The United States Embassy - Information Specialist Job in Kenya

The United States Embassy – The Public Affairs Section (PAS) of the Somalia Unit has an opening for the position of Information Specialist.

The incumbent serves as the lead Locally Engaged Staff advisor to the Public Affairs Officer (PAO), the Special Representative for Somalia, the Deputy Special Representative and other agency and section heads on issues concerning Somali media.

Monitors local and significant Diaspora Somali media, flagging and providing English language summaries for stories of interest.

Prepares media reaction reporting as needed and a weekly media report for the Somalia Unit on local news items of significance.

Places Washington and PAS materials in local media. Works with Somalia media to ensure accurate, positive, and frequent coverage of Somalia events, initiatives, and USG foreign policy priorities.

Cultivates, develops, and maintains senior-level contacts at the TFG Ministry of Information as well as the Ministries of Information of regional administrations and with government and private media entities, and professional associations.

Assists the PAO in organizing and coordinating media workshops, lectures, and conferences to promote Mission goals and build local media’s professional capacities.

Assists in planning and implementing major information program events. Acts as press site officer for VIP and embassy personnel visits. Serves as the Somalia Unit’s Virtual Presence Post webmaster and, in coordination with the PAO, develops and implements a strategy for social media engagement.

Submits Mission Activity Tracker (MAT) entries for all information programs and assists with the media portions of MAT entries as needed. Translates/transcribes from English to Somali, Somali to English as needed.

Requirements:

  • Bachelor’s degree in journalism, communications, marketing, liberal arts, political science or economics is required.
  • At least five years of progressively responsible experience in communications, media, or policy analyst environment is required.
  • Level IV English and Level IV Somali ability is required.
  • Must have excellent general knowledge of the host country institutions, history, and key figures, particularly in the mass media.
  • Must be able to develop and maintain effective working level contacts among senior and mid-level government officials, media owners/publishers, editors, broadcast managers, news directors, and working journalists.
  • Ability to offer oral translation from Somali to English.
  • Must be computer literate, with experience in Microsoft Office applications, face book and twitter.

Key Responsibilities
  • Smooth Running of IR Kenya Operation in the field in terms of Logistics, procurement, asset management, fleet management, HR &ICT, Facilities management, security Coordination.
  • Ensure overall provision of and adherence to IR Kenya policies, procedures, guidelines, systems and standard practices for Logistics, Administration, ICT and human resourcing (HR).
  • Oversee and participate in the development and implementation of staff training and capacity building programs
  • Oversee the staff awareness, implementation, field interpretation/approved customization and maintenance of IR Kenya Logistics, Administration, ICT and HR policies, procedures, guidelines and systems with proper tracking, documentation.

  • Ensure that proper asset storages are set up and organized according to the accepted logistic requirements.
  • Ensure that IR Kenya security procedures and plans are in place and implemented accordingly. These procedures should also be developed and periodically updated as required.

The position will report to the Program Director for Africa, Middle East and the Board in Kenya.

Job Purpose:

The National Director will exercise overall control and supervision of all activities of the organization.

The Employee shall, in all his/her actions, be responsible and accountable to the Board of Directors and subject to the general laws and other legal provisions of the country.

Essential duties and Responsibilities

a) Leadership and Strategic Management
  • Provide leadership, development and Implementation of the organization’s operational strategy for the regional offices in the country.
  • Provide a productive work environment by being an example to others and supporting ongoing development of staff.
  • Oversee and review the work of staff and the quality of their work outputs, at the same time guide and define tasks.

  • Contribute to providing information and recommendations of significant developments, emerging opportunities and challenges in area of responsibility to the Program Director
d) Staff Supervision
  • Supervise the performance of senior staff and provide clear direction and regular monitoring on
  • performance.
  • Provide coaching and mentoring to staff and ensure their on-going learning and development.
Educational Requirements:
  • University degree in Business Administration, Project Management or Entrepreneurship.
  • A Masters Degree in Development Studies/Project Management or related fields will be an added advantage.
Relevant Experience and Other Requirements:
  • Minimum 12 years of professional work experience in housing finance and/or micro finance or urban and regional planning, housing or social science relevant to Human settlement in Kenya or East Africa.
  • Minimum 7 years experience in Senior Management. Experience in housing microfinance will be an added advantage.
  • Proven experience in leading and managing staff, including recruitment, staff development, training, mentoring and performance assessment.
  • Demonstrated financial management experience, including the preparation and management of budgets and contracts, and the management of banking activities and adherence to procurement procedures.
  • Broad-based exposure and implementation of policies and procedures
  • Good supervisory and interpersonal skills, as well as the ability to liaise effectively with Senior Management and other staff.
Skills and other core competences
  • Ability to travel nationally up to 50%.
  • Ability to think globally whilst taking into account the constraints of working at grass root levels.
