Introduction

The National Biosafety Authority (NBA) was established pursuant to the provisions of the Biosafety Act No 2, and came into operation on 12th February, 2009 with an overarching mandate of exercising general supervision and control over the transfer, handling and use of genetically modified organisms with a view to ensuring safety of human and animal health as well as the provision of an adequate level of protection of the environment.

NBA is the competent institution of the Government of the Republic of Kenya to regulate all activities involving GMOs in food, feed, research, industry, trade and environmental release.

Mission: To ensure safe development, transfer, handling and use of genetically modified organisms

Core Values: In the implementation of the Authority’s Strategic Plan and achieving its mandate, the Authority is guided by the following core values:

Functions of the National Biosafety Authority

The functions of the NBA as provided for by the Biosafety Act 2009 include:-

a) To consider and determine applications for approval for the transfer, handling and use of genetically modified organisms(GMOs), and related activities in accordance with the provisions of this Act;

b) To coordinate, monitor and assess activities relating to the safe transfer, handling and use of genetically modified organism in order to ensure that such activities do not have adverse effect on human health and the environment;

c) To co-ordinate research and surveys in matters relating to the safe development, transfer, handling and use of genetically modified organisms, and to collect, collate and disseminate information about the findings of such research, investigation or survey;

d) To identify national requirements for manpower development and capacity building in biosafety;

e) To advise the Government on legislative and other measures relating to the safe transfer, handling and use of genetically modified organisms;

f) To Promote awareness and education among the general public in matters relating to biosafety;

g) To establish and maintain a biosafety clearing house to serve as a means through which information is made available facilitate the exchange of scientific, technical, environmental and legal information and experience with, living modified organisms; and

h) Perform any other function which is incidental to the performance of any of the foregoing functions.

Towards the definition of an image and brand for the Authority, NBA wishes to develop a logo for the authority through a competition open to the general public

Interested persons are invited to participate in the competition by designing a logo which best interprets the mandate and functions of the Authority.

Lutheran World Relief - Project Auditor Job

Introduction

Lutheran World Relief- East African Regional Office (LWR-EARO) is working with Neema and Makindu River Self Help groups to implement a 24 month-long project in Makindu District.

The project, Rapid Response to Hunger and Lack of Resiliency in Eastern Kenya, was started November 25th 2009, and is scheduled to end on November 30th 2011.

The main goal of this project is to bring vulnerable populations back from the brink of starvation by providing immediate access to food and water, and to avoid further expansion of the crisis by increasing resiliency and effective agricultural production in drought affected areas of Eastern Kenya.

The partners, in collaboration with the LWR-EARO, are in the process of identifying a competent auditor to carry out an external audit of the project.

The Project

The Rapid Response to Hunger and Lack of Resiliency in Eastern Kenya project is a US$647,628 project whose implementation period is November 25, 2009 through November 30, 2011 and is taking place in the Kiu and Mulili locations of Makindu District, Makueni county.

The project applies a multi-faceted approach, which includes a cash-for-work component, activities to boost local food and cash crop production and marketing, and an organizational strengthening component.

The key objectives are as follows:

Objective 1: Immediately increase food, non-food and water accessibility for 7,500 community members (and indirectly their 37,500 household members) through the provision of cash for work on the rehabilitation of Neema and Makindu river irrigation networks

Objective 2: Increase resiliency for climate and price shocks by boosting sustainable local production and farmer income through the acquisition of needed management and technical skills and access to financial services for more than 1,000 farmers in Makindu district

Objective 3: Build the capacity of Neema and Makindu SHGs to implement effective emergency response and agricultural resiliency programming

The Partners

LWR is working with two local partners in the Makindu District: NEEMA SHG is an umbrella CBO formed by 5 Self Help Groups (SHGs) representing 5 farms using water from Makindu River to irrigate their farms.

The five groups are based in Kiu Sub location, Makindu Division of Makindu District. NEEMA Self Help Group (SHG) was formed in 2006 and was registered with the department of culture and social services in April 2009 with a membership of 480.

The group started with an objective of improving household incomes through irrigation farming and collective marketing. The SHG management committee is composed of a 13 members and is tasked with scheduling and rationing of water among the 5 irrigation farms that use the same water source to irrigate their farms. Makindu River SHG Makindu River Irrigation Farms Self Help Group (SHG) was formed in 2006 under the name of Mtakuja Irrigation farm.

The name was changed from Mtakuja to Makindu River Irrigation Farms SHG in July 2009 when the group had to comply with new Government regulations for users of river water for irrigation to register with Water Resources Management Authority (WARMA) as a River Water Users Association. Registration with WARMA was done in July 2009.

The group was established with an aim of harnessing water from Makindu River and channeling it to irrigation canals for group members to grow crops for both consumption and income generation.

The group is based in Kiboko Location, Mulili sub-location of Makindu District and serves 180 members out of a total membership of 300. The group has been undertaking irrigation farming using water from Makindu River and although the river is dry, the group members have dug shallow wells along the river and use motorized water pumps to pump water to the canals.

Purpose and Scope of Work

The overall output of the consultancy is an audit report expressing an independent opinion on the financial statements on audit

Specifically:
  • Conduct an audit of partners’ financial records in accordance with International Standards on Auditing
  • Plan and perform an audit to obtain reasonable assurance that the partners’ financial statements are free of material misstatements
  • Examine partner projects’ financial transactions and accuracy and reliability of its supporting documentation
  • Assess the overall presentation of partners’ financial statements and make sure they are in accordance with the approved budget
  • Review procedures and management and examine if these provide adequate internal control;
  • Determine if there has been any significant effort to address issues raised in previous audits
  • Provide an opinion on the audit findings
Selection Criteria

Lutheran World Relief will select the audit firm based on a combination of criteria including: evidence of proficiency in the audit of domestic non-profit organizations, fees, and required time to complete the engagement.

Selected audit firm shall aim to complete the audit no later than 31st Dec 2011.

I. Senior Compliance Officer

1 Position

Duties and responsibilities shall include assisting the manager (compliance) in addressing complaints, review, development and implementation of procurement reviews (Audits), assessment, fraud and investigation strategies, guidelines and operation manuals; enforcement of recommended action plans; ensuring adherence to the mandatory reporting requirements to the Authority by procuring entities; and preparation of mandatory quarterly and annual reports.

The ideal job holder shall have at least three (3) years relevant experience in research and policy analysis and a degree in purchasing and supply management, commerce, economics, law, engineering, education, or a related field and diploma in purchasing and supply from a recognized institution or at least published one(1) research paper in a recognized journal.

IV. Capacity Building Officer II

1 Position

Duties and responsibilities shall include assisting the manager (capacity building) in developing and maintaining relevant databases on various metrics including utilization of public funds through procurement planning and budgeting, enabling public officials to adapt in a changing environment through capacity building interventions, level of capacity building at the system,
organization & individual levels; and initiating relevant partnership programs etc.

The ideal job holder shall have at least three (3) years relevant experience in a similar position or its equivalent and: degree in purchasing and supply management, commerce, economics, education, or a related field; and diploma in purchasing and supply or post graduate diploma in

IV. Compliance Officer II

2 Position

Duties and responsibilities shall include assisting the manager (compliance) in relevant data capture and analysis; maintenance of data on mandatory reporting requirements such as direct procurement and disposal to employees; termination of procurement process; publication of contract awards; and annual procurement plans.

The ideal job holder shall have at least three (3) years relevant experience in a similar position or its equivalent and; a bachelor’s degree in purchasing and supply management, commerce, economics, law, engineering, education, or a related field; and diploma in purchasing and supply or its equivalent from a recognized institution; and computer proficiency and a member of a relevant professional body.

V. Information Communication Officer II

1 Position

Duties and responsibilities will include designing and developing ICT applications; developing and maintenance of websites; maintenance of ICT equipments; supporting of ICT systems; and training of users.

The ideal job holder shall have at least three (3) years relevant experience in a similar position or its equivalent and a bachelor’s degree in information communication technology or a related field from a recognized institution. In addition, the candidate shall have experience in ERP’s applications, eg. Microsoft dynamics, website development, Linux/Microsoft server administration and be a member of a relevant professional body.

VI. Procurement Officer II

1 Position

Duties and responsibilities will include assisting the principal procurement officer in management of procurement proceedings including, initiating preparation and Implementation of procurement and disposal plans; maintaining databases of market price information; maintenance of procurement records, inventory management and management of procurement contracts; providing secretariat services to statutory procurement and disposal committees; preparation of data for procurement reports; and other duties as specified in the public procurement and disposal law.

The ideal job holder shall have at least three (3) years relevant experience in a similar position
or its equivalent and a bachelor’s degree in purchasing and supply management, commerce, economics, law, engineering, education, or a related field and diploma in purchasing and supply

VII. Clerical Officer II

1 Position

Duties and responsibilities will include maintaining case files of administrative review applications; receiving requests for reviews; assessing case fees; follows‐up on implementation of decisions; consolidating case documents from the entities; distributing case documents to the members; furnishing courts with information and relevant documents.

Other duties will involve compiling statistical records; sorting, filing and dispatching letters; maintaining an efficient filing system; maintaining / updating registry records; analyzing and compiling data; drafts letters and responses; and verify compiled statistical records.

The ideal job holder shall have at least three (3) year’s relevant experience, and a minimum grade C ‐ minus in Kenya Certificate of Secondary Education or it’s equivalent, and be computer
proficient.

VIII. Support Staff II

1 Position

Duties and responsibilities shall include preparing and serving refreshments; cleaning offices and PPOA premises; delivering letters and documents from office to office; ensuring all offices are closed and secure during non‐working days/hours; and other general office errands, manning the reception, receive and direct visitors.
