Accounts Assistant

Location: South Sudan
Contract Length: One year initial contract with possibility of renewal

Working with the South Sudan Finance Manager on a day– to day basis, he/she will be responsible for the administrative functions of the accounts department and will be responsible for processing of all accounts payable functions and provide general support to the Accounts Department.

Responsibilities:
  • Make all the cash payments in accordance with the established procedures.
  • Prepare the Petty Cash report for replenishment.
  • Review all invoices received in person or by mail and distribute to the appropriate departments for approval.
  • Raising payment vouchers, making approved payments and ensuring that all expenses are adequately supported.
  • Preparation of the financial reports to be submitted to the Finance Manager.
  • Preparation of quarterly and annual accountability reports to the regional office
  • Record the transactions in the ACCPAC software program.
  • Generate the corresponding check and check documentation and update the bank balances.
  • Batch the checks by country and forward to the designated accountant for review.
  • Arranging for appropriate delivery of payments and file the documents as per the established procedure.
  • Research petty cash and accounts payable issues as requested by vendors or accounts department staff.
  • Prepare documentation needed for annual audit and project audit as requested.
  • Assist the Finance Manager with review, project and audit functions as requested..
  • Provide bookkeeping and accounting services to the project.
Qualifications and Experience:
  • CPA 111 holder from a recognized institution with a minimum of 2 years experience in a similar position.
  • Familiarity with not-for-profit Accounting systems will be required.
  • Knowledge of ACCPAC Computerized accounting software and proficiency in other computer skills is a MUST.
  • Experience working with an NGO or UN agencies
  • Ability to function independently and take initiative as required.

  • Above average functional knowledge of MS Office suite.
  • Ability to work in and contribute to an environment for effective team functioning and building.

Legal Officer (Rwanda)

The Position

The role holder will be responsible for providing legal advice to the Bank in the area of compliance, documentation, recovery and other legal advisory services.

Key Responsibilities
  • Responsible for all legal matters associated with the bank.
  • Ensuring statutory and contractual compliance by the bank.
  • Drafting and vetting of legal contracts and service level agreements.
  • Managing the legal risk of the bank.
  • Review and vet facility letters, agreements, security and other legal documents for corporate borrowing customers.
  • Instruct and liaise with the Bank's external lawyers on various matters including non-standard form facility and security documents.
  • Conduct legal compliance checks prior to disbursement of approved credit facilities to ensure legal documentations are in compliance with statutory requirements; the approved terms and conditions stipulated and confirm conformity of credit facilities with approved collateral margin requirements.
  • Attend EXCO meetings to take minutes and give legal advice on facility and security documents and structures when required.
  • Attend Board Credit committee and ventilate measures taken to mitigate legal risks and guarantee protection of the bank’s interest on applications presented for board approval
  • Draft and review templates & standard forms for facility, MOUs and security documents and agreements to be used in connection with new products to be launched by the Bank.
  • Prepare legal queries and facilitate solicitation of legal opinions from external counsel to identify legal and regulatory risks and issues.
  • Provide legal advice in connection with the Credit function of the bank generally and liaise with external legal counsel on legal matters relating to credit.
  • Instruct external lawyers and follow up to conclusion all court cases instituted for and against the bank.
  • Recommend cases for write off where recovery through litigation has proved futile.
Candidate’s Qualifications, Knowledge and Experience
  • A Bachelor of Laws (LLB) from a recognized university
  • Certificate of Admission to the Roll of Advocates/ Bar Association
  • Possess the current year’s practicing certificate
  • At least 3 years post admission work experience in a commercial bank involved in retail and corporate lending or a busy law firm acting for banks and financial institutions;
  • Knowledge of court rules and procedures;

Management Accountant

Basic Function:

The management accountant will be responsible for the improvement of productivity and growth of the organisation as well as help the management in taking correct policy-decisions, improving the efficiency of operations and to supervise and coordinate the accounts department.

Principal Roles and Accountabilities:
  • To establish, coordinate and administer, as an integral part of management, an adequate plan for the control of operations.   • The initiation, preparation and issuance of standard practices relating to all accounting, matters and procedures and the co-ordination of system throughout the Company including clerical and office methods, records, reports and procedures
  • The approval for payment(and / or countersigning ) of all cheques, promissory notes and other negotiable instruments of the Company which have been signed by the treasurer or such other officers as shall have been authorized by management or form time to time designated by the Board of Directors
  • To keep and maintain the security documents of the Company in the safe in conformity with the regulations established from time by the Board of Directors.
  • The preparation or approval of the regulations or standard practices, required to assure compliance with orders of regulations issued by duly constituted governmental agencies.
Qualifications and Requirements:
  • BS in Accounting or Finance, MBA
  • CPA (K) highly desirable
  • At least 5 years experience in a progressively financial leadership role
  • Strong working knowledge of Accounting
  • Strong analytical skills, ability to communicate and manage well at all levels of the organization

Job Context

Handicap International is present in Dadaab refugee camps since 2007 through its development department.

In response to the recent and massive influx of refugees, Handicap International’s Emergency Response Department has launched in August 2011 a holistic approach called Disability and Vulnerability Focal Point (DVFP) to respond to the needs of the most vulnerable newly arrived refugees.

The strategy of these DVFPs is to identify most vulnerable persons and enhance their access to essential basic and specific services through different mechanisms as well as through direct services’ provision.

Handicap International is also currently launching a new activity to respond to the needs of people suffering from ARI (Acute Respiratory Infections) especially amongst malnourished children.

After a period of suspension of most of our activities due to the degradation of the security context, we are now resuming our emergency activities with new modalities.

Global Objective of the Position

The main objectives of the position are:
  • To support technically the different DVFP field teams in the elaboration and implementation of activities promoting psychosocial support of conflict and/or drought affected refugee population.
  • To support directly the vulnerable refugee population with psychosocial group activities tailored according to the needs identified
  • To evaluate the impact of our activities on the well being of our beneficiaries.
He/she will have to help and reinforce HI’s team’s capacities in taking into account the vulnerable persons specific psychosocial needs in all DVFP activities.

Under the supervision and coordination of the DVFP Team Leader and of the DVFP Project Manager, he/she will also be responsible for implementing specific psychosocial support group activities for the most vulnerable people identified with psychosocial needs.

These specific activities, implemented through the different fixed and mobile Handicap International’s DVFPs aim at providing psychosocial support to people in need and their families. The objective is to promote expression of each individual in a secure, trustful and defined holding environment as guardian of the individuals’ suffering.

The Psychosocial worker / Psychologist will develop tools and methodologies to contribute responding to the different psychological and psychosocial needs identified through groups activities (group discussions, activities through other medium as creative activities, recreative activities, social activities, daily activities, etc…)

He/She will be responsible to evaluate and report on all psychosocial related activities implemented by him/herself or by any other member of his/her DVFP team.

Responsibilities
  • Helps the DVFP team members identifying specific psychosocial needs of our beneficiaries, contributes to the assessment of these needs and/or directly assesses these needs as required
  • Assesses vulnerable persons’ psychosocial and psychological issues and refer internally or externally as needed respecting confidentiality and the right of the beneficiary.
  • Participates in the analysis and reporting of psychosocial issues in the refugee population
  • Supports and builds DVFP team members’ capacities on psychosocial support approaches and activities according to the needs identified through field visits (analysis of training needs, elaboration of training material, etc…)
  • Elaborates, proposes and implements psychosocial support group activities for psychologically vulnerable persons identified adapted to the needs identified.
  • Regularly conducts specific psychosocial group activities (adapted and appropriate to each one’s specific needs and capacities) and ensure follow up of the beneficiaries.
  • Supports social workers in the implementation and animation of certain psychosocial group activities when they have been identified as in capacity of implementing them
  • Reports quantitative (through Follow Up Form, Data Base and reports) and qualitative data and analysis to your Psychosocial Technical Advisor / Project Manager
In specific cases, and if the beneficiary agrees, do mediation between beneficiaries and families or between families and other structures.
