Position Title: Finance Assistant I


Classification: G5/1 based on the UN salary scale for employees in Kenya


Duration: 6 months special all inclusive contract
General Functions:
Under the overall supervision of the Resource Management Officer and the National Finance Officer and under the direct supervision of the Senior Finance Assistant, the incumbent will be responsible for performing accounting duties such as but not limited to preparation of monthly financial reports and verification of payments in connection with the financial activities in MRF Nairobi:
Essential Functions:

§ Reviews all payment requests in order to certify correctness and ensures that all appropriate supporting documents have been provided and the correct project codes and GL codes have been used.
§ Extracts monthly financial reports of all active projects from the accounting/financial system.
§ Periodically (monthly or as scheduled) reviews all commitments (including open Good receipt notes) and follows up finalization with relevant units.
§ Assists in preparation of monthly projectization schedules by collecting relevant information and data from financial reports.
§ Regularly (monthly or as scheduled) collects statistics/reports from Operations and Medical Departments and assist in the computation of income generated for service fee based projects.
§ Reviews and computes travel claims and imprest accounts, and verifies authenticity of the supporting documents provided.
§ Posts accounting transactions in SAP accounting system and process payments through electronic banking systems
§ Conducts receipt audits on a monthly basis.
§ Prepares bank reconciliations on a monthly basis.
§ Reviews on regular basis the relevant Debtors/Creditors accounts, initiate follow up messages for outstanding cases and provide timely feedback to the Sr. Finance Assistant.
§ Assists in the preparation of documentation for lodging new project code requests and in the creation of the project structures in SAP, including preparation of project budgets.
§ Assists in monitoring expenditure in line with budgets and in coordination with the NFO and RMO initiate follow up action in instances where budget lines have been exceeded.
§ Performs any other duties as may be assigned from time to time.
Desirable Qualifications (Education, experience and competencies)
§ Holder of a CPA II certificate.
§ Three years experience in a busy Accounts office.
§ Knowledge of computerized accounting packages. Prior experience in usage of SAP an added advantage.
§ Previous work experience with an International Organization or NGOs an advantage.
§ Proficiency in computer skills, specifically hands on experience with Microsoft Excel, Word and Outlook.
§ IOM functional competencies required: effective communicator, successful negotiator, creative analytical thinker, active learner, strong team player and cross cultural facilitator.
§ Ability to work under pressure and with minimum supervision.
§ Excellent command of spoken and written English.

Project Description

The Program “Development of the Health Sector, Support for Health Financing” comprises the implementation of an OBA-Voucher component (Out-put-based Aid) in 4 districts and 2 poor urban areas in Nairobi.

The component involves the identification of beneficiaries through established criteria, issuing a voucher at a highly subsidized price and the beneficiary using the voucher to access reproductive health services.

Services for voucher clients are provided across a network of approximately 100 accredited private, public or faith-based health facilities which in turn are reimbursed for the services provided on the basis of the vouchers redeemed, at predetermined rates per service.

The implementation of the OBA -Voucher program is administered through a third-party Voucher Management Agency (VMA).

The VMA is responsible for voucher design, marketing and distribution, recruitment and management of providers’ network, claims processing and payments and, service quality monitoring on behalf of the Program Executing Agency (Ministry of Public Health and Sanitation).

Key Responsibilities:

Formulate and implement ICT policies, standards and procedures in line with the Board's objectives;
Plan and manage the acquisition, upgrading, repair and/or replacement and maintenance of computer systems, electronic equipment and peripherals

Preparation of technical specifications to be used in the procurement of computer products and services;

Position requirements:
A Bachelors degree in Information Management Systems or its equivalent
Professional post graduate diploma qualification in information systems management or equivalent
Fully qualified member of relevant professional body e.g. ICDL, etc.
Seven (7) years relevant working experience and good understanding of the public procurement rules and regulations
Professional integrity, results oriented and self drive, with ability to work independently and adhere to strict deadlines
Excellent interpersonal and communication skills are essential.
2. Internal Audit Officer

Reporting to the Internal Audit Manager, the Officer will carry out Internal Audit assignments that will enable the Internal Audit department deliver on set objectives.

Key Responsibilities:
Evaluate risk management reports presented by operational processes;
Conducting regular audits to ensure effectiveness and efficiency of operations, compliance with policies, procedures and best practice;
Receiving, analyzing and evaluating evidence to support assertion being tested;
Organizing the evidence obtained in a logical manner to ensure proper conclusions are arrived at;
Conducting special reviews and investigations as and when requested by the Internal Audit Manager;
Conducting follow up of Internal and External auditors' recommendations to ensure they are promptly implemented;
Position requirements:
Bachelor's degree in Accounting, Finance, Business Management, or related field.
Be a fully qualified accountant CPA (K), ACCA, or equivalent qualification.
At least three (3) years auditing experience in a busy audit office.
Excellent communication and analytical skills
Ability to maintain confidentiality of privileged information and to ensure absolute discretion and sensitivity to confidential matters
A working knowledge of computer operations and systems.
CISA certification is an added advantage.
