Travel Consultant

Our Client, one of the largest Online Travel Company in Africa is seeking to recruit a Travel Consultant to join their team. 
She/he will be responsible for promoting and booking traveling arrangements for clients (individuals or businesses). 
The goal is to enhance satisfaction and acquire an expanding and dedicated clientele.

Responsibilities
  • Research various destinations and means of travel regarding prices, customs, weather conditions, reviews etc.
  • Diagnose the clients’ specifications and wishes and suggest suitable travel packages or services
  • Organize travels from beginning to end, through booking tickets and accommodation, securing rental transportation etc.
  • Supply travelers with pertinent information and useful travel/holiday material (guides, maps and event programs)
  • Collect deposits and balances
  • Use promotional techniques and prepare promotional materials to sell itinerary tour packages
  • Handle unforeseen problems and complaints and determine eligibility for money returns
  • Attend conferences to maintain familiarity with tourism trends
  • Create and update electronic records of clients
  • Maintain relationships with key persons
  • Keep financial statements and documents
  • Reach the revenue and profit targets
Requirements
  • At least 2 years of experience as a travel consultant
  • Excellent knowledge of traveling software (computer reservations systems and e-travel)
  • Proficiency in English; knowledge of additional languages is an advantage
  • Exemplary sales skills and customer oriented approach
  • Well versed in various areas of travel (domestic/international, business/holidays, group / individual)
  • Ability to present, persuade and communicate effectively
  • Demonstrable ability to handle crises
  • Degree in Hospitality, Travel, Tourism, Business or relevant field

Invitation for Bids (IFB)


Kangalita Irrigation Scheme has received a planning grant from the United States African Development Foundation (USADF) towards it’s Irrigation planning; the group now seeks Invitation for Bids from reputable consultancy firms  to:-
 
a. Provide the technical assistance in baselines survey, feasibility and detailed irrigation design. 
The baseline survey will entail collection and analysis of the relevant raw data including the agronomic, pedology, hydrology and the general social economic
aspects while the feasibility study will provide various options for irrigating the proposed scheme and the final detailed design will deal only with the recommended option(s) to be used for construction the project while at the same time clearly indicating its advantages over the others.

b. Construction of riverbank gabions protection 10m upstream and 10m downstream of the main intake. The gabion will be composed of gabion mattress made of chain link as illustrated in the bill of quantities and the attached drawings. Further, there will be lining of the first 10m of the conveyance canal from the intake.

Kangalita is located in Turkana County which is mainly a semi arid zone of Kenya. 

The purpose of this study is to formulate the various irrigation methods which may be used to irrigate Kangalita while clearly indicating the advantage and disadvantages of each irrigation method. 

Further, the Consultant will then identify the most appropriate option(s) to be recommended for construction. 

The bidding documents including design reports and drawing will then be prepared culminating into tendering for the construction and ultimately the project implementation.

It’s envisaged that once the implementation of this project is complete, it will lead to the development of an Irrigation enterprise for this vulnerable group as income generation project and ultimately result into the improvement of their Socio-economic status.

Scope of Consultancy.
  1. Carrying out hydro-geological surveys to assess the water resource in terms of availability and reliability and preparation of hydro-geological report admissible by WARMA.
  2. Undertake topographic survey and mapping of 70 acres of farming (put beacons) and produce maps;
  3. Conduct soil survey in both the current and proposed sites to determine the type of soils available in the area and establish suitable crops and nutrients requirements in such soils;
  4. Conduct agronomic survey to establish ideal crops and also the high value crops that can do well on the land;
  5. Conduct market survey to determine the met and unmet market demand for a variety of  crops and market prices;
  6. Identify and recommend the best irrigation technology and irrigation practices.
  7. Prepare Bill of Quantities (BoQ) and cost proposals for the various irrigation technologies applicable;
  8. Carrying out proposed site’s Environmental Impact Assessment (EIA) and preparation of Environmental Impact Assessment report.
  9. Prepare a budget and budget narrative, market analysis, irrigation technology analysis, financial analysis and work plan detailing all activities to be implemented to set-up the irrigation project.
Scope of Civil works.

Deliverables:
 
The consultant will deliver to Kangalita the following products:
  • The baseline and feasibility study reports for the rehabilitation and expansion area. The various irrigation development options will be well elaborated;
  • Hydrological study report admissible by WARMA detailing water resource availability and reliability;
  • Design report on the different possible irrigation technologies that the scheme can use for improved productivity with recommendation of the most appropriate option;
  • Detailed topographical survey maps including profiles and layouts maps;
  • Detailed social/economic status of the farming communities and for the project;
  • Detailed engineering design and drawings for the recommended irrigation technology for the  sites;
  • Environmental impact assessment report (EIA) for the site admissible by NEMA.
  • Detailed Bills of Quantities and Cost estimates for the site;.
  • Tender Documents; and
  • Prepare a budget and budget narrative, market analysis, irrigation technology analysis, financial analysis and work plan detailing all activities to be implemented to set-up the irrigation project.
Technical and Financial Proposals:
 
Consultancy firms are advised to send separate technical and financial proposals (currency; Kenya shillings) for this assignment. Consultancy firms may associate to enhance their qualifications where possible.

Consultants not disclosing full information in the proposals will be considered non-responsive and their proposals rejected. 

Consultancy firms must provide detailed CVs of all technical team members to undertake specific elements of the assignment.

Requirement
 
Consultancy firms should submit copies of the following mandatory VALID documents which shall be used as criteria for evaluation:
  • Certificate of Incorporation;
  • Business Permit;
  • Copy of Valid Tax Compliance certificate;
  • Registration/ Accreditation certificates by the line professional bodies for the key staffs where applicable e.g. EIA expert – NEMA, Irrigation Engineer-Engineering Board of Kenya etc.
  • Evidence of previous consultancy work of similar nature, full address and contact of persons of major clients served with similar works,
  • Evidence of capability to undertake the assignment.
  • Qualification and experience of key staffs (attach curriculum vitae). The key staff are;

Job Purpose / Objective: The International Rescue Committee (IRC), through the Every Voice project, is implementing a community scorecard approach in Turkana County, one of the most underserved and neglected areas of Kenya.


This is aimed at enabling the community as beneficiaries to assess the provision of health services and to provide feedback to service providers and local authorities in order to strengthen overall public accountability and local service provision. 



The first scorecard cycle ran between July and December of 2014 and the second cycle is expected to run between May and August of 2015.

As part of the learning process in cycle II, the project will engage a social researcher who will track the social and relational changes taking place at the community level between different stakeholders associated with the scorecard process.  

The role requires someone with a rich experience in qualitative research (data collection and analysis), records and report writing. 

As well, the candidate should have exceptional people skills including listening, interviewing and observation skills.  

Mastery of Kiswahili is a requirement, while that of the local Turkana language is highly desirable.

Main Responsibilities

Program
  • As a participant observer, take part in community meetings of the scorecard in identified facilities;
  • Conduct discussions with the following individuals:
  • Key informants constituting community participants, service providers and other relevant stakeholders to assess their perception of the usefulness of the scorecard process and if meaningful changes can be attributed to the introduction of this tool;
  • Community members who will have provided feedback through the SMS platform to assess their understanding of the questions they answered and elicit further feedback;
  • Patients that visit health facilities in the area to assess their awareness of the scorecard process and whether they can identify any changes that were brought about as a result of this exercise;
  • Key members of the Sub-County Health Management Team;
  • Triangulate information from key informants for accuracy
Reporting and Monitoring
  • Prepare short individual profiles of selected representative community members and service providers explaining their background and why they participated in the scorecard project and what changes they saw attributable to the scorecard. The different interviewees to include those who took part in the FGDs, SMS and another for the patients.
  • Prepare a descriptive report documenting observed and reported changes at the facilities that will have been selected as case studies for the research.
  • Maintain respectful and constructive relations with project stakeholders including the community;
  • Maintain an up to-date activity tracking tool soft copy/hard copy of all activities related to the evaluation
  • Ensure confidentiality and ethical data collection throughout the assignment
Required qualifications and competencies
  • Bachelors degree in anthropology, ethnology, Sociology, or social sciences with wide field experience.  A Masters degree will be an added advantage. 
  • Extensive experience in community education/training, in areas related to citizen’s participation and inclusion as well as knowledge of social accountability tools. 
  • Ability to differentiate between interesting and actionable findings.
  • Experience in qualitative data collection and analysis
  • Good understanding of social and cultural theories
  • Excellent observational and interviewing skills and an ability to understand and decipher human behavior
  • Willingness to spend time among the target community
  • Fluency in English and Kiswahili. Good spoken Turkana language desirable
  • Good analytical and interpersonal skills and ability to get along well with diverse groups of people.
  • Good written and verbal communication skills.
  • Strong computer skills (word and excel).

Consultancy Service Invitation: Technical Assistance to the integration of Climate Change Adaptation and Natural Resource Management for Karamoja Cluster PEACE III Program
 
Mercy Corps works almost exclusively in conflict and post-conflict environments. 

We currently have programs in 42 countries; the vast majority of these are considered at high or moderately high risk for instability. 

While we recognize the difficulties operating in these environments, we believe that transitional environments offer tremendous opportunities for positive change. 

Since the late 1990s, Mercy Corps has implemented more than 100 peacebuilding programs in over 30 countries with specific emphasis on people-to-people approaches.

Together with its partner PACT, Mercy Corps is currently leading the implementation of a five year USAID funded PEACE III program in the Karamoja cluster. 

PEACE III is a cross border program being implemented in the Karamoja and Somaila cluster with the goal of strengthening cross-border conflict management in the Horn of Africa.

It is strengthening the horizontal and vertical linkages within and between local, national, and regional conflict management actors in Kenya, Uganda, Ethiopia, Somalia and South Sudan.
 
Scope of Work
 
In consultation with Mercy Corps, the consultant shall:
  • Conduct contextual analysis of climate change, natural resource management and their contribution to the conflicts, including social/cultural attributes and key political economy in the selected corridor(s) – acknowledging regional trends/ dynamics.
  • The analysis will be based on secondary sources, MC’s project experience and expertise and additional field research as required. 
  • This contextual analysis will identify segmented profiles of the target group (s), in terms of potential outreach, existing networks and key demographics on vulnerability and coping strategies.
  • Familiarization with, and literature review of PEACE III program and its approach to integration of climate and cross border natural resource management;
  • Field visits to at least three sites in the cluster to gain a deeper understanding of climate change challenges and issues surrounding natural resource management and how they contribute to cross border conflicts;
  • Visiting local government entities and learning their approaches to climate change and natural resource management issues
  • Designing a user friendly guide detailing approaches and strategies to integrating climate change and resource management into PEACE III program. 
  • Should detail what climate change is, its contribution to conflicts, strategies for adapting to stress and shocks;
  • Facilitating a workshop for PEACE III staff and stakeholders on climate change issues and natural resource management.
Skills Required
 
The consult shall have the following skills and experiences:
  • Extensive experience of working on extensive pastoralism and marginalized environments in North Western Kenya and North Eastern Uganda
  • 5 years experience in applying natural resource management and climate change lenses to conflict management, systems thinking and working in partnership with others;
  • Strong communication skills and a willingness to work in a participatory and inclusive manner
  • Proven excellent facilitation skills
  • Advance degree in social sciences and foundational knowledge in subjects including, natural resource management, climate change and pastoralist systems, vulnerability and resilience, and conflict mitigation.
  • This consultancy is open to Ugandan Nationals or those from Karamoja Cluster Countries.

Caritas Unit Software Advisor Job in Kenya

Caritas works worldwide and adheres to international humanitarian principles (NGO code of conduct). They operate a joint Liaison Office in Nairobi, have Country Offices in Somaliland (Hargeisa) and
South Sudan (Torit) and a Representative in Ethiopia (Addis Ababa).

Caritas Switzerland/Luxembourg is currently seeking to recruit a WASH Unit Software Advisor to complement the Regional WASH Unit. 

The WASH Unit provides technical assistance, training and advice to WASH projects in Eastern Africa and the Horn of Africa.

Position: WASH Unit Software Advisor
 
Reporting to: WASH Unit Coordinator
 
Duration: 1 year (with possible extension)
 
Location: Nairobi, Kenya with regular travel within Kenya and to South Sudan, Somaliland and Ethiopia
 
Key tasks & responsibilities
 
Development of WASH related skills, knowledge, methods, tools and guidelines
  • Build up and maintain relevant internal and external WASH documentation and WASH products (e.g. reports, toolkits, manuals, factsheets etc.) in Caritas’ resource centre and organise knowledge management and experience sharing activities and events;
  • Assist the development and dissemination of tools and training programmes, in particular on hygiene and sanitation promotion, and community mobilisation; and
  • Development of WASH factsheets and guidelines to set standards for Caritas WASH projects (for example on organising CHAST trainings and tool kits, hygiene campaigns, community management of water supplies, etc.);
  • Assist in the development of a regional WASH strategy.
Provision of technical assistance to Caritas staff and Caritas partners in the region
  • Provide technical assistance in relevant WASH themes (e.g. sanitation, hygiene promotion, community management);
  • Training of Caritas staff as well as key staff of partners on WASH related methods, tools and guidelines and provide guidance and technical support as required (e.g. CHAST, PHAST, CLTS, KAP surveys);
  • Support Caritas staff as well as key staff of partners in WASH proposal development, KAP and baseline surveys, report writing and PM&E, and provide guidance and technical support as required;
  • Facilitate contacts between training institutions /consultants and local partners for further training and assistance; and
  • Establish and maintain effective partnerships and working relations with key partners including Caritas Kenya, Catholic Dioceses, Caritas Internationalis Member Organisations, local and international NGOs, CBOs and local authorities
Monitoring of Caritas Switzerland WASH projects in the region in collaboration with country WASH teams
  • Visit Caritas projects and partners periodically to monitor achievement of indicators and quality of implementation and provide internal feedback;
  • Produce travel reports and summaries of discussions where appropriate;
  • Assist in preparation and participate in evaluations of Caritas WASH projects;
  • Coordinate WASH PM&E activities in the region and periodically facilitate regional meetings on PM&E in order to share information and lessons learned and identify best practices; and
  • Periodically review and upgrade the WASH PM&E system in consultation with regional M&E staff
Represent Caritas Switzerland at meetings and liaise with partners and donor agencies in the region
  • Support the WASH Unit Coordinator in representing Caritas Switzerland/Luxembourg and actively participating in coordination meetings organised by local partners, network or um-brella organisations or donor agencies and guaranteeing information flow back to the rele-vant countries and/or Head Office
Provide general backstopping support to the programmes in the region as required;
  • Assist in the elaboration WASH strategy for engagement in each country in the region and periodically review the strategic document;
  • Assist in the development of concept notes and project proposals together with the Head Office in Switzerland and the WASH Country Teams in line with Caritas strategies and back donor requirements; and
  • Assist in identification of and pursue regional funding opportunities 
Essential requirements & qualifications
  • Advanced University degree in a relevant field (e.g. public health, social sciences, environmental sciences or another field relevant to international WASH related development assistance);
  • At least five years professional work experience with a non-governmental organisation, including fieldwork experience preferably in Somaliland, South Sudan and/or Ethiopia;
  • Proven track record in training, capacity building, PM&E, and PRA methodologies;
  • Strong analytical capacity – working and thinking on an academic level;
  • Outstanding communication and advisory skills (e.g. experience with (technical) advisory services; facilitating meetings, workshops and training for varied audiences);
  • Excellent written and oral communication skills in English;
  • Flexibility, good interpersonal and networking skills, ability to work in multi-cultural envi-ronment and sensitivity to cultural values; and
  • Knowledge of the Caritas network and the structures and relief and development activities of the Catholic Church is an added advantage.

Terms of Reference (ToR)

1. Introduction and background information:

 
Merlin is an international health charity, saving lives in the world’s toughest places. Merlin responds with healthcare, when people are overwhelmed by natural disasters, conflict or disease and in need of immediate help. Merlin focuses on treating those who are beyond the reach of existing health services and stays on to assist recovery after the immediate crisis. 
Merlin supports health workers and strengthens existing health services while building resilience by helping those at risk of future health disasters to be better prepared.

Merlin has been operational in Kenya since 1998 and is currently working in two regions of the country: the Western Highlands and North Western Kenya, including Turkana.

Turkana County covers about 77,000 square kilometres of the country’s arid North Western region and it borders Uganda, Sudan and Ethiopia to the West, North West and North East respectively. 
The county is classified as arid and semi-arid lands of Kenya (ASAL) and is historically drought prone area that experiences frequent, successive and prolonged dry periods. It has two rainy seasons, the long rains (April–June) and the short rains (October–December) but rainfall is often unreliable.

The 2011 drought that affected the Horn of Africa region exposed many pastoralist communities, including those living in  Turkana County to severe food insecurity which eventually led to high rates of acute malnutrition amongst children under five years and pregnant and lactating women [Turkana nutrition survey – May 2011].

Turkana North East reported the highest GAM rates of 37% and SAM rates of 9.4%, with the rest of the other three districts ranging between 24.4% to 33.5% GAM, and 4.5% to 6.8% SAM. 
This then prompted a massive scale up of life saving interventions in July 2011 by Merlin and other partners which eventually resulted in a significant reduction in the acute malnutrition rates in the county. 
According to the latest survey (July 2012), Turkana South and North West districts recorded GAM rates of 11.6% and 14.3% respectively, which depict critical levels of acute malnutrition but are lower than the WHO emergency threshold of 15%, while Turkana South and North East districts recorded GAM rates of 17.1% and 15.3% respectively, which are slightly higher than the WHO emergency threshold. Apart from Turkana South which recorded SAM of 4.2%, all the other three districts registered SAM figures of <4 nbsp="nbsp" span="span">
Overally, these latest rates are significantly lower than the survey results recorded during the same season last year (May 2011) [Turkana nutrition survey results – May 2011 and July 2012] .

2. Project Objectives and Expected Results

The overall goal of the OFDA project was to contribute to reduction in levels of morbidity and mortality amongst drought-affected vulnerable communities in Turkana County, particularly under-five children (U5) and pregnant and lactating women (PLWs).

The approach being taken to achieve this goal is to provide health facilities and outreach-based integrated nutrition assistance services targeted towards four key areas :
1) management of moderate acute malnutrition (MAM) and severe acute malnutrition (SAM), 
2) improvement of infant and young child feeding (IYCF) practices, 
3) nutrition education and 
4) behaviour change communication. All these are aimed at supporting the Ministry of Public Health and Sanitation in implementing the high-impact nutrition interventions (HINI).

The project is also based upon the partnership framework between the MoH, UNICEF and partners to support the delivery of essential nutrition services in Kenya. 
This partnership framework envisages that general principles of support to MoH should include:-
  • Full integration of a comprehensive package of high impact nutrition interventions.
  • Results based orientation to programming.
  • Full commitment to coordination.
  • Strategic development of capacity at all levels of service delivery to enable the MoH function well with minimal or no support from partners.
  • Direct involvement in service delivery only in exceptional cases
  • Focus on mentoring, supportive supervision and on-the-job training.
3. Overall objective of the Evaluation:

As the ‘EMERGENCY NUTRITION ASSISTANCE FOR DROUGHT AFFECTED VULNERABLE COMMUNITIES OF TURKANA COUNTY’ grant is coming to a close, Merlin wishes to undertake an external evaluation of the project – focusing on achievements, successes, lessons learnt and best practices. 
These will be assessed against the OECD-DAC criteria that are most relevant to the purpose of this evaluation.

4. Specific Objectives:

i. Outputs and outcomes: Outputs and outcomes generated by the program in relation to the stated goal, objectives and desired results. In particular, the evaluation will assess the effects of the program activities on the targeted beneficiaries in OTP, SFP and community members reached with the various services.
 
ii. Relevance: whether the program interventions met needs of the beneficiaries; the appropriateness of results in relation to the needs of the communities, national policies and priorities.
 
iii. Effectiveness: In particular assess the extent to which program interventions achieved the desired outcomes, factoring in issues of program management including decision making processes, risk management, institutional arrangements and partnerships with MOH and other agencies and their effects on the program results.
 
iv. Efficiency: the relationship between the quantity, quality, and timeliness of program inputs, including personnel, training, office equipment. In addition, determine the quantity, quality, and timeliness of the outputs generated and whether the resources were spent as economically as possible.
 
v. Sustainability: assess the readiness of partner (MOH) and other stakeholders to sustain program interventions, in particular assess the infrastructure and systems of partners, resources available to sustain the activities and services, collaborative links and referral networks with other service providers, and the level of community ownership.
 
vi. Program Improvement areas: capture key successes, best practices lessons learnt, implementation challenges, constraints, strengths and weaknesses.
 
vii. Determine the extent of complementarity of this project with other related health and nutrition projects currently supported by UNICEF and DEC in Turkana County.
 
viii. Role of beneficiary consultation in programme design and implementation, and areas for improvement. 
This will be assessed against accountability commitments in Merlin’s Accountability Framework.

5. Methodology

The following methodologies shall be used for the evaluation:

Evaluation Design
 
Both quantitative and qualitative methods may be used for the study.
 
The qualitative method will for example employ focus group discussions with target groups, employ interviewer administered structured questionnaires to stakeholders - government, beneficiaries, MoH, WFP and UNICEF, as well as in-depth interview of key informants and  document review, both primary and secondary.
 
The quantitative method will review existing data related to the outcome indicators supplied by Merlin/MoH, and verify sample of same in the field.
 
The consultant will use information both from primary and secondary sources which are directly related to the project. 
For triangulation purposes, the consultant is expected to refer to documents from Merlin/MoH reports and national and sub-national statistics, research findings relevant to this project and donor guidance and associated documents. 
These sources will be used to validate the results and triangulate successes and failures for lessons documentation.

Key evaluation questions

1.1. How far has the implementation and delivery of the project activities, especially the choice of beneficiaries and organisational modalities, facilitated the achievement of specific objectives?
 
1.2. To what extent has the project addressed the emergency nutrition needs identified in the target communities as reflected in the May 2011 nutrition survey?
 
1.3. What is the level of integration of health and nutrition activities in the MOH facilities in areas of Merlin operation and what lessons can be derived from current implementation approach?
 
1.4. What is the level of sustainability for the project results?  What linkages have been created and or exploited by the project to sustainably address malnutrition among the target communities?
 
1.5. What are the costs and effectiveness of implementing the health and nutrition activities in Turkana? Are the project implementation approaches cost effective in relation to practical realities on the ground?
 
1.6. What lessons have been learnt through the implementation of this project?

Study Area

The evaluation will be conducted in locations determined by the evaluator(s) in consultation with Merlin, but has to be within Merlin’s geographical area of operation.

Data collection and analysis
  • The evaluation should be participatory and focus on obtaining both qualitative and quantitative information.
  • Quantitative data obtained from Merlin on key indicators to triangulate with baseline data.
  • Qualitative data obtained from FGDs, key informant interviews and structures questionnaires.
  • Project document review, individual interview of project staff, government, UNICEF, WFP and other partners.
6. Responsibilities and lines of communication

Merlin’s programme cycle management defines the members of the organisation and external stakeholders that are accountable, responsible, consulted and informed at each stage of an evaluation.

7. Responsibility of the consultant/deliverables
 

The Consultant is expected to undertake the following tasks:
  • Design and develop appropriate tools/mechanisms that will enable the analysis of the supplied information.
  • Analyse collected information and write up a report detailing findings using Merlin’s evaluation policy and templates.
  • Submit draft report for review
  • Present final report to Merlin.
  • Submit a final hardcopy report  as well as soft copies in word and PDF formats
  • Preparation of a PowerPoint of the evaluation methodology and key findings, for further dissemination, and a delivery of that presentation to key project staff.
  • The evaluation process must be impartial, independent and must provide information that is credible and useful, enabling the incorporation of lessons learnt, and identify the strengths, weaknesses, opportunities and threats to inform future decision-making process within Merlin, MoH and donors.
8. Key outputs of the evaluation are
  • A report completed on Merlin’s Evaluation Report template (final hardcopy report  as well as soft copies in word and PDF formats);
  • A PowerPoint of the evaluation methodology and key findings;
  • A focus group discussion held with the Country Management Team and Regional Desk (either in-country or from Head Office after the visit) prior to drafting the evaluation report to discuss preliminary findings and recommendations;
  • A report completed on Merlin’s Key Learning document template, and; an Action Plan that details activities and timescales to meet recommendations (completed by the country team and the desk).
9. Required Qualification and Experience  
The consultant should have the following qualifications and experience:
  • Relevant academic and professional background in humanitarian interventions in complex environments.
  • Extensive practical experience in conducting evaluations of humanitarian interventions in the ASAL regions of Kenya with preference given to significant emergency nutrition programming.
  • Technical research skills, including qualitative and quantitative approaches.
  • Fluency in both written and spoken English and Kiswahili.
  • Knowledge and experience of working in Turkana is preferred.
10. Proposal details and submission
 
The deadline for submission of bid (both technical and financial proposal) is before close of business on September 7, 2012. 
Soft copies of technical and financial proposals including CV outlining relevant consultancy work undertaken (including references) should be submitted, including the title of this ToR to recruitment@merlin-kenya.org.
 
The evaluation criteria are based on technical and financial responsiveness which also includes a valid licence and tax registration. 
The key technical evaluation criteria are:
  • Known reliability in delivery of timely and quality services
  • Relevant field/country experience
  • Relevant sector specific technical experience and qualifications
  • Relevant evaluation experience
  • Presentation and writing skills evident from the proposal
  • Demonstrated understanding of the work proposed in the TOR
  • Clarification of methodology
  • Cost/budget
11. Ownership of the deliverables

Merlin shall have full ownership of the report, research, working papers and other results of the Consultant’s work under this assignment. 
The Consultant shall not publish nor otherwise use any portion of the report without the written authorization of Merlin. 
The consultant shall waive any copyright to the work produced as a result of the contract.

12. Timeline

In consultation with project staff (Merlin), the consultant shall design the review work plan and develop the evaluation instruments including appropriate questionnaires. The review is expected to take two weeks and additional six paid days have been catered for report writing. 
The study is expected to apply participatory approaches along with quantitative and qualitative methodologies. It is expected that the evaluation will begin in September 2012 with a final report due no later than end of October 2012.

The MoH staff at the county level, Merlin staff, community health workers who are directly involved in the project implementation, and the community members (children, women, and men) will be targeted for obtaining qualitative data for the study. 
Quantitative information will be gathered from existing MOH/Merlin data.
 
13. Format for the evaluation report:

The final report shall at least consist of the following sections:
 
a) Executive summary
 
b) Project description
 
c) Context of the evaluation
 
d) Evaluation methodology
 
e) Findings
 
f) Lessons learnt, best practices, and recommended actions for the review of primary users
 
g) Annex (es) as necessary

14. Logistics / Transport / Accommodation
 
Merlin will facilitate meetings with stakeholders and support the consultant in conducting interviews and other activities. Merlin will also take care of the consultant’s accommodation while in the field.
