Kenya Red Cross Society - Regional Programme Coordinators

Kenya Red Cross Society is one of the largest humanitarian organizations in Kenya. Its mission is to be the leading humanitarian organization in Kenya delivering excellent quality service of preventing and alleviating human suffering.
 
The Society is the Principal Recipient of Global Fund HIV Grant and seeks to fill the following positions:
 
Position Title: Regional Programme Coordinator (4 posts)
 
Reporting to: Head of Special Programmes
 
Job location: Eldoret, Nakuru, Kisumu & Homabay
 
 
Overall Purpose: Reporting to the Head of Special Programmes, the Regional Programme Coordinator will be responsible for coordinating and providing strategic and visionary leadership with full operational responsibility in the development, implementation and evaluation of strategies to effectively address emerging issues, risks and opportunities related to the Global Fund programme in their respective Regions. 

S/he will spearhead the implementation of strategic capacity enhancement processes as well as review the PR and the Sub recipients’ performance to ensure effective utilisation of physical, financial and human resources.
 
Duties & Responsibilities
  • Provide strategic leadership and direction to staff in the Region and assigned sub recipients in project management to ensure efficient and effective program delivery.
  • Contribute to the development, implementation and review of the Sub recipient’s budgets and other contractual documents and ensure timely disbursements of funds to sub-recipients.
  • Ensure realization of verifiable and full reporting for all contract deliverables and the project realizes full contract compliance in relation to M&E functions
  • Ensure proper management and accountability of funds in line with financial and budgetary policies and procedures of GF in the region and assigned Sub recipients.
  • Provide leadership in ensuring Programme Quality and alignment to National Policies, Guidelines and strategies in the Region.
  • Coordinate the design, development, implementation and evaluation of capacity building programmes aimed at strengthening SRs and communities with capacity to manage Comprehensive HIV/AIDS programmes.
  • Supervise the GF programme staff both at the region and SR level to ensure quality and consistency of programme delivery.
  • Ensure adequate data quality is maintained in the region by ensuring accurate, complete and reliable datasets and reports are submitted to HQ.
  • Monitor and evaluate implementation of programme activities to identify gaps, constraints and challenges that should be taken into account in order to develop and implement more innovative and integrated programming for each target population.
  • Ensure proper documentation of innovative approaches and best practices for dissemination and sharing experiences to promote repeat applications or scaling-up in different community settings.
  • Maintain strong relationship with all key stakeholders in the region and provide the link between the GF program and the Region Management team.
  • Ensure compliance to the rules and regulations regarding logistics and procurement as stipulated in the Kenya Red Cross Society as well as Sub Recipients policy.
  • Participate in multidisciplinary teams to develop, implement and evaluate strategic management plans to improve organisational effectiveness
  • Foster relevant networks and strategic collaborations with key stakeholders, respective county governments and implementing partners among others.
Minimum Qualifications
  • Relevant post-graduate qualification in Community, Public Health (MPH) or equivalent qualifications with certificate in project management
  • Over five (5) years’ experience in Grants and Project Management.
  • Previous work in HIV and/or Health grant programs will be an added advantage.
Key Competencies
  • Broad knowledge of HIV management, trends and goals at national, regional and international levels aimed at preventing and alleviating HIV related human suffering
  • Demonstrated technical expertise in strategic management, project planning and budgeting, resource management, implementation ability as well as programme monitoring and evaluation
  • Ability to initiate and manage change and to recognize and adjust to rapidly changing conditions in order to align programmes to the GF strategic plan.
  • Ability to foster teamwork and communication among staffs, Sub Recipients and stakeholders.
  • Strong interpersonal and cross-cultural skills including ability to build collaborative relationships with sensitivity to cultural, ethnic and political issues
  • Demonstrated proficiency in computer applications such as Accounting Software, word processing, spreadsheets, data-base, email and utilization of the internet

Programme Officers

Young Women Christian Association is a National Organization founded in 1912 whose purpose is to develop the leadership and collective power of women and girls to achieve social and economic empowerment, human rights, health, security, dignity, freedom, justice and peace for all humanity.

Duties and Responsibilities

Minimum Requirements
  • Degree in Social Sciences or Advanced Diploma in Project Management
  • Three (3) years experience in  programme management
  • Good IT and Report writing skills

Terms of Reference for Mid-Term Evaluation for the Mara Division Enterprise and Market Development Project
 
1.0 Background

1.1 AAH Kenya Background: Action Africa Help Kenya (AAH Kenya) is a non-governmental organisation that addresses development challenges in partnership with marginalized Kenyan communities mainly living in low income urban and rural settings including arid and semi-arid areas (ASALs). 

AAH Kenya is an affiliate country programme of Action Africa Help International (AAH-I), which has been operating in the East and Southern Africa region for more than 20 years implementing programmes in South Sudan, Uganda, Zambia, Somalia and Kenya.
 
1.2 Mara Project Background: Mara Division is located in Narok West Sub-County, Narok County, which borders Tanzania in the South. Narok County is among the richest counties in Kenya. 

Large-scale wheat farming is practiced in the high-potential zone and the world famous Masaai Mara Game Reserve occupies much of the County. Mara and Loita are the poorest divisions in Narok primarily covering the rangelands with low agricultural potential. 

Mara Division covers 4,964 km and has a population density of approximately 9 people per km2 which is divided into four wards: Mara, Naikarra, Siana and Ilmotiook. 

AAH Kenya is implementing a two-year project known as the Mara Enterprise Development in Mara division. The project is funded by Bread for the World (BftW), Germany. 

The project’s goal is to support development of an ‘entrepreneurial mind-set’ in community members in the Mara area, in order to strengthen their resilience and capacity to lead their own development, with its main objective being to support development of an ‘entrepreneurial mind-set’ in community members.

The project is working in three intervention areas namely; support to women in trade by equipping them with business training. This is mainly through community radio listening sessions and training in bead work in line with market needs. 

Moreover, the training also aimed at product improvement so that they can fetch the better prices. A second intervention is by rendering support to Mara livestock producers through exposure visits, capacity building and market linkages. 

There has also been an effort to diversify the livestock production by introducing fish farming. To date, the project has supported the communities in setting up and stocking two fish ponds. 

All these interventions are geared towards improving household incomes for the communities in Mara division.

2.0 Consultancy
 
2.1 Terms of Reference
 
AAH Kenya is seeking for the services of a consultant with an extensive experience in donor supported projects to carry out a mid-term evaluation for the project in Mara division.

The evaluation should give the extent of the impact of the Mara Enterprise and Market Development Project in the last one year. 

The evaluation will target various project components. These include: Livestock value chain, bead work and other the women enterprises; and fish farming. This exercise will assist the organisational decision making on further interventions in project implementation.

2.2 Overall Objectives of the Mid-Term Evaluation
 
The overall objective of this evaluation is to provide the Mara project with an independent review of the status, relevance and performance of the project as compared to the project document. 

The mid-term evaluation results are envisaged to identify and describe the lessons learnt, summarize the experiences gained and recommend the approaches and methodologies for the remaining period of the project.

The evaluation should address the following:
  • Relevance:  Review the relevance of the project in terms of Knowledge, Practice Attitude (KAP) and behavior change.
  • Effectiveness: Review the effectiveness of the project, to see whether the target population was reached with the intended interventions.
  • Efficiency: Examine if the project has been cost effective.
  • Performance: Examine the extent to which the project has achieved its immediate objectives, produced outputs and impact on the target group.
  • Success: Identify and document emerging best practices and lessons learnt in terms of the product and processes, sustainability and contribution made by the project in the development of local capacities.
Specifically, the Evaluation will aim to:
 
a. Identify and describe the main lessons learnt from the project performance in terms of:
  • Capacity building of local beneficiaries,
  • Efforts to secure sustainability,
  • Approaches and methodologies used.
b. Review the appropriateness and clarity of the roles and responsibilities of partners and the level of coordination between them. 
 
c. Review the project concept and design with respect to:
  • The clarity of the addressed problems,
  • Soundness of the approaches adopted.
d. Evaluate the performance of the project in terms of timeliness, quality and quantity of the activities undertaken.
 
e. Assess sustainability of the project outcomes, benefits and recommend measures for its further improvement. 
 
f. Identify key information and implementation gaps.
 
g. Assess the efficiency and effectiveness of resource utilization.
 
3.0 Main Tasks
 
The consultant is expected to undertake the following tasks:
  • Develop the survey design, methodology, tools, work plan schedule and budget to carry out the assignment in the targeted areas. This will be developed and finalized in consultation with the Project team.
  • Co-ordinate collection of data, analysis and interpretation.
  • Present a comprehensive draft evaluation report for validation. The report should provide detailed findings within each result area; provide key recommendations for implementation and management of the project.
The final report should be submitted to AAH Kenya in both hard and soft copies.
 
4.0 Methodology
 
The consultant is expected to adopt a mixed design methodology which will involve both quantitative and qualitative methods (which should include participatory evaluation approach).
 
The consultant is also expected to carry out an extensive literature review.
 
The evaluation design will be discussed with the project team.

5.0 Key Deliverables
 
Based on this TOR the consultant shall deliver the following:-
  • At the signing of the contract, the consultant shall provide an inception report detailing an understanding of the TOR, methods, and means (work plan and budget) of achieving the results of the evaluation. This must be accompanied by tools for data collection.
  • A draft report presented to the project team outlining all the findings and recommendations.
  • Hard and soft copies of the final reports.
  • The report above should provide practical measurable recommendations and outline the lessons learnt at the course of the project implementation.
  • All data collection tools.
  • Submit to AAH Kenya the final report for the assessment (bound hard copy and soft copies). The report should not be more than 20 pages excluding annexes.
  • Data sets used.
The final report should include at a minimum the following elements:
  • Executive summary.
  • Acknowledgement.
  • List of acronyms and abbreviations.
  • Table of contents.
  • Background; brief project description and context.
  • Evaluation purpose.
  • Methodology including sampling procedure and size.
  • Main findings per project component.
  • Lessons learnt recommendations and conclusion.
Annexes
  • Terms of Reference.
  • Work plan.
  • Survey instruments.
  • Sampling plan.
6.0 Time Frame
 
The assignment is expected to take a maximum of 12 working days effective 15th February 2016, and final reports should be submitted to AAH Kenya not later than 29th February 2016.
 
7.0 Evaluator’s profile and requirements
  • Hold a Master Degree in Development Studies, Entrepreneurship or any other related field.
  • Experience in consulting/ implementing of livelihood related and behavior change evaluations.
  • The consultant must be able to demonstrate experience in the systematic verification and analysis of both quantitative and qualitative data, preferably in a capacity building support context.
  • Demonstrated experience in evaluating donor funded projects.
  • Experience in report writing.

II. Organizational Context and Scope
 
International Organization for Migration (IOM) has been implementing reintegration programs with the objective of achieving durable solutions and deliverance of basic services.

The program has contributed significantly in increasing household food security level through short-term income generating activities such as cash for work and vocational skill training projects

With improvement of general security situation in Somalia and food security level, The Programme is shifting its focus toward durable solutions from life-saving and humanitarian assistance and also covers return & reintegration of IDPs, returnees and refugees. 

The Programme will be assisting in returns, reintegration and resilience including the following;

Emergency operations dealing with influx of migrants as a result of disasters or forced returns

1) Returning refugees from neighboring countries and transit area communities, 

2) IDPs who are returning to villages of origin and reintegrating into host communities, 

3) Drought affected pastoral and agro-pastoral communities, 

4) Migrants returning from abroad and 

5) capacity building of the government on service delivery and DRR. 
 
III. Responsibilities and Accountabilities

Under the direct supervision of Project Manager for MCROPS, the incumbent is responsible for performing administration and programme support duties including project tracking, document management, procurement and logistic support for Nairobi and field based offices. 

All these activities will serve to support the effective field implementation of the Project.

In particular, he/she will perform the following duties.
  • Assists in maintaining project administration systems as established by the Project Manager, including document filing, photo management, and financial tracking.
  • Assist in managing partners’ grants in coordination with field staff and follow-up on instalments, reports, and project progress as necessary.
  • In coordination with field staff as well as Programme Manager, draft press briefing notes, call for proposals, and partner agreement, donor reports, and other information materials.
  • Support field-based staff with admin/finance/logistical follow-up as necessary.
  • Arrange departmental meetings and take minutes in meetings and provide relevant documentation for the meetings.
  • Prepare Travel Authorizations (TA) and follow up requests for security clearance for the Staff and external consultants as required.
  • Follow up and/or prepares Payment Requests and Purchase requisition forms (PRFs) for authorization and coordinate/follow up with COS and finance.
  • Assists and supports on logistics and administrative planning of meetings, field trips and trainings in Nairobi and field level as necessary where applicable.
  • Attend cluster meetings, workshops that relevant to the Unit and provide feedback to the Programme Manager
  • Perform any other related task as may be assigned.

  • Fluency (written and spoken) in English is required;
  • Knowledge of Somalia and prior work in the Horn of Africa region will be considered as an advantage.

Monitoring and Evaluation Officer
 
Overall Purpose of the Job: To offer technical support in the monitoring and evaluation of projects and activities within the organization and to ensure that the project activities are conducted in an efficient manner by supervising, monitoring project implementation and reporting, ensuring that timely decisions on corrective actions are made and implemented.

Kenya Deputy Chief of Party

Democracy International, Inc. (DI) seeks a Deputy Chief of Party (DCOP) for a USAID-funded Kenya Electoral Assistance Program (KEAP). 

Through KEAP, DI will work to promote credible political processes in Kenya through the following four components: 

1) support of key institutions, voter registration and education, and election coordination; 

2) promotion of women and youth participation and inclusion; 

 
3) domestic and international observation; and 

4) dialogue, consensus building, and conflict early-warning/early response. 

The DCOP is to provide top-level oversight of all program support functions including, but not limited to, administration, procurement, human resources, financial management, and regulatory compliance.
 
The position is based in Nairobi, Kenya.

Responsibilities:

The Deputy Chief of Party’s major responsibilities are as follows:
  • Provide guidance and coordinate support to the civic engagement programmatic team, and sub-awardees, including identifying and promoting clear communications on issues of programmatic and budget management activities, compliance, monitoring and evaluation, and documentation;
  • As necessary, oversee the administration of grants made under the civic engagement component of KEAP;
  • Supervise technical staff to ensure effective implementation of administrative and financial procedures compliant with DI and USAID policies;
  • In coordination with the COP and Operations and Finance & Administration teams, oversee the development and implementation of financial tracking systems and coordinate and monitor project budgets to ensure all expenditures are in compliance with DI and donor regulations and within the scope of the program’s long-term budget;
  • Ensure that timely cash flow analyses and projections are provided and accurate for internal management purposes and to the donor, as needed;
  • Review and oversee administrative, procurement, and financial management procedures and recommend improvements as needed;
  • Directly supervise the civic engagement team, administrative, operations, procurement, human resources, and financial staff, both expatriate and Kenyan;
  • Oversee staff capacity-building across the program and provide evaluation and workforce management to ensure their continued growth;
  • Represent DI externally at meetings, workshops, and other events;
  • Develop regular reports and ongoing activity monitoring consistent with the requirements of DI’s cooperative agreement with USAID and with internal reporting requirements; and
  • Act as a key consortium liaison with the Government of the Republic of Kenya (GoK) and USAID offices in Kenya and Washington, DC in the areas of oversight, reporting, and compliance.
Qualifications:

Candidates should possess the following qualifications:
  • Advanced University degree in international development, political science, management or other relevant field;
  • Minimum eight (8) years of experience implementing democracy and governance programming, with significant experience in elections and political processes, civic engagement/civil society, governance, or institutional development, in a developing country context, of which two (2) years must be experience in a management role;
  • Experience in fragile or post-conflict states, preferably in Kenya/East Africa;
  • Demonstrated capacity to develop solid working relationships with senior government officials, local governments, non-governmental institutions, and coordination with other donors;
  • Strong communication and interpersonal skills are required;
  • Demonstrated record of success in politically sensitive environments; and
  • Fluency in written and spoken English.

Organizational Context: The International Federation of Red Cross and Red Crescent Societies (IFRC or “the Federation”) is the world’s largest volunteer-based humanitarian network. 

The Federation is a membership organization established by and comprised of its member National Red Cross and Red Crescent Societies. 

Along with National Societies and the International Committee of the Red Cross (ICRC), the Federation is part of the International Red Cross and Red Crescent Movement. 

The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.”

The Federation is served by a Secretariat based in Geneva, with regional and country offices throughout the world. 

The Secretariat is led by the IFRC Secretary General and provides the central capacity of the International Federation to serve, connect, and represent National Societies. 

The Secretariat’s focus includes providing support to the IFRC governance mechanisms; setting norms and standards; providing guidance; ensuring consistency, coordination, and accountability for performance; knowledge sharing; promoting collaboration within and respect for the RCRC Movement; and expanding engagement with partners. 

The Secretariat’s headquarters is organized in three main business groups: 

(i) Partnerships, including Movement and Membership; 

(ii) Programmes and Operations; and 

(iii) Management.

The Regional Director leads the Federation’s work in the region, is a member of the Secretary General’s Global Senior Management Team, and reports directly to the Secretary General.

The position is located in the IFRC regional office in Nairobi, Kenya. 

The Addis Ababa based Head of Delegation and the Permanent Representative to the African Union and International Organisations also reports to the Regional Director for Africa. 

Job Purpose: Under the leadership and overall guidance of the Secretary General, the Regional Director provides vision, leadership, strategic guidance and effective management for the Secretariat’s work and resources in the region, including in the areas of Programmes and Operations, Partnerships, and Management, ensuring organizational excellence in support of National Red Cross and Red Crescent Societies and vulnerable people and communities. 

The position oversees the Secretariat’s activities in the region along the continuum from crisis prevention and disaster risk reduction and preparedness, to development and building safe, healthy and resilient communities, to disaster and crisis response and recovery.

Job Duties and Responsibilities

Within the framework of the IFRC Strategy 2020, and under the guidance of the Secretary General, the Regional Director:
 
Partnerships, Movement Coordination and Membership Services
  • Provides leadership and direction to Country Cluster and Country Offices to ensure that strategic partnerships are established, maintained and strengthened, to build stronger National Societies, to maximize Movement Coordination with the ICRC and National Societies, and to engage in humanitarian diplomacy and resource mobilization, consistent with the priorities established by Governance and the Secretary General.
  • Provides strategic direction in the region and advocates for an increased understanding of the fundamental principles and humanitarian values, and ensures Federation-wide standards and guidance are disseminated and integrated. This includes pro-active efforts to tackle stigma, discrimination, social exclusion, violence and promoting peace and harmony by working pro-actively with the National Societies in the region.
  • Engages with National Societies leadership to promote prevention and early action concerning integrity risks and help them to overcome integrity problems.
  • Leads the development and adaptation of regional strategies that facilitate research, learning and knowledge sharing in support of evidence based decision-making by National Societies including enhancement of the professional qualifications, competencies and impact of RCRC volunteers and staff at all levels.
  • Represents the International Federation of the Red Cross and Red Crescent Societies (IFRC) in high level internal, Movement and external forums, and plays an active role in contributing to policy development along the continuum of the Federation’s humanitarian work.
  • Guides and oversees the implementation of strategies in the region to heighten RCRC influence on decision-makers, opinion leaders, governments, other humanitarian actors, private sector partners, and other key stakeholders to better understand the needs of vulnerable people and the central role of the IFRC and the RCRC Movement and to facilitate the availability of humanitarian access, space, and resources for RCRC actions.
  • Leads the mobilisation of resources at the necessary scale to support regional activities along the continuum of IFRC engagement, working in close coordination with the member National Societies and ensuring support to National Societies in the region to build up their own resource mobilisation capacity.
  • Guides support to National Societies to strengthen their capacities for volunteer development and youth engagement and ensure that lessons learned are shared between National Societies in the region and are available globally.
Programmes and Operations
  • Provides leadership, strategic direction, effective management and operational coordination in the region in the areas of disaster risk reduction and crisis prevention, preparedness, response and recovery, in support of the National Society in country and in close collaboration with the Under Secretary General (USG), Programmes and Operations.
  • Provides leadership, strategic direction, and effective management and coordination in support of National Society efforts to strengthen the resilience of communities and address the needs of vulnerable people in the region, in the full range of programme areas (e.g., health and other social and economic sectors) consistent with the priorities established by Governance and the Secretary General and in close collaboration with USG, Programmes and Operations.
  • Ensures resources, logistics services, tools, and commodities, resources and overall organizational preparedness for all programmatic and operational activities of the IFRC, including disaster and crisis response and tools of the Movement, are mobilized to meet the operational and programme needs at scale, while helping to build stronger National Society capacities in the areas of disaster risk reduction and crisis prevention, resilience and preparedness, response and recovery.
  • Provides vision and leadership for the elaboration of innovative and effective programmes in the region for safe and healthy living, strengthened community systems, and resilient communities.
  • Provides overall leadership to international programming support to National Societies in health, social services, disaster preparedness, recovery and other development areas and to the support services in the context of disasters.
  • Provides regional oversight for staff safety and security in the region and, in close collaboration with the USG, Programmes and Operations and the IFRC Security Unit, ensures that effective systems, mechanisms, programmes and tools are in place to protect the safety and security of staff and volunteers in operational settings and to strengthen National Society capacities to ensure the safety and security of their staff and volunteers.
Management
  • Provides line management of team managers and other senior officers in the regional office, as well as country cluster and country office heads in the region.
  • Works to ensure overall institutional coherence and coordination in the organization’s results based management systems, and ensures effective human resources management, financial management, and management of plans and budgets.
  • Ensures that Secretariat strategies, plans, regulations, procedures and standards are in place and implemented in compliance with IFRC policies, and ensures compliance with all applicable laws and status agreements to minimise the risk of harm to the IFRC and Secretariat personnel, property and resources.
  • Fosters and contributes to an overall organizational ethos of learning, accountability and transparency within the region.
  • Nurtures and ensures effective matrix management and cohesion in regional teams and between the region and Geneva, including effectively putting in place systems of shared accountabilities with regional and central leadership structures.
  • Ensures staff growth, motivation and satisfaction and team building, contributing to effective organizational talent management and overall institutional discipline.
  • Works continuously to bring the Secretariat closer to National Societies and to foster Movement coordination and collaboration in related areas of work.
  • Performs as an effective member of the organization’s senior management teams.
  • Performs any other work related duties and responsibilities that may be assigned by the Secretary General, including representing him upon request.
  • Provides leadership to the monitoring and reporting process on global performance indicators and promote a culture of performance and continuous learning to improve the accountability and impact for vulnerable people.
Education
Required: Post-graduate degree in the area of management, humanitarian or development issues, or other relevant area.

Preferred: A second relevant post graduate degree.

Experience

Required:
  • At least 15 years of professional experience in disaster and crisis prevention, response and recovery, humanitarian operations, social or economic development, membership services, international organization partnerships, or other relevant field, 5 of which must be at regional or country field level.
  • At least 10 years of experience in effectively managing and motivating teams and direct supervision of staff.
  • Proven leadership and management experience including in the areas of human resources management, financial management, administration, and organisational risk management.
  • Experience in strategy development, developing tools and guidance, providing technical assistance and in establishing and maintaining networks.
  • Demonstrated success in project/programme planning, budgeting, management, reporting and evaluation.
Preferred:
  • Professional experience in a National Society.
  • Good understanding of IFRC policies and strategies and a demonstrated ability to translate these into an operational context.
