  • Conduct and follow up the office needs of stock, expendables, services and share the same with the Procurement & Logistics Assistant I Dadaab.
  • Provide full logistical support for delivery and construction activities related to IOM’s shelter project including transport to and from Nairobi.
  • Ensure appropriate records regarding assets disposal; ensure assets are located accordingly and used in IOM’s best interest.
  • Maintain proper filing system for all procurement documents.
  • Perform any other duties as may be required from time to time.
Desirable Qualifications
 
1. Bachelor’s Degree in Purchasing and Supplies, Business Administration, or related field from an accredited academic institution.
 
2. At least five years professional experience in the field of procurement and logistics.
 
3. Working knowledge in international procurement a must.
 
4. Desirable IOM Competencies:-

Main Purpose of the Job

To coordinate the design and implementation of policies and programs to strengthen food security and food safety with a focus on aflatoxin abatement as well as dietary diversification and nutrition throughout the East African Community region. 

This will include focusing on the linkages between health, agriculture and trade for the production and consumption of adequately nutritious and safe foods. 

Primary duties/Responsibilities

Specifically the Principal Public Health and Nutrition Officer will be responsible
for the following;
  1. To provide strategic and technical support to the EAC Secretariat and Partner States in the design, implementation and monitoring of regional multisectoral programs in aflatoxin prevention and control as well as public health nutrition and dietetics.
  2. To coordinate and strengthen the cross linkages between health, agriculture and trade to improve food security and food safety, public health, nutrition,  dietetics and trade in the region as indicated below
General Responsibilities:
  1. To support the establishment of the Partnership for the Control of Aflatoxin in Africa (PACA) region with special attention to raising awareness,  strengthening existing efforts to control aflatoxin, supporting the effective policy and regulatory environment, address key public health issues and promoting dietary diversity towards healthier consumption practices all with links to the agricultural and trade sectors
  2. Facilitate the convening of regional technical and expert meetings, workshops and consultancy studies for continuous joint review, harmonization and enforcement of health, agriculture, trade and related policies
  3. Coordinate and promote the conduct of health research, source, gather, analyze and disseminate the findings for the purpose of relevant policy formulations which can be applied for the enhancement of food safety related to aflatoxin, nutrition and dietetics
  4. Strengthen linkages with potential partners and identify funding opportunities to support aflatoxin control and prevention as well as public health nutrition and dietetics related activities.
  5. Promote the development of good nutritional standards and the popularization of indigenous foods in accordance with the relevant provisions of the EAC Treaty.
Qualifications and Experience
  • A basic degree in health, food science and technology field or agriculture
  • A Master’s Degree in Public Health or related degree from an accredited university is an added advantage.
  • At least 7 years relevant experience, 3 of which must be in management and food safety and other relevant food security issues

Skills and Competencies
  • A working knowledge of aflatoxin issues within the region including the cross-sectoral linkages between the health, agriculture and sectors is required.
  • Understanding of scope and mandate of regional level organizations
  • Good understanding of political dimensions of EAC work and mandate
  • Be fully fluent in speaking, reading, and writing in the English language (applicants may be asked to submit a sample of previously written work in one of the above mentioned policy and program areas).
  • Applicants must be willing and able to travel across the East Africa region for the purpose of policy and program development and implementation.
  • Experience with donors, private voluntary organizations, national governments and other regional and international institutions is required.
Terms and Condition of Service

The position has an initial two-year contract that may be renewed subject to satisfactory performance and availability of donor funds. This position will be subjected to the EAC quota system.

General Functions
 
Under the general supervision of the Head of Sub Office (HSO) Dadaab and the direct supervision of the Shelter Program Manager, Dadaab, the incumbent will be responsible for providing technical support in the area of community outreach and coordination of shelter activities in Dadaab.
 
Essential Functions
  • Assist the Shelter Project Manager in the supervision and management of the day-to-day operations of the shelter unit and projects, including developing short and long-range goals, objectives and budgets, coordinating activities with the senior engineer, other departments and agencies, overseeing records maintenance, monitoring budgets and approving and monitoring expenditures, overseeing reporting requirements, evaluating program or project service delivery and cost effectiveness; ensuring that procedures are being followed and assisting in resolving complex problems which require professional level input.
  • Supervise and guide community outreach staff on a daily basis, including determining workloads and schedules, developing, implementing and interpreting policies and procedures, evaluating and training staff and making hiring and termination recommendations.
  • Monitor and supervise the project design, including reviewing work plans and giving advice on corrective action. Attend and represent IOM in relevant non-technical meetings with UNHCR, donors, shelter partners and various stakeholders as necessary.
  • Develop and implement monitoring and evaluation tools for all activities related to the community outreach component of the shelter project.
  • Train, guides and orients new field support staff involved in the implementation of community outreach activities.
  • Ensure proper financial management of all IOM shelter-related activities in Dadaab in close cooperation with the senior engineer, procurement, logistics and other relevant units of the Mission.
  • Report on a timely basis on the progress of the shelter and infrastructure project as well as on any external causes which may interrupt the ongoing or planned activities.
  • Maintain regular liaison with relevant counterparts in Dadaab where and when necessary.
  • Regularly update the Program Manager on the progress of the shelter project.
  • Together with the Program Manager and Senior Engineer, liaise with prospective donors and draft proposals and budgets for shelter related activities.
  • Perform any other duties that may be required from time to time.

1. Completed Bachelor’s degree in Project Management from an accredited academic institution.
 
2. At least 7 years professional work experience in project management in a complex humanitarian environment.
 
3. A strong working knowledge in the area of protection.
