Project OH&S Manager

The OH&S Manager will have overall responsibility for establishing and maintaining a high quality health and safety system for the project during the construction phase and then
lead this function into the operational phase.

This will include working with site contractor safety representatives, ensuring compliance with all legal requirements and ensure that the system is able to be complied with by all contractors and employees.

Key responsibilities include:
  • Establish a coherent safety management system for the project
  • Implement the system and monitor compliance
  • Developing and maintaining an emergency response system
  • Maintain safety reporting and statistics
  • Establish and maintain the operational training systems
  • Coaching and mentoring the OH&S Officer and other safety staff.

OH&S Officer

Reporting to the OH&S Manager, the OH&S Officer will provide support and up to date advice on OH&S matters.

Key responsibilities will include:
  • Assist with the development, review and implementation of site OH&S policy and procedures
  • General data entry and OH&S records management to meet site and statutory needs
  • Conduct site specific induction and general OH&S awareness training
  • Identify specific OH&S education and awareness needs and develop programs to suit
  • Conduct various audits and inspections as required
  • Assist with various site OH&S activities as required by the OH &S Manager

Purpose

Provide management of the monitoring and evaluation (M&E) components of the regional Strengthening Rural Youth Development through Enterprise (STRYDE) program, which will operate in Kenya, Uganda, and Rwanda.

The Regional M&E Manager will work closely with the STRYDE Regional Program Manager, other program and country management, as well as TechnoServe’s East Africa regional M&E Manager.

S/he will be responsible for enabling evidence-based decision-making processes by program leadership, timely development of STRYDE M&E systems, and effective implementation of STRYDE M&E activities.

Duties & Responsibilities

M&E Systems and Processes:
  • Establish a framework, methodology, procedures, and responsibilities for monitoring and evaluating program performance in accordance with the logical framework and reporting requirements;
  • Develop M&E systems for use throughout project lifecycle;
  • Undertake regular visits to the field to support implementation of M&E activities;
  • Ensure quality control and identify where adaptations might be needed;
  • Update existing IT systems that will allow for regular and ongoing aggregation, analysis and reporting of monitoring data;
  • Establish an M&E calendar for the duration of program that lays out start and end dates for major M&E deliverables, regular periodic analysis of data to identify and communicate lessons-learned, and regular periodic presentation of data and analyses to program management;
  • Work with senior program management to integrate M&E data into program planning and decision-making processes;
  • Plan and oversee M&E data collection and analyze such data to ensure relevancy and accuracy on a regular basis;
  • Review, monitor, and analyze reports for impact evaluation;
  • Help to identify the cause of potential bottlenecks in implementation;
  • Ensure that all M&E processes adhere to corporate, contractual, and donor standards;
  • Support the production of narrative and financial reports for internal and external consumption;
  • Contribute to determining the effectiveness of technical training packages.
Regional Coordination and Personnel Management:
  • Overall coordination and quality monitoring of STRYDE M&E team’s input and work content;
  • Manage program M&E staff assigned to each country;
  • Work closely with Regional Program Manager and EA Division Regional M&E Manager to help ensure that program workplans are on target to meet deliverables in a timely and effective manner;
  • Share analyses and trends with program team members to help synchronize program decision-making processes with M&E results;
  • Provide coaching, direction, and leadership support to program team members in achieving results;
  • Interface with other country, regional, and HQ staff;
  • Coordinate with Regional M&E Advisor on regional and corporate initiatives;
  • Ensure M&E information is shared and flows transparently within the program team and to other organizational levels, as appropriate;
  • Ensure that lessons learned in one area of operation are applied elsewhere, as appropriate;
  • Create, disseminate, and support country-level adaptation and use of standard templates and tools for key program deliverables, including but not limited to: key M&E indicators and templates, selection criteria, training materials, country-level work plans and other management and quality assurance tools;
  • Work with program staff to identify M&E needs at both regional and country levels and provide training, as appropriate.
Evaluation of Partners & Sub-contractors: 
  • Establish and maintain strong working relationships with local partners/ contractors in countries of operation;
  • Monitor and evaluate the effectiveness of partners and sub-contractors;
  • Make recommendations to senior program management on the quality of partners’ and sub-contractors’ services.
Requirements
  • Qualifications in business, economics, statistics or international development-related studies required;
  • At least 5 years of experience with M&E methods and approaches, including designing, planning, and implementing M&E systems, analyzing and reporting using a logical framework and other strategic planning approaches;
  • Strong interpersonal and management skills required;
  • Excellent oral and written communication skills a must;
  • Ability to develop well written, cohesive analyses and reports;
  • Strong analytical, program management, and financial analysis skills;
  • Personnel management experience required;
  • International development experience, entrepreneurship skills, and experience working with youth training and/or mentorship programs preferred;
  • Fluency in English required; Swahili and/or French language skills preferred;

Program Description:

Primary Purpose & Function:

Lead all aspects of TechnoServe’s operations in Tanzania to achieve sustainable economic development in a cost-effective manner.

Duties & Responsibilities:

The duties and responsibilities of this position fall into four broad categories: Fundraising, Operations, Leadership (people and strategy) and Administration.

Leadership
  • Regularly develop and adapt the country strategic vision and direction and execute it in keeping with TechnoServe’s overall strategic plan;
  • Establish and foster relationships with a broad network of donors, practitioners, government representatives and business leaders in the Tanzanian economic development field, assimilating and contributing to new developments in the sector;
  • Recruit, orient and provide for the professional development of highly effective staff in all functions;

Fundraising
  • Identify opportunities where TechnoServe can play a role in catalyzing more competitive, inclusive industries and entrepreneurship;

  • Secure funding for the country program by developing concepts, leading sound project design and writing winning proposals;
  • Cultivate and maintain TechnoServe in-country partner and donor relationships with USAID and other US government agencies; local government, bilateral and multilateral development/donor organizations; foundations and relevant local NGOs; private sector associations and corporations.
Operations
  • Oversee the design, planning and high quality, timely execution of TNS programs in the field;

Administration
  • Ensure high quality and timely donor reporting;
  • Oversee all TechnoServe Tanzania financial affairs, including budgets, adherence to effective internal financial controls and review of monthly financial reporting;
  • Act as legal representative of TechnoServe in Tanzania, conducting all affairs with the government, the media and partners in keeping with TNS policies and procedures;
  • Maintain good governance practices for all TechnoServe related entities in Tanzania in accordance with Tanzanian law;
  • Responsible for participation and compliance with all TNS corporate processes such as the annual planning process, attendance at the annual CD meeting, preparation of Program Status and pipeline reports and overseeing the correct and complete updating of the core indicator database.
Knowledge & Expertise:
  • Advanced degree in business, economics, agriculture or related field with 10-15 years solid professional experience with progressively higher levels of responsibility
  • A minimum of 2 years experience leading a business unit or large-scale project with responsibility for all aspects of operations
  • A minimum of 5 years experience working in a developing country, preferably in east or southern Africa.
  • Demonstrated ability to form, motivate and lead a diverse team to achieve results
  • Proven capacity to represent your organization among a diverse range of stakeholders and to fundraise effectively

Duties & Responsibilities

Program Management:
  • Establish and maintain program management and implementation systems, including a program workplan with clearly defined milestones;
  • Ensure STRYDE is implemented with sound managerial, technical, financial, human resource, and overall programmatic practices;
  • Ensure that all processes and activities adhere to corporate policy, legal and contractual obligations, and corporate and donor standards;
  • Provide coaching, direction, and leadership support to team members to achieve results;
  • Manage a regional program budget and monitor country budgets to ensure spending rates are on target;
  • Produce narrative and financial reports for internal and external consumption;
  • Ensure program targets are achieved;
  • Ensure technical training packages are of good quality, are appropriate to a given context, and that trainings are effectively reaching participants.
Regional Coordination and Personnel Management:
  • Overall coordination and quality monitoring of STRYDE team’s input and work content;
  • Manage a regional program team of technical experts and support country program teams;
  • Interface with other country, regional, and HQ staff;
  • Ensure information is shared and flows transparently within the program team and to other organizational levels, as appropriate;

  • Manage regional stakeholder relationships

  • Work with program staff to identify TNS technical assistance needs at both regional and country levels;
  • Work with country directors to ensure appropriate support for respective teams;
  • Facilitate communication of technical program staff with other regional staff;
  • Support new business efforts within the region, as requested.
Representation:
  • Establish and maintain strong working relationships with donor representatives;
  • Establish and maintain strong working relationships with local partners/ contractors in countries of operation;
  • Establish and maintain strong relationships with relevant stakeholders in each of the program countries and across the region, including government ministries, private sector companies, business associations, and civil society organizations;
  • Identify and lead opportunities to establish TNS as a leader in the sector, as appropriate;
  • Represent STRYDE and TNS at internal and external functions.
Requirements
