General Description of Tasks and Objectives to be Achieved: Under the overall supervision of FAO Representative FAO Somalia, and the direct supervision of the Field Security Officer to provide administrative and operational support as part of the security unit to support FAO Somalia.:
 
In Particular:
  • Process and submit clearances, both online (TRIP) and manually by Mission Security Clearance Request (MSCR) for all FAO staff to UNDSS as instructed by the Field Security Officer (FSO) and as required.
  • Under the direct supervision of the FSO ensures that the agency’s personnel are trained and briefed on security matters within existing security policy and procedures and maintains accurate logs of all training conducted.
  • Server as a security focal Point a.i in the absence of the Field Security Officer and oversees office premise security as required.
  • Keep abreast of FAO operations and oversees security recommendations on security, safety and evacuation plans for staff in Somalia as directed by the FSO.
  • Ensure that security procedures and policies are adhered at all times and compliance with UNDSS guidelines and advisories.
  • Develop a strong partnership with UNDSS security officers through regular contact and collaboration on developments which could affect the security of FAO and the country in general.
  • Co-ordinate with local authorities (police, military political and humanitarian) as directed by the FSO.
  • Assist in conducting periodic Minimum Operating Security Standards and Minimum Operating Residential Security Standards (MOSS/MORSS/ RSM) assessments of FAO facilities and provide advice on shortfalls with recommended improvements and solutions as directed by the FSO.
  • Ensure FAO communications are integrated into the appropriate UN security communication system and all staff are trained in security and emergency procedures, in collaboration DSS officers and to maintain an accurate ledger of security stores every 6 months.
  • Track and follow up on MSCR requests on behalf of FAO Somalia.
  • Under the supervision of the FSO, works with the FAO procurement department to ensure provision of equipment and other physical measures necessary for Minimum Operating Security Standards (MOSS) and Minimum Residential Security Standards (MORSS) compliance.
  • In charge of maintaining the proper electronic filling and archive of operational documents for security unit.
  • Oversee the remote access and monitoring of the CCTV systems, responsible for the issuance of access cards and ID’s and vehicle decals.
  • Oversee the maintenance of the alarm system, fire alarm system, CCTV system, access control system and public address system.
  • Supervise and coordinates with other units/sectors regarding security related issues for travel staff in both Kenya and Somalia.
  • Provide FAO staff, particularly external missions, with security briefings, situation reports and other appropriate security-related information and training as required.
  • Oversee the daily tracking of national staff operating under Special CONOPS ( Low Profile) by assuring the daily tracking by the Radio Room Operators and the issuance of the a daily tracking sheet with the details as per the established procedure.
  • Make sure all staff working under Special CONOPS in Somalia are contacted daily by phone by the Radio Room 
  • Records locations and work status along with mission tracking of all FAO personnel in Somalia and presents data through the daily tracking sheet report to the FSO. 
  • Establish and maintain up-to-date basis records requested for the security unit, and reference records on directive and procedures of a technical or administrative nature relating to field security operations work, reconcile operations records with other corporate records of the organization regarding, personal, budget, training, purchases and reports. 
  • Receive and review incoming mails, attach appropriate background and identify action to be taken copying in the FSO as required. 
  • On own initiative or minimum instructions prepare in final form replies to correspondences on security operations matters 
  • Identify non-routine matters and potential policy issues, prepare background and refer matter with relevant notes for the FSO. 
  • Under the supervision of the FSO ensures that field staff are informed of security context and operations through direct communication with the support of the Radio Room operators 
  • Compile and update the warden plan in collaboration with Local Security Assistant FAO Kenya, Field Security Officer (FAOSO), UNDSS Kenya and Somalia. 
  • Maintain updated records on safety and fire safety plans, drills and updates in line with guidance from the FSO. 
  • Maintain the inventory of the security unit and liaise with the relevant administration and logics and department for it updates replenishment and scrapping of inventory items after gaining the necessary permissions from the FAOR. 
  • In charge of the follow up and tracking of trainings requests, schedules and inscription of FAO staff with UNDSS and the relevant units/Sectors. 
  • Secure information on technical matters from designated subject matters officers; prepare briefs, notes and periodic reports and monitor receipt circulation and processing of the field reports. 
  • Timely report all security and safety related incidents involving FAO staff and assets to Field Security Officers, and make sure that this information is further reported to UN DSS Investigation Unit/Diplomatic Police Unit. 
  • Support FAOKE Local Security Officer and the Field Security Officer on any security related issues between FAO and UNDSS 
  • Act as focal point for all security related issues from the field and channel to FAO – Field Security Officer and respective managers and Follow up for actions Key Performance Indicators
Minimum requirements:
 
Education:
  • University Degree or equivalent in Political Science, Military Studies, Security Management, Management or a relevant field.
Work Experience:
  • 6 years relevant experience in security, preferably in the military or police context or related field of work.
  • 3 years of relevant experience with an advanced degree in security, preferably in the military or police context or related field of work.
  • Prior experience with the UN system or an international NGO is desirable.
  • Prior experience in Security management/support within Somalia is desirable
  • Ability to work effectively with people of different national and cultural backgrounds;
  • Ability to work as part of a team
Languages:
  • Working knowledge (level C) of the FAO official language used for communication within the country (English, French or Spanish) and working knowledge of the local language(s) is required. 
  • Knowledge of Somali language is preferred.
IT Skills:
  • Ability to effectively use standard office software, such as MS Office (Windows, Word, Outlook, Excel, Exchange) etc. 
  • Ability to use accounting software and other information systems and databases to insert data, make enquiries, retrieve/define ad hoc reports and analyses and edit results in appropriate format

Job Purpose: This position is located in Peace and Security Research Department (PSRD), IPSTC. Reporting directly to Head of Curriculum Design PSRD, the successful candidate will conduct research, produce papers and design and develop training curriculum related to the tactical, operational and strategic levels of training and education at IPSTC.
 
Principle Accountabilities:
  • Establish a cross-functional team to collaborate on the development of the learning course utilizing the principles of adult learning and instructional design
  • Manage the development of the learning curricula and delivery mechanism. The delivery mechanism includes the training systems and tools, teaching methodologies and support material.
  • Supervise and assist in directing the work of subject matter experts and resource trainers and ensure compliance with curriculum standards and best practices.
  • Coordinate the initial testing of the course

  • Experience working with a learning management system highly desirable. Extensive hands-on experience and knowledge of learning systems. Experience in managing the development and deployment of training courses and systems desirable.
  • Experience working in the field of gender peace and security.

Duties and Responsibilities:
  • Responsible for Coordination of academic and workshop training programmes in Peace Support Operation with particular focus on Eastern Africa region;

Education & Experience
  • Must have training development experience
  • Minimum of a Master’s degree in a relevant field
  • Work independently without daily supervision.
  • Must be a Gender expert in the field of Peace and Security
  • Good grasp and ability to deliver on other peace, conflict and security related subjects.
  • Mission experience including UN/AU mandates roles of Police, Civilian and Military would be an added advantage.

QHSE & Facilities Manager – Kenya

Job Purpose: To coordinate and pilot all Q-HSE and facilities maintenance related activities in Kenya

Key Responsibilities

1. Monitor Client operations in compliance with Labor laws and Q-HSE legislation
  • Ensure identification, monitoring and review of relevant Q-HSE legislation and regulation
  • Secure the legal compliance check is conducted at least once a year.
  • Ensure in collaboration with the Legal Department that all Legal Management relating to Q-HSE is maintained
  • Advice on Quality, Health, Safety and Environmental legislation changes if operations  will be affected significantly
2. Monitor Supplier Q-HSE performance
  • Conduct  Supplier assessments, follow up the Supplier  performance and provide  and provide feedback on evaluation findings to relevant business/ project managers
3. Apply and facilitate execution of QHSE policies and directives
  • Drive Q-HSSE management review at least once a year
  • Guide implementation of risk assessment process within the organization and provide support with analysis based on the outcome of the results
  • Ensure that Q-HSE audits, assessments and inspections are conducted periodically
  • Follow up on results of external audits and secure that the corrective actions are set up, executed and closed.
4. Manage Q-HSSE reporting and incident management
  • Ensure that incidents are reported and investigated according to Q-HSE procedures in a  timely manner.
  • Prepare incident statistics and trends and report on a monthly basis.
5. Provide functional Q-HSE expertise
  • Define, in collaboration with HR Manager, the   QHSE training Plan in accordance with the law.
  • Manage relationships with authorities on Q-HSE related issues
  • Manage the implementation of OHS Campaigns and promotions.
  • Co-ordinate all aspects of resource use, pollution reduction, waste management, environmental health, risk assessment and employee involvement
6. Facilities Management
  • Carry out facilities Inspection and develop both preventive and corrective maintenance schedules.
  • Establish and oversee a Facilities Helpdesk function for reporting and tracking of facilities-related user needs and resolution of reported problems within the facilities
  • Participate in the evaluation/selection of bidders responding to RFIs, RFPs, or other contract bidding processes as needed in the building facilities.
  • Carry out Measurement and preparation of bills of quantities and specifications for refurbishments repair and maintenance works.
  • Vet new contractors and suppliers to ensure professionalism and quality workmanship
  • Log and prepare the appropriate reports on progress of all repairs accurately and provide feedback to Management
  • Receive, review and record all the Building Manuals required and ensure compliance with the building codes.

Position Title: Security Manager - Kenya

Function / Department: Kenya Administration

Reports To: MD Kenya
 
Direct Reports / Supervises: Security Manager – Mombasa, Subcontracted Security and Factory guards
 
Job Purpose: To prevent theft and damage to Company property and ensure protection of staff and visitors

Key Responsibilities
  • Prevent theft and damage to Company property
  • Investigate any alleged or detected theft / fraud, prepare a Management report and give recommendations in a timely manner.
  • Ensure regular rotation of sub-contracted security guards.
  • Ensure all reported incidents are logged on  the occurrence book and reported to the relevant person and proper action taken
  • Liaise with the local police on any alleged intrusion into the premises or company/client cargo and follow up the case to conclusion
  • Ensure all security procedures are followed by all employees and clients within the premises
  • Ensure all access points and control rooms are properly manned
  • Ensure all security gadgets/tools/equipment are in good working condition e.g. fence, alarms, CCTV
  • Maintain records of all main door keys and ensure  safe custody of the same.
  • Ensure all items leaving the premises are accompanied by the relevant authorization documents and gate pass.

Facility & Safety Manager - Job in Kenya

Facility & Safety Manager
 
 
Overall Responsibility: The successful candidate will be responsible for the formulation of short and long term strategies for the Department.

Overseeing the Engineering, Biomedical, Security and Project Departments, the incumbent will supervise all operations related to these departments including environmental programmes and safety activities in compliance with all legal requirements.

In addition, s/he will ensure an accessible and safe environment for the patients, visitors and staff in the Aga Khan Hospital, Kisumu and its satellite facilities.

Requirements
  • Degree or Higher National Diploma in Bio-Medical Engineering or their equivalent from a recognized institution.
  • Registered and/or eligible for registration with the Association of Medical Engineers of Kenya and/or Engineering Board of Kenya or in their respective country of origin.
  • Over five years working experience, three of which should be in a leadership role in a busy hospital.
  • Prior biomedical engineering/maintenance experience is highly preferred.
  • Experience in a JCIA accredited hospital will be an added advantage.
  • Strong organization, planning and leadership skills.
  • Team player with good interpersonal and customer relations skills.
  • Proficient in use of computers.

Key Duties and Responsibilities:
  • Staff engagement – provide direction and guidance to a team pre, during and post flight towards achieving operational excellence.
  • Ensure strict compliance with all security standards and procedures of Swissport and its customer airlines in line with the National Civil Aviation Security Program (NCASP).
  • Institute investigations by collecting and compiling all details / data for effective documentation, reporting and closure of a case as soon as an incident / accident occurs in GH.
  • Develop and foster good relations with customers, authorities and industry stakeholders.
  • Provision of excellent customer service through various customer touch points i.e. face to face, email and telephone interactions.

  • Ensure proper documentation has been generated, checked and confirmed for escort of loads (Baggage & cargo) between points.
  • Provide guidance, coaching and operational advice to security agents.
  • Develop security agents roster and present timely reports
  • Observe health & safety measures to ensure and maintain safe working conditions.
Qualifications
  • Education:  KCSE Mean C, IATA Cargo certification and computer proficiency.
  • Professional Experience:  Aviation Security industry experience preferred/Management course / Ex-NYS.
  • Experience: At least 2 years in a busy operational environment.
  • Proven track record in managing teams.
  • Excellent communications skills.
