The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. This position is located in UNEP, Corporate Services Division, Nairobi duty station. Under the supervision of the Chief, Financial Management Service, the Administrative Assistant will be responsible for the following duties: Responsibilities Human Resources Management: • Initiates, processes, monitors, reviews and follows-up on actions related to the administration of the unit’s human resource activities, e.g., recruitment, placement, relocation, promotion, performance appraisal, job classification reviews, separation, training etc., ensuring consistency in the application of regulations and procedures. • Enters, maintains and certifies administrative data and records for time and attendance, performance appraisal, etc. in electronic information systems. • Reviews entitlements-related claims and reports. • Provides advice and guidance to staff with respect to administrative procedures, processes and practices, liaising with service providers as necessary. • Maintains and reviews organizational staffing tables. Budget and Finance: • Monitors status of expenditures and allotments , records variations, updates budget tables. • Consolidates data received from UNEP Divisions, Regional Offices and Multilateral Environmental Agreements and provides support to higher-level staff with respect to budget reviews of relevant intergovernmental and expert bodies. • Reviews status of relevant expenditures and compares with approved budget. • Reviews requisitions for goods and services to ensure (a) correct objects of expenditure have been charged and (b) availability of funds. • Assists in the preparation of budget performance submissions. • Prepares statistical tables and standard financial reports. • Monitors compliance with UNEP delegation instruments, financial rules and policies. General Administration: • Prepares, processes and follows-up on administrative arrangements and forms related to the official travel of staff. • Drafts routine correspondence. • Maintains files of rules, regulations, administrative instructions and other related documentation. • Maintains up-to-date lists of UNEP finance staff and their mappings in the financial system. • Coordinates extensively with finance and administrative units and liaises frequently with internal team members in UNEP Divisions, Regional Offices and Multilateral Environmental Agreements. • Performs other related administrative duties, as required, e.g., operational travel programme; monitoring accounts and payment to vendors and individual contractors for services; physical space planning; identification of office technology needs and maintenance of equipment, software and systems; organizing and coordinating administrative arrangements for seminars, conferences and translations. • Maintains and updates finance related Standard Operating Procedures and Policies on the UNEP intranet. • Organize logistics for UNEP finance staff meetings and trainings. Donor Administration: • Assists with corporate administration of agreements between the UNEP and donors. • Assists with corporate administration of Implementing Partners. • Generates invoices for assessed and voluntary contributions from donors. • Processes the payment of donors and monitor deposits in UN Environment bank accounts. • Generates receipts for payments received. • Assists staff members, fund management officers regarding queries on payments and deposit related issues. • Assists in communicating with donors via written and verbal means. Associate Finance & Budget Officer

This post is located in Budget and Financial Management Service (BFMS)in the Division of Administrative Services, UNON. Under the direct supervision of Section or Unit Chief in BFMS, the incumbent shall be responsible for the following duties:
Responsibilities
Medium Term Planning
· Reviews, analyses and finalizes the preparation of the medium-term plan and its revisions on the basis of departmental submissions, taking into account recommendations and decisions of specialized intergovernmental bodies.
· Provides advice and support to relevant intergovernmental and expert bodies in their review of the medium-term plan and its revisions.

General

· Manages and follow up on outstanding receivable billing under UNON.
· Prepares, executes and monitors cost recovery in relation to UNON’s extra-budgetary resources.
· Administers the staffing table for UNON in line with the authorized staffing levels.

The technical duties include installation, conf guration, maintenance, support and optimisation of all hardware, network, software and communication links following relevant ECHO and EC regulations.
2. Main responsibilities
- Functioning of the hardware and software packages; such as:
- Performing specific technical functions, including changing of hardware electronic components (disks, memories, network wiring, power sources, etc) and routine repairs
- Assists in the deployment and installation of commercial and in-house developed software and related upgrades
- Networks administration; including:
- Manages the Local Area Network in line with EU/ECHO policies
- Ensures the LAN is properly maintained and good practices on security policies developed by EU/ECHO are followed
- Telecommunications
- Plans, installs and maintains all communication systems
- Acts as focal person with telecommunication service providers on technical issues
3. Qualifications required
- Relevant first level degree,
- Completion of MSCE and CCNA (or CCNP) studies;
- Minimum of 5 years relevant working experience at national or international level in ICT technical areas; In case of failure to provide a degree, a working experience of not less than 7 (seven) years in the same area can prevail;
4. Required Skills
- Specialist in Network management, Security management or System management;
- Working knowledge in Windows and CISCO platforms that includes Windows 7, Server 2008/2012, Exchange Server 2010 administration, CISCO ASA, routers, and switches.
- Proven knowledge of VMware technology
- Knowledge in data backup software’s
- Proven knowledge of VSAT technology and configuration of various satellite equipments
- Proven knowledge in Active Directory user and group policy management;
- Fluency in English, French is an advantage.
- Previous experience with a multilateral or international organization is helpful but not mandatory
5. Other skills
- Analytical skills, risk assessment, adaptability and flexibility/cross functional skills, high sense of initiative and good communication skills.

Responsibilities:
Under the supervision of the Chief Fuel Officer, the Fuel Assistant will perform the following duties:
- assist in timely planning, coordination and effective provision of ground fuel, aviation fuel and lubricants;
- keep computerized records of all received and issued POL products and enter information into fuel data base and MEFAS;
- review and analyze fuel returns and database records for correctness and discrepancies;
- assist review and monitor existing requirement for POL products (for vehicles, aircraft, generators;
- Assist analyze POL product consumption pattern;
- ensure environmental policies are adhered to including fire and safety standards;
- ensure bulk fuel receipts undergo quality assurance checks-ensure daily testing of aviation and ground fuel;
- ensure morning and evening verification of fuel stocks, ensure strict accountability of all fuel stocks, daily functional/safety inspection of all equipment including containerized refueling station (CRS), fuel tanks, fuel pumps and fuel testing equipment;
- ensures contractor’s fuel equipment is maintained and calibrated and records maintained;
- inspect fuel points on weekly basis;
- assist with the technical evaluation proposals;
- be a member of site board meeting for fuel site establishment and monitor mobilization and construction of sites;
- receive, process request for visa, F1 document, contractor’s ID card and book keeping;
- verify original invoices submitted by POL Supplier for payment;
- ensure all financial and procurement rules and regulations are adhered to when processing payments;
- liaise with procurement, contract management and finance sections to ensure timely settlement of invoices and recovery of funds where required;
- maintain accurate record of POL accounting data on electronic files, databases and on regular files;
- produce reports on status of outstanding requisitions, paid or outstanding invoices, payments and related details;
- manage incoming/outgoing correspondence, ensuring that correspondence is logged and appropriately delegated;
- perform other duties as required
Qualifications:
Education: Minimum of secondary education certificate
Experience: Five (5) year experience in fuel supply management
Languages Skills: English and French are the working languages of the United Nations. For the post
