Tanathi Water Services Board is a State Corporation under the Ministry of Water and Irrigation created under Section 51 of the Water Act, 2002 vide Legal Notice No. 69 dated 4th June, 2008.
The Board has the legal mandate of ensuring efficient and economical provision of water services within its area of jurisdiction which covers Kajiado, Makueni, Machakos and Kitui Counties.

Project Engineer (2 No.)
Job Responsibilities- Planning and design of water & sewerage infrastructures
- Preparation of proposals for investment plan
- Preparation of proposals to donors for funding
- Evaluation of proposals for tender documents
- Supervision of consultancy Services.
- Supervision of civil engineering works
- Preparation of payment certificates
- Review of consultant certificates
- Facilitation of appraisal missions
- Adhering to design and construction standards
- Developing new water & sewerage schemes

Qualifications
- Must have a University degree in Civil Engineering from a recognized Institution.
- At least 10 years experience in a busy organization, 4 years of which must have served in a Senior Management position
- Experience in management of water and sanitation services which include project planning, design, monitoring and implementation of contracts and knowledge of water sector reforms
- Proven and demonstrated leadership, integrity , managerial and administrative skills
- Effective interpersonal, communication and negotiation skills
- Proficiency in AUTOCAD
- Proven ability to work under minimum supervision.
- A registered Engineer with ERB and corporate member of IEK will be an added advantage.
- Aged 35 years and above
Finance Officer
Job Responsibilities- Efficient accounting systems
- Efficient utilization of resources
- Maintenance of accurate accounting records
- Ensuring timely and accurate preparation of the payroll
- Inputting data into computer systems
- Analyzing performance in terms of revenue and expenditure
- Preparing accounting statements as required
- Safe custody of accountable documents
- Ensuring timely remittance of the statutory requirements to various bodies e.g. KRA, NHIF, SACCOs, RBA e.t.c.
- Recording cash books and ledgers and ensuring accuracy of the same
- Ensuring that cash/ cheque received is banked as per approved procedures

Qualifications

Procurement Officer
Job Responsibilities- Manage the procurement / supplies and all the related processes
- Coordinate the procurement planning through liaison with respective departmental heads
- Procure goods and services for all departments
- Prepare tendering documents and /or quotations
- prepare reports for the tender committee
- Process tenders and ensure compliance with procurement procedures
- Maintain a list of preferred/ approved suppliers
- Ensure Security and proper management of procurement documents.

General Description of the Role
The Security Liaison Officer will advise senior management in the field and Nairobi on safety and security related issues, ensuring both are kept informed of all security trends and developments.
The Security Liaison Officer is responsible for ensuring that appropriate systems and procedures are in place to maximize the safety and security of all GOAL staff and that they are adhered to at all times.
The Security Liaison Officer is responsible for working with programme managers at all levels to ensure that safety and security is mainstreamed into all areas of operations.
Overall Objectives of the position:
- To implement and maintain coordination between security interlockers and actors within the Kenya programme area of operations.
- Improve threat assessment processes.
- To ensure that appropriate systems and procedures are in place and fully operational to minimize wherever possible risks to GOAL staff, partners and beneficiaries.
- To ensure that all GOAL staff have a high awareness of the safety and security risks they face while working in Kenya and that they take all necessary steps to minimize the risks they face or to mitigate the impact of an safety or security event occurring.
This will be achieved through establishing appropriate infrastructure, providing initial and ongoing training and support supervision to all staff and institutionalising the collection, analysis and dissemination of security information.
Travel to field sites, may be up to 50% of the time.
Key Responsibilities:- To be a focal point for safety and security issues for GOAL in Kenya.
- To be familiar with GOAL’s Safety and Security procedures and policies and support the respective Country Director and managers in ensuring that these are adhered to at all times.
- To keep continually under review all safety and security procedures and policies, ensuring that they are kept relevant to the evolving safety and security context of each location.
- Ensure that all preparedness measures as laid out in the security guidelines are in place, in particular evacuation plans and security trees.
- Regularly conduct field visits to assess the field sites compliance with safety and security procedure.
- Provide recommendations to the Country Directors and management team on any aspect of a field sites safety or security management which requires improvement. Included in the recommendations should be guidance on how to implement the recommended improvements.
- Implement and advise on in-country training for GOAL staff in relation to safety and security,
- Develop an individualized training programme for all senior staff and as required source external training to meet identified training needs.
- Ensuring adequate focus on training / refresher training needs for Drivers and guards.
- Ensuring regular training / refresher training related to fire fighting and first aid.
- Ensure vehicle and personnel tracking systems are appropriate, fully resourced and operational
- Liaise with the UN and the NGO community and any other parties with respect to security issues.
- Initiate, review and collate security incident reports for each location.
- Provide security briefings as part of induction for new staff and visitors.
- Prepare weekly security sitrep for the Country Directors and Regional Security Advisor
Requirements- At least 2 years field experience with an INGO with responsibility for safety and security management
- Proven ability to produce timely written and verbal situation reports and analyse of events.
- Strong analytical skills, sound judgment, diplomatic tact, and mature common sense;
- Experience in facilitating safety and security trainings
- Proven ability to work creatively and independently both in the field and in the office;
- A strong team player, excellent interpersonal skills and adept at creating a strong team spirit;
- Highly motivated and with a desire to work with local communities;
- Ability to work with culturally diverse groups of people;
- Ability to travel and work in difficult conditions and under pressure;
