CARE International - Somalia Emergency Director

CARE International is an NGO working in Somalia. CARE and its partners work with vulnerable communities to address the underlying causes of poverty and promote peace and development, as well as mitigating immediate suffering caused by drought, conflict and displacement.


Reporting to the Country Director, the Emergency Director will provide overall leadership and direction to all CARE emergency programs in Somalia, including all water and sanitation programming and is responsible for ensuring all emergency programs reach their goals and objectives.


S/he must be experienced in donor liaison, proven experience in managing large, complex programs in conflict affected countries; and should demonstrate experience in emergency preparedness planning.


The Emergency program is multi sectoral and the Emergency Director should demonstrate
experience in working with diverse staff, and numerous partners.


The program has a particular emphasis in the water and sanitation sector, and experience of managing such programs is preferred.


The position will work closely with the CARE program coordinators, area managers, project managers and local partners. The position is based in Nairobi with 50% travel to Somalia.

Background

South Nyanza Sugar Company Limited is a leading Government owned miller of sugar in Kenya situated 160 Kms South of Kisumu City.

The company is in the process of computerizing its systems and therefore wishes to invite expression of interest from interested and competent /specialized firms in IT for the supply of a suitable Enterprise Resource Planning Software (ERP) and Agriculture Management System (AMS) that would automate the functions of the whole organization.

Objective of the assignment

The objective of the project will be to implement an Enterprise Resource Planning Software (ERP) and Agriculture Management System (AMS) that provides key functionalities.

Scope of Services

The scope of services will cover but not limited to implementation in the following areas:

1. Enterprise Resource Planning
  • Financials; Procurement & Material Management;
  • Sales Distribution; Production; Payroll & HR ; system Administration
  • Workflows for all relevant areas like procure to pay, leave management, etc
2. Specific Agricultural Management functionality

Criteria

7) Demonstrate the ability, capacity and experience to undertake the assignment

a) Local Kenyan company must have an annual turnover of over 100 million.

b) Give reference letters of at least three (3) corporate clients where you have implemented ERP with at least over 100 system users and detailing modules implemented. At least one of the clients in Kenya.

c) Proof of ERP implementation for a large Agricultural processing firm.

d) Provide signed curriculum Vitae’s of key personnel with relevant software and hardware compliance proposed for assignment. At least 3 must have relevant software experience and must have participated in some of the references indicated. In addition must have local certified staff for after sales support.

e) Capability of the system to integrate with scada system and other sub-systems. It should also seamlessly integrate with office tools.

f) An authorization letter from the global ERP vendor.

g) Documented product development plan for the next 5 – 10 years.

8) Litigation/arbitration history for the last 5 years i.e. indicate a summary of complaints/suits filed touching on your organization relating to assignments carried out by yourselves.

9) Solution must be able to run on any operating system and widely known relational Database management system.

10) Software must have after sales support partners in the East African region.

A shortlist of between six (6) to eight (8) firms will be compiled in accordance with Public Procurement and Disposals Act 2005 and issued with a Request For Proposal (RFP) document with a clear terms of reference.
