Senior Monitoring and Evaluation Officer (Evaluation & Research)

ICAP of Columbia University is working in partnership with the Ministry of Public Health and Sanitation and the Ministry of Medical Services to strengthen HIV Care and Treatment services at provincial and district health facilities.

This program is part of a US Government initiative against HIV in Kenya that receives funding from PEPFAR through the Centers for Disease Control and Prevention (CDC). Applications are invited for the position of Senior Monitoring and Evaluation Officer – Evaluation and Research

Location: Nairobi

Overall Job Function:

To provide technical support in the planning and implementation of Evaluation and Research activities within ICAP HIV/AIDS prevention, care and treatment program in coordination with the Kenyan Ministries of Health.

The Senior M&E Officer is accountable for the planning and conduct of evaluation and research development of tools and training. S/he will also be responsible for analysis of data for key conference presentations and manuscripts.

Key Responsibilities:

In coordination with the Country Director and with technical oversight from the Director of Monitoring and Evaluation and Research, the Senior Monitoring and Evaluation Officer (Evaluation and Research) is responsible for MER activities in particular:
  • Facilitate and offer technical support in planning and implementing of evaluation and research activities, including protocol design, implementation, data collection, data analysis and reporting writing.
  • Provide technical support and guidance to study coordinators at all stages of the evaluation and research.
  • Build and support multi-disciplinary teams required for the conduct of the evaluation and research.
  • Complete and compile all necessary research documentation and information to gain appropriate regulatory and ethical approval.
  • Ensure adherence to research methodology and evaluation standards, and ethical protocols.
  • Identifying research and evaluation staff capacity building needs, facilitating access to capacity building opportunities, and providing training and mentorship.
  • To lead design and analysis of data for key conference presentations and manuscripts.
  • Contribute to the development of ICAP Program/MER strategy, methodology and processes.

  • Advanced Degree in epidemiology and/or medical statistics.
  • At least 5 years experience in evaluation and research.
  • Strong statistical data analysis skills in the health field.

AGRA Policy Officer and Senior Program Officer / Program Officer Monitoring & Evaluation Job Vacancies


The Alliance for a Green Revolution in Africa (AGRA) is a not-for-profit organization formed in 2006 to work with African governments, farmers, donors, NGOs and the private sector to reduce hunger and poverty in Africa through agricultural development targeted at resource poor farmers.

AGRA has its headquarters in Nairobi, Kenya and an office in Accra, Ghana.

AGRA is seeking to recruit exceptional and experienced individuals to fill the following positions:

Policy Officer 

Ref: PO/09-11

This position will be based in Nairobi, Kenya, on a three year renewable contract and will report to the Director, Policy and Partnerships.

Specific responsibilities will include:
  • Identifying policy, institutional and regulatory constraints to the success of AGRA programmatic interventions and contributing towards a comprehensive policy strategy;
  • Evaluating and assessing the relevance of agricultural policies across AGRA target-countries and working with communities to develop regional frameworks for the harmonization of agricultural and trade policies;
  • Conducting analytical work to develop evidence-based policy and institutions for AGRA-target countries;
  • Assisting governments in designing and implementing pro-poor policies for accelerating uptake of green revolution technologies;
  • Designing marketing and pricing policy instruments for smallholder farmers and supporting the building of national policy advocacy platforms for influencing agricultural policy formulation;
  • Working closely with regional organizations on policy roundtable consultative processes with stakeholders; and
  • Monitoring and evaluating impacts of agricultural policies on key indicators.
Key Qualifications, Knowledge & Experience:
  • A postgraduate degree in Agricultural Economics, Public Administration or Economics, with a strong research and publications background;
  • A PhD and experience working within national, African regional or international organizations will be an added advantage;
  • At least five (5) years’ experience in designing and implementing agricultural policies in support of smallholder agriculture;
  • Strong analytical ability to design and evaluate policy options for promoting agricultural productivity growth;
  • Ability to engage in policy dialogue at high-levels in governments and work closely with a diverse group of donors; and
  • Fluency in English. Working knowledge of French will be an added advantage.
Senior Program Officer / Program Officer Monitoring and Evaluation 

Ref: SPO/PO/09-11

This position will be based in Nairobi, Kenya, on a three year renewable contract and will report to the Director, Monitoring and Evaluation (M&E).

Specific responsibilities will include:
  • Supporting the M&E team in reviewing and implementing the AGRA M&E plan, while incorporating the M&E frameworks, as well as in the implementation of M&E Implementing Agreements with Grantees and Partners;
  • Providing statistical and analytical support to the M&E team in designing and implementing surveys, as well as in the coordination of data collection activities and reporting systems and in setting procedures to ensure data quality;
  • Supporting the M&E team in providing appropriate and timely data and information to AGRA management and to the Board of Directors;
  • Identifying M&E plan implementation risks and mitigating actions, data collection and quality review needs and supporting the M&E team to draw TORs for specific M&E related-projects;
  • Supporting the development of the Management Information System (MIS) and providing technical assistance to AGRA Program Directors and the M&E Director in the design, development and implementation of the system;
  • Participating in external reviews and missions by AGRA Donors or other Africa Government Agencies; and
  • Supporting the M&E team in establishing professional linkages with development partners, resource centers, and institutions in the areas of monitoring and impact evaluation.
Key Qualifications, Knowledge & Experience:
  • An MSc. or PhD degree in Development Economics or Social Sciences with a minimum of ten (10) years’ experience in monitoring and evaluation of development assistance in Africa as well as three (3) years’ developing country experience;
  • A high level of Monitoring and Evaluation knowledge in Agricultural Development and Food Security with experiences in data and information organization and management skills;
  • Strong quantitative and qualitative analytical skills, including econometrics and statistical analysis;
  • Knowledge, skills and experience in key M&E standard tools as well as extensive experience and familiarity with computer applications; and
  • Fluent in English and French.

HIS Officer (1)

Will be based in Dadaab and will have the following duties and responsibilities:-

Duties & Responsibilities:-
  • Collect and compile data and indicators of progress of programs;
  • Transmit reports periodically and on request of the supervisor;
  • Check the completeness of good tools (registers, forms, reports, etc.) and ensure the validity of data;
  • Ensure quality and proper management of data:

Duties & Responsibilities:-
  • Monitor performance and attendance of Incentive staff at the hospital
  • Responsible for ensuring that all incentive /temporary workers contracts are signed and understood by both parties and time sheets are completed by all staff and submitted on time
  • Assists the doctors and nurses in ensuring that there are enough staff in the hospital wards
  • Liaise with IMC finance to ensure that all staff, including incentive workers, receive their salary and payments on time
  • Work with each hospital department and field logistics to ensure no stock out of supplies and consumables in the hospital
  • Supervise support staff to ensure cleanliness and orderliness of the hospital and its surroundings
  • Work with logistics team to ensure that hospital has enough power and water supply at all times
  • Represent the administration in the panel for any incentives interviews held at camp level
  • Perform any other duties deemed appropriate by his /her supervisor.

Duties & Responsibilities:-
  • Files all medical records promptly and appropriately
  • Ensures that all box files and other records are up-to-date and filed in a safe, orderly and accessible manner
  • Ensure that the records section has adequate supplies and materials at all times
  • Prepare and submit monthly report in a timely manner
  • Prepare medical certificates according to records for signature of appropriate medical staff, as needed
  • Files and maintains medical records/documents.
  • Establish and maintain records management system appropriate for the services provided
  • Perform any other duties deemed appropriate by his/her supervisor.
Qualifications Required:-
  • University degree in social sciences, public health or equivalent;

  • Ensure that all data entry are completed in a timely manner, and following up with the pertinent staff for any missing data or for clarification
  • Maintains and regularly updates databases, using appropriate software;
  • Assist in the coding of forms as needed
  • Provides output of reports, tables and graphs;
  • Participate in data compilation and report preparation;
  • Together and under the supervision of HIS Officer, monitor use of data collection tools
  • Assist in the conduct of trainings on information management
  • Any other appropriate work that will be assigned by supervisor
Qualifications Required:-
  • Diploma in Information Technology;
  • Good communications skills
  • Ability to work in a team but capable of working independently when needed
  • Experience in health records information is an added advantage;
  • Computer skills required, specifically with MS Excel & MS Access.
