Safety Officer

The Safety Officer will be responsible for offering advisory services to management on all Health, Safety and Environment issues.

These include and not limited to the following range of specialist areas; fire regulations, hazardous substances, noise, safeguarding machinery and occupational diseases.

Responsibilities
  • Preparing and ensuring implementation of health and safety strategies and developing internal policies.
  • Implementing the company Health and Safety Procedures and developing local work procedures to comply with legal obligations.
  • Carrying out job safety analyses and considering how risks can be reduced or eliminated.
  • Carrying out regular site inspections to check policies and procedures are being properly implemented and are working well.
  • Overseeing safety audits and keeping records of inspections’ findings and producing reports that suggest improvements.
  • Ensuring that staff is inducted according to the Safety Procedure.
  • Keeping up to date with new legislation and maintaining a working knowledge of all environmental, health and safety legislation and any developments in the industry, and liaising with regulatory bodies to ensure compliance.

  • Providing regular statistical summaries to Management and drawing attention to significant trends and occurrences.
Requirements
  • Degree in Environmental Sciences.

Workshop Foreman (Heavy Equipment Workshop)

Responsibilities
  • Responsible for maintenance of heavy equipment. This includes and not limited to the following makes; Komatsu, CAT, Volvo and Hitachi.
  • Ensure full utilisation of workshop available labour and resources to achieve planned operationaltargets.
  • Supervise subordinates to produce quality work.
  • Assist the staff technically and train them.
  • Ensure that the technicians carry out the jobs within the allotted time.
  • Ensure the most effective use of available time and equipment.
  • Give practical assistance, on-the-job training and technical advice to subordinates.
Requirements
  • Diploma in Mechanical Engineering (Automotive Option will be an added advantage).
  • Proven record of at least 8 years in maintenance of heavy equipment of which 4 are at a supervisory level.
  • Leadership skills.
  • Flexibility to varying working hours.

Carmix Operator

Responsibilities
  • Responsible for the proper mix delivery and proper slump of concrete from the car mixer.
  • Ensuring timely delivery to sites.
  • Inspect the inside of car mixer drum on a daily basis to ascertain excess buildup and/or worn fins and report any deficiencies to the supervisor.
  • Maintain the car mixer in a safe operating condition and report any mechanical problems immediately to the supervisor.
Requirements
  • Holder of KCE Division III or KCSE mean grade of C- (minus).
  • At least 3 years relevant experience in driving a mixer truck.
  • A clean driving record.
  • Ability to work with minimum supervision.
  • Reliable with high level of integrity.
  • Good communication and interpersonal skills.

The core of this program is a The Tahidi Youth Fund (TYF), which will be a youth-owned, youth-led and youth-managed financial facility to support local solutions for community economic development as it grows in value.

This program aims to appropriately empower Kenyan youth (15-30yrs) to strengthen their socio-economic and political stakes through youth-led and managed initiatives and institutions.

The TYF will in the first three years provide sustainable financial and skills development assistance to approximately 200,000 youth through a variety of youth-identified social and economic community development projects.
General Position Summary

Working under the direction of the Grant Coordinator, the Business Officer will ensures field-level and institutional compliance with the TYF grant operations manual and any other additional guiding policy under this program.

This position will work with other Business Officers and other stakeholders in a designated geographical area of operations, in order to engage directly with qualify, Youth Bunges (which are mobilized by the Yes Youth Can-Regional projects) to provide Community Development Grants.

The Business Officer will execute a standardized grant application process and procedure in a transparent, client friendly manner.

The Business Officer is a key function in fraud prevention and grant management at the field level.
Essential Job Functions
  • Engage directly with qualify Youth Bunges in an efficient, transparent, client-friendly manner in order to provide Community Development Grants to Youth Bunges. .
  • Provide qualifying Youth Groups with all information regarding the processes, policies and procedures of applying for a TYF Community Development Grant. Specifically highlighting the role and responsibility of the Youth Group.
  • Work in a respectful, transparent manner with the Youth Groups by creating an environment in which the Youth Groups are provided an equal space and opportunity to lead the grant application process in conjunction with the TYF Business Officer. .
  • Drive a client-friendly frontoffice service delivery process to all Youth Bunges that are engaged.
  • Work with the field Finance Officer to ensure smooth disbursement of funds to the Youth Bunges.
  • Ability to provide minimal technical assistance across a variety of areas such as: agriculture, light manufacturing, horticulture, technology etc. etc.
  • Work with the TYF team to gradually and effectively utilize information from the data base for future strategic planning of the fund from the 3rd year of operation.
  • Ensure proper filing of all hard copy documents and correspondences of clients.
  • Maintain a client file for all Youth Groups who apply for a YYF Grant.
  • Oversee effective communication and conduct outreach to all TYF potential clients on procedures for accessing funds, including time frames.
  • Present monthly fund updates to TYF management team.

Knowledge and Experience:
  • Five or more years of work experience with increasing responsibilities. Solid experience from the private sector preferred.
  • Experience implementing, monitoring and managing Community Development projects at the field-level
  • Bachelor's degree in economic development, or development related filed is preferred. A professional grant making training is desirable.
  • 2 years’ experience in grants making and management especially under a USAID grant.
  • Experience in identifying and managing fraud within the NGO, public or private sector preferred.
  • Strong organizational and planning skills,
  • Advanced computer skills in MS Office programs, particularly Excel
  • Excellent oral and written English skills

I: Job Summary & Purpose:

Reporting to the Water Engineer – Source & Quality, Water officer- sources will be responsible for general supervision of boreholes drilling, construction, equipping and commissioning process; this includes ensuring that the specific contract items contained in the contract are strictly adhered to.

Interpretation of the contract terms contained in the drilling contract and ensuring complete accomplishment.

Assessment of boreholes behavior, aquifer monitoring and report to Water Engineer for any alarming scenario for quick action. Provide accurate production record and interpretation for the same.

II: Tasks and Responsibilities

R 1: Water Resources Management

1.1 Assessment of day today behavior and operation of boreholes, checking for signs for preventive maintenance

1.2 Carrying out of aquifer monitoring procedures and tests and the interpretation of step draw-down, recovery rates and thereby come up with appropriate actions for remedy and sustainable exploitation of ground water resources

1.3 Capacity built the staff and other water users on the need to conserve water by using methods geared towards the general environmental conservation

1.4 Sensitize the staff on environmental impact assessment (EIA) issues and the mitigating factors, so that our operations as an implementing agency can meet the minimum standards as set up by the water resources management authority, national environment management authority (NEMA), and in conformity with the water Act 2000, laws of the republic of Kenya

R 2: Borehole Drilling and Development

2.1 Interpretation of the geological survey report before and during the drilling process and guiding the drilling contractor accordingly.

2.2 Ensure sample collection, labeling, storage, and litho logical logging during drilling, designing the borehole casing string, test pumping for all new boreholes.

2.3 The incumbent will ensure the drilling process is carried out in a professional manner with respect to the drilling tools, drilling foams and /or other drilling media, borehole uniformity and verticality.

2.4 Acquisition of aquifer data and hence design of the borehole on the basis of this data as well as the drilling logs obtained during the drilling process.

2.5 Ensuring the borehole construction is professionally carried out with the right and appropriate quantities of borehole construction materials such as gravel pack, casings and screens and other materials specified in the contract.

2.6 After the in depth analysis of abstraction rates, aquifer data, recommend boreholes for rehabilitation, development and upgrading where necessary.

2.7 After the supervision of test pumping procedures to completion, analyses the data and thereby come up and recommend a suitable capacity rated submersible pump and generation set, for water production installation.

R3: Work Supervision

3.1 Review monthly and circumstantial reports to the supervisor

3.2 Participates in writing sectors monthly Sitrep reports and the weekly highlights

3.3 Supervision of the test pumping process on the completion of borehole drilling and acquisition and interpretation of the test pumping data for the pumping plant design.

3.4 Carry out any other related responsibilities as would be assigned by the Water Engineer.

3.5 Give guidance to the borehole watchmen, pump attendants and water supply operator, on the mandatory procedures for preventive maintenance tasks

3.6 In Liaison with Plant maintenance unit (PMU), ensure proper servicing and repairs are done on time and as scheduled, using the right quality spare parts and consumables.

3.6 Other relevant duties assigned by the supervisor

R4: Reporting

4.1 Document and disseminate best practices on Water resources management in WASH coordination and other meetings in field level as may be required.

4.2 Review monthly and circumstantial reports to the supervisor

Road movement to and from work station to Garissa as well as inter-camp movement must be under police escort (Scheduled convoys). Strict adherence to security instructions all the time. It is a six days work station with a compensatory time off according to CTO policy.

The incumbent will be required to travel to Nairobi office and perform official responsibilities as will be required.

The incumbent shall reside in the CARE compound while executing official duties and shall obey and adhere to residential compound regulations.

  • Bachelor’s degree in any disciple relating to Water Resource Engineering,
  • 3 years proven experience working in developing countries, supervising borehole drilling works or conducting geophysical survey works.

Reporting to the Water Officer - Distribution, Water Meter Reader reads, records and reports readings water meters using a hand-held meter reading computer; interacts with customers and addresses questions and resolves complaints; reports abnormal or suspicious meter conditions or usage patterns; makes field repairs to meters; and performs related duties as assigned.

II: Tasks and Responsibilities R 1: Reading, Recording Water Usage

1.1 Reads and records consumer water meters in accordance with an assigned schedule and route; identifies sites for meter reading and uses maps to establish a systematic route; enters meter readings into a hand-held meter reading computer or book; ensures accuracy of readings.

1.2 Examines meters for signs of tampering and reports inoperative, leaking, malfunctioning, or damaged meters and registers; tags property; reports hazards including gas odors and exposed electrical wiring; reports violations of backflow prevention.

1.3 Answers general question regarding discrepancies in records other utilities - related subjects;

1.4 Compute the water consumptions per section, agency, institution etc and relays inquiries to Supervisor when appropriate.

R2: Repair and Routine Maintenance of Meters

2.1 Makes field repairs to water meters and performs routine maintenance; pulls meters for calibration; cleans brush, dirt or vines away from meter boxes using appropriate equipment and tools; generates requests to Maintenance and Operations for larger repairs.

2.2 Suggests changes to improve routing and meter location information.

2.3 Locates water meters for work and construction crews.

2.4 Assists in making emergency repairs to water mains.

2.5 Performs related duties as required.

R 3: Reporting

3.1 On daily and weekly basis record and prepare operational report related to water meter reading activities to supervisor.

3.2 Provide a record of all water meter read, functioning and non functioning meters to supervisor for further advice.
